athletes from competition is a lot better than howard universities initial reaction which was to suspend all of its sports programs from competition it has backed away from that and says most teams will compete as scheduled the university announced yesterday it launched an internal investigation into ncaa violations but isn't giving details, several students tell tong 5 it has to do with misuse of textbook vouchers athletes who bought extra books with vouchers returned them with cash or used the vouchers to buy other items in the bookstore such as ipads and supplies. some worry any future sanctions could hurt a lot more people. >> if there is no football game, i am on scholarship if there is no athletics for the band to support are we still going to have a band program next year? >> it is unclear how far

could be whether it is isolated to one team a few teams or across the board university now says it is working to quickly resolve this matter wisdom. >> well, sherry, what is the ncaa have to say about any of this? have they commented at all? >> so far the ncaa remained mum on this, referring calls back to howard university, typically what happened in these situations, it looks good for the university to take these proactive measures we've seen this in cases of university of miami recently involving some issues there, at the university if it comes forward shows it is taking action to clean up problems they have it could help down the road if ncaa were to impose sanctions. >> thanks. meantime more trouble on

another local college campus police at university of maryland are investigating two separate hate incidents in one case anti semietic vandalism was found in an elevator and in another case a noose was found. punishing the people responsible is only part of their goal. >> university police will continue their investigation at the same time we need to take a little bit of a longer view and talk about how we can get to a place where this university is comfortable with equity, inclusion, diversity core values to this university. school says it had five hate incidents last year that is down from a high of 33 back in 2003. jury in maryland is awarding $620,000 to a frederick couple, whose dog was shot by a sheriff's deputy the jury says it violated the couples rights, dash cam video

recorded the entire incident the dog is seen bounding towards the sheriff's deputy and appearing friendly the dog survived the shooting but may need a leg amation. >> the woman known as the blond bandit is charged with 6 counts of bank robbery during a two week long crime spree in northern virginia she was arrested after a chase on the belt way in november she is expected to enter a guilty plea. all eyes are sure to be on this next story the white house is in the hot seat has explaining to do some say obama administration has to tell a federal judge today whether the president believes the u.s. supreme court can review his health care plan. doug luzader takes a look at what set off this fire storm and what's next. >> reporter: so far the white house struggled to explain the president's remarks this week about his health care plan and the power that the u.s. supreme court has to over turn it.

budget written by paul ryan painting it as a series of cruel spending cuts on the campaign trail, mitt romney, is looking ahead to november. joining us now with more insight on all of this former democratic congressman of illinois, marty russo now head of russo capitol good morning to you marty. robert walker former republican congressman from pennsylvania now executive chairman of wesler and walker. let's start with presidential politics it seems mitt romney has now with this surge he just has three more primaries under his belt more delegates inching closer to what he needs seems he is not talking about rick santorum, taking on the president more. >> he is about half way, where he needs to get, but what you always have to remember about the republican primary there are two huge primaries right at tend of the season, texas and california, it is possible, for either rick santorum or newt gingrich to get the kinds of

votes that would be necessary in order to challenge mitt romney still, if they got all of those votes out of both texas and california now is that a realistic possibility no, pretty much an outside possibility but the possibility still exists romney believes he has it wrapped up there is a lot of the establishment believes he has it wrapped up he still has yet to connect with conservative voters he has got to find a way to connect with conservative voters if he is going to get this nomination. >> is it smart he is looking forward to november in your opinion? >> i think so. one of the things he has to do is not tell people what he is going to do he says i can fix this i have the experience but he never said how he would have done it differently at this particular point he will have to lay out a program what he sees for the future of america, president obama laid it out now republicans don't care for it but this will be a really difference of opinion this is really going to be a right and left view of what is going to

happen for the country, so there is a clear cut distinction where the president is coming from where the republican party is coming from american people have to make a choice it will be an interesting choice. >> if rick santorum stays in it until the end what does that do for perception for the party? i will ask you bob what does it do for the republican party going into november? >> right now, both rick and newt are saying they are going to stay in, until tampa, what i think it does is as sures conservatives continue to have a choice but at the very least what it means is the republican platform will have to reflect some of the conservative values, that both newt and rick bring to the campaign, and so, one of the fights even if romney has wrapped up the delegate count, is likely to be over the question of how do you shape the platform in a way

which is satisfactory to voters. >> interesting. we learned last week your connection with the newt gingrich campaign let's talk about the former speaker where is newt gingrich now what is the next hope for him to sort of come back and get his head back -- name back in the headlines? >> we are campaigning in delaware, we think that that is a state where we have a chance of breaking through, he was getting huge crowds yesterday in north core lie that, that is a state that would -- carolina that is a state that would be good for him, and we are looking forward to texas and california there is a game plan we think that we have the resources available to us to be able to go forward. >> okay marty want to ask about the president's sort jumping into the debate over the ryan budget what does it say when the president comes out now talking about the cuts and they are drastic >> i think the campaign is a campaign of a third choice do

you want the ryan budget which its theme is that the poor people in the country get too much and the wealthy don't have enough to paul ryan fixes that problem cuts the programs for the poor takes that money and give it is wealthy another $4.2 trillion tax cut on top of the extension of the bush tax cut so the choice will be do you want a balanced way of dealing with the deficit, i think social security medicare, medicaid, social programs are going to be on the table. well, revenues have to be on the table you can't just say i am going to cut all these programs take 19 million people off medicaid make sure seniors pay more money for medicare and say well, we will take that and so called job creators will get another $4.2 billion revenues, the ryan budget still has $4 trillion to national debt over 10 years it is a clear choice.

but the real point here is the president's budget was taken before the house and so on it got zero votes no democrats voted for the president's budget in the senate the president has not required democrats in the senate to come up with a budget he has not pressed them paul ryan made the tough choices if we are going to get the deficits under control bring down the debt we have this this country you have to make tough choices democrats don't like the tough choices he has made fine bring your tough choices before the congress, and have some votes. there have been no democrats who have been willing to support what the president brought forward. so the president on this case is a president that is talking about some body else's budget but not presenting one that is credible on his own >> i think he did. >> it is not a credible budget. >> sure it is a balanced choice where are we going to go with america are we going to do something for public education

>> it broke out locust avenue northwest, sherry lee, live to give us the latest detail. >> good morning wisdom, allison we now know this fire started in the second floor of this home here on locust road northwest dc, it started in a rear bedroom, three people had to be pulled from a house and taken to hospital right now for the very latest information we have deputy fire chief, tell us about getting the call this morning and what you found when crews got here. >> the 911 center, officer unified communications only received one 911 call for this house fire we believe it came, originated from this house we believe reported the house on fire with people trapped of course, dc fire and ems always deploy a lot of resources to these types of incidents this was no exception our closest units came from our fire house on georgia avenue south of missouri avenue engine 22 and truck 11 they arrived within 5

minutes, dispatched 6:35 a.m., arrived 6:40 a.m. went on the scene with the fire with a lot of smoke, fire second floor bedroom, two occupants, two elderly occupants were found on the first floor, conscious, and alert, suffering from what we believe to be smoke inhalation we escorted them out of the house as soon as possible one of the occupants told us that a relative was still upstairs. rescue squad two from georgia avenue went right upstairs and found an elderly unconscious occupant in a bedroom adjacent to the bedroom that was on fire, we immediately brought that person down and outside, where ems was awaiting that patient was transported priority one to med star with us performing advanced life support measures i don't have the condition of that patient i can tell you the other two patients that we found on the first floor they may have been upstairs and got down on their own we escorted them outside we

took them to gw priority two for observation. >> so what can you tell us as far as the fire is concerned any idea on the cause and was it contained within the house. >> yeah, the fire seemed to be contained to that one bedroom there may have been a little bit that got into the attic through the exterior soffits of the house once again crews got up real quick and put a real quick knock on it this is more of an issue where we are concerned about the residents we believe we did a great job putting the fire out extinguishing it, very quickly and effectively, of course getting that one occupant if not all three of those occupants out of there our main concern is the one we transport pride yourty one we don't know at this point what the status is. was there any indication smoke alarms went off? >> i did walk through there, and i spoke to a couple of our first two units who did not hear any smoke alarms activated when they got here. >> thank you very much deputy fire chief for dc fire.

finds certain every day stress can lead to a very serious problem, the fox medical team's dr. joe is looking into this for us good morning what did the study find. >> well, good morning allison what they did was looked at 911 dispatchers that had never been done before again they are remotely involved not really on scene but when asked about the trauma they suffered after or during these phone calls again about 15 out of every 21 calls, had potential trauma involved, they said that they did not fair that well and in fact, three and a half% probably qualified for diagnosis of ptsb. >> okay they deal with these life and death situations all the time emergency workers, so, how do those emotions play into this. >> well, you know i think it is the fact again they are kind of helpless when they looked on a scale, they asked police officers, they asked 911 dispatchers about different

emotions they found increased levels of frustration, helplessness, sadness being horrified and again it might be because they can't actually act you know if you are in an emergency situation you have to act that adrenaline slowing and you are doing something but these dispatchers are just sitting there listening the most traumatic calls did come when a child was involved maybe the death of a child or a trauma, also, the other thing was suicides being on the other end of the line someone who wants to end their lives and the third thing was if a fellow office era police officer, or there was a shooting of someone, in the emergency group that was another big stressor for them. >> in 20 seconds what does that mean for the rest of us not in that particular field? >> it means that we can be effected significantly even if we are not there if we are not significantly present, even if it is indirect exposure again we thing about a lot of these interventions that occur say in

leader at the time kept the lid on this country with people were steadily getting poorer and everybody else was getting richer, and american journalists can't go into north korea or only go on very guided tours where you don't see anything i started working interviews with the defectors who live in seoul, about 23,000 of them have come in the past decade but shin is the only one of these defectors born in a camp and got out. >> how did you find him? >> he had come to seoul, about a year and a half before i met him and he had written a short book that no one pays any attention to, and he was running out of money and worried about being homeless and when i interviewed him i did a story on the front page of the post, got an enormous reaction, a real human reaction you don't normally get that for newspaper stories and went back and said look we just scraped the surface can you tell me all about your life it took him 8

months to agree and then it took about 2 and a half years of interviews to get the full story. >> a year to make -- the actual work took longer than it did to get -- >> writing was easy once i got the story the story is amazing his parents were chosen by guards in the camp, in a reward marriage and he was bred like a farm animal, to be -- his life trajectory was work as a laborer when he died in his early 50s. most people do in the camp. >> i am sure a lot of people in the book -- do you feel you want to share how he managed to escape what his life was like after that. >> sure. he managed to escape, because he met a new comer, who was sentenced to life in the camp he had lived in the capitol and europe he knew the outside world. shin was raised in the camp he
