here looking great. 87 today so it will be warm later this afternoon the 88 in fredericksburg and again we should be dry for your thursday. more details on the weather. we'll look at tropical storm isaac as well coming up in just a couple of minutes. back to you. we begin this 9:00 hour with breaking news. a 15-year-old girl has been hit while riding her bicycle this morning. this happened at route 124 and airpark road in gaithersburg around 8:00 a.m. we are told she has serious possibly life-threatening injuries. an accident reconstruction crew is on the scene. we'll bring you updates as soon as we get them. a disturbing scene in maryland. a teenaged girl shot and killed inside her home. shocked neighbors and students are reacting to the tragedy. fox 5's melanie alnwick has been following this one all morning.

she is live in kettering. >> reporter: the details get more and more difficult to hear. we can confirm that the victim's name is amber stanley. she is 17 and was in the honors program at charles flowers high school. police have just told us that a male suspect last night kicked the door in of this home here and shot amber in her bed multiple times. police can't say if amber was the intended target. they were called to the home around 10:23 last night with a report of a shooting. and when they arrived, they did find amber dead from the gunshot wounds. forensic investigators spent most of the night combing the home in the area looking for evidence even looking in trash cans and gutters. neighbors say amber lived in the home with her mother and adult sister, her sister's young son and a foster child a girl said to be in the 11th grade. they don't believe the mother was home at the time of the shooting according to neighbors. they describe amber as a quite the studious girl who didn't run around with a lot of

friends. she was in the accelerated honors program at flowers high school. friends and neighbors are saddened and shocked. >> sad, disappointed, scary. she used to ride around the street from school and [ indiscernible ] her life was short and she could have went to college, she was obviously had good grades and she was on honor roll. >> when you find out somebody's just like passed away, and then you sort of knew because i sort of knew her, i knew of her, it was kind of sad. >> it's unbelievable. it is unbelievable. she was a good kid. you kind of hate to say things, you know, i know god always has a plan but you kind of say things like, it shouldn't have happened to her. why a good girl, a good student? you know? a quiet girl. >> reporter: and neighbors say that amber did have goals and ambitions. she hoped to go to harvard university. she had told them that she wanted to become a lawyer. we do not have any suspect

lookout information at this time. police haven't been clear as to whether they know who the suspect is or whether they have an idea who this suspect is but they say that they don't believe that there is someone running around at random breaking into homes and trying to rob or shoot people so in some cases they say yes this may have been a targeted incident. buy they can't say amber was the target. gunman. that's the latest from kettering. a tough story here this morning. >> thank you. new this morning, a maryland prison inmate is dead shot by police after a wild pursuit on the eastern shore. the 25-year-old inmate walked away from a state correctional facility in queen anne's county yesterday afternoon. he then broke into a home in centreville where stole a gun, ammo and other items. when deputies caught up with him, the inmate opened fire. they shot back but he did get away. they eventually found him at a

nearby farm. the inmate would not surrender. when deputies say he reached into his waistband an officer shot him dead. the vicious beating of a 29- year-old man on north carolina avenue this past weekend is prompting guardian angels to take action now. the group says it will step up patrols on capitol hill around eastern market because of this attack. thomas maslin is in the hospital with serious brain injuries. the guardian angels say they will also step up patrols in the fourth district because of a spike in robberies there. wisdom. allison, clean-up crews are working around the clock in ellicott city to remove train cars and coal from tuesday morning's derailment. the ntsb says the emergency brakes on the train automatically deployed when an airline disconnected from the braking system. they don't know when that happened. the investigation could take months but officials say trains will start running again soon. meantime, family and friends have set up a memorial honoring the 19-year-old victims. funeral arrangements are

set for both victims. a service for elizabeth nass is planned for tomorrow at the church of the resurrection in ellicott city. rose mayr will be remembered saturday at bethany united methodist church also in ellicott city. new this morning, a high state of alert to contain a superbug! a deadly infection killed six people at the clinical center of the national institutes of health last year and for months, the staff tried to doving they could. the superbug was spreading through the bethesda hospital so fast that they built a wall to isolate patients. they gassed rooms with a vaporized disineffect at&t and ripped ou plumbing. they didn't alert the public. the west nile virus is spreading. the cdc reports 41 deaths nationwide so far this year. that is one of the largest outbreaks in the u.s. about half of the more than 1,000

cases reported are in texas. d.c.'s department of health confirms one case of west nile this summer and it was not fatal. the district does not spray for mosquitos in part because of concerns it can trigger asthma attacks. well, today marks a year since the 5.8 earthquake shook our area. it was centered in virginia. >> the quake caused an estimated 2 to $300 million in damage. so what have we learned and are we prepared for the next one? holly morris is live at the national monument this morning with the story. good morning to you, holly. >> reporter: good morning to you, wisdom. and later this morning, there's going to be seven agencies that hold a press conference here at the washington monument marking the anniversary by pretty much having a call to action. helping people be aware or what they should do should this happen again. chris is the director of the district of columbia homeland security and emergency

management. good morning to you. >> good morning. >> reporter: why is it so important for you all to have this united front during this press conference? >> you know, during the earthquake that we had a year ago a lot of folks didn't know what to do. we're not prone to earthquakes on this coast so when it happens and you haven't been attuned to it or you haven't had any kind of understanding of what to do during it, you just don't know. when you don't know, that's when people get scared and take actions that may not necessarily be the right actions. it can causing worse damage because we flood the roads or get outside the buildings in front of other buildings. so we are try to highlight simple things that people can do and agency can do, businesses can do, to reduce the likelihood of somebody getting hurt or something bad happening during another earthquake should we have one. >> i know in our area, not only do people need to know what to do but they also want an update on where things stand. the two big things that seem to be affected the most in our area were the national

cathedral and the washington monument. can you give us an update? >> as best we know. the washington monument is still closed. the park service is work hard to get it open. we don't have a date yet. i leave that to park to say when it's safe for folks to go back in because that's the biggest thing making sure folks are safe inside it. the national cathedral has opened up. they are still working on some of the stuff they have in the buildings but once again that's not a government facility. so, you know, the date of having everything fully opened i couldn't say. >> reporter: do you know where things stand in terms of us knowing the likelihood of it happening again in our area? >> it's earthquakes and mother nature is kind to us on days like today but on other days she is not so kind us. you don't know with earthquakes. there is a fault line near here. there have been earthquakes in the past. none at the severity that we saw last year. but there have been earthquakes here. so the chances are we could have one again. >> if you had to sum it up, what were the lessons we learned from a year ago? >> the biggest lessons we learned inside the government and ones that i have talked

with the mayor and the folks in government are, first and foremost we need to have the residents, the folks that come into the city every day, the visitors that are here, they need to understand what are the simple things that they can do for themselves to ensure they're safe when something like that happens. then we need to understand as a government how we're getting our message to folks of what to do when it does happen so that it's much more sense of calm and that folks can understand that there are things i can do and that we will hear the message on what exactly we should do after we do our own personal actions. >> reporter: one way you can be better prepared is to practice. >> yes. >> reporter: and you all are doing that. explain to me the shake-out. >> the central united states earthquake consortium, the cusec, put this together. they have held drills on the west coast where they are much more prone to earthquakes as well as in the central united

states. this is a big drill in which folks can volunteer. there is no requirement. now, i have talk to the mayor and the mayor is very gung ho on this. he will be participating himself. we have talked to the cabinet and many of the cabinet agencies will be participating so we get a big outreach. so on october 18 at 10:18 in the morning we'll hold a drill everywhere in the city. we have about 2,000 folks signed up already to participate. go to the website, sign up, you will get information on there of what you can do individually in your household and then as the government we're actually reaching out to our agency, business improvement distribution, ancs, area neighborhood communities, we are reaching out to those folks saying here's how we can help you get involved and here's what the government are doing. we'll take it a step further and do internal leadership training during that time. this is open to anybody. >> reporter: we'll learn how to

philosophy throughout the region you can't learn in an environment where your child doesn't feel safe. there are a multitude of things we are doing in conjunction wh the police and our schools in montgomery county to try to major sure that the experience in montgomery county and across the region is a safe learning environment for our kids. this is a back-to-school fair this saturday that my office will be taking part in. there we'll have people that are -- individuals from my office will be present that will provide information about a variety of things that we're doing with montgomery county public schools on an ongoing basis. we have an ongoing internet safety program talk about not only issues of bullying and quite candidly bullying is an issue in schools across the country. >> sure. >> 88% of kids between 13 and 17 years old report that at some point in time they have been bullied. getting into schools, talking to them about bullying and the consequences is very important talking about the use and misuse of the internet, we started a program with montgomery county schools three years ago now where we have

internet safety training at every one of our schools in the county and we do that in conjunction with the schools, the police and my office. we have programs that address issues like safe teen dating particularly in the middle school and high school years. we have young people beginning -- >> don't say middle school, please. >> middle school. yes. [ laughter ] >> that's reality. >> we hit a nerve here. >> yeah. >> you know, we are trying to do and actually we are talking about this before we began the program, the safe teen dating program is designed to talk to young people who are beginning relationships and dating relationships with members of the opposite sex and what is appropriate and what's not appropriate in those relationships. there are some shocking numbers that studies tell us about violence that occurs in teen relationships. >> so sad, yes. >> one out of three teen relationships experiences violence. one out of two threatens violence. we want to talk to young people about what's appropriate and not appropriate as they begin

those basic human rims. in the long term if we get them to think intelligently and appropriately about what happens between boys and girls in relationships, it will reduce violence in later life. >> you also think about gangs. you might not think bloods, gangs. it's present. >> gangs are a reality. in montgomery county, we probably have identified by the police through their intelligence operations about 40 active gangs and there are bloods, there are crips, there's 18th street crew, ms- 13. they are absolutely present along with other gangs. we have probably also have identified something close to 2,000 individuals who have been certified by the police as actively involved in one of those groups. we think it's important to talk to school aged children about gangs. talk to the parents about

gangs. we know not just in montgomery county but nationally, the age at which children are recruited to join gangs is -- we're back to middle school. >> middle school. >> we're back to middle school. that's when kids get involved in gang-related activity. so educating parents about what the telltale signs are about your child being involved in a gang, coming to educational seminars we might run or the schools might run about how to deal with that, how to talk to your child, how to see the telltale signs like wearing of colors or obsessiveness with gang-related activities. we are trying to be positive and pro-active in keeping kids out of gangs through not just locking people up who get involved in criminal behavior but intervening and prevent, them from becoming involved in gangs from the beginning. >> once again as mr. mccarthy said as we started this, your office will be at the fair that is on saturday. 11:00 a.m. to 2:00 p.m. in rockville at the carver educational services center. we were showing some great tips on the screen while we were talking. i would urge parents to go

philadelphia zoo now allows some animals to use a set of enclosed trails to travel throughout the property. now, the concept isn't new but at the philadelphia zoo the trails are taken to a whole new level by allowing the animals to see and smell new territory. that is so awesome. zoo officials are studying the animals' reactions and visitors too. they say the visitors they have talk to say they feel closer to the animals. and quite literally they are. all right. is this the world's smallest bicycle? this youtube video shows a man in cyclist gear place a teeny tiny bicycle on the ground. it has wheels, pedals and a handle bar. it looks like it was made for a mouse. so is it real or an optical

even the shore should be in for a nice afternoon with lots of sunshine as high pressure builds n there's your satellite- radar. we did have a little cloud cover to start your day. you can see if you were watching southeast down southern maryland lower eastern shore you have some leftover cloud cover and a couple of light sprinkles there down towards ocean city. the trend will be again to push these clouds out to the east. look what's going on in pennsylvania, ohio. here's where the weather is not perfect down in the caribbean. this is tropical storm isaac. maximum winds 40 miles per hour. not a terribly impressive storm. but it is forecast to strengthen some and track across the dominican republic and cuba here over the near term. here's your latest 40-mile-per- hour winds moving to the west at about 13 so the movement is slowed down overnight. again water temperatures here well into the 80s. plenty of fuel to get the storm going later as we get into the weekend. and there's your forecast track

by day 5 here. looks like by early tuesday morning it will be parked to the west of tampa as a category 1 hurricane. this storm could push up towards washington and bring us some rain by the middle and end of next week. we'll see where that tracks eventually. 87 today gorgeous day, winds southeast at 5 miles per hour. partly cloudy tonight, fog redevelop overnight. 67 the overnight low so nice and dry today not expecting showers or thunderstorms anytime soon. sunshine each day nice time of year end of august upper 80s and overnight lows into the 60s. so we'll take it into the weekend. that's a quick look at weather. back to you, wisdom, and you can tell me if it's in fact a beautiful day. >> you're right. it is gorgeous. this is the time of year when things start to change a little bit so today we're going to talk about our garden grow segment with derek thomas. we're talking about terrainiums

and miniature gardens. derek is the expert. >> the things about terrariums and miniature gardens it's an old craft. the craft terrarium growing basically it's you're creating a miniature environment. these are miniature species orchids. it actually creates a little ecosystem around the plant. and, you know, the thing that i like to do when i'm creating these is to tell people to think out of the box and with miniature gardens, it's a great way -- you have seen some of those that you can buy as a gift or if you have someone that's sick and you want to take them a gift plant, it's less expensive doing it yourself. this is actually an ice cream dish. and it's high decorative. just in case the plants don't make it, they have something else to remember you by. >> ready to go. dual purpose. >> what you can do is with a

little bit of decorative stones and some succulents, you can create a wonderful host gift or something for someone to remember you by. also, this is -- >> bright colors, as well. >> and this is an ice cream cup and what we have done is filled this with stones and a aloe and some moss. >> got it. >> once again, this is a cookie jar. get the kids on the treadmill. get the plant in the cookie jar. you know? and what you want to do when you're creating these dish garden is start with a decorative vessel. use stones and sand for drainage. i like to pick plants that are going to be in the same family because they will have the same light requirements, they will have the same moisture requirements. so if you are doing succulents, try to keep succulents with succulents. if you are doing, you know, more tropical plants. if you want to do something that's to add a little bit of a

pop of color, you can do a plant like a bromeliad under a taller vessel. think about the vessel. it's the planter. so you want to -- this is a cake dish. what i want you to do is take some of these stones and just layer it around there. >> like this. >> right. you're going to fill those in. while you're doing that, we're going to focus in on that there. now, you would go ahead and fill that all the way up and around. and after you've done that, basically, you can top that up like that. and you have taken a cake plate and created a decorative miniature garden. this was a great find. think outside the box. it's going to be something you want to show

off. this is a succulent garden. when i was in a big box store, this is a lamp. we turned the terrarium into a lamp and now all you need is the light bulb and plug it in and you have a living lamp. >> nice! very creative. that's you're the garden expert. you think outside the box a little bit when you're making these. don't be afraid to experiment of get the kids involved. it's great show and tell. kids can show how they put a plant in here. it survives without moisture, with very little moisture. >> derek, thank you very much. i have learned so much. and i really don't have a green thumb. you're the expert. >> we can work on that. >> got it. a lot of work to do. thank you very much. good to see you. we'll be right back. the late great chuck brown. from now on august 22nd will be known as chuck brown day in the district. mayor gray made the proclamation yesterday on what would have been the godfather of gogo's 7 6th birthday. yesterday the mayor unveiled what will be chuck brown memorial park. his four children joined the mayor and other family for the announcement. >> we would hike to give thanks to the mayor and the city and -- we would like to give thanks to the mayor and the city and all your support for my husband's career throughout the years. and we can't wait for the groundbreaking. >> we are hopeful that chuck brown park will be a place where residents of d.c. can go to remember the lifetime and memories that they shared together through four decades of chuck performing for the city and the love affair he had with his fans and they had with him. >> if the council approves the proposal, part of langdon park will feature a statue at the amphitheater, which would be renovated.
