started 5:00 a.m. this morning gate hill place. fire investigators are now trying to figure out just what happened, no one was seriously hurt but one woman said when she came out she saw it raining down ashes of flames, spreading quickly and there wasn't a lot of time to get everyone out. >> just happened to be these three kids riding long boards on their way home and saw it and said we broke down doors and got these residents out and i could see because i was right beside where the fire was, it was in the chimney and had completely engulfed the chimney and reaching out like hands, that had come across the siding melting it like hot icing. >> reporter: now the red cross as well as emergency management with fairfax county were out here all morning long trying to help those people not being allowed to return to their condos at this point. but for the remaining people who wore evacuated they have been allowed to return to their

homes electricity has been turned back on and investigators again still trying to figure out just how all this started that is the latest here in reston back to you. >> thank you very much. another big story we are following this morning university of virginia's board of visitors getting ready to finalize the fate of the recently ousted president. they will meet to reconsider employment of president theresa sullivan. earlier this month they announced she would resign in august due to philosophical differences. governor mcdonald threatened to fire the entire board if this issue is not resolved today. fox 5 will be live in charlottesville with the meeting, starting at 5:00 p.m. and later half past the hour we will go in depth on the issue with a reporter who has been covering this issue from the beginning. supreme court's ruling on arizona's controversial immigration law. >> high court struck down key

provisions of the law but upheld the show me your papers requirement. this issue is hardly settled. he joins us now doug good morning. >> reporter: good morning guys. yeah, this is a split decision by the court in some ways it has only fueled the battle between several states and the obama administration. it didn't take long for the supreme court's immigration ruling to ricochet across the country. jan brewer quickly claimed victory. >> the heart of the bill was upheld. >> reporter: not so fast much of arizona's approach to illegal immigration was struck down by the high court. yes, police officers there can still check immigration status of suspected illegals after a stop, but from there, there isn't much the state can do about it additional efforts to require immigrants carry documents, make it a state crime for illegals to seek work or give police additional power to arrest suspected illegals without a warrant are pre-

empted by federal law and president obama who fought the arizona law claimed his own victory. a patch work of state laws is not a solution to our broken immigration system. the white house decided to the end the federal partnership with arizona to crackdown on illegal immigration leaving the state with few options. >> what they said to arizona is drop dead arizona, drop dead go away we are going to ignore you. >> reporter: and the impact really goes well beyond just arizona five other states passed similar laws the court was sympathetic to a degree saying the state's frustrations about illegal immigration are not a andable but this is state issue. tony and allison. on the campaign trail today president barack obama heads south, he will speak at fundraisers in atlanta and

miami beach. mitt romney comes to the old dominion with a stop in se lem virginia. tomorrow he brings his campaign to northern virginia with an event in sterling. president obama is warning supporters gop could out spend him. super packs are currently raising more money than democratic super packs. voters hitting the polls in three states today in new york, charlie wrangle is pacing his most -- facing his most competitive challenge. there are primary votes in utah and oklahoma today. another developing story this morning a police stand off in falls church, it is now going on for more than 14 hours, a man is barricaded inside a house on hill wood avenue. so, what is the latest as police talk with him as well as

the situation, for people who need to leave their homes for work? susan fuller is the communications director for falls church she joins us now from near that scene with the late etc. thank you for joining us -- latest, thank you for joining us. what is the latest about the situation? >> the latest is that as of 1:00 a.m. this morning, police finally made contact with the individual, that is in the home in the 600 block of hill wood avenue, negotiations are in progress and the police department hopes the situation is resolved quickly, and peacefully. is he to the best of our knowledge, in that home alone? >> correct. he is the only person in that home. >> we had a report he had fired shots is that true? do you know if police fired any shots? >> the individual in the house did fire shots yesterday afternoon, when police were on the scene, he was not shooting at anyone and police have not fired any shots.

>> how about residents who live in the area how safe are they? my understanding is they are told to stay away or in their homes but what do people do if they need to get out and go the work? >> indeed. police are working with individuals and families as they need to leave for work and we certainly hope this situation will be resolved by the time everyone is coming home, so the homes on the immediate sides of the house have been evacuated those families are already vacated, and anyone else who needs to leave can do so with police help. >> if i am living in a house down the street, and the area is corecordenned off do i call police and say i need to get out of my house? wave them down? >> can come out of your house and there are plenty of officers around and they will be happy to help and assist. >> all right we will check back in with you later on to get more information thank you very much for joining us. >> thank you. all right. 7:10 a.m., tuesday morning, time is ticking for louden

a minor league baseball stadium had some of its walls knocked to the ground due to what national weather service called a massive wind event that hit yesterday afternoon it was bad enough to cause widespread power outages, right now dominion still reports 68,000 customers without power, in and around richmond. meanwhile tropical storm debbie continues to pound the florida panhandle and north florida. governor scott declared a statewide emergency. >> there is widespread flooding, tens of thousands of people and businesses without power this morning, foxes aiynsley earhart has the latest from the sunshine state. >> just a straight line, just literally that fast over in like 10 seconds. >> reporter: came and left quickly but effects of tropical storm debbie will be felt for some time streets turned into streams as remnants of debbie linger in northern florida and panhandle. a number of accidents have been reported along with vehicles in need of a tow after getting stuck in high water.

>> hectic, hard to get around town a lot of people broke down, blocking the roads. >> reporter: along with staying off four wheels, residents are warned to stay off their two feet. many homes have septic tanks. the water damage causing the earth to shift, causing sinkholes. some nearby homeowners are preparing to evacuate. >> we have friends on hold just in case, so they told us we are okay for right now but be on stand by. >> we have medicines, paperworks things like that ready to go. >> reporter: strong wind gusts are to blame for tearing apart houses, toppling trees, tearing down power lines. >> i was sitting in my living room all of a sudden my house was lifted so i grabbed my dog and we ran in the bathroom. >> wind picked up, so bad, it was very very scary. i ran into a closet underneath the hallway stairs. >> tropical storm debbie is blamed for at least one death

headed to baltimore, 895 northbound closed at the steel bridge this is in that work zone at the steel bridge resurfacing project no one is able to get by because this is shut down with accident activity, plan on using the fort mchenry tunnel. thanks julie. the deadline for louden county officials to decide on whether to commit to phase two of the dulles rail project is quickly approaching the board of supervisors will hold its final work session on financing the project end of the week they must make a decision how to finance their portion of the silver line by july 4th. >> montgomery county officials are facing a $71 million budget short fall for 2014 fiscal year that budget includes public safety transportation and government agencies officials say the gap is caused by increased debt payments and new health benefits for retirees, new cost of teacher pensions is

contributing officials have yet to say how they plan to close that gap. >> priceless piece of history goes on sale today at a new york auction house. a rare copy of the emancipation proclamation signed by lincoln it is one of just nine known copies that bear his signature. historians say the document is priceless but auction nears managed to come up with a price tag about $2 million. >> wow. >> signed with a steel tipped pen and lincoln, you can notice his signature is the strongest and it often is, there are plenty of documents on velum that have faded with engrossing text but lincoln's signature is still strong and bold as it really stands out here. >> there it is. emancipation proclamation is the executive order issued january 1st, 1863 that outlawed slavery in the united states. that is amazing.

it was a tip that led fairfax county police to a teenager who attacked several farm animals, in april three horses were slashed a month later, somcalf, two goats and a chicken police made

an arrest a 17-year-old boy and he is charged with four felony counts of maiming animals and three misdemeanour downs of animal cruelty. all animals survived. dc police on the hunt for a suspect accused of shooting two children, ages 7 and 8, and a summer camp counsellor in southeast. this happened yesterday afternoon in the 1900 block, is vanna street. police say the group of kids if the caught in the gunfire aimed at someone else. all three victims are expected to be all right. maryland now, opponents of same-sex marriage have filed more signatures to get the law on the november ballot, maryland marriage alliance are turning in 39,000 signatures on top of the 113,000 already submitted to the state. the group has more than enough support to get the issue on the ballot, those in favour of the gay marriage legislation say they expected a vote on the issue, come november. coming up, nats looking for a win in colorado, with

sullivan. governor mcdonald sent a letter friday, demanding they take final action today or he will ask for the entire board's resignation. anita joins us by telephone thank you for joining us. >> thank you for having me. >> we have been covering the stories just about the reaction from students there, of this announcement can you tell me what the latest sentiments are, between students and faculty there? those on the ground at uva. >> sure students, faculty, administrators, you name it pretty much, at the campus want president sullivan reinstated, so they are having a rally, actually a vigil today outside the board of visitors meeting at 3:00 p.m. >> we have been saying that it has been philosophical differences that the board gave for basically, saying that she would be let go and lead the herres ignition what are you hearing? is this all that it is? what is at stake

>> i think it is philosophical the people, the board members, the rector and other board members who want president sullivan to go, say she is too slow in making changes, that she didn't have a long term vision, that they liked her personally, it is just that the higher ed is in such a state of flux in the nation with less money to spend on schools she needed to have some dramatic changes and cuts and she wasn't working fast enough to do that. now president sullivan would argue she did have a long term vision and was working fast enough and that you can't make these changes too quickly that they do have to be gradual. >> right university meets today we have heard strong words or directive from the governor he will ask for their resignation if the decision is not made but my question when reading that story is a decision -- hasn't a decision been made is he asking just to revisit? what does the governor want to see. >> the governor see it is board is split and as of yesterday

when i was doing reporting the board really was split. there is you know, 15 members now, because someone resigned so it is looking like 8 to 7, 7 to 8 depending which way the vote will be close, today they are going to decide basically whether to reinstate president sullivan what governor mcdonald is saying, whatever happens something needs to be done, to go forward, they need to have a president and they need to be unified tomorrow if not, that is when he is going to step in. >> any indication what might come out of this meeting and how many hours have you blocked off, where you go in there and cover what is going on today. >> well, their last meeting was almost 12 hours i didn't anticipate that i have locked off the rest of the day it -- blocked off the rest of the day it starts at 3:00 p.m., will start as open meeting but they can close it at any time. we had reported in this mornings paper the people that are for president sullivan staying, feel optimistic or i

should say cautiously optimistic they have the vote. there were any number of numbers yesterday, 8, 9 votes for her and of course it is a 15 member board they need 8 people and they were feeling pretty good but it is so close it could go either way. >> it has been suggested anita. politics might be rearing its ugly head. half the board was appointed by former governor cain, half by current governor mcdonald, how much of a role does that play and with that one resignation does it matter>> there are politics in everything but the board, switched along who is not for president sullivan there were two people involved the director and vice director who have since resigned one was appointed by republican bob mcdonald the other by democrat tim cain not sure if it is that i think it is more of a business model the board of

on gate hill place, sherry lee is live on the scene with the latest good morning. >> reporter: good morning that fire is now out but investigators are still on the scene, here as you mentioned trying to figure out what started this fire. it spread so quickly, and burned so hot, that one person told me, it melted the siding like icing. the charred remains about all that is left of these condos the fire raced through the roof, raining down ashes there wasn't much time to get everyone out. >> there just happened to be three kids riding long boards on their way home saw it and said we broke down doors and got these residents out. >> reporter: the flames engulfed two of the condos by the time firefighters arrived and got it contained. about 100 people in 54 apartments were evacuated safely, investigators now trying to find the cause. >> when the fire, something happens middle of the night, obviously the fire, everyone is

issue, immigration, there is a lot of talk about the latino vote and where that might go and how the candidates appeal to it. what might each of the campaigns take from this decision. >> it was split so i am not sure too much. i have to say mitt romney seemed timid he didn't come out and say i agree or disagree with the decision even though on the question we spoke about, on asking for immigration papers it was clear the court agreed, even mitt romney couldn't get onboard for that. that is troubling for republicans other than that i don't see much change if this is an issue that moves you ed in y you are already your partisan beliefs so i don't think it will change your mind much. latino vote is a broader larger problem for republicans long term. >> is that maybe why romney is being a little cagey with how he talks about some of these issues? >> perhaps but doesn't come off well i think you want at that position, president, you want leadership and want to know

grow up in washington dc, graduated from duke ellington and studied dance here she is now in the national tour of memphis the play that won the 2010 tony award for best musical. right now, it has a run at the kennedy center, whitney lee brown joins us now. welcome home. >> thank you. >> thanks for coming in nice to meet you. >> you too. >> are you excited? being first of all in a show like this has got to be pretty exciting but to bring it home, and get to see family and old friends is that pretty exciting? >> amazing. i've grown up seeing so many shows at the kennedy center from a child, and to be on that stage, is pretty amazing. yeah. >> it has to be a little surreal >> it is and actually looks a lot smaller from the stage, than it does from the house. that was interesting. >> let's talk about memphis for those who don't know about the show, unfortunately i haven't seen the show yet but it won the tony award explain what it is about. >> it is a musical based on the

birth of rock and roll, and how it came about, in 1950s. it is loosely based on a character, an actual dj in memphis who played a lot of racially, you know, strong music, in the 50s. >> some of it was called race records. >> yes, so it is also a love story which is the fictional part but shows how some of the kids, black kids supported this white man who came, and put black music on the air and had an artist who basically broke boundaries of rock and roll to the world. >> it has got to be -- filled with music. >> great music. great music that is probably the best and the dancing of course but the music is great, great bands, amazing singers and actors. >> you sing, you act but you are primarily a dancer that is what you trained for, for all your life let's talk about how that started you went the duke ellington school >> i went to duke ellington,

trained as a dance major got a lot of good tutelage over there from my teachers they always encouraged us to go hard at it, so after i graduated i moved to new york and was at the conservatory and after that i just did a lot of auditioning and got see the whole you know, grind of being a professional dancer. >> you are humble because you have actually, trained with a number of very well known programs, dance theatre harlem, washington ballet, alvin ailey dance company new york city. young people watching, you are close -- you are not old you are young yourself, so people watching think man these are the kinds of things i want to do how tough has it been? how is it making the move to new york is a big deal. >> it is a hard transition, to go from studying something to

being serious and making money with it. but as long as you keep yourself driven and you, you know stay alert about what you are actually trying to do and about being serious about the arts and propelling the arts forward you will be fine you know like struggles with any job but it is a fun job. >> you do a lot of hard work too. >> yes. >> constantly. >> moving and dancing and training yeah, rehearsing and auditioning. >> interesting thing -- one of the interesting things about you, you know you do a lot of modern dance, hip hop but you also have training in ballet. >> ballet is the root of most dancers ands, who have studied you know, and technicians, you know, start with ballet because like you know, it is our foundation. yeah, so i rooted out into hip hop and other things because that is what was asked of me in different auditions you have to really learn, the best of everything, you know, singing, the dancing the acting and

training all filled with dance. >> you have done film work too small roles in hair spray, big mama's house movies like that, do you hope to do more in the world of film? >> yes, film is amazing long hours, but it is such a great pay off you know, just being able to see yourself in something that seems so far from you watching it on tv and realizing that if you just go audition and do your best you know, very easy attainable actually. >> well, we -- i know it is a lot of hard work we are glad things are going well for you we hope they continue to go well for you whitney is in memphis at the kennedy center through june 30th, shows 7:30 plus matinee on wednesday june 27th and saturday, june 30th and 1:30 p.m. performance sunday. when you are on the stage you work. >> mm-hmm.

we are doing 20 seconds high intensity, push as hard as you can. 10 seconds rest for 4 minutes straight so a little different than the stations in our last class we were at those stations for 75 seconds then moved you are repeating a move getting muscle fatigue getting cardio, you can hear how my heart is pumping this doesn't take long mums can do this here and at home. 4 minutes. >> let's try and few and keep talking as we do it. anybody can exercise kathy it is more about exercise than talking here on fox 5 morning news i have to ask you this, because don't you think with mommy boot carve you eliminate a whole group of people who want to exercise. >> dads come for free on weekends we have significant others here great for them to come and see how hard their wives are working, we have saturday insanity we also have a sunday sweat class. we get a lot of dads in here >> i want to show off the fact that we have a lot of little
