thank you very much. welcome back allison. glad to have you back. satellite radar we will talk about showers and storms you will see them just off to the northwest. this is radar but you can see the flashing into central and southern pennsylvania, all associated with a cold front which will be working into the washington area by late morning early afternoon. this timing on these unusual they will arrive earlier today. we will cloud up here shortly and deal with the possibility of those storms. temperatures regan national the current temperature is 74 degrees. 74 washington, 59 baltimore and dulles, 76 this morning in ocean city be ready for a period of showers between 12 and 3:00 p.m. high temperatures mid-80s behind a front weather looks fantastic, the 5 day, i will have that for you in a couple minutes, julie wright sweating

all morning. julie. well, the current sky fox hovering above 395 northbound, they happen to be above what was an incident you will find your lanes are open travelling north you will back up leaving the belt way northbound 395, taking it back inside a live shot 66 into bright sunshine heavy, slow, steady, out of vienna, you will find the belt way starting to slow before you reach gallows road, southbound 270, slow moving as you work your way through the interchanges and german town that is a check of your fox 5 on time traffic. thanks julie. we begin this hour with wicked weather. stretching from our area to florida, even out west clean up continues today from friday night's storm. brook land, northeast dc hit hard a micro burst hits belatens burg maryland just 86 pepco customers remain without power at the height of the

storm there were 45,000 outages. investigators are looking into whether fireworks sparked a 38-acre brush fire it. started on a densely planted tree farm. the blaze was contained in about 12 hours. a wild fire near fort collins colorado continues to rage that blaze scorched more than 130 square miles now destroyed nearly 250 homes. colorado is having its worst wild fire season in a decade. now to tropical storm debbi sitting in the gulf of mexico, almost stationary. >> that is bad that means the rains will keep drenching the florida gulf coast over and over. flood waters have swamped streets in the panhandle. folks in low lying areas are encouraged to get out. debbie is proving dangerous in its ability to spawn waterspouts and tornadoes. look at this waterspout

captured yesterday off the coast of jupiter florida. online dealing with tornadoes including a suspected twister in naples. no one was hurt although a tornado elsewhere in florida is blamed for one death. our big story this morning the supreme court expected to rule on two major cases this week. >> one is arizona's immigration law the other president obama's health care reform. our sherry lee here now with details on when those decisions may come down. well, the health care overhaul with president obama's signature achievement and the fight to over turn it began the day it was signed into law now this comes down to the supreme court potentially this week. for two months the court hasn't given the smallest hint which way it will rule. republicans and democrats are getting ready to hear the supreme court's ruling on the federal health care overhaul the justices could rule as early as today. >> well, it is a very big deal stakes are very high for the

president, high indeed for everybody involved in this issue, which includes all of congress and most presidential candidates. >> democrats are confident the law will be upheld. the best case scenario, it is upheld in its entirety even though there are political down sides they can work some of it to their advantage if they work it correctly. >> republicans are preparing for plans for a number of rulings if it is upheld. >> just energizes repeal and replace. >> >> republicans have already said they will pursue step by step reform to replace the law no matter what the court decides. >> seems to me both sides need something constructive to say, i don't think blame casting is going to work. >> both sides of the aisle are looking to keep some provisions. >> i believe most americans will say we will never go back to those days where my child could be denied access to my health insurance because he or she had pre-existing condition.

>> something democrats never thought they would have to have an answer to. the supreme court is expected to hand down a ruling on arizona's immigration law and just like the health care ruling, this decision could have far reaching effect it is state's law is controversial because it allows police officers to ask about a person's immigration status if they suspect someone they pull over is not in the u.s. legally, even on an unrelated offence but it does have anti profiling provisions the court could act as early as today. allison and tony. >> thank you. they are also gearing up for more dramatic days this week on the university of virginia campus. tomorrow the board of visitors will meet to reinstate theresa sullivan she was forced to resign two weeks ago after the head of the board told sullivan she had enough board votes to fire her. the effort since called tomorrow's meeting and

virginia's governor said they better make a final decision board members do not make a decision the governor will ask for resignation of the entire board wednesday. 5 month investigation ends in arrest of the director of the reston zoo. 26-year-old megan is charged with animal cruelty and possession of a controlled substance accused of improperly treating a sick wallaby an investigation began in january when allegations surfaced, animals were improperly euthanized and injured animals not treated correctly. tony. police in montgomery county are asking for witnesses to come forward to help track down people involved in a giant brawl. this all started with an argument between two women at a gaithersburg club on muddy branch road early sunday morning not long after, 100 people got involved in the parking lot, one person was shot and five others stabbed. none of the injuries are said to be life threatening so far police have not made any

arrests. a woman injured after being stabbed onboard a metro bus. it happened yesterday when the woman and another woman got this was on the living stone a- 8 route the bus was at chesapeake and 6th and southeast when it happened. investigators say alcohol contributed to a crash that killed a 7-year-old girl in charles county. 73-year-old jackson tuck was driving north on route 210 yesterday afternoon, when his suv veered into the median and hit a trailblazer from behind. police say tuck then sideswiped the car the child was riding in. the little girl has been identified as janae woodard her mother was transported to hospital with life threatening injuries. tuck was hurt but is expected to survive. latest now from the campaign trail, today president obama will campaign in new hampshire and massachusetts. over the weekend, romney held a

retreat in utah rewarding some of his highest dollar donors and fundraisers. he will campaign in virginia tomorrow with a stop in se lem. president obama and former massachusetts governor are pushing for every vote possible a new associated press gfk poll shows one in four voters are still uncommitted. from elections here to historic election in egypt hundreds of thousands gathered sunday in cairo's square to celebrate after a member of the muslim brother hood was declared president but what power will he really have in marry ann rafferty reports. >> reporter: mohammed morsi speaks to his people. >> i am determined with you to build a new egypt a national state with a modern democratic constitution and will spend all my time on this big project. >> reporter: he faces a struggle for power with a

making headlines a jazz concert in denver colorado turns deadly. police say an officer was shot

and killed trying to break up a confrontation last night. this happened during a free weekly concert at a city park where hundreds of families were gathered. the victim was a single mother. three freight train crew members still missing after two trains collided sunday, this happened in good well oklahoma, 300 miles west of oklahoma city. two engineera conductor are unaccounted for. teams from ntsb is on the way to the scene and will investigate. one person still unaccounted for and feared dead in the collapse of a roof at a mall in canada. the collapse happened saturday in elliot lake ontario not far from the border of northern michigan. crews are still working to stabilize debris so it is safe for rescuers to go inside. 22 people suffered minor injuries. >> that is horrifying. >> it is.

in afghanistan. marine lance corporal eugene mills the third was killed friday in hell man provinces his body is being returned to dover airforce base where his parents will receive it. he was based at camp la jeune north carolina. new yorks attorney general secured a deal in which hedge fund manager will reimburse clients $405 million lost in the bernie madoff scam. pay offs will be made over a 3 year period. he managed four funds with hundreds of clients and invested more than $2 billion with madoff. long time game show host alex trebeck is recovering after suffering a mild heart attack. this happened saturday, the 71- year-old is expected to make a full recovery and be back to work when jeopardy resumes production next month he also suffered a heart attack in

welcome back 7:30 a.m., a live shot from sky fox, over kent island maryland, you can see, we are talking about those brush fire this is weekend still smoldering, still some smoke. 30-acres investigators think it might be a firework they are looking into whether that is what sparked this. safe evacuations, 60 people were taken out of their homes yesterday, and firefighters involved from 7 counties, it is still smoky out there. smoldering a bit. >> i guess they will be back out later today. >> parts of the area very dry, hit and miss this time of year,

plenty of rain but still brown. they haven't had rain in weeks. a couple sprinkles that is about it. >> tough. >> obviously don't play with fireworks. >> hit or miss again today. >> exactly. scattered showers back and forth. to our weather forecast first tropical storm debbie likely a big story over the next several days, stationary right now, not moving and there is a live look at it, you can see, seems to be very heavy rain across central florida, northern florida, the florida panhandle and unfortunately, looks like we will measure, the rainfall in feet here by the end of the week. they are expecting up to 2 feet of rain in the florida panhandle rains, with debbie, 50 miles per hour i mentioned not moving at all and your pressure 992-millibars, check out your movement over the next five days, northern florida by saturday that is a slow mover it will spin up and bring moisture into the southern state for the next several days

i don't think it will impact us here in the mid-atlantic but question marks about the eventual path. locally, temperatures 75 washington, nice mild start to your day 74, at the naval air station, 71 baltimore looking at our forecast tony mentioned scatters showers and storms back in the forecast. you can see those off to the north and west, cold front moving through between noon and 3, 4:00 p.m. today. our clouds will quickly increase and we have a pretty good chance of scattered showers and storms as this front moves on through. behind the front, cooler and dryer air, much cooler and dryer air, it will feel great around here later tonight as temperatures fall back into the 50s daytime highs, upper 70s to 80s. becoming mostly cloudy front approaching showers and storms likely, 85 daytime high winds behind the front gusting to 25. winds will pick up behind the front later today. a couple evening clouds clear out overnight, comfortable, 69 the overnight low, tuesday

for billions the school will require that was called a tax increase by republicans they tried to slash a health care fund, nonstarter for the white house. here we are, another deadline, going down to the wire i think they will get it done but we are in the heat of an election year we will see. >> i understand it has to be paid for somewhere but when you hear some of the solutions that, you know people are coming up with, it smacks of politics let's go after health care. >> and they knew there was going to be a nonstarter so there is a lot of positioning here but in the last few days, there has been progress made on coming up with totally separate offsets to pay for this i think it will happen but this is a real world what congress does, definitely it will effect so many people and the bottom line what they are paying in student loans. >> do you thing it will get done before the week is out. >> yes and i do not think they will go up until friday i think they will get something done

mid-week but you know it is not a sure thing. if it was a sure thing it would have already happened. >> if they don't get it done and those rates go into effect, can congress later on come back and do something retroactively to knock the rates back down again. >> on other issues passed in health care they have done retroactive. >> republican leaders want to get this done they don't want president obama bashing congress. it is now at 20%, which is double last year not high but that is what republicans want president obama has been running against congress, they want to get this done last year was such a debacle with all the deadlinedebt deal. congress' approval rating went down to 9%. >> still doesn't look good when they have to take everything up to the wire. >> that's right. >> let's talk eric holder and that situation another political hot potato, the recommendation from the committee, has been to vote for contempt of congress charges for him, do we think that is going to happen or can a deal

be worked out there. >> i don't think so. if there was going to be a deal it would have happened before the committee vote a straight party line vote you are going to see a vote in the house once again, it is going to be mostly along party lines what does this mean though? can they arrest eric holder is that going to happen? probably not. it will be referred to the justice department are they going to arrest their top guy? no. a lot of politics but see an entertaining and partisan debate on the house floor. >> more than anything else it is an embarrassment for holder and for the administration. >> that's right and republicans, over 100 of them want holder to resign. a lot of this is pressure and you know, holder gives it right back to members of congress. so this is a relationship thing. >> very good bob cusack managing editor for the hill. it is now 7:37 a.m., coming up in just a little bit, just how honest is your teenager when it comes to surfing the

7:41 a.m. a new study about teenager internet use is uncovering the dark truth of what is going on on the net. >> a large number of kids are hiding their digital habits from mom and dad. >> reporter: 70% of teenagers have hidden their online behaviour from their parents this is up from 45%, only two years ago. nearly half of all parents believe their kids are honest about what they do online but, the numbers paint a different picture. >> one out of four parents are oblivious to how the digital devices in their lives work and the kids, you know they grow up with this. this is what they know.

it is that lack of information on the parents. >> reporter: it is what teens are apparently lying about that is a concern, more than half surveyed admit to illegally hacking into social network accounts and get this over 60% of teens claim to have witnessed digital bullying. something that is getting a lot of media attention in recent years. >> you see cyber bullying, it has grown and changed overtime the fact that there is a cyber environment, has made it so something that happens maybe as an isolated incident is now something thousands or millions of people you don't even know can react to. >> reporter: it seems pornography has become the new play boy under the mattress with more than 30% of teens viewing the graphic videos on a weekly basis. >> 13 to 17-year-olds in general are curious, as much as half of them are viewing pornography once a week. >> reporter: kids are out smarting their parents doing whatever it takes to pull the wool over their eyes the five

bait car which is used to catch auto thieftook it for a joyride. yes, he is 11 years old. investigators released this video which i can't really make out shows the 11-year-old getting into the car and driving off, he stopped at a friends house and picked up two other boys. >> come on tony. >> each 10 years old according to police. the boy is heard bragging to his friends about what is good driver he is authorities tracked them down at a chuck e cheese no, i added that last one. they are now facing criminal prosecution in court. not good. >> what do the other boys think when their friend pulls up in a car hey, come on. >> parents this is another thing. >> what sort of parents didn't know. >> exactly. >> really weird the whole thing. >> all right, weather wise, going to get interesting, maybe a few showers and storms in the forecast. later today. >> maybe i didn't want to talk

recent newspaper broadcasts, and other articles, talking about top secret programs and go back to the situation where we found out about new and improved underwear bomb. also, situation where the details about the president's so called kill list, details about those programs were exposed and he has been in the business for 49 years, it will be 50 years next year that he has been in the ill tell where she knows community, -- intelligence community this goes back to the vietnam war, then, cold war, every conflict in between he has never in his words seen anything like it and a lot of other intelligent community professionals have expressed that same kind of thing he is concerned about people pointing the finger at the intelligence community not saying they have a leak but saying there are others. >> i was going the say so this is a hot topic, what does happen s has he come out and

said well, we haven't done it, but you know, it is tricky. >> no, he hasn't said that because he can't say that because they haven't -- there is no investigation that has proven as he said in his words imperically that it wasn't one or the other and we've got an extensive investigative piece on the wtop website about this, but there are folks that don't work within the intelligence community proper, that do have connections to the intelligence community people from various organizations, congress people that work with other agencies, that work with the intelligence communities, that have access to that same information s we often confuse who the intelligence community are. executive order 12333 explains it, if you google it, it gives specific definition of who the intelligence community is, he kind of took me to task about

that when i asked about these intelligence community leaks it shows how concerned and upset he is about one the leak and two the finger being pointed at the intelligence community. >> we started saying he talks about some of the big threats as he saw it has that changed any, al qaeda offshoot still in what does he say about that. >> cyber is still rather -- al qaeda is still on the list but cyber is the big concern especially for dni because the national counter intelligence executive part of the dni office put out a report last october talking about how the cyber warfare issue has escalated in terms of importance and at that time we don't know about stuff necessarily where it came from. one of the reasons why it is so important now, because it is out and likely either going to be retaliation, and or the

things right? they are doing just that this is an maizing program that made a great difference in many young people's lives in just a short amount of time really. these guys are worker bees they have been working since we got here this morning and it is all because this play dibelieves this -- lady believes in them, kelly the executive director tell me how this all got started. >> it all got started with my very first experience on a race track we noticed there is a very lack of -- a large lack of diversity, in understanding and providing this type of opportunity for young people because it just provides such a solid foundation, for them, just to pursue, all of their passions whether it is engineering or college or trade school or anything else. >> even more about helping them find that passion. >> exactly. >> some times you don't even know unless you get the experience. give me an idea who the kids are, who has been effected and how much it has grown.

>> well, in 2009, what you are looking at here is a very very big difference, in 2009 we were working out of a 500 square foot storage unit in gaithersburg maryland. and because of the generosity of general motors and our other partners like trans western and ps business parks we were able to move into this massive 2500 square foot space we can actually move around the vehicles now comfortably without having any sort of run ins with one another or the wall it has been a big progression and the kids have grown so much since we first started working with them. some of our kids are college bound next year we are excited to have them come back. >> what is the age you target? >> students ages 14 to 21 we grab them as early as we can. >> keep them as long as you can. >> we pride ourselves in this the fact even though they may graduate out of our program we still have that cyclical effect we continue to work with them as they define their careers

>> i tell you you can see, if you don't have to be with these kids long to know you are making a difference. >> they have another car they are going to work on that is where heather comes in with general motors good morning to you. >> general motors can support a lot of different initiatives but you choose this one. >> in our community it is so important for us to first of all give back secondly, wonderful to have kids in an engineering program who is learn. it is important to have our next set of designers and engineers for the automotive industry. >> tell us about the sect car. >> they have been retro fitting this, there is an engine on the way. they will be racing this soon. we are thrilled to give back it is important these kids are not only learning here in the classroom but in life and it is a really good start for them. >> i know they are thrilled to have you be a part of it as well i tell you who else is thrilled this guy here, andy,

he is the raising program director and also perhaps more importantly the principal driver so how does this baby handle andy? >> it is pretty fun. definitely had some very fun moments on some very fast and some times frightening race tracks all across the country. >> give people an idea what the kids do with the car specifically. >> well, on a car like this, one of the first things they do is just get everything out of it we don't need, get the weight down, we work on suspension, trying to get the car to hand it will way we want it to, aerodynamics, kids have done a lot with wings and down force on the front we have got an awful lot of engine work on this car >> how good are the kids. >> they are pretty good you would be surprised at what even the 14 and 15-year-olds are doing, so it is pretty impressive. >> i always ask this, what are you learning from the kids.

are someone constantly consistently with a hotel and car rental agency they are going the want to keep you loyal to them give you extra discounts. >> they do seem to be making more of an effort to do that is it easier to use some of those mileage programs now, because for the longest time it seems you have collected all these miles then two flights per seat. >> that's true some do have black out dates still but that is where planning is very important if your goal is to save money start planning trips 60, 90 days out. >> all right let's talk about transportation, there are somethings we can do to keep costs down. >> transportation can be very expensive airline to car rentals to trains. but you have to basically break it down and say what is going to be the best way for me to travel. so once again we are talking about customer loyalty programs but also not being wedded to airlines or car rentals if you can take a train, try that as

well. >> all right. and you say booking online you do save money. >> definitely if you go to a travel agent they have their surcharge and even if you call in, they are charging you now a convenience fee because the operator is helping you with the trances action. go online and book it yourself. >> once you get there. >> once you get to your destination, use public transportation as much as possible cabs, cars for hire, limos those will cost you so much more money but subway, you know trolley cars, like if you are going to new orleans or something like that is going to be so much more cheaper so i mean, it is just a no brainer to use public transportation. >> one keys, don't make internash fall phone calls when -- international phone calls when you -- buy prepaid cards. >> skype, google plus, really great ways to save on international calls any calls
