quantico, a 32 minute commute, all delays are opened, earlier accidents cleared. on the east side of town, before we go, tree down blocking the gw parkway, between vernon hugh drive and mount vernon highway. now to the east side of town. at the crash eastbound 50, buoy, 197, tieing up the left side of the road, riffer dale headed into northeast. that is a check of your fox 5 on time traffic. some top stories we are following on this tuesday morning a police involved shooting in dc. >> investigators are looking into whether it is connected to another shooting. melanie alnwick is live in southeast. melanie good morning. good morning will. yes, the scene here is still blocked off, many many hours after this incident it happened 10:47 p.m. on monday night, and now we are getting close to what is it now, 7:00 a.m. in the morning sorry i have been here since very early. hard to keep track of one hour

to the next. 6th street, blocked off darington to galveston street. it appears they are keeping this scene blocked off it was quite a scene last night. we understand there was gunfire exchanged across these three blocks between some people. we do know that one police officer was injured with what they call a graze wound. there is a male suspect, there was a lookout for a male suspect when the alert first came across at 10:47 p.m. last night. the male suspect is now deceased, fatally shot by at least one police officer. that exchange of gunfire but details we are not sure. police think it may be connected to another scene, a shooting they were called to respond to that happened 10:12 a.m., only 30 minutes prior to that. not far away we have a map we can show you, proximity of those two locations. now that particular scene again

happened 10:12 a.m. in the evening, that was in the 4300 block of 3rd street southeast, dc police responded for an adult male shot in the leg. the two scenes may be related but they are not confirming 100% at this point they are. there was a third shooting scene here in southeast dc last night, that one was over on the 1500 block v street it happened 10:44 p.m. in that situation there were two men shot and wounded one in the foot and one in the arm. it just now appears the v street scene is related to the ones on 3rd and 6th. that is the latest from here in southeast. >> thanks for the update. new details on a person of interest, in the stabbing of a pregnant woman. police released this video of a man they are trying to find and identify the attack happened march 22nd overnight, 4200 block 9th street, southeast. the victim survived but the boy she delivered died.

an autopsy proved the infant was killed by the stab wound. prince george county police on the hunt for a suspect involved in a string of wobblies. suspects -- robberies. suspects wearing masks were targeting commercial businesses. police believe the pair committed at least six armed robberies since friday night. they hope new video will lead to an arrest. >> one significant thing if you look at surveillance footage or photographs we provided one suspect has a distinctive sweat shirt on with red lettering in the front and black lettering in the back. hopefully some body recognizes that sweatshirt and calls police. so far, no one has been hurt in any of these robberies. will. polls are now open for the dc council special election. residents in ward 5 are voting to fill a seat vacant since january.

now. our weather guys might be doing okay. however, areas to have eastern shore, easton, cambridge, thunderstorms now developed in that precipitation. so we will watch that closely as well. we do have a chance of seeing storms later on today. let's go to weather maptake a look where we stand. 67 degrees, regan national airport, sticky, humid, muggy, yeah, 90% humidity with a light southerly wind flow. as far as temperatures go elsewhere, currently 68 degrees annapolis, quantico warmed up to 71, 64 culpepper, dulles 64 and 63 frederick, 63 degrees martins burg. jet stream to the north of us live in that warmer air to settle us in. we are talking a high of 75 degrees, still a chance of thunderstorms by this afternoon and tonight, it will be mild as well, 64. we will see showers, and then thunderstorms possible again late tonight, but in between all this as you saw on radar we could get a break-in there.

hours and lack of parking in the district. chairman brown good morning welcome back to the show. >> good morning thanks for having me on. >> you have been vocal about the parking issue saying you want to have a special hearing about this to address this, any timeline for that? your general thoughts about what a pain it can be to park in the district. >> not just a pain to park in the district but residents are tired of fees, looking at speeding cameras, looking at you walk across the street when it is a red light you get a $250 ticket, looking at putting 7 bags of quarters in a meter just to run across the street to starbucks. people are tired of fees. we are going to take a comprehensive look at feesome could be useful for certain reasons but we don't want to be in the business of creating full fees to run the government. that is unacceptable. >> it does so help with the

city business, how do you reach that compromise. >> what happened we have the district of columbia is strong. we have a billion dollars in reserves. we are voting on the budget, the first jurisdiction to pass a budget. virginia hasn't passed theirs, maryland hasn't passed theirs my colleagues have worked hard p. the district is strong. the question is, are we raising fees to run the government? are we raising fees to get out of the financial constraints we were in. i think we are passed that stage now >> any time table for hopefully a special hearing, councilmember che said this summer she is looking at it with a discussion. >> we will look at all of the fees in the district of columbia and how much they have increased to make sure they are in line with the jurisdictions. they are in for the right reason. we are looking at a special committee. council member che is looking at parking. >> speed cameras.

you have said you will be the first to pass, in this area, maryland, having a problem, special session coming back on that, virginia, we are looking at different fees and what not. tell us about dcs budget. >> these are tough times i want to say how proud i am of all my colleagues, stepped up to the table. this council will vote on a budget today, no new taxes proposed in this par it can lair budget. no -- particular budget. no new fees sent down, in the majors proposal. we are excited we want to make sure, making sure residents can live here, affordable housing, spend an incredible amount of housing on the trust fund. $18 million. make sure my proposal we have, the local rent supplement, to get folks out of hotels and shelters. we want to make sure the people who live in this building get to live in district of columbia, and make it the diversity it is. >> the mayor asked to be

approved the budget, with some differences what are they? >> there are clearly differences we want to thank the mayor for his work but one, we are going to put money where our mouth is on affordable housing, summit, they talk about affordable housing we will dump close to over $20 million in affordable housing take care of seniors in the budget, continue education reform. focus on our lowest performing schools. make sure those who need it most have opportunity to get the resources necessary to continue. strength and domestic, that is a big issue, money cut out of the budget. we were able to reallocate $120 million on the mayors contingency list and cut that in half. we are excited about the work we have done. also the major and i worked on an initiative to do 23 parks, playgrounds in district of columbia, we want you to be able to go in your own neighbourhood and go to a playground and spend time with your child. we believe in promoting family

atmosphere. there was an issue dc workers getting money back for furloughed days will that issue come up again or is that dead in the water. >> we will deal with it in june. let me stop and thank councilmember david kananya and mayor, making sure health care is available for all here in district of columbia, a lot of hard work, pressure from the news and press about it. that is what the district is about, agreeing to disagree on certain areas but coming back to make sure those who need it most are represented we will do that today and pass this budget with no taxes no commercial, no lottery, no slots no nothing we will do the work of the people to make sure, when they live in the district of columbia, the city is strong. we have some of the hottest restaurants in the country. >> you don't have to sell me on it at all.

14th street bridge. thank you. new this morning, a police involved shooting in dc. >> investigators looking into whether it is connected to another shooting, fox 5s melanie alnwick is live in southeast. melanie. >> reporter: good morning allison. not too long ago we had evidence vans pull up now we have crime scene technicians out here on 6th street, southeast in between darington and gavel son streets. -- galveston streets. they are combing the area looking for evidence. police out here also with metal detectors combing the area here, going up and down the sidewalk and paying particular attention to a vehicle. hard to see it is tucked back there, by one of the entrances to the apartment complex. they have been going in and out and paying close attention to what looks to be an old ford explorer back there. what we can tell you we know some time around 10:47 p.m. last night, is when this

incident unfolded there was an alert went out, for a black male, in a black -- blue jacket, blue jeans armed with a gun and at the time they said it was a shooting. now we know dc police were involved in the shooting here at this scene. we are told there was an exchange of gunfire, one officer was sent to the hospital here with what is described to be a graze wound and then the male suspect fatally shot, by at least one police officer, and we are told a gun was recovered here at the scene. this is the 4200 block again of 6th street, southeast. but 30 minutes before this incident happened, there was a shooting, over on the 3rd street southeast, that was at 10:12 p.m. in the evening last night. 4300 block of 3rd street is not far from here. dc police there responded for report of an adult male shot in the leg. sours tell us, police are looking -- sources tell us police are looking for a

lgbt. >> when you saw this cover,. >> honestly i was like as a black woman i am so glad if they are going to make a pun on words it wasn't a dark faced, like they did back in the day,. >> exactly. >> okay. >> the halo was flattering to me this is saying the president is the guardian angel of the lgbt movement. tony morrison was the first to say bill clinton was the first black president and that was a complement, that everyone in the country was like shock and awe as well but culturally, it was tony morrison saying he gets us. >> right. >> do you think that is myth and chris i will ask you that too. people came out oh, so disrespectful that is a whole other issue but do you think that point was missed? all host like paying homage to this sitting president, who has embraced the civil equality of the lgbt community, do you think it was missed? >> missed because we are so

polarized politically in this country. everybody is you knower sensitive, everybody trying to find a reason to be cotree verbal. i will take the high road. to -- controversial. i will take the high road. to me a black man his face highlighted, with a halo over his head, i look at that, the story and sentiment of andrew sullivan he expressed earlier this week, is saying, we look at barack obama as the guardian angel and we should be flattered he is larger than representing all communities and in this case, calling him the first gay president i will equate it to us calling bill clinton the first black president. >> it was really about bill clinton getting and understanding the black community and now we have the first black president, we are saying, he gets the marge nillized community i am -- mar generalized community, this is martin luther king we all want a civil rights leader for the

black community he was a world leader he did much for many the same way we had the controversy over who the architecture of his statue was. we are showing the controversial covers this has nothing to do with the marriage equality issue. there is that picture you were talking about. do you feel like news week took all of that into consideration, when they put this on the division within the black community, within the black church within the black community was this racially motivated in your opinion? >> i think they took it all into consideration. >> racially provocative. >> yes. >> i think they knew what the outcomes would be. i think what are the right buttons to push right now and how can they push those in a way to get this conversation to a level that makes them central to this conversation, i agree with sharon. i think this is progressive cover. that no matter what your position is, it moves the agenda forward. >> does it alien ate buyers out

there? does that matter. it may but doesn't matter, recent polls have shown gay marriage is supported in -- that, you know, predominant support, in our population. so, i think that it is a calculated risk. i think they are looking at that purely from the perspective of the issue, and how they can bring that into focus. >> let me give you the last word. we hit on that oh, it is disrespectful that same person might say there is nothing wrong with being homosexual, gay, trans gendered is this two different -- are we talking out of both sides of your neck. >> yes, because for you to says the disrespectful it is almost like saying there is something wrong with being gay. there is not. the president is being revered for repre community that has long standing oppression and he is stood up and to me, this cover honors
