>> reporter: metro's rules just allow bus operators to work aa maximum of 16 hours in a day, but in some cases, this report found there were bus drivers putting in 20 or more hours a day, more than 80 hours in a week. when most people head home from a long, hard day of work, the metro bus drivers have d barrel begun. a metro report on bus driver fatigue found 8% of all shifts were 12 hours or more during a one month period.on of those, drivers worked 20 or more hours without 8 hours off 50 times. >> the bus driver should have more time to rest.re if you're driving, you reallyri need to have time to, you know, relax and then you pay better attention.te >> reporter: the report follows had a similar study on metro rail operators and workers done by the transit agency and

the torrential rains caused some power outages. this morning, about 900 people in the away are still in the dark. -- in the area are still in the dark. house republicans are just hours away now from a big vote, and they are hoping the 31st 31st time is the charm. their goal of returning president obama's healthcare plan. democrats called the vote an exercise in few filth. that's because -- futility, that's because it won't pass the senate, and even if it did, the president said he will veto t but it's a chance to get moderate democrats on the record supporting or opposing the law before the november election. this is the first vote to repeal the law since the supreme court upheld it two weeks ago. the same day the households its vote, the president will meet with democratic congressional leaders. he was trying to sell them on his plan to temporarily extend the so-called bush era tax cuts

for the middle class. in the meantime, mitt romney will spend the day making his pitch to african-americans. he is to speech at the naacp annual meeting. the big story this morning, dc mayor vincent gray is expected to address fraud allegations against his 2010 campaign. >> a former campaign aide admitting to funneling hundreds of thousands of dollars in illicit funds to help get gray elected. melanie is following the developments. >> reporter: it just keeps getting more interesting. when former campaign aide and pr executive virginia harris pled guilty in federal court, she confirmed what many had whispered about for months that there was an off the books campaign to get the mayor elected, designed to conceal who was paying for it. 75-year-old harris's agreement says an unnamed co-conspirator

funneled $653,000 through her public relations firm, that she then spent on campaign materials, consultant, supplies and other expenses. she admitted admitted to shreddg documents and admitted the co-spear -- co-conspirator oftenned to pay for her to leave. prosecutors say harris and this co-conspirator have been making straw donations since at least 2001. the associated press says two people familiar with the investigation identified businessman jeffrey thompson as the source of the funds. his manage care company has the city's single largest contract worth $322 million a year. harris said her conspirator didn't want the mayor to know about his support for gray. >> what made this shadow campaign sinister was how it was paid for had.

headlines, san better dean is the third california city in less than two weeks to declare bankruptcy. it faces a $45 million budget short fall and the prospect of not being able to pay workers. stoughton animal moth lakes, california, have -- and mammoth lake have declared bankruptcy. in scranton, a view of public workers has filed a lawsuit against the city and three workers unions planning to

the study seems -- but the study seems to be corroborated by irs numbers. do you think higher taxes are driving the wealthy out of montgomery county and out of maryland in general? >> i think it's a problem. yogi bera was found of saying the future ain't what it used to be, and i think here in montgomery county, it may not be what it used to be. the federal government is shrinking, our taxes are not competitive with virginia. our sales taxes are, income taxes, corporate taxes, and even though this might be an anti tax group, that doesn't mean they're wrong. i am reexamining the irs data and the office 6 the comptroller has assured me they are reexamining it, so i think we'll have another analysis of it. however, i can say as a practicing attorney, i've seen many clients go to virginia, or choose not to expand in

maryland. the problem that we have here, tony, is we don't live in the new york/connecticut/new jersey area. if people are not happy in connecticut, they don't have a lot of choices. if they are not happy with the tax environment in maryland, they can move to virginia or north carolina, or even delaware, and i think this is the difference between our situation and the situation of some of these other states. so yes, i think it's a problem. in the past, it's been anecdotal, now i think we see the data emerge. >> do you see a time when the county is going to have to raise taxes on the less wealthy to make up for the lost revenue from the more wealthy residents moving away? >> in the last legislature, governor o'malley and the general assembly raised taxes on folks who were making over $100,000, either individually or 150,000 when you were a joint

filer, so we've gone back and raised taxes on people that we said we would never touch. the problem in montgomery county is that we're going to be faced with another tax increase, the county council is talking about the possibility of raising property taxes on top of the state taxes. the state government has -- on countyies like montgomery. in was a disaster for counties like montgomery. so we will be incurring over a hundred million dollars in new costs over the next five for six fiscal years, which may or may not be offset by other so-called sweeteners. the answer is taxes will go up in montgomery county. i don't see the county council has the political will, nor perhaps should they, to cut the budget to the bone. so we're in a vice here. we only receive $.19 for every dollar that we send to annapolis, where baltimore gets

$1.12 for every dollar they spend. we have serious, serious demographic changes in the county. our schools have many children on free and reduced lunches, we have many children with disabilities who need a good teachers and good system, and yes most of the money is going to other counties through the state income tax, and we're forced to raise our own property taxes to address our own needs. we are in a vice. it's a very difficult problem, hand as i said, the future in my opinion is not all that rosy, and i think we have to face it and begin to address it and say what are our approaches and strategies going to be there, vis-a-vis competition with states like virginia, where 40%, and i've been able to verify this, 40% of lost of citizens went to northern virginia, or virginia. that's an extraordinarily high number of people to go to a single state and i would be more inclined to believe, although there are many factors that cause people to move, i think the fax climate is -- i think the tax climate is a factor.

firefighters are battling a massive blaze on a derailed freight train. the train jumped the tracks just before 2:00 a.m., then exploded. it was carrying agricultural chemicals. six hours later, it is still burning. a huge protest in madrid this morning. 25,000 spanish miners have been marching on the capitol for the last three weeks. they are angry at huge cuts in government subsidies for the mining industry. but the prime minister announced more tax cuts to get a shippen bailout. and riot police fired rubber bullets at the miners. the justice department and the fbi have launched the biggest-ever post conviction review. that, according to the washington post, thousands of criminal cases will go back under the microscope to determine whether the defendants were wrongly convicted or deserve a new trial because of faulty forensic evidence. this comes after a report on
