7:36 am
community, as a whole? >> well, i think, the study that was released last week, concerning this casino, said that the state and counties together could earn 160 million, maybe that is an over estimation, maybe $100 million. that is a good amount of money s certainly would help some of the programs in the state. you also get a little bit of you know jobs and development with the casino as well. those are tax payers in a sense, it does give an economic boost, like any amusement -- say with an amusement park or something like that you get a boost. now on the other hand, at the end to have day, all casinos, -- you can only put so many in one state and you know, hundred million here and a hundred million there, add up but relative to the overall state budget and overall county
7:37 am
budgets for education, they are still just a small proportion of that. less than 5%. >> okay yeah, when you look at the grand total, it is the same time i am sure they would say every little bit helps. but, over the long term, like right now we are seeing lines of cars, out of maryland live casino. a lot of money initially will come in. overtime though, how much do you think that would drop off or what have you seen like in some other cities happen? >> well, it seems that the one thing about casino type revenues is they don't grow very fast. so as you say, at the beginning, people are very enamored by the newness of the casino they may come from other states, other places to come in, that does bring revenue in, but overtime, it just doesn't grow with inflation. it may be very slow growth. while you get that influx at the beginning overtime, it is less and less. now when you take a look at
7:38 am
what casinos do overall, you know, some people make the argument it is not something that is necessarily savoury to have people going there, spending their money maybe losing their money in the end do casinos take away potential income from poor people more than those who can afford to gamble? >> well, there is a lot of evidence that state lotteries do -- lower income people do spend a larger proportion of income and larger amounts of income on the state lottery. evidence around casinos is mixed on that. there has not been much research. so the casino gambling is of a different nature i don't think we know quite yet whether it is particularly regressive, like state lotteries. it also depends i believe on the location, and the type of casino as well. one nice thing about the national harbour, is proximity to district and virginia, means
7:39 am
those tax payers will probably be donating to the maryland revenues. >> okay, so some casinos take in a half million dollars a day does that sound right? >> i suppose. >> how much winds up going to benefit schools? where is a good portion of the rest of the money going and how much is really going to school, road and other municipal kinds of projects? >> well, interesting, in maryland apparently, the tax on the gambling revenues after all the expenses are paid for, is at 67% which is much higher than in other states. one of the things that is of subject in this particular situation is whether national harbour will pay that full price. if they decide the lower it what do you do with the other casinos in the state. but as we say, in reality, you know, you want the look at that
7:40 am
bottom line figure whether it is 100 million or $160 million per year that the casino can bring in and again, while that sounds like a lot of money, relative to the overall state budget, it is pretty small. >> what i am hearing from you, is basically pros and cons to this you got to look at it from every angle, so -- >> of course. >> thank you so much for coming in. >> okay thank you. >> tony over to you. it is 7:40 a.m., coming up trouble for the nats, after an awesome winning streak nationals get a lesson from the yankees in the battle of two first place teams. what happened after the break. stay with us
