7:34 am
first of the year house and senate supposed to pass one all preparations will be done by october since mr. obama came to town, they have not passed a budget at all. they are not doing what they were called to do. responsibility the very minimum the national debt has gone from 40% of gdp to 100%, and in europe, there are only three country that is have a worst debt to gdp ratio only three, greece 120% of gdp we are going the blow past that, before next year, the budget is completely out of control primarily because of the lack of presidential leadership and congress being willing to pass a budget. >> is it primarily because of lack of presidential leadership or lack of congress wanting to do anything. >> the biggest problems we are not working together that to me is critical the country is in trouble the debt is getting way out of control and we sit down
7:35 am
and do these partisan arguments now you are going to pass a budget i call the gift that keeps giving to democrats again what it does is it cuts all the safety net programs and at the same time, extends the bush tax cuts and also reduces the rates. so, center for budget priority said based on the current analysis of what the ryan budget even worse than the one last time extension of bush tax cuts plus reducing rates gives upper income people $250,000 tax break at the expense of food stamps, medicaid, safety net programs, medicare, and i just think that is not the way to go. i mean, i think bob and i would agree the best thing to do is work together because there is some very tough decisions we have to make on the social side and revenue side if we can't have a balanced approach, the country is going to suffer and you have to remember, the last time we had a balanced budget, was with a democratic president
7:36 am
in a republican house in a republican senate. >> it can be done. >> we know it can be done we ought to go back to that. when the republican house and senate and president got their $500 billion surplus they just dissipated it. >> bob your reaction? yep the last republican budget 2007 had a 1.2% deficit almost balanced those of us who believe in balanced budget are offended by that when mr. obama came in the first 17 days they passed a bill using a term no one ever used before, a trillion dollars, not for defense, not for agriculture or interior just walking around money they called it a stimulus borrowed another trillion dollars jumped that up to 11% deficit in the history of the united states of america we have only been over 10% three times in our history once during world war ii, -- once during world war 1, twice during world war ii the last two years we have been at over
7:37 am
11% deficit as i said is blowing a hole and we can't continue another four years like this. >> but the ryan budget, even if you enact everything about the ryan budget, it still increases the nash fall debt by $4 trillion -- national debt by $4 trillion in 10 years that isn't the solution we have to do something that reduces our national debt,. >> spending. >> well, we have to do spending cuts and revenue raises everybody has to have a balanced approach otherwise we will never accomplish what we want to accomplish. >> this is a recurring team we talk about bipartisan ship we need more, so we had a bipartisan budget came up yesterday and rejected. what is it going to take for there to be some sort of agreement and some ability for congress, people or both sides to work together on a budget and everything else? >> i wish -- i think that is a $64,000 question how do you get congress to -- look, the day
7:38 am
barack obama got sworn in as president, mitch mcconnell, senate minority leader, republican basically said i will spend the next four years making sure you are a one term president that is not the way to start off working together. so it is contentious for all this time remember how we got this first 1 trillion he is talking about in deficit was because of the bush administration republicans in the house and senate who blew open the budget by bush tax cuts not paid for the wars not paid for, medicare part d not paid for in fact one of the most interesting things when he and i were in congress we had pay as you go we fought to get pay as you go it was in during the clinton years republican house. >> newt gingrich as speaker. >> you can push that in, but so they had pay as you go the first thing the republican house republican senate and republican president did when they had the so called trifecta their dream operation we have
7:39 am
all three branches right? they got rid of pay as you go so they didn't have to pay for the bush tax cuts didn't have to pay -- i bet you if we had to pay for the wars we never would have had those wars. >> bob is chomping at the bit here. >> no, he is absolutely right when bush came in they had four years of balanced budgets never happened since college when newt left, we have never had one since it would have been nice if they continued the first thing he said, when talking about the ryan budget and how it is cutting, and the second time you started talking you said but the ryan budget increases the debt either we've got to -- >> it duds. >> but he says -- it does. >> but he says if you can't cut and can't get rid of the debt you continue doing what we are doing are we going to control spending everybody will howl and complain but foot stamps are up 70% over three years ago et cetera. we will have to control the spending in the process lower the burden of government because people don't have to go
7:40 am
to great factories they can go to places where they don't have all this burden every time they talk about let's put more taxes on people one more factory is going to some place else. >> this is not fair to do to you two but we are out of time one more question just yes or no answer does the supreme court are they going to reject the president's health care plan. >> i -- my feeling is that they will probably strike down a mandate but keep the other good things in there. >> if they do that the whole thing will fall apart. >> gentlemen thank you we love having you guys in here hopefully you come back some time soon. 7:40 a.m., still ahead an elderly florida couple planning to sue director spike lee over the trayvon murder case we will tell you why what is the connection there. actor will farrell gets back in characters for a big announcement details on that, first, time for today's my fox half off deal just in time for
