the 7th anniversary of katrina. and a week's worth of events are crunched down to three days at the republican national convention. we have a live report straight ahead. and closer to home, back to school for thousands of local kids. the superintendent of montgomery schools joins us. fox5 morning news at 7:00 starts now. >> this is fox 5 morning news. >> there's a live look outside. that's a pretty view. very, very pretty picture. it is monday, august 27th, 2012, good morning, everybody. i'm tony perkins. and i'm in for allison seymour. she's home getting her kids ready for the first day of school. she likes to be there for the first day at least. the oldest daughter is going to

middle school. finishing up breakfast looks like. >> does she live under water. >> there's been issues with that all morning long. did she roll her eyes at her daughter? i think she did. we begin tracking isaac. it's prompted a hurricane warning that covering 300 miles from louisiana to the florida panhandle. it could become a category two hurricane by the time it reaches land tomorrow or wednesday. we turn to tucker barnes. >> welcome back. the latest with isaac, maximum winds 65 miles per hour. likely to intensify with the warm water in the gulf. we'll look for it to strengthen later today. 72degrees and the humidity is 87%. not much wind and without the

wind we're getting fog developing. we have a dense fog advisory until 10:00. we have a combination of rains from yesterday and cool temperatures overnight. showers east of the bay. and they've been very persistent. we picked up specific rain totals, upwards in 3 inches in places like annapolis. highs are expected to be in the mid- to upper 80s and can't rule out the possibility of a shower or two. much of the day will be drier than yesterday. a few scattered showers. we'll take a look at isaac coming up in just minute. let's toss it back to tony and sarah. isaac is disrupting the republican convention but the show must go on.

>> crowds and delegates are not taking any chances. jennifer davis is live in tampa following the latest. >> reporter: we've already been drenched this morning. thankfully, we're getting a little bit of a break. isaac is making its mark here. because this area is in a low lying area, it's very close to the water. they were worried about flooding. we're not expecting much to happen inside but there have been a lot of convention changes. a rainy start is wreaking havoc on the republican national convention plans. tropical storm isaac is expected to turn into a category two hurricane this week as thousands descend on the city. >> a little bit of rain is going to hit tampa. we know how to deal with hurricanes in florida very, very well. >> it's casting a black cloud over the original plans.

four days of events are being condensed into three. >> we've got contingency plans. we have no reason to believe that we're not starting on tuesday. >> reporter: thousands gathered for the welcome event. many say the thrill of supporting romney overrides the idea of holding umbrellas. >> we're exciting to get him elected. >> reporter: back here live it's quiet inside the building right now. it was supposed to be bustling today, but that's not going to happen. they're going to recess until tomorrow afternoon. at this point, we're expecting ann romney tomorrow night. they don't want to have a political celebration if there's serious hurricane damage elsewhere in the

country. live in tampa, i'm jennifer davis. fox news, back to you guys. >> big changes. it's coming up on five minutes after 7:00. we want to get you updated on the rush hour traffic. >> reporter: on the roads right now yet another crash to report. in the same place northbound on the gw parkway. the right side is blocked off because of accident activity. lanes are open and no problems to report. northbound i-95. checking for a crash on the inner loop. lanes are open out of the germantown. south of 118 headed past 124. lanes are open eastbound 66. heavy volume in manassas. that's a check of the fox 5 on time traffic.

the big story this morning, back to school day for hundreds of thousands throughout the region. >> there are new schools opening their doors, a bunch of new principals, and booming student enrollment. first day of class montgomery, frederick, charles, the district of columbia, and catholic schools in the d.c. archdiocese. >> reporter: good morning. all the bus routes as we can see behind me are in full swing. 6:30 right about the time when buses throughout the region are heading out and picking up students and getting them to school. right about 7:00 here at the walter johnson high school. and one of the people that they are happy to see happens to be

dr. joshua star, the superintendent of montgomery schools. this is your second year. how is this year different for the you? >> i did a lot of listening and learning last year. it's taking what i've learned from the community about what people want to see in the schools and putting it into action. >> reporter: enrollment is a big deal. we're talking about a record year. my kids go to montgomery county schools. and i hear a lot of not necessarily complaints, but challenges with crowded classrooms. >> we have 149,000 kids this year. we're growing every year. we try to keep class size manageable. but it's a manner of money and space and we have to make tough choices. we have the resources to serve every child that comes through the doors. >> reporter: and the new elementary school. >> a great new high school has

opened. and we have our 202nd school. >> reporter: and do you think it's going to be enough? or do we need to keep growing? >> i think we'll keep growing. the projections are 2500 kids a year. whether it means bigger buildings, new portables, we'll work hard to meet the needs of the kids. >> reporter: not every parent is familiar with the curriculum. what does that focus on. >> it started before me. the focus is on 21st century clears. problem solving, creative thinking, we want our kids to be thinkers, not just regurgitating answers. >> reporter: and you talked about the achievement gap. montgomery county schools could be doing better in some areas. >> so many of our kids do

better than their encounter parts. there's a 200 point gap between the black and latino kids on the s.a.t.s. we need to constantly look at that. and we are ready to meet the challenge. >> reporter: what specific things might you be doing? >> part of it is making sure kids are setting goals. part of it is working with the families. we'll be doing a lot of family and community engagement. and part of it is making sure the kids have is interventions. if they need extra help. we make sure they get that help. >> reporter: we wish you a good school year. walter johnson high school is

getting underway for the 2012, 2013 school years. in loudoun county, her opening a new elementary school and a new high school and welcoming 13 new principals. frederick county maryland schools have 12 topics, including middle school achievement and curriculum changes. and they are beginning to implement the reforms in a capital commitment. a check of the other top stories. thousands are expected to attend memorial services for a fallen police officer. adrian morris was killed trying to catch up to a suspicious car last monday. there's a viewing today in beltville. tomorrow officer morris will be laid to rest.

the funeral will be in mitchellville. and the burial in davidsonville. >> two american soldiers died in an accidental shooting in eastern afghanistan. a group of u.s. and afghan soldiers were running for cover in an attack. they were returning fire and an afghan soldier fell and accidentally fired his gun. 17 civilians were found beheaded and 10 afghan soldiers were killed at a check point in the south. in the civil war in syria, reports of a massacre of 300 people after a fierce thrust by army tanks. activists say the number could be up to 600. regime forces pushed into the neighborhood last week and went house to house rounding up suspected rebels.

el salvador. a 7.4 magnitude quake hit off the coast followed by a 5.4 aftershock. a tsunami warning was issued and later canceled. southern california had 30 quakes measures 3.5 or more. a 5.3 quake hit 70 miles east of san diego. it was enough to cause cracks in the road, shatter windows, and knock things off store shelves. just to give you an idea of what they were dealing with out there. >> rather active. >> yes, it is. has people nervous i'm sure. >> we don't need one of those. >> no. let's take a look at isaac and give you the latest. isaac is looking a little more impressive in the last couple hours. the pressure is falling. 990-millibars at last look. and it's trying to wrap up

around the center of circulation. it's likely to intensify into a hurricane later on today. every indication is that it will intensify into a category one hurricane, perhaps a category two hurricane as it approaches new orleans by late tomorrow night and early wednesday. that's the current track and the current thinking is it will get close to new orleans by wednesday morning. locally, we've got a few leftover showers. you have to look carefully. we had the very heavy rain across parts of the area. 3inches in annapolis. we have flood warnings for much of the day yesterday. we're starting to die things out. the rain has left us with fog out to the west. a dense fog advisory nor counties to the west. warm and humid this afternoon with highs in the 80s. and the next cold front -- that gets in later tonight and early tomorrow and kicks off another round of showers and storms.

stay to the left. 395 at duke street. heavy, slow, and steady. southbound 270 busy here out to 124. and leaves falls road headed for the split. that's a check of your fox 5 on time traffic. meetings on traffic cameras will be held this week. councilmember mary chase wants to know whether increased fines have led to fewer people runs red lights. the penalty is $150 and a ticket from a speed camera could cost up to $250. the maryland state fair will reopen today after heavy rains forced it to close yesterday. mother nature also prompted flash flood watches on sunday over much of the stay.

rain postponed the toronto blue jays and baltimore orioles. the nationals went into last night's game having lost three in a row. cliff lee had a double to score the first run of the game. the next batter, jimmy rollins takes jordan zimmermann deep to ride. the phillies go on to win 4-1. this is the nats first four game losing streak since june. they kick off in miami we believe. we'll hear from robert griffin iii today. he'll most likely not play on wednesday to wrap up the preseason. mike shanahan wants to make sure the team is healthy for the season opener in new orleans. still ahead before kids

hurt. there'll soon be a convenient way to navigate. bike stations are being installed and work is expected to finish early next metropolitan. the stations are part of a pilot program. and if there's greater demand, more could be added. kids in fairfax county are getting haircuts by firemen. off duty firefighters and barbers are sponsoring the children's haircuts. free haircuts will be given to those on free or reduced cost lunch plans. this is until 2:00 in alexandria. >> are firefighters known to be skilled at cutting hair? >> i don't know. maybe the ones giving them. >> maybe they cut each other's hair in the fire station.

welcome back. it's 7:37. the d.c. public school system is kicking off the first day of school today. it's a very exciting time. the students head back to the classroom and it's a busy day for school officials. kaya henderson joins us now in the studio. thanks for coming in. it's traditionally a very busy day for you and your staff. and when you leave here, you're visiting how many schools? >> about nine. one in every ward. >> let's talk about the school year. first let me ask you -- we mentioned the capital commitment plan. that's kind of a five year

plan, five specific goals that you have in place. talk about how that's going to be implemented this year. >> this will be the first year of measures our progress towards the capital commitment. test scores are one measure but not the only measure. we set out five ambitious goals that we think we can accomplish by 2017. it won't take us exactly to where we want to go. but i think it's a great start and an ambitious start from where we are. we're moving reading and math proficiency up. we'll rally improve graduation rate. and increase enrollment across the district of columbia and lower performing schools. >> you all did something where you identified $10 million and targeted grants and monies

going to schools and different programs that achieve certain goals. tell us a little bit about how that goes. 59 schools won awards. >> you can't do the same thing the same way and expect different results. if we want our schools to see radical change, we have to do things differently. we laid out $10 million where schools could do something innovative around time, talent, or technology. we're seeing extended school programs across a number of our schools. we see stepped summer enrichment programs. technology with one of our schools going to a 50% hybrid learning model. we are seeing innovations around gifted and talented. and we have three schools with gifted and talented programs this year. there's all kinds of innovation bubbling up. and so many times we think we

control what's happening centrally. and the best ideas and innovations are in the school buildings. if schools themselves. >> and in that programs among the 59 schools that received awards, were the 40 lowest performing schools. >> we prioritized the 40 lowest performing schools. and all of them got funds. >> three middle schools are going to offer school wide enrichment programs. >> it's an opportunity to really target your advanced learners. so many times in d.c. public schools we talk about the kids that are struggling. but we have lots of kids who are outperforming the expected norms. we want to continue to challenge them. the model targets those young people and provides them with

tell me why you're here. >> we have anoraks on september 30th in amherst, new hampshire. we have things from bonnie and collide, wyatt earp and things from gangsters like al capone tomorrow we'll have a viewing of some of the items at the crime and punishment museum. >> reporter: let's talk about some of the things. who is putting these up for auction. this was sold in the mid- 1980s. it's a well known document. it's a deposition given by al capone to the police after his monitor and boss was shot and -- his mentor and boss was shot and wounded. and capone signed every page.

walter johnson high school in bethesda. >> reporter: we trust that all of the students here in high school at walter johnson are safely in their first period right about now. it was a very busy few months in montgomery county for the facilities. they did more than 800,000 square feet of construction projects. we're talking about roofs, floors, gymnasiums, playing fields, two major construction projects also completed. the high school students at paint branch got an $80 million modernization to their campus. they'll be experiencing the new classrooms. vegetative roofs. automaker the bells and whistles. and there's a new elementary school in silver springs. it's montgomery county's first new school since 2005. 30million schools put into that

building. this is one of the largest enrollment years ever. the system expects to high 50 more teachers and 800 more jobs in the county. they expect that the success of the academic program that enrollment will continue to grow and that does present challenges. >> we have 149,000 kids this year. we're up 2500. growing every year. we try to keep class size manageable. but it's a matter of money and space and we have to make tough choices. we know we have the resources to serve every child that comes through the doors. >> reporter: one of the challenges is closing the achievement gap with some minority populations. we'll talk more about that coming up at 9:00. >> as we told you earlier, republicans were supposed to start their national convention today in tampa.

discipline. the markets have done very, very well recently. but is there really a reason for the markets having done well? it might be a lot of -- the government stimulus plans and all that. you don't want to rush things. that goes back to the marathon. this is not the time to get to retirement overnight. more times than not that ends in failure. >> and it takes patience to get through tougher periods. markets are doing well now but we went through a couple of tough years. >> the markets are doing well and to be frank with you, it makes us nervous. we're not overly bullish. i believe we're in a secular bear market and a lot has to do with europe. and if europe falls into the

who have been pounding rebel forces for the last week. southern california gets rattled. more than 30 earthquakes measuring 3.5 or more hit yesterday. the strongest was a 5.3 which hit 70 miles east of san diego. it cracked roads, shattered windows and knocked mobile homes off foundations. there's a push to allow alcohol sales in damascus, maryland. that means restaurants can't serve beer or wine. two residents campaigned to get the issue on the ballot and are lobbying neighbors to get out the vote. the once rural town is more of a suburb now. earlier we were talking about allison seymour and getting readyfor the first day of school at her house. we have video of that.

ready to release a book about the historic mission. it's bound to be a best seller, but it's raising concerns and questions about national security. joining us is j.j. green. good to see you. let's talk about this. there's been a lot of questions about this book. talk about the nature of the book. we really don't know what's in it just yet. >> honestly, nobody does except for the publishers and the person that wrote it. they're holding this close to the vest and there's a lot of speculation about what might be in it or why he wrote the book and the possibility of legal action against this former navy seal. but all of this -- nobody really knows expect the publishers and the writer. >> he could get in trouble if there's confidential information in this book. >> and just taking a look at what navy seals are, they're

infamous bootlegging brothers. matt now lives in dallas and he joins us live to talk it. tell me a little bit about your relationship with your grandfather. how much did you know about his occupation? >> there was a general sense that he was involved in the moonshine trade from let's say when i was a teenager. but it wasn't something that was really talked about in the open or discussed much until my young 20s when we started to do some research. my father started background research and uncovered a series of articles that detailed some of the exploits of my grandfather and his brothers. him and his brothers were a known group. >> at what point do you decide to write a story about this?

and i know it's historical fiction. how much of it is factual versus your creative writing side that you're so good at? >> i think early on in the early stages i considered the idea of doing it as a nonfiction piece depending on how much material i was able to uncover. after i finished the novel in 2005, i knew this would be the next project. it was clear it wouldn't work as a nonfiction piece. there just wasn't enough information. we had court transcripts, newspaper articles, a few photos, word of mouth stories, but there were no journals or letters and not a lot of documentation to account for the day-to-day activities and other smaller incidents.

in a nonfiction piece i would have to -- a lot of conjecture and creativity. to me it seemed clear it would be better served in a fictionalized retelling. and i took the events that we were pretty clear on that we know happened. and then we tried to reimagine the scenes and connected them in a constellation of possibilities, creating dramatic narratives to connect these events and realistic or plausible ways. at the same time, reimagining my grandfather as an 18-year- old man which was an interesting experience. >> at what point did you get notified that this was going to become a major motion picture and shia labeouf was going to

play your grandfather. >> 2008. and pretty quickly it found itself in the hands of the producers at red wagon. and all pretty quickly became attacked to it. really before i even knew what was going on, they were attached. but the three were basically with it throughout the whole process. >> are you happy with how the movie turned out? is it pretty true to the book. the book is violent and descriptive. are you happy with the outcome of the movie? >> i am. as far as novel to film adaptations go. i think it's remarkably consistent and stays close to the book. he wanted to stay true to the

spirit of the book and the brothers in particular. he wanted to stay true to the spirit of the time and the place. that i spent a lot of time to replicate the county. the historical detail is amazing. and there was a car which is the same car my father learned how to drive on. with any film adaptation, there's some cutting and amplification of the dramatic events. the major scenes in the book are all in the film and a lot of the dialogue is straight from the book. he used a lot of my lines and my material. so as far as an author as a novelist, it's really an amazing situation. >> matt thank you so much for sharing your insight on the book and what you thought of the movie. the book is the wettest county
