temperatures fall back into the 50s a very brisk windy day a cold front moving through as we speak live look at radar quiet conditions at the moment a mostly sunny day it will look like a beautiful day, cooler than what we had around here, during last week. that cold front pushing south and east once it gets south and east of us winds will pick up out of the north and west and they will be gusting later today, to 20, 25 miles an hour later this afternoon. comfortably cool, 56 washington, 51 ocean city, 52 degrees winchester our highs today we will do it early i think by the noon hour our temperatures will be low 60s temperatures will start to fall back this afternoon as that cooler air works in. later tonight freeze watch and a freeze warning for the entire area, we will look at that and look at the rest of the workweek coming up in a few minutes back to you. tucker thank you very much new this morning another earthquake in our area,

according to u.s. geological survey it struck in virginia, 11:21 p.m. last night 3 .1 magnitude and the epicenter was just 8 miles out of mineral virginia the same place the 5 .8 magnitude quake struck last august. so far there are no reports of any damage, people on facebook say they felt it near lake anna, and in fredericksburg and around spotsle vain yeah county. >> in chile a quake hit that country, the 7.2 quake forced residents to run from their homes no serious damage or injuries have been reported. in our other big story the health care debate at the supreme court today's legal fight over the president's health care law is truly historic the high court has not set aside three days for argument since the 1960s.

over the next three days the justices are going to hear arguments about the constitutionality of requiring americans to buy health insurance here is steven bladdick. >> if congress has the power to do this they have the power pow eat broccoli i don't thing that is true all americans whether we like that or not will consume health care at some point in our lives we may not want to or plan to but if that is true and justices believe that is true is it really so far-fetched for congress to try to create a cost efficient, cheap way for all americans to have health insurance requiring us all to carry it in advance of when we need those services that will be the question what needs to resonate for the government to win. >> reporter: so the justices in addition to weighing in on the constitutionality will consider whether you can take one part of the law and throw it out if that negates the entire law or if you can look at it piece by piece and have those individual pieces if they will still stand

but before they get to that, the issue they will take up today is whether or not this is the appropriate time for them to hear the case, there is an argument out there that says they wouldn't be able to hear the case unless the law goes into effect that could kick the decision here further down see 2015, however the timing allison, really going to be interesting, if the justices do decide they are going to take on the meat of the case the constitutionality, that is expected to come some time in june, as you know, that will be right in the heat of the presidential political battle back to you. >> could be a game changer, thank you. >> well, today marks one month since 17-year-old trayvon martin died and the outrage across the nation continues the build this afternoon trayvon's parents will address a city meeting in sanford florida. in the meantime people across the nation are holding vigils and rallies demanding justice for this teenager today in our area, legislative black caucus of maryland will hold a press

conference at a state house in annapolis, 1:30 p.m. this afternoon between 4 and 5 a rally outside of the justice department and tonight at 7:00 p.m., people will hold a vigil at 14th and park in northwest dc. joining us now with more insight is the executive director with concerned black men. of course the national organization thanks for being with us today. >> sure. >> where does concerned black men stand on this case. >> well, we want to see justice done we want to see complete investigation take place, and we want to hopefully, see some healing, in the nation around this whole issue of young black boys and racial response that has come as a result. >> would you classify it as a racial matter? >> well, i think it is because it is a complex matter but race is at the center of it in terms of mr. zimmerman's response in

terms of the police acceptance of his story without a complete investigation, police officers do certain things when people are killed, they conduct complete investigations they cordenned off the area, they looked at both the person who was shot and the person who did the shooting most importantly they look at the person who did the shooting in this case that didn't happen i think you can't escape the fact that race is intertwined. >> george zimmerman said basically he acted in self- defense now there are reports that support that, that he said people saw the two of them in some sort of a struggle, what are your thoughts on this? >> well, i just think a rational look at the situation, mr. zimmerman pursued mr. martin, and if mr. martin thought he was being pursued, and this individual was armed,

the logical thing he might do is try to defend himself and i think that is one of the things we are talking about mr. zimmerman, using or being able to avail himself of a self- defense strategy when in fact the self-defense strategy belongs to trayvon martin. >> we were just seeing a picture, if you wouldn't mind pulling up that picture we have all become familiar with the last one you showed with him standing there in that t-shirt basically looking like just a regular 17-year-old kid if we find it please put it back up because there it is this is the image we are used to now other images have started to circulate, on the web, and some are saying they have been put out by forces that want to portray this young man in a different light, a little more sinister look if you will, what is your reaction to that? and should that matter what this child looked like. >> it shouldn't matter, again we are talking about an

individual who was not doing anything that warranted suspicion, and he was pursued by someone that he didn't know, for apparently from what we know now, no legitimate reason what he looked like, was what he looked like at that time, in terms of height, size, that he doesn't resemble the pictures we have seen now at least some folks are alleging that those things are not important. justice department looking into the case possible violation of civil rights how do you feel about that. >> somethings that were said, at least placed this entire matter within the ambient of a hate crime and we know that there is a new state prosecutor appointed by the governor, we are hopeful, that the state is going to take a careful look at it, charges will be brought, it would appear that is what should happen now, and that the feds should look at it with

so what do you have here and if you can run us through tips. >> well, my first thing , you know sparkle is spayed and being spayed or newterred can absolutely decrease metabolism by 30%. >> wow. >> yeah, and every single bag of food on the market is going to make a recommendation for how much your pet weighs and how much to feed that pet all those recommendations are for dogs not spayed or neutered because the american association of feed control officials mandate it is done but if we are feeding our dog the amount on the backover the bag we are over feeding by 25 to 30%. >> if they are spayed and neutered. >> does it say that on the bag. >> they are not allowed to say that. so this is something you have to learn either from someone like me or your own veterinarian or just doing your own research online another big problem that i find is people have, a cup of food for their dog but it is like the big gulp
