manassas because lake levels were 6 feet above normal. there is a chance of more heavy rain later today. >> obviously that would be problematic in these regions. joining us with more on that, tucker barnes with the latest forecast. >> good morning. yeah, right now we are doing fine just clouds, but later today, potential for more heavy rain as you guys just mentioned. let's get right to the radar. the light green you see that is the flood warn which can continues for prince william county until 10:00 a.m. this morning. nothing happening at the moment but overnight they picked up rain south and west of the city. here is what is happening a frontal system you can see it on radar south and east of washington and with that in the neighbourhood that will serve as a lifting mechanism, focal point for more showers and thunderstorms to bubble up. once again showers and storms back in the forecast.

minute ride, no problems to report inside the belt way headed over towards the tr bridge. outer loop you are below speed, 95 to georgia avenue, that is a check of your fox 5 on time traffic. thank you very much secret service prostitution scandal is sure to be a hot topic on capital hill. we may learn more about investigation when the director of the secret service appears s security economy tee. doug luzader join -- committee. doug luzader joins us live from the hill. >> reporter: this will be a grilling this morning the head of the secret service makes his first appearance before congress since this scandal broke. >> this will get into all the gritty details about what happened last month in colombia, that secret service agents allegedly brought prostitutes back to their hotel rooms, days before president obama was scheduled to arrive.

the director testified in front of congress before but never under so much fire. he will argue the president was never in any danger. in his prepared remarks he will say none of the individuals in the conduct, received any specific protective information, sensitive security documents, firearms, radios, or other security related equipment in their hotel rooms. white house spokesman, jay carney said the president is supportive. >> the president has addressed this issue on a couple of occasions he has great faith in the secret service, believe it is director has done an excellent job. >> reporter: so far sullivan has won praise for quickly addressing the scandal. 8 agents lost their jobs in ensuing investigation that also implicated a dozen members of the u.s. military. but more problems emerged this morning, the washington post reports four secret service agents who were dismissed will now fight to get their jobs

back. some saying they didn't know the women involved were prostitutes and that the secret service was under intense pressure to find scapegoats. and we all learned this week at least two dea agents are being investigated for possible misconduct in a separate incident in colombia, back to you guys. doug, thank you. another big story we continue to follow a guilty plea by a former aid to vince grade. thomas gore is a friend and long time campaign worker for the mayor. he had no comment outside federal court in the district. gore admitted to the judge that he would take out money orders, give them to another unnamed campaign worker who would then pass them to suleman brown. they totaled $660. his lawyer spoke about the mayor outside court. >>th inning in the -- nothing in the statement of defense

mentions any participation by mayor grey in anything. >> in court, gore also acknowledged brown was paid to stay in the race to continue making negative comments about then mayor fente. for more on the race in district i am joined by mary che thanks for coming in. how signature is this? these developments with the case. >> pretty significant in terms of an investigation that could touch close to the mayor, but so far, there is no information that suggests that the mayor himself was involved in anything and we as members of the public can't know precisely what he is telling federal authorities. it is fairly significant usually when someone enters a plea they have agreed to co- operate and furnish all the information they know. >> the lawyer we heard him say

as you said the mayor has not been directly implicated in any of this. is that what you would have said yourself as legal counsel there? >> certainly you have to portray the fact they are. i conducted an investigation, my committee of the council involving matters of hiring after the mayor took office but that led us to allegations by mr. brown. we made a number of conclusions in that report that money was paid by howard brooks, someone who took the 5th amendment and wouldn't testify before us to suleman brown. we did not have mr. gore in front of us. we couldn't determine who said to pay this money and precisely what the motivation was. we were somewhat stymied we don't have all the tools of a federal prosecutor but we were never able to trace anything to the mayor. >> the more significant parties and every person in this piece is significant, that is not what i am saying but the more

significant party who is might they be going after? might it be the mayor? is that the ultimate target? >> well, one doesn't know but if you get some body at the heart of the campaign, and they are co-operating, and there is supposedly some notebook where they kept notes about other payments presumably, some body other than mr. gore knew about this. some body other than mr. gore may have directed him to do this, whether it goes all the way to the candidate or another persons in the campaign. we found in our investigation that mr. brooks played a pivotal role in all of this and there may be other people in the campaign itself who might be implicated. it doesn't mean it goes up to the mayor. >> that he pled the 5th, howard brooks does that let him off the hook? >> i don't know he envoked his 5th amendment right in front of the council i don't know what his relationship is with the u.s. attorney whether he is co- operating with them or they are pursuing him or other high

level campaign people. >> do other possible campaign violations, do they start to come out now, some pretty damaging evidence or testimony was given by thomas gore yesterday. >> well, you know, there is something apparently, at other times this happened as well. people would give money to a campaign in cash. the law says you can't give more than $25. if people were giving lots of cash and it was unattributed what would happen is apparently they would take all this money and convert it into money orders which didn't have a limit of $25 attach you know, fake names to it, and just submit it that way. it looks as though that practice was going on here. who was doing it, how extensive it was, it is not known to us it may be known to the prosecutors. >> what happens next? >> well, what happens next is all of us are waiting for whatever other shoes may drop, that is to say, does the prosecutor have further information, are other people going to be indited or enter

into an arrangement to plead guilty to things. >> ward 3 council woman mary che difficult topic over to you tony. new this morning police are investigating a fatal pedestrian accident in clinton maryland. a man was hit by a car just before 11:30 p.m., branch avenue and kilometre an hour by road. the -- kirby road. the driver stayed on the scene. a man assaulted a young woman, 1:30 a.m., downtown area of an maypole's near the state -- annapolis near the state capital building. the woman was walking home from dinner she fought the man off. mitt romney is inching closer to ditching the presumptive tag in his qwest to be the republican presidential nominee. he swept the primaries

yesterday, leaving him 79 delegates shy of clinching the gop nomination. he should reach that number next week when voters head to the poll in texas. today he will outline a proposal, about education in a speech at u.s. chamber of commerce in washington. later today president barack obama will deliver the commencement adaughters and sons at u.s. airforce -- address at u.s. airforce academy in colorado. he has used this platform before, for protecting americans in the age of war. since 2009 the president has delivered a speech to service academy graduates in annapolis maryland, west point and others. >> >> i incorrectly read mary che was from ward 8 at the top of the show. my a poll joys she is from ward 3. -- apologies she is from

50 million egyptians are casting ballots for 13 candidates, but leading the pack are former government officialcandidates from the muslim brother hood. ronald regan presidential foundation is threatening legal action over the online sale of a vile allegedly containing dried blood from the former president. the blood is reportedly from the 1981 assassination attempt outside the washington hilton. the top bid so far is more than $14,000, there are two days left in the sale the seller says that that blood has been in the family's possession since the assassination attempt. nancy regan is slowly recovering from broken ribs. the 90-year-old former first lady was hurt after falling in her los angeles home 6 weeks ago. mrs. regan was supposed to attend a speech by paul ryan at the regan presidential library yesterday but because of her injuries doctors adviced her to

along interstate 495. it will honor trooper wesley brown. as you may recall he was shot and killed in 2010 working part- time security at an apple bees in forestville the shooter was sentenced to life in prison without parole plus 25 years earlier this month. in the district police and fire department unions are demanding an investigation into the discovery of burned documents found at the fire department's training academy. the burning papers were personal documents for fire tighters and police in dc -- firefighters and police in dc. medical records, social security numbers and home addresses more records were found in a nearby abandoned car. fight for dc home rule will again hit capital hill, a group of protestors plan to target an arizona congressman. >> it stems from an online debate of a bill, restricting

abortions in the district. >> advocates for dc home rule say they do plan to protest this morning on capital him, at the offices of representative trent franks of arizona. the republican is pushing a bill that would ban abortions in the district of colombia, at 20 weeks of pregnancy. dc vote is organizing this congressional action day this morning. they say they do plan to talk to franks about a number of dc concerns, dc specific issues since he does seem to be so concerned about what is going on with residents here in the district of colombia, it was just last week when dc delegate, eleanor homes norton was barred from testifying at a meeting about that ban. they told democrats they could only call one witness. democrats said they had to choose a witness who could speak to the scientific nature of the bill. ordinarily, as a courtesy,

other members of congress would be able to speak as well. delegate norton stepped to the house floor to claim, congressman franks crossed the line. >> rules may well be what representative franks says they are, but he clearly has no sense of common courtesy. of committee, of congressional courtesy where as a malter of right -- matter of right, any such rule would often be waived particularly if the members own district was implicated. >> reporter: 8 states have passed legislation that bans abortions after 20 weeks of pregnancy that is when pro life advocates say fetuses feel pain in the womb. a similar bill has been moving through the senate. delegate norton points out it is sponsored by a senator from

plummet on the nasdaq as the share offering is turning into a fiasco it lost 19% of value since friday's close. one reason an over supply of shares as well as an over valuation on its price. nasdaq is also under fire for the technical glitches that delayed stock owners friday. morgan stanley is now facing a subpoena for its role as the investment bank. its alleged the company may have given negative news about facebook's ipo to select clients only. u.s. army is becoming more selective in who is allowed to enlist now the iraq war is over and the war in afghanistan is winding down. according to internal documents last year the army took in no recruits with misconduct convictions they also stayed away from people with drug and alcohol issues. and it is now 7:27 a.m. on wednesday morning the nationals are celebrate manager than a win in philadelphia last night. what else they accomplished after the break. >> on the campaign trail the

headed towards 66. slow road on the west side that is a check of your traffic. all right we are 5 months from the november elections and all indications are that there will be plenty of mud flung between now and then both thedemocratic and republican campaigns have been criticized for appearing to be onboard with negative ads and campaigning. joining us now to talk about this and other top political stories, jim innocenzi and while peter feen is away we are always happenty to welcome back david brown. thanks for coming in. >> you are welcome. >> let's start with the mud flinging. corey booker on sunday, on meet the press, and he expresses outrage at the obama campaign he is a democrat of course, both campaigns but the comments about the obama campaign coming out strong with the negative ads and all that kind of thing

and then finds he has to back down from that but, and david i will start with you are his comments on point? >> that is negative? yes, absolutely right. i think it has to be. i think carrie wasn't negative and nasty he didn't stand up for himself and got beat. al gore kept talking social security and bush said he invented the calculator and internet. but booker, great guy, smart guy but he wants the president too. so this is a good moment, national moment for him to stand out he got a lot of attention saying this. he is right, it is negative it is going to get worse but i think it almost has to. you can't disarm. >> jim, if he is right and we have seen this negativity now from the obama campaign, what do you thing that says about where the president stands right now. >> the president is in trouble. you know, if his numbers were very good, and mitt romney was running as an under dog, then i think the president will be talking more about his

accomplishments, talking about how things are moving forward, doing better and you know, i deserve another four year, he isn't he can't run on his record, so he has no other choice, he and peter and i talked about this in the past. he has no choice but to run a negative campaign. the funny part about it, corey booker was an obama spokesperson. they put him out as a surrogate on the talk showsome body didn't bother to talk to corey booker and he spoke his mind which is really interesting because, you know, here in washington dc, you sort of you know, follow the party line, if the president says this, you have to say this.

but in the real world, you are allowed to speak your mind. corey booker spoke his mind he got taken to the wood shed and had to come up with i guess the press is calling it the hostage video. he had to stand in front of something and say all these things he really didn't mean. that was probably a mistake i think from the perspective of the white house because america is like didn't he say this yesterday? i think it contributes to the sin simple in this country >> they may want to stop sending surrogates to the sunday morning talk shows. if the negativity is there and you agree it is there, it is very different from the campaign that the president ran, four years ago, when he was running for the presidency first time around where it seemed to be much more kind of high minded and not wanting to get down in the mud like that. >> right. not on personal matters but president obama was very willing to take you on an issue. very much so, on foreign and domestic. i think that is what got lost in this whole thing with corey booker, when we get down to specifics of what you are being negative about. if you are being negative about bane capital killing jobs that is true. they killed jobs in north carolina, a swing state. they killed jobs. if you get down to issues where

do you stand on tax policy or health care, let's talk about health care if you are talking about the issues and you are negative on the issues i don't find that negative. at the end of the day you stir up debate and then people have to talk about these issues even though it might be negative it is not personally negative. but the bottom line is, this is the first time the president is starting to talk about his campaign, he is running commercials for the first time and comes out with a negative ad and it blows up in his face. i think, you know, i agree with you david. i think talking ability issues and you know, having a contrast of issues is a very legitimate thing and every campaign does it we have done it for years and years but i think the thing about it tony is that in this case, the first time they went out and stepped on a negative issue they stepped on it and it blew up in their face >> chef let's talk about jim, the president's campaign manager, under the gun on hill bringing up issues about you

know, e-mails sent, about health care reform or the e- mails improper, impersonal accounts et cetera et cetera et cetera. is there a legit, jim i will start with you, is this a legit concern, or is this you know, more politics just trying to distract him and the obama campaign 5 months out from the election. probably more politics but a stupid move on messina's part. one thing you know when you are involved in politics and government you don't mix the two. everybody has their own private e-mail account, and you talk to people, via your private e-mail account you don't use government -- well, excuse me except for elected officials like the president who uses tax payer dollars to campaign but operatives themselves don't do that stuff. they did, it is stupid and they ought to be taken to the wood shed. >> david you agree. >> yes, except they realize this is what went on in the previous white house they just deleted all the e-mails got rid

a scare in the air. a u.s. bound flight travelling from paris to north carolina, fighter jets scrambled to escort the u.s. airways plane to an airport in maine after a french woman handed a note to a flight attendant telling her she had a surgically implanted device. there is no evidence the passengers or crew were ever in

any real danger. it is sentencing day for a new york woman who admits she faked having cancer to condo nors into paying for her wedding and caribbean honeymoon. she launched her scam two years ago telling her soon to be husband she was dying of leukemia and wanted a dream wedding. after the wedding her husband questioned the story, they divorced, she was arrested in virginia this past april. she isn't likely to do prison time but court officials say she will have to repay over $13,000 to victims. 7:46 a.m., tucker barnes joining us. nothing really to say there. >> moving right past that one. satellite radar, we have clouds in the forecast, again, warm and humid maybe a shower or thunderstorm this afternoon. >> bubble up. >> it could bubble up. yeah, we got to look after that bubbling. satellite radar, not much action right now but later today as we mentioned, very unstable atmosphere.

the summer time when people are going to go to the pools, going to park, recreation service, we got together with park and rec department and created this campaign, so that we can educate the people, about their own health. who better to take care of themselves than me. >> mm-hmm. >> we are going to tell each of the teens they are uni way the good lord made them they need to be the very best they can be and that is by adopting healthy behaviours. and that is eating right, doing the exercise, and protecting themselves against sexually transmitted diseases. >> why does this seem to be such an issue in the district? why are so many teens at such great risk? why are so many obese with stds and all that. >> i think people are not paying attention. when you are young at that age there are other interests that are very important homework, friends, the other thing that is we do, and as teenagers, not paying enough attention to what they are eating and whether

they are exercising or taking care of themselves or not. this is a campaign, where the teen will be involved in keeping the other teens so they are among themselves a way of starting the discussion. so they could take care of themselves it is not being done in a way, you do that, you do that but being done in the context of their future. they are healthy, they are staying in school. they can go to college they can go to university they will have a job waiting on the other end but if they are not healthy, then we got all these difficult circumstances. some of the stats i just want the read in the district of columbia, 25% of young dc residents aged 16 to 23, have at least one child, a average age is 16 years old that in and of itself is problematic because women, girls really who are young, have young immature

bodies, presents problems for them and their babies. >> yep. 16 years is not for entire district it is for teenager, among the teenagers who become pregnant. >> got you. >> very small segment of it but even though the numbers are small, you know, less than 100 but still, a hundred lives, people could have a better career, could have gone to school, gotten a job, gone to college, and this puts a holden that. we want to make sure -- hold on that. we want to make sure to show them what the future holds. >> you are going to talk to teens. teens will talk to each other but what is the role of parents in all of this and what if a teenager doesn't have a strong adult role model in their lives. >> i think the school is one part where we are paying a lot of attention on exercise, now a bill that we will be implementing next year, it will be a big issue for the

district. exercise, healthy eating, stuff in the school but the way to warm up for the school next year, is to really when children are coming in, now for summer jobs, 14,000 children who will have summer jobs in district this year, will go through this program, and then we will be in touch with them through social media, the media they understand if they have a question they can always ask without being embarrassed or some body knowing. >> got to ask you about this other thing we saw this task force come out last week and recommend that men, otherwise healthy men, should probably not get psa screenings for prostate disease because getting those screenings you could find some other issue there, and some times the treatment for those issues is worse than if you don't have the screening at all what are your thoughts. >> as a physician myself and public health professional i disagree with the recommendation. this is one of those things a lot of respect for the task
