middle school. it is lead certified, which means it meets all of the environmental requirements. the surpt superintendent is leaving to take over the helm of the fill why public school. in the interim, the school system has named alvin crawley from the d.c. public school system tyke over as the interim superintendent. he has been in education for 32 years. now on the road, parents who are driving their kids to school and also motorists around the schools do want to be aware that speed cameras which had been turned off during the summer will be reactivated. and speaking of transportation, there will also be some transportation and schedule changes for the students as well. middle schools will e adding 40 minutes on to their

instructional day. some will see that in the beginning, some in the end. part of it is to see those who are you go having to make grades a little more time to for instructional time. that will allow them to match up a little bit better with the schedule for the high schools and they the transportation department will now allow some bus sharing between middle schools and high schools and they say that will help them save at least five million dollars in transportation kses, hopefully money that they can put right back into their education. the ribbon cutting is at 7:35. the first day gets underway at 8:30 this morning. allison and wisdom? all right. new this morning, prince george's county police are investigating a police-involved shooting. it happened late last night on bon view lane in oxon hill. officers say that the man was

combative. they originally were going to tasered him but he pulled out a prop and said he was going to shoot them. that's when police shot him. the man was high on pcp a capitol hill father and husband is in the hospital after being beaten. thomas maslin was found unconscious on the street. he was walking home after a night out with friends at a baseball game. he was just blocks from his house. >> we are praying so hard that he comes out of this. he is such a fighter, the tram at this of the whole thing and not understanding why it happens in a place where they felt so secure. >> maslin has undergone to procedures on his skull to ease the swelling in had his brain. he remains in critical condition but is stabilized. police are still trying to figure out why and where maslin was attacked.

it is back to business on the campaign trail after a week of solo appearances. mitt romney will reunite with his running mate, paul ryan. the two republicans will take on the battleground state of new hampshire to answer questions about medicare plan that has left some senior as bit skiddish. as for president obama, he has a lunch date at the white house with his vice president biden. and then later today, the president and the first lady will host the winner of a contest. and now, more on medicare. >> romney's plan is more of less where we cap. we give them a voucher and we tell them good luck, you are on your own to cover whatever the difference is and the congressional budget office has

estimated this will lead to our nation spending 800 to 99,000 less. >> the medicare process will go broke in 12 years and president obama is not only for the status quo but wants more spending out reform. that's just irresponsible and reckless. every governor in the country is redesigning pension. romney and ryan are honest saying, look, we want to make sure that if we want to go forward, they'll have to have some reform. there is up roar for a after comments from a man who wants to run for the missouri

senate. >> the question is charles jaco is whether abortion should be legal in the case of rape. this was congressman todd akin's response. >> from what i understand from doctors, that's really rare. if it is a legitimate rape, the female body tries to shut the down. maybe that didn't work. there should be some punishment but the punishment ought to be on the rapist and not the child. >> senator mccast kill's camp released this statement. it is beyond comprehension that sun can be so ignorant about the emotional trauma brought on by rape. the idea that todd akin has express about the serious crime of rape and its i am pack on victims are offensive. >> the akin campaign had a response of its own. >> they say he misspoke. this is part of his statement. i recognize that abortion and particularly in the case of

wildfires continue to rage out west. people living near a fire northern california have been told to evacuate as the blaze moved closer to some 3000 homes. nearly 1000 firefighters are working to get a handle on that fire which has already consumed at least 19 square miles since saturday. also being plagued with

college park headed towards 270, lanes are open. check for southbound activity an alarming new friend in afghanistan. over the week, a man in afghan police uniform shot and killed a u.s. service member. now, that raises the death toll to 10 such attacks in the past two weeks. joining us this morning, j.j. green, national security correspondent at wtop radio good morning. always good to see you. >> hey, allison. >> what's going on there? >> a number of things are unfolding at once. the drawdown is looming. the taliban knows that the drawdown is looming and based on the conversation that i've had for my reporting with dod sources and afghan sources as well, there appears to be an interest in increasing the kind of attacks going on the early on, it was viewed as isolated

or intermittent or something that would happen every so on. but within the last couple of weeks, there have been a significant number of these attacks which suggest that it is a concerted effort on the part of someone. it's not just all about disgruntled or people that are upset with the way in which they are being handlinged. there is something afoot her. general martin dempsey, the chairman of the joint chief of staff is there in afghanistan to handling routine business but i'm sure this is going to be on the top of this list. >> what in the world can be done? this seems to be the most insidious type of attack. you don't see it coming at all, i don't manual. what can be done? >> one the things that's being done at this pipe is something called the guardian angels for certain members of the military. there will be people that are actually watching their backs as they are performing their duties. the fir pores has this really

unique program called the ravens. these folks fly on airplanes and once they land, they will stand guard around the airplane all night or while the airplane is out on the tarmac. this is going to be the same sort of program for all service members. for all of them but for certain ones of them. i'm not certain who. there are some questions about changing who actually does the weapons training because one of these attacks in which an afghan service member was presented a weapon turned that weapon on the people who presented it to him moments later. now, there is some discussion about how the training takes place, who does it and where it's done to sort of limit the possibility for these kinds of attacks. >> j.j., just to turn back a little bit, the job was to go and train the afghans themselves to basically take over. sounds funny when you are talking about take over in your own country but we know this

whole campaign has been that. we go n try to get our -- erase the taliban or do our best to push it back. so that the afghan people had cake over when we do leave al together. has this completely field? is this a rogue movement within the country? >> it has not pavement we should remember that the taliban used to -- it has not failed. we should remember that the taliban used to run the country. than the taliban went too far in the eyes of the people and certainly allowing a safe haven for organizations like al-qaeda from which these attacks, the 9/11 attacks were launched. now the taliban as the only

kind of organized force, police or whatever, that existed there they had to be trained up from the very ground up. and the united states, after the afghan invasion in town along with nato and others assumed that responsibility of training these people. theal began, there is no doubt about it, is influencing a lot of people to go out and conduct these attacks and they have complained responsibility for it. there has been some denial that theal began is behind this, that it's all about people that are upset and angry about things, but having been there a few times and talking to a few people on the ground the taliban goes into neighborhoods at night after nato forces and done all the good that they want. they warned people, if you help them out, we're going to take you out and your family out. we're going to injure you. there is that kind of movement

all right. new this morning, prince phillip is out of hospital in scott land. the 91-year-old husband of queen elizabeth was admitted after suffering a recurrence of an infection. buckingham palace says that the prince is now on his way to a nearby estate where the family is on vacation. despite a night of painful jelly fish stings, endurance swimmer diana nyad has more than passed the 28-hour mark. the 62-year-old was stung four times by jelly fish saturday night but, this morning, she is said to be comfortable and confident. this is her third attempt since last summer without the aid of a shark cage. yep. her team expected to take at least 60 hours to complete the swim. >> here is the thing. after the first sting, i think i'm pretty much done at that

they can do science experiments, science technology, engineering and math as well as gifted and talented magnet program. they cut the ribbon a short time ago then everybody cheered. the school board members were here as well as they greeted some of the students coming in. this is not the only change in prince george county. school schedules and transportation are changing. middle schools are adding an additional 40 minutes to their instructional day either at the beginning or the end. it will allow teachers to focus on the grades where sometimes they fall behind. they can merge up better with high school transimportant taigs asked -- transportation schedules. middle school and high school students will be saving bus routes and that will save the transportation office about $5 million a year. speaking of transportation, parents and other motorists should be aware that the school

zone speed cameras are operational. they have taken a break over the summertime but now they are back on. prince george's county has 56 cameras with 16 more due to come online in october. and, there is also going to be a new school superintendent. the current superintendent superintendent dr. william hite will leave at the end of the month. he will head up the school system in philadelphia. there is an interim schools chief being brought in from d.c. public schools, alvin crowley. he will be the interim superintendent while the school board works on finding a replacement. i spoke to dr. hite. he said it's a bittersweet day for him. he has been coming to school openings the last six years. he is proud of what the school system has accomplished. he is sad to see it go but proud of what they have built in prince george county and we will bring you more at 9:00. >> thank you.

new this morning, a police- involved shooting in prince george's county. this happened around 10:00 last night along the 5,000 block of bar that by lane in oxon hill. officers responded to reports of a suspicious person and found a man reportedly high on pcp. he became combative. he alreadily threatened to kill one of the officers and they opened fire. more bloodshed in afghanistan. a defense department official says a man in an afghan police uniform shot and killed a u.s. service member sunday. that brings the death toll from the so-called insider attacks to 10 in two weeks. top u.s. officials are on the ground in the war zone for a meeting with senior afghan officials as they try to find a way to stop the wave of

election, with the fiscal cliff happening january 1st and everything going on in the world, specifically europe, investors are scared and nervous. the best thing to do or not to do rather in that environment is don't panic. don't do something with your personal balance seattle that you won't be able to recover from when you measure successes over years not months. >> think long term and not immediate. i see tips, first don't panic. the next one don't chase returns. >> don't be worried about the market being volatile or the stock market and lieu and your 401(k) and you sigh what has done well and you look the last 10 years that will be bonds, specifically government bonds. so moving from something that didn't do well to something that did well, that is almost certain to end in disaster.

moving from stocks to bonds would be a mistake. that would be chasing returns. >> what about taxes? what action do you take as far as taxes? >> this is one thing you may want to consult your accountant with. if you have capital gains in a brokerage account you may want to accelerate those gains, realize those gains this year because the capital gains rate is 15%. on january 1 that's going up to 20%. 33% increase. you may want to accelerate taxes, counterintuitive to everything that we learned as far as savings go. but in an environment where tax rates may go up, you may want to accelerate some of those gains this year and reestablish the position next year. >> you want to talk to a professional. don't try to go at this alone. they know how to deal with these financial things. >> it doesn't have to be a financial planner, financial investigator or planner -- advisor or planner would be

last week we told you that maryland representative chris hollin would help out the obama- biden campaign. he will play the role of republican vice presidential candidate paul ryan in the preparations leading up to the vp debated in october. because van hollin worked closely with ryan on some of the biggest issues. he joins us now. thank you for coming in. >> good to be with you this morning. >> as we mentioned, you worked closely with him on the house budget committee. he is the chair. you are a ranking member. how has your work with him and the sparing over the different debates like medicare and other tax debate issues, how has that prepared you, would you say. >> paul and i get along well personally. anybody that watched the debates would know that we have very deep differences. we express them civilly. that's the good news. but this puts me in a position to understand all the arguments that he has made and how he presents the arguments. i hope i can be of some help to

the obama team as we go through the rest of the campaign because there are huge differences in policy with real consequences for the american people in the romney-ryan approach versus the president and the vice president. >> that is what a lot of people are realizing as we take a look at the different attack ads out there, that there are huge differences in the way -- it's not that anybody -- the thing is people feel one side paints a picture that they want to get rid of medicare or republicans want to get rid of medicare. don't you feel like -- i think a lot of people want to know what is the truth but is it the truth that both sides do have a difference on how they want to get there and solve the issue, not that anybody wants to get rid of it? >> it's not that people want to get rid of medicare but the republican plan would rad dillly alter the shape of medicare in a way that i believe would be bad for

seniors. at its heart, the way they would save money for medicare is not to contain the rising costs in medicare but to shift a lot of those costs on to the backs of seniors. the nonpartisan budget office analyzed the earlier version of the plan that said it would cost seniors over $6,000 per year more when it was kicked in. those are real numbers for people who are on median incomes of $23,000. context of a budget that would provide huge tax breaks to people like mitt romney. at its heart, the ryan budget, the ryan-romney plan would provide big tax breaks to people like mitt romney and ask people on medicare to pay a lot more. it would seriously cut education funding for our kids and, in fact, their tax plan would off-load a lot of new costs on to middle income taxpayers again to finance these tax cuts for folks at the

top. >> get back to medicare, republicans maintain that seniors are not going to be affected, the seniors going in right now won't be affected right now. this won't be an immediate ramy identification for seniors -- ramy identification for seniors. >> i'm glad you raised that. it's not true. they want to totally repeal obama care. interestingly the one sensible part of paul ryan's budget, he would keep the savings we made in medicare. now that he has joined the romney ticket, he will get rid of those savings. those savings were achieved by ending the overpayments to the private insurance companies in medicare. when you eliminate those savings, you accelerate the insolvency of medicare according to the truss he seas and they will immediately increase costs and this is important for seniors with high prescription drug costs. they will immediately increase costs to seniors that get preventative health care

services under medicare. the reason is, we recycled some of the savings in medicare to strengthen those benefits. they took every penny of savings but did not put one penny back. >> congressman, let's talk about this a little more. people hear the arguments from both sides. no one thinks that no one -- that you don't want to get something done here. people are frustrated. they hear what republicans and democrats have to say. they see not a lot getting done in congress. speak to the deep divide that we are looking at. is something going to be done. i think people are frustrated and don't know who to believe. >> what i would ask people to do is look at the facts that are presented by the nonpartisan groups. you have the nonpartisan group that says if you eliminate the savings achieved through obama care, savings by eliminating the overpayments to the private insurers, savings achieved by

happened. people wonder about someone's true character. it's revealed when you are tested about your honesty. if you knew you would not get caught, would you get away and just take something if you thought you wouldn't get caught? that is what the folks decided to find out. they put bottles of tea on display and asked people to pay a dollar before taking a bottle. no monitor, no cashier. how did we do? joining us is seth goldman, the president to tell us how we did. thanks for telling us. this is what we saw. >> honest system, no cashier, noput your dollar in here and that's what you did last week. how did we do in washington, d.c. i understand we had 50 different locations. >> d.c. was in the top ten. >> that's good. about 93% honest. really impressive results whether it was capital hill, k

street, bethesda, dupont circle or the baseball stadium we covered a wide range. people were putting money in, more than 90% of the time. >> who did the worst and give me an idea why -- you did a little more research getting into those results? >> yeah. los angeles was the lowest performer, about 79% honesty. then we had cities like oakland and salt lake city with 100%. it was a wide range. women were more honest than men. for some reason bold men were the lowest category of honesty. not sure what happened there. and people with gray hair and red hair turned out to be the highest performers. >> we are so honest. that's for sure. you did have video set up. this wasn't totally unmonitored. >> that's right. >> what did you see. >> in philadelphia someone payed with a mayonnaise pact.

>> that's valuable. >> in brooklyn someone tried to steal the duct tape, a roll of duct tape left out. in cleveland somebody found one of our people and asked if it was okay to steal. all kinds of different behaviors. it was a social experiment. is this something that you will do. >> yeah. for us it's a fun way to get a connection to our brand but to see what is happening. this is super tough economic times it's nice to see how people perform and we went to other places. we went to motorcycle rallies, stock car races and saucon sis assistant results around the country. it wasn't really -- not one demographic that underperformed. >> relics -- real quickly, where does the money go, pocketing it or going to charity. >> we are donating it to a charity that works to help build community around the country. this is about how much trust is in our community. we would like to continue to
