centreville. 66 shouldn't be too much of an issue. let's move on to trafficland, you are traveling the outer loop to the right of your screen, leaving 95, college park, heading into silver spring, accident on new hampshire avenue, and cleared out of the way. 270, brief volume southbound heading past 109 towards clarksburg. other than that, nice trip into the beltway. 95, 395, the only slow traffic i was seeing heading past duke street. no problems across the 14th street bridge. that's a check of your fox 5 on time traffic. wisdom? we begin this hour with breaking news. would be burglar makes his way into a d.c. bank overnight through the ceiling. police say this happened around 3:00 a.m. at the m and t bank in

georgetown. the suspect got into the lobby. it's unclear whether the suspect got away with any money. the fbi has been called in to help. also overnight in the district, a mother and her two children went to the hospital. an apartment fire in southeast, in the 1300 block of alabama avenue around 4:45 this morning. several people had to be rescued by ladder from the three story building. the injuries of the mom and kids are not said to be serious. to another big story we're following, word that lance armstrong is dropping his fight against doping allegations. >> last night he said he would no longer challenge the us anti- doping agency's claim that he took performance-enhancing drugs to win the tour de fran from 1999 to 2005. sarah? >> it's a said day in cycling

when you hear about this. he's made history with his seven titles and said to make history once again, but for a much different reason. the u.s. anti-doping agency has announced it will strip lance armstrong of his seven titles, after armstrong declared he was finished fighting the allegations. in a written statement he says -- world anti-doping agency's president says his decision to drop the fight is an admission of guilt. armstrong countered that claim and says his decision is more of a refusal to enter an arbitration process he believes is unfair. the organization maintains armstrong has used banned substances back to 1996. he walked away from the sport in 2011, without being charged following a two-year federal criminal investigation into many of the same accusations he faces from the usada.

in an interview with the associated press in february, 2001, armstrong said he tried to not let the doping hack indications get to him. >> i try not to let it bother me, and just keep rolling right along. i know what i know. and i know what i do and i know what i did. and that's not going to change. >> the usada says armstrong will be hit with a lifetime ban starting today, and under the world anti-doping code, armstrong may lose the bronze medal from the 2000 olympics as well as any awards, even titles and, event titles, rather, and cash earnings. allison? >> the cash earnings, that's big. super big, and titles, too. another big story we're following is tropical storm isaac. it is bearing down on haiti and a direct hit will cause a lot of problems for the 400,000 people still living in tents from the earthquake a few years

back. it's early, though, but it does not look like the republican convention in tampa will be impacted that much. the storm won't reach hurricane strength until it gets closer to the florida panhandle. in the dominican republic people are boarding up and bracing for the strong winds. in a developing search for a murder, prince george county's police are looking for the killer of 17-year-old amber stanley. they say someone kicked in the door of the home 10:00 monday night and shot amber multiple times in her bed. several others were in the home but were not hurt. there's a $25,000 reward being offered for information. >> she was a friendly girl. they all was nice to me. >> i've been here about 32

years, and raised two kids here. i'm devastated. you know, to see something hits right home, right on your street. >> grief counselors were at the high school yesterday. she excelled in classes and tutored other students and was trying to start a young doctor's club at the school. checking some of our other top stories on this friday morning, friends and family are getting ready to say their final goodbyes to one of the victims killed after a train derailment early tuesday morning. elizabeth knots and rose meyer were both 17 years old. howard county police say autopsies say they were crushed to death by coal. federal investigators are still trying to figure out what caused the wreck.

a maryland lawmaker admits he was drinking while operating a boat that crashed into another boat wednesday night. the delegate said he had been told his blood alcohol content was more than twice the legal limit in maryland. he and several others, including children, were hurt. last night he spoke to reporters outside a hospital in baltimore, apologizing for his action. >> no one, no one should be drinking and operating a motor vehicle or a power boat. i deeply regret my actions and i ask for forgiveness from the public. my heart and prayers go out to the family that was involved in the incident and i pray for them to have a speedy recovery. >> investigators say they are still trying to determine the cause of the crash. by the way, it is illegal to drive drunk on a boat. u.s. capitol police are investigating a reported threat against representative todd akin. this week the missouri republican came under heavy fire, criticism for comments he

norwegian man has been sentenced, the panel says he will go to prison, to serve at least 10 years and a maximum of 21 years. however, such sentences can be extended under the law, as long as an inmate is considered dangerous. he said he was on a mission to expel slims when he went on the rampage that claimed the lives last summer. closer to home, a teenaged girl reported missing more than two years ago escaped from a home in illinois. the girl told police she was

held captive and sexually assaulted and she got pregnant, even had a child. the swat team recovered the child and arrested the 24-year- old man and his mother who police say assisted in the crime. the girl was just 15 when she disappeared from her home in st. louis, missouri. nasa has delayed the launch of its newest satellite from florida, a mission being run from laurel, maryland. the countdown was stopped at the four-minute mark. the space agency will give it another try tomorrow. the twin satellites are designed to study earth's radiation belts and improve space weather forecasting. take it easy, tucker. >> he's getting a little nervous. >> i can't wait. >> going to happen, just delayed a little bit. >> looking fine. temperatures back in the 80s. cloud cover to start your morning. we should be dry. >> good.

that is off on the side of the ramp and looks like the delays are easing heading inbound. no traffic right now as you head from manassas into centreville. no slowdowns there. 95 northbound looks great heading through woodbridge and towards springfield. 395 briefly delay passing duke street. other than that, you should be in good shape. new york avenue inbound slow approaching bladensburg and florida avenue. quick look at waze. had reports of a truck tire on the road traveling the outer loop there in prince george's county. do watch out for that. past allentown road. wazers can alert each other of these things, it's a free smartphone app, and if you have it, you'll get audible alerts and you can report incidents.

you can join the fox 5 wazers group like this user did. back to you at the desk. thanks, lauren. a request for the next presidential inauguration from d.c.'s water authority. it is asking congress to serve tap water instead of bottled water. earlier this month new york senator charles schumer announced the water company from his state will supply the water for the inauguration. the general manager of d.c. water wrote a letter saying the tap water is a penny a gallon, while bottled water costs 100 times more and is environmentally harmful, the bottles i imagine. on the campaign trail today, mitt romney and his running mate, congressman paul ryan will hold a rally in michigan. president obama will head to camp david and the vice president is heading to new york for a campaigning event tonight. new polls are out, and the numbers are tightening. fox's doug luzad

back now on fox 5 morning news, and how close is too close? that's the question wssc has been looking at in terms of how close to put future buildings when it comes to possible water mains. in june they proposed new constructions within 8 # feet of large mains had to withstand a potential massive force. today more than 1700 existing buildings are within 80 feet of current mains. washington nationals aren't only hoping to make it to the playoffs of course, but hoping d.c. officials will pay to keep the metro open late should they

do so. the team made the request last month and it appears to be a valid one. this past monday hundreds of fans were stranded after a 13 inning game because the metro closed. this morning the post reports d.c. officials are planning to say no, though, to the nats' request. today is the 150 anniversary of the civil war battle in manassas. it's known for the battle of bull run for northerners and the battle of second manassas in the south. the town is holding events today through sunday. there's interactive museum exhibitions, talks with historians and tomorrow a parade reenactment. expected to be more major traffic delays today and all weekend in manassas. a maryland school district is considering a change in its cell phone policy during school hours. now students in frederick county are required to keep their phones off and out of sight. some school officials say students should be able to use their phones during lunch and

field, he'll have his favorite receivers and can he connect. when he has to run, can he run and okay in the slide? >> we've already discussed the offensive line had issues. from what we've seen in the defense so far, i know this is all preseason, but we've seen issues maybe existing there as well. >> i mean, unfortunately, i thought the defense was going to be the champion of the team. you have a young quarterback. but the defense, with some of the injuries, what's going to happen? i think the defense as a whole, they have to learn -- not have to learn, but i think they will learn to play together. there are enough big stars on the defense to try to carry the team on, and hopefully start healing up or won't be too many issues. >> last question we're going to

>> reporter: hi sarah, hi allison. now d.c. police and the fbi still out here on the scene. this is an m&t bank where this attempted robbery took place overnight. they have the entire block here at which is and o roped off now, as they continue to investigate. here's what we know now, just after 3:00 this morning d.c. police tell us someone tried to get into this m&t bank. apparently they came in through the roof and then dropped down into an atm room at the bank. it's at the front of the bank. the burglar alarm did go off. police say the alarm company could actually then use the cameras inside the bank and could see the robber coming into the bank. that suspect did get away, but what we're being told is the suspect does not appear to have gotten away with anything. at this point the fbi and d.c.

hour. a little stronger in the past three hours. we'll take a look at it. you'll be able to see, still not a terribly impressive storm. but we are starting to see additional flareup here, centered about 220 miles to the south and east of port-au- prince, haiti. they're expecting 8 to 12 inches of rain and that is likely to cause landslides and flooding there. let me show you the latest. let's switch maps and give you an update here. moving to the west 15 miles per hour. the track takes it across haiti, parts of cuba, florida keys, and now we're thinking a more westerly track and it will likely intensify when it reaches the gulf of mexico into a category 1 hurricane before making landfall in alabama, perhaps mississippi here by early wednesday morning with 85 miles per hour winds. i'll give you more details on our weather, allison, in just a

people to understand he has a heart, that for lack of a better phrase, he feels the pain of most american families that are going through tough times now. >> i know you haven't done the interview yet, but now with the republican ticket, the ticket all said, what do you think will be the major topics this duo goes after, is it still economy, economy, economy? >> yeah, i think economy. even more than that, i think paul ryan makes a slightly bigger argument and the role of government in people's lives, all the regulations in taxes. also the role of government in individual lives. for instance, the debate over whether the government can tell catholic hospitals they have to provide birth control. i think it's a bigger argument going forward, the role of government versus the private sector and versus the individual. i think that's what they're going to talk about. but again, a lot about
