linda macdonald >> caption colorado, llc comments@captioncolorado.com th outside, quite bright out there. there are some clouds but we are going to see a good amount of sunshine on this tuesday, august 28, 2012. good morning, i'm tony perkins. >> i'm allison seymour. the big story this morning continues to be the approach of tropical storm isaac towards new orleans and the gulf coast. we want to show you now a live picture right now from lake ponchartrain north of new orleans. you can see wind already whipping up there and waves crashing over the shoreline. >> here are the latest headlines on isa. it's just shy of becoming a hurricane as far as its wind speed is concerned. isaac is projected to make landfall late tonight or early tomorrow when the center of the storm moves onshore. the death toll from isaac's hit to haiti is up to 19. and five in the dominican republic. we are going to go live to new orleans for an update in a few

minutes. >> first tucker barnes has what's going on in our area at 7:00. >> good morning. let's get right to isaac quickly with the latest. it's still a tropical storm. trying to develop an eye there. notice on the north side of the storm, the eye feature trying to develop there. you can see it go and then disappear. if that can get going, this storm will likely intensify into a strong category hurricane before making landfall as mentioned in about 12 to 24 hours' time so conditions of very heavy rains and storm surge like we're dealing with winds gusting 80, 90 miles per hour as it moves onshore here later tonight. all right. let's do some local weather. we have more on isaac in a few minutes. we have rain showers moving through, clouds and light rain showers moving through the district at this hour. north and west here, out rain showers. good news, we'll have morning clouds, a few showers for the next hour or two and then once the showers get south and east of us, we should break out in bright sunshine and be in for a beautiful afternoon, less humidity than what we have had

around here the last couple of days. current temperature, reagan national, 75 degrees. humidity 84%. southwest winds at 3. look for drier conditions to move in, still warm later today but we should be rain-free here starting about 9:00, 10:00 this morning with highs in the upper 80s. great looking forecast the rest of the week. we'll have details in a couple of minutes. julie wright has traffic. >> on the roads southbound 270 an easy commute out of germantown. continuing out towards the lane divide. no problems to report at this time. if you are traveling eastbound along 66, volume remains heavy leaving fair oaks eastbound towards 123. southbound 270 no problems out of hyattstown. earlier accident cleared. 355 north of king farm trouble there with the signal lights. the bay bridge ongoing inspection work blocking the westbound span. so the westbound lanes are closed. big delays off kent island from

route 8. eastbound span has been available for two-way travel so one lane gets by each way on the eastbound side of the bay bridge as this ongoing inspection will last throughout the morning drive so again heavy volume in each direction, 50 to and from the bay bridge, 50 once you commit to the westbound stretch in better shape through annapolis and bowie. that's a check of your "fox 5 on-time traffic." new this morning, hazmat crews have cleared the scene along the 800 block of north monroe street in arlington. they now say it does not appear that there were any hazardous chemicals inside an apartment there. this reportedly began as a call for a domestic disturbance around 10:30 last night when police officers entered the amount they saw a meth ab and called the fire department. again, there does not appear to be any danger. a final farewell today for prince george's county police officer killed in the line of

duty. now are expected to gather in mitchellville for the funeral service for 23-year-old adrian morris. fox 5's melanie alnwick is on the story this morning. >> reporter: good morning. if turnout for last night's wake was any indication of what we can expect today, it is certainly going to bea capacity crowd here at the woodstream church as officer morris' family and the community gather to remember his short life. adrian morris was only on career force for 2.5 years but he left an impression on everyone he came in contact with. he was killed in a car crash on monday after he lost control of his cruiser and veered into a ditch while pursuing robbery suspects. kevon neale and another man were arrested in the case. his death is hard hitting for the young police explorers turning out to pay their

respects. morris was also a police explorer before the career force and continued as an advisor and mentor to the explorer program. many say he will continue to serve as a symbol. >> what it means is just part of the job but it's really sad especially because he was young like me who wanted to be a police officer and he was killed young in the line of duty. >> he did walk in my [ indiscernible ] honestly doesn't get in the way of me not wanting to do the job. but then again, it's tragic. it's really bad news for everyone. >> reporter: funeral services begin around 10:00 this morning. we're already seeing early arrivals coming here to the woodstream church. people can expect a large police procession around the beltway later on this morning. officer morris will be buried this afternoon in davidsonville. >> melanie alnwick live, thank you. another big story a possible motive to the shooting at a baltimore high school.

police say a 15-year-old boy walked into the cafeteria at perry hall high school and shot a 17-year-old student. he is in critical condition. another shot went off when teachers grabbed the teen but no one was hit. the father of the 15-year-old shooter admitted his son pulled the trigger and said he was being bullied. there will be a stepped up police presence on campus today. now to the big convention in tampa. republican presidential candidate mitt romney was planning to use the republican gathering to reintroduce himself to the american people -- that is, until tropical storm isaac changed everything and forced yesterday's opening to be all but canceled. so what are republicans planning today? for that we turn to fox's jennifer davis live at the convention center in tampa. good morning, jennifer. >> reporter: good morning. a whole lot is what they're planning. they have a very packed schedule here today and they are starting earlier than initially planned. 2:00 this afternoon, they are

expecting this arena to be packed with people. among the events today and there's a whole lot crammed into today, but among the most important things is they are going to adopt the gop platform and also hold the official roll call that formally makes mitt romney and paul ryan the presidential and vice- presidential candidates for the party. >> jenny, i know that, you know, they had to move around some of the speeches so at least some big speeches. is chris christie speaking this evening? >> he is. you know, he was around the media yesterday. he says what's unusual for him is he has to work off a full text. normally he is more of an ad libber and says what's on his mind but he will be more scripted. he is giving the keynote address and then we are expecting a big speech tonight as well from ann romney. this is a big moment for her really a chance to speak to the american people and the republicans hope she will present a more personal side about her husband. there's plenty of other people who will talk about politics and policy but her goal is to try and humanize him and to

really help people relate to him a little bit more. >> also, i know virginia has a big presence at the convention this year including at the speakers podium. >> reporter: let me show you virginia's placement here. your closeness to the stage really shows how much you matter really quite honestly and it's a bit of a perk and you can see virginia delegates will have a front row seat tonight to this stage. governor mcdonald will be speaking and barbara comstock has a lot to do. the delegate is the cochair of the convention and of romney's virginia campaign, one of the folks who was supposed to speak yesterday. tropical storm isaac caused problems there but she is one of the folks who has been rescheduled and she will take the stage this afternoon. >> is there any expectation that they will center to reschedule anything else or at this point do they think they're on track to get this thing in?

>> you know, what they're saying right now is that they're pushing ahead and the hope is that they can continue with paul ryan tomorrow night and mitt romney giving his acceptance speech on thursday but everyone acknowledges things are unpredictable and they have tow flexible. they are closely monitoring the storm and checking in to see where it goes and what sort of damage it causes. they have to be flexible. they are cognizant of the fact that they can't have a lot of celebrating and hoopla if there is damage in the south coast. if they have to adapt, they will. >> jenny davis from tampa, florida from the republican national convention. talk to you again later on in the morning. thanks. >> reporter: thank you, tony. isaac may have saved florida, but the storm is now -- spare florida but the storm is now heading towards the gulf coast and could soon reach hurricane strength. our live vipir radar shows new orleans is right in the line of father. folks's elizabeth prann is in the big easy with more on what people are doing d.c. fox's elizabeth prann is in the big

[ pause ] isaac is just below hurricane strength and approaching the central gulf coast. reporter: isaac is expected to strike louisiana sometime today. it could also hit mississippi where the governor says the state is taking every precaution necessary. >> we have to err on the side of caution. if we think -- if they tell us it's a category 2, we plan for a category 3, 65-mile-an-hour winds, we're planning for 80- mile-an-hour winds. >> reporter: in louisiana, the army corps of engineers were busy piling tons of sand to reinforce the new orleans levee system. parts of the city are still recovering from the likes of hurricane katrina back in 2005. but some residents say after surviving that storm, they can handle isaac. >> we should be relatively okay. i'm not kidding myself. i know we're going to have wind and water but as far as katrina destruction, i'm knocking on

wood. >> reporter: others are more cautious and have already sought safety in area shelters. >> the weather was going to get kind of bad so i have had to bring my wife up here. >> reporter: now, allison and tony, as far as evacuations are concerned, there are mandatory evacuations for people in those low-lying areas perhaps outside the levee walls. for the most part we saw people heed the calls yesterday. there was a mass evacuation. thousands of people left here. a lot of authorities say if you didn't leave yesterday, it's too late. the storm winds are starting to inning. people who didn't heed that call maybe they are in the mandatory evacuation area, they feel they are protected from the levee system and they will hunker down for the next 72 hours for the brunt of the storm to pass through. it's a huge system. back to you. >> if there is anything to be learned from katrina, as far as for the people and their preparation, it sounds like they are really either knowing what a wallop this can pack and also being prepared at the same time but going into it with i

guess more open eyes, wouldn't you say? > >> reporter: i would say there's been more communication with the press this time around. i would say people are more aware of their surroundings and also the biggest story coming out of hurricane katrina besides the fact of mass devastation and loss of life is the fact that those levee walls failed and we saw flooding. the fact is since 2005, there has been about a $15 billion face-lift to the levee walls to the systems to the water pumps to the floodgates. the fact of the matter is the army corps of engineers say that they believe that these levee walls will hold up and they believe they are ready for isaac. >> we hope so. >> elizabeth prann reporting, thank you very much. 7:12 now on a tuesday morning. coming up new developments out of syria this morning. the military will using a different attack strategy on rebel forces. >> possible new details involving last month's deadly colorado movie theater shooting. why families of the victims plan to speak to the public

awesome. >> have an awesome year, miss ryan. looking great. >> very good. that's what you want to hear. all right. tucker barnes joins us once again with more on our weather and the latest on the isaac, as well. >> we'll start with isaac this morning. still a tropical storm getting stronger talking about getting stronger but looks like there will be a hurricane here shortly. we have an update. i wouldn't be surprised if it was a hurricane by 8:00 a.m. but at some point it will cross the threshold. there is a live look. and a couple of features to point out. it's still trying to pull in dry air from the north side of the system so that's been holding it back overnight but notice the last couple of frames. i wish i could put my fingers and show you where it is. there is an eye wall trying to develop. if it can get going, the storm will start to intense phi quickly. notice in the last couple of frames you will see the circle on the north side of the storm. it will probably be a hurricane. still moving slowly. unlike katrina 7 years ago,

this storm is moving slowly only 10 to 12 miles an hour. it will batter the coast for 12 to 24 hours with a storm surge and 20" of rain. it's still impressive. locally a cold front will bring not cooler air but drier air this afternoon. currently 75 in washington. rain showers outside the window here in northwest washington. there you go. there is the sentinel radar. you can see quick moving showers moving through at the moment enough to wet the roads so the morning commute will be wet for parts of the area but once the front gets through south and east, we'll have a nice day. it will be decent with a lot of sunshine. still warm highs in the upper 80s to 90 but without a lot of

humidity. we are in for a couple of great days. wednesday, thursday, friday and saturday warming up to the low 90s but lots of sunshine with low humidity for the next couple of days. we could be dealing with the remnants of isaac around here. >> in terms of some rain. >> in terms of rain. parts of the area could use that rain. thank you. let's go to julie wright with the latest on the rush hour traffic. >> things going on here. good morning, guys. loving seeing you girls yesterday by the way. on the roads now we have problems with metro's blue orange line. they are single tracking between stadium armory and eastern market in each direction so again this is ongoing track work unscheduled track work that's taking place right now. the current skyfox live over what i believe is the new carrollton metro stop keeping an eye on what's happening here so there is unscheduled work that's going on. as a result, they're singing tracking on the blue orange

line between stadium armory and eastern market. expect delays. back inside we'll show you what else is happening. this is our other big story. commute across the bay bridge. vertical movement on the bridge overnight, they cleared it and they have blocked the westbound span of the bay bridge until further notice. traffic heavy and slow west bound off kent island leaving route 8. traffic eastbound also slow at the toll plaza. eastbound on the bay bridge is able to get by one direction eastbound available, one direction westbound but all of the traffic is being forced on the eastbound span of the bay bridge so it's slow in both directions. that's a check of your "fox 5 on-time traffic." we all know julie is busy and this certainly isn't helping out. allstate has its best drivers

report. d.c. is last when it comes to driver say. our fourth year in a row at the bottom. according to the list, which was just released this morning, sioux falls, south dakota, is the safest driving city. drivers there experience a crash every 13.8 years. the national average is 10 years. boise, idaho, fort collins, colorado second and third. so you see where we're going here. >> mm-hm. >> okay. other headlines this morning, getting a check on those headlines, the syrian army is dropping leaflets over damascus. hundreds were dropped from helicopters he urging rebels to give up or face inevitable death. the syrian regime is widening an offensive to recapture areas on the edge of the capital. yesterday the rebels say they shot down one of the government helicopters. in colorado today, family members of some of the 12 people killed during a midnight movie showing last month plan to hold a news conference but the subject is a mystery. they will only say there are

some behind the scenes events that need to be discussed publicly. the suspect in the shootings is 24-year-old james holmes. he faces charges of murder and attempted murder. defense attorneys have said that he is mentally ill. another earthquake has rattled san diego. the latest a magnitude 4.2 struck last night. on sunday, dozens of earthquakes caused power outages and destroyed 20 mobile homes. two of the tremors registered at magnitude 5.5 and 5.3. scientists have warned that aftershocks and jolts could last for days. >> coming up, a daycare worker in northern virginia is in trouble for how she reportedly disciplined a child in her care. >> plus, a new push by mgm to persuade voters to say yes to a casino in prince george's county. details about the multi-million dollar ad campaign. >> and a night out that won't break the bank. the shakespeare theater company in d.c. is offering free

a daycare owner in woodbridge, virginia, faces charges of abuse, neglect and abduction. valeria garms is accused of tying a 4-year-old's hands behind her back and putting her in a dark utility closet for 10 years. the daycare is licensed. a final vote expected today on changes to the discipline policy within maryland schools. the state board of education gave a preliminary approval to the new regulations last month. now, zero tolerance with automatic consequences will be banned and suspensions and expulsions should be used as a matter of last resort. the state will also require

school systems to track data to ensure that minority and special education students don't receive harsher punishments than their classmates. allison, the campaign battle to bring a vegas style casino to prince george's county is heating up. mgm resorts has been rind up to run a casino at national harbor if approved by legislators and if it gets voter approval in november. the company contributed $2.5 million to a group called "for maryland jobs and schools" recently. that's the balance rot ballot issue committee supporting the plan. radio ads begin this week. coming up, the redskins make some roster changes. we'll tell you who didn't make the cut. >> and d.c.'s transportation gurus will meet today to tackle some of the city's most bothersome problems, parking and traffic camera tickets. we'll take a closer look at what leaders are doing to ease

and the winds are already picking up to 35 miles per hour this morning. likely to pick up to at least tropical storm if not hurricane force over the next 24 hours there. so obviously the worst is yet to come in louisiana. hey, i want to mention in addition to talking about how 7 years ago was katrina. one year ago for us was irene today. >> one year ago today? >> wow. >> so obviously we are getting close to the peak of hurricane season. there is a live look. i want you to focus on the last couple of frames. watch that eye wall trying to develop right there. there you can see it. the eye wall. if that can hold together this storm will continue to intensify. the pressure has been falling overnight and it's still likely to become a hurricane not a major hurricane but look how large it is in the northern gulf here. and moving very slowly. so it's just going to batter unfortunately the coastline here for the next 24 to 36 hours with some strong winds. they are expecting a storm surge of 6 to 12 feet in southeast louisiana and parts of mississippi and believe it

or not up to 20" of rain so this too will be a very significant storm for the northern gulf of mexico. it will just -- unlike katrina which packed winds over 120 miles per hour and made landfall the winds won't be as strong with this particular system. here's another look. you can see not quite symmetrical but it is trying to get its act together. water temperatures in the 80s so likely to intensify over land over the next 12 to 18 hours. here's the latest. maximum winds 70 miles per hour will be getting an update here momentarily from the national hurricane center. moving very slowly north and west at 12. 977 millibars falling overnight. by early saturday it's -- these are the remnants west of cincinnati but likely by saturday night or sunday some of that moisture will be pushed into the mid-atlantic so we could be dealing with a wet one around here by sunday but not tropical storm conditions but we could have some rain showers, perhaps thunderstorms with remnants of isaac by the

end of the weekend. we'll watch that. here's the sentinel radar. we showed you rain showers, this is good news. it's a cold front and just a thin band of rain moving through at the moment pushing through prince george's county. once it gets south and east of us, lots of clear skies. winds pick up out of the north and west later this afternoon. we're going to have a really nice day around here. a lot of sunshine, less humidity, still warm if you like the summertime warmth. good-looking forecast later today. currently warm and humid, 75 at reagan national, 77 this morning in annapolis, 70 in frederick. want to show you the dew point temperatures. this is measuring how much water we have in the atmosphere. the current dew point is 70 in washington and now falling into the 60s north and west. i think by later this afternoon the dew point temperatures will be in the upper 50s and low 60s so much more comfortable air moving in. 90 this afternoon, we'll get rid of the rain showers early. lots of sunshine later, wednesday, thursday, friday, saturday, gorgeous, low humidity, temperatures in the

mid- to upper 80s next couple of days near 90 for the weekend and then perhaps by sunday we'll get the remnants of isaac. that's a look at weather. let's check traffic with -- can't see you -- julie wright. there she is. [ laughter ] >> you're looking good, julie. >> oh, tucker, thank you. hey, we have had some problems this morning on metro's blue orange line. service has been restored on metro's blue orange line. delays are still there with you as you travel between eastern market and stadium armory but again, track service completed and again residual delays but blue orange lineback in service. around the capital beltway delays leaving college park to silver spring. the big story happens to be the bay bridge where they continue to down specks work. westbound span remains closed until further notice. eastbound is available for two- way travel but traffic is gridlocked before route 8 heading in the direction. bay bridge so the westbound span is closed eastbound

available for two-way travel. they were doing work and noticed vertical movement on the bridge. the crews left the scene. now we have an inspection team there. big delays on the westbound and eastbound span on route 50 to and from the bay bridge of the lanes are open if you are traveling in virginia. northbound i-95 no problems leaving newington continuing northbound towards the capital beltway heavy on 395 between the beltway and seminary road. slow out of germantown 118 to 370. problems with the signal lights not working, 355 of king farm at redland road. that's a check of your "fox 5 on-time traffic.." if you haved need for speed, you may want -- if you have the need for speed slow down in the district. new plans for speed and red light cameras means drivers will be caught. d.c. leaders are looking into changes that lead to lowering the fines related to this new

technology. joining us with more information is tommy wells. good to see you. >> thank you. >> you have been quoted saying earlier this year because of the purpose of this new technology is to reduce speed and increase safety there is no need to have sky high fines. you say district cameras tickets can cost $250 compared with $40 in neighboring montgomery county. a lot of people are saying amen, brother, on that. tell us the thought behind today's task force meeting which you hope to do. >> i think the government has gone too far. i know that we want people to reduce speeds. we want people to be safe. if there's little likelihood of getting caught, high fines might make sense. but there is a high likelihood with cameras all over the direct. the high fines is just a revenue generator and really does break the relationship with the citizens of feeling like they are being, you know, used just to balance the

budget. it starts to function like a regressive tax. so with deploying all these cameras so there's a high likelihood of being caught speeding, running a traffic light, high fines don't make sense. >> i should say that you along with mary che established this task force. there is a meeting today open to the public at 3:00 p.m. you hope to write legislation going forward to present totten tire council. >> that's right. we have asked aaa, aarp, the pedestrian advisory counsel circles, the bicycle advisory council and other stake holders to join us along with some experts on really trying to set the fines to what makes sense for the district and again to kind of bring this down so that it's not -- you know getting a $250 fine and if you don't pay it, it can double or triple, it's not accomplishing the purpose.

>> it becomes a hardship to citizens. >> a hardship. and we have certain parts of the city that are car dependent and at some point it cuts in their ability to get to work and that's not what we want. >> can we dare say the word parking in the district? will the task force look at the parking issue? i realize this is perhaps two separate issues, but will parking be talked about? >> primary this is around the high fines around blocking the box which frustrating. but the degree to which that's a problem in the district we need to have the fine match the offense. so it will look at that. parking is a whole other world. we won't put too much on our mate. we want to get at the high fines that the government has gone too far on. >> as we wrap up, asking the public to come, you know you'll get an earful if they are

allowed to speak. will they be allowed to weigh in or no? >> there will be some opportunity to speak. the main thing is that if someone has a concern, they need to put it in an email. we are going to put that into the public record. if someone will write it out, it's really not -- we know there's a problem. the point. task force is not to find out if there's a problem. we know there's a problem. we want to really have the best policies and implement the best practices related to fines and infractions and also with the new technology, since we have new technology to where we're deploying cameras all over the city, let's have a fine system that matches what's needed to bring the behavior down in order to get people safe and at the same time really not cause a hardship that's unnecessary. >> okay. and again, that meeting is today at 3:00 p.m. in room 5:02 of the wilson building and as councilmember weld said you can email concerns and raise any points. it's in room 502. it will be linked to all the information on the task force.

because come on, you get to see professional shakespeare, right, and a beautiful stay for free. it takes a lot to put these performances on so this morning we are starting behind the scenes with wendy the costume director. good morning. >> good morning. >> reporter: so now, all of you that are involved in this on a regular basis, do you look forward to the shakespeare free for all? >> we do. it's the one show of the year that's already done. and we get to take it out, dust it off, see what needs to be rebuilt, what needs to be redidn't so it's an easier ride for us. it has a smaller amount of prep time and tech time. >> reporter: so it's vacation for you? >> not necessarily but it's easier than working in a new production. >> reporter: so this morning, we are going to -- we have some pictures of the actors in their costumes on stage. and we have some video of the show, as well. so we want people to see the costumes in action because that brings the costume to life but we also want you to take us through these costumes and what we need to look at and how you make them feel a authentic.

>> the military, the french army, they join the french army so here we have an enlisted man's uniform. these are based on world war i french army uniforms. they were built in the costume shop. they are authentic down to the bomb buttons used on the french uniforms. we have those here on our uniforms. so that's what that is. >> reporter: and the dirt. this is not a costume that needs to be cleaned. >> well, unfortunately, it does. [ laughter ] >> reporter: it's supposed to look like he is out there in the trenches. >> absolutely. we didn't want this to look presidential candidate new. we wanted it to have that bit of wear and tear and that's all done within our shop also so we build them first and then take them down and paint them and distress them to make them look worn. this is a ceremonial uniform worn by bertram during the ball scene so it had a different feel to it. he is an officer so there's far more decoration, all of that done within the shop. this is all put on by hand and

then sewn on by machine. we try to get as close as we can with the correct insignia, belts, things like that. this is a cleaner version much more fancy for the ball versus the everyday. >> reporter: are there certain actors harder on costumes than others? you don't have to mention names. >> it depends on the person. some people, you would never know they have worn them for 10 weeks. some people are like, oh, dear, where have you been? it's how people are with everything. so yeah. >> reporter: we have some of the ladies costumes. >> this is marsha mason's dress she wears in the second act. the first dress is a mourning dress and the second one is after she came out of mourning. this is hers and this is made in the shop for her based on patterns from the teens after world war i and then this is miriam silverman's dress who plays helena. >> reporter: is helena 12 or is this a small mannequin?

>> this is the problem displaying clothes. miriam is much more curvy. she has a beautiful figure. >> reporter: and she as an adult. [ laughter ] >> yes. unfortunately, this is the form we happened to have available right now so when we put it on this morning oh, this doesn't look nearly as pretty as it does on stage. >> reporter: how do you know that you've done a good job, when you see them on stage? or do the costumes go away pour do they add to ? >> they add to. one of the most important relationships we have with costumes is with the actors. we start with the designer and we start building and we're building two actor sizes and when they start to see the costume, it's a whole 'nother avenue of their character. suddenly they're like oh, i agree with this and i see my character doing this and sometimes you get my character wouldn't wear this. my character wouldn't look it way. and you have to adjust and go back and forth with them. and so then when you see them in the costumes, they see themselves in the costume, the costume grows, the character grows, suddenly you start to complete the whole thing and complete the whole look and

>> good morning, i'm tony perkins. >> i'm allison seymour. happy you're with us this tuesday morning. let's get to the gulf which is already feeling the effects of isaac. >> right now, the storm's eye is about 145 miles southeast of the mouth of the mississippi. wind speeds are at about 70 miles per hour although i do want to stress that tucker literally is just getting new information right now so we'll have that for you. isaac could reach hurricane status any minute and intensify to a category 2 storm by the time it makes landfall later today but despite hurricane warnings from louisiana to the florida panhandle, and a federal state of emergency declaration for new orleans, officials will not order evacuations. we'll go live to new orleans for an update in our next half hour. first tucker has more on where the storm could hit and our local information. >> i got the update. it's still a tropical storm,

maximum winds 70 miles per hour. now 105 miles south-southeast of the mississippi river so it has been tracking north and west. here's the big change from a few hours ago. it's moving now just 7 miles per hour to the north and west. so it's moving very, very slowly. that's going to be a big-time issue here over the next couple of days has it batters the northern gulf of mexico there along the coastline and brings some extraordinarily heavy rains. pressure is down to 976 millibars. it will likely become a hurricane sometime today. let's do local weather kick quickly. leftover showers in annapolis and prince george's county. we'll get rid of the showers and look at much improved conditions after some morning clouds. sunshine this afternoon, less humidity, a very comfortable day expected around here. 75 in washington. here's your forecast for today. there is another look at radar.

of the road. 35-minute commute outer loop of the beltway. the outer loop is slow leaving 95 college park through silver spring. that's a check of your "fox 5 on-time traffic." after a one-day delay and with an eye toward isaac, the republican national convention is about to kick into high gear. today future presidential nominee mitt romney will arrive in tampa the same day his wife will deliver her address to the gathered delegates. virginia governor bob mcdonnell speaks today. yesterday the convention lasted only a few minutes to strike the balanced tone. president obama will visit iowa and colorado and tomorrow back in central virginia for an event near the grounds of uva.

our big story this morning, the prince george's county police department remembering one of its own. thousands of people are expected to gather for the funeral service for 23-year-old officer adrian morris killed in the line of duty. right now, police motorcycle escort is assemble at the funeral home in beltsville where shortly they will guide the hearse to woodstream church in mitchellville where fox 5's melanie alnwick is standing by live. >> reporter: it's certainly a wet and dreary day here in mitchellville as they make the final preparations here to have the casket of officer adrian morris arrive over here in the front of woodstream church. we'll have to peek through some of the crowd that's coming, the cars that are coming through here. you can see several corps of color guard assembling waiting to seat hears e when it arrives. we have seen marked vehicles coming from several police agent sits here. in adrian morris was only on

the force for 2.5 years but left an impression. he was killed in a car crash last monday after he crashed into a ditch pursuing robbery suspects. kevon neal and kenneth mitchell were arrested. officer morris was 23 when he died. the death is hard hitting for young police explorers turning out to pay their respects. he was also a police explorer before joining the force and he was an advisor and mentor to the program. residents say officer morris made the ultimate sacrifice to keep them safe. >> you feel for the family. we feel for each of them because they are still our family even though they are out here fighting every day. we're all family in prince george's county. when one is hurt, we're all hurt. >> reporter: you can see that sentiment certainly on display here outside the funeral home. again, as many, many different police agencies, we expect police agencies from all over the state to arrive here at the funeral home today. officer morris will be buried

this afternoon in davidsonville. >> thank you. >> we will be streaming the funeral live today on myfoxdc.com. new this morning, the investigation of a possible meth lab in arlington appears to have been a false alarm. it all began as a call for a domestic disturbance around 10:30 last night in the 800 block of north monroe. when police officers end he should the apartment, they saw -- entered the apartment, they thought they saw a meth lab and called the fire department. hazmat crews investigated but early this morning they gave the "all clear." the 15-year-old boy accused in a school shooting in baltimore has been charged as an adult. police say a robert robert gladden junior walked into the cafeteria at perry hall high school yesterday, pulled out a gun and shot a 17-year-old student. he is in critical conditional. his father says that his son was being bullied. there is a stepped up presence of police at the school today as a precaution.

gladden is currently held without bond. again charged as an adult. in colorado, family members of some of the 12 people killed during last month's movie massacre will hold a news conference today and plan to speak about some behind the scenes events. exactly what is not known. the accused gunman james holmes faces charges of murder. defense attorneys say he is mentally ill. a nato helicopter crashed in afghanistan late last night. no one was killed. the taliban claimed credit for the attack but a military spokesman says there were no reports of insurgents nearby. back at home the pentagon and cia are looking into the book about the raid that killed osama bin laden. the agencies want to know if the navy seal who penned it released classified information. the recently retired seal did not submit the book for official review ahead of time which could leave him open to criminal charges.

more of a reserved fellow so they are hoping that she can really help people connect with him and maybe help with what even romney calls his likeability factor. also tonight, a rock star in the party new jersey governor chris christie will take the stage so a lot of people looking forward to his keynote address, as well. >> there are speeches being made of course tonight. what business is being done at the convention today? >> let me show you the delegates and where some from our area are going to be. maryland and d.c. are out of our camera range but we can show you where virginia is. as you can see they have a front row seat here to the stage. that shows you just how important of a battleground state virginia is going to be as we head towards november. in afternoon delegates will do the roll call. this is what formally makes mitt romney and paul ryan the candidates for the party. they will also adopt the party platform today. there is a lot of business that has to take place but there is also a political party and

and librarian. we're talking about schools that serve around 17,000 students. this isn't about a disagreement over the value that an asset such as a school library will bring to the ongoing he was to raise reading proficiency. this is about money. it is reported that funding these 58 libraries would cost about $5 million out of an $800 million budget or just .6%. cutting libraries at a time when dcts is pushing towards a gold of having at least 70% of its students proficient in reading by the 2016 school year makes no sense. but neither does keeping public schools open that serve less than 300 students. back in may, i went on record saying that we have too many schools with low enrollments almost 37% of d.c. public schools have less than 300 students. that makes for inefficiency. in order to afford the new technologies we must bring into the classroom as well as the

necessities such as school libraries, librarians, the footprint of the d.c. public school system has to shrink. as far as the libraries go, it's not too late to compromise for the 2012 school year by reassigning recently eliminated librarians still on the payroll because they were rated effective, a proposal that the chancellor says she will look into. but the bigger issue of closing underattended school has to be the prime focus moving forward. the time has come for chancellor henderson to lay out specific plans for right-siding the d.c. public schools footprint ensuring that the wasteful spending to keep open large schools with small enrollments will stop. it is a great day because there is a new study that what a lot of people myself included have known for quite some time and that is the cardiac calcium test. this is a "ct" scan using low level radiation with no dye, no needles, no nothing, that -- what it does is looks at calcium build-up in the coronary arteries. it's better than some other traditional ways that we look at risk factors for heart disease. this new study is exciting because it will allow us to get people that may be at risk for having a heart attack and finding them before they actually have a heart attack. >> wow. that would answer the question why doctors using it more often. let me say, dr. mike, wonderful model there. i didn't think you could top yourself with the props but that beating heart is phenomenal. okay. now, how many americans do you think are really at risk of heart attack and i'm sure that

number is too high whatever you say. >> reporter: well, we're in a crisis right now. all we are going to hear about political parties going at each other. we are so obese in this country that the gross national product of china won't be able to solve our healthcare crisis. what this test allows us to do is to take an individual that comes in and says, you know what, my cholesterol is not bad, i'm not having any chest pain or shortness of breath but you know what? my mom had a heart attack at 45. that's the kind of patient that i will do this test on. and by the way, allison, it's not covered by insurance. but in many places, it's about $125 in. money well spent. and it will look at that calcium in the coronary arteries and tell whether you have a problem. if you have that calcium, then i as your doctor am going to be

very, very aggressive with you. we're going to work on getting your cholesterol down. you're going to exercise, lose weight and i have had patients become vegetarians after seeing this in their coronary arteries. >> let's switch topics in the moments we have left. it's been a long time since doctors discovered there might be a link between alcohol and cancer but now there's new research. tell us about it. >> reporter: alcohol has been implicated in a couple of things, one is breast cancer thought to be due to some estrogenic effects. this new study shows that when you drink a glass of wine, you produce a by-product of the alcohol and that can cause some damage to dna and in some susceptible people, can increase your risk of esophogeal cancer. now, the vast majority of data on alcohol is if it's used in moderation, allison, you will live longer than those who do

leading edge of cooler and drier air it will be a nice afternoon, beautiful around here into the late morning, early afternoon. off to the north and west already some reports of sunshine. still a few showers in prince george's county, down me central virginia pushing off to the south and east. you can see the thin band of rain activity moving through. behind it drier air, less humidity, dew point temperatures falling into the afternoon. currently we're off to a nice warm start. 75 in washington. 77 this morning in leonardtown. 77 in annapolis. expecting afternoon highs upper 80s to 90 so it had been warm with a bright sunshine but without a lot of humidity should be a nice afternoon if you want to run out and about. here's your five-day forecast. then we are going to get to the latest with isaac. 90 today. next several days lots of sunshine, a nice weather pattern. wednesday, thursday, friday and saturday, temperatures in the upper 80s to about 90.

all right. let's move on. want to give you the latest with isaac here. and we have been trying to -- the center of circulation here has been trying to develop an eye for the past several hours and if it does so, the storm will likely strengthen. still forecast to become a hurricane with maximum winds of perhaps 90 close to 100 miles per hour as it makes landfall later tonight during the day tomorrow. we got the latest advisory at 8:00 this morning. now moving off to the north and west at just 7 miles per hour. so it is moving very, very slowly. you can see not great symmetry with this storm but it is a very large storm. tropical storm force winds extend 250 miles from the center of the storm. and it's going to be a big newsmaker here. storm surge along the southeast coast of louisiana and mississippi expected to be about 6 to 12 feet. they could be looking at rain totals -- i just saw an updated rain total here of about 20 to 25 inches. so again, major news story

across the northern gulf shaping up here over the next couple of days and, of course, this is the 7th anniversary of hurricane katrina. for more on conditions in new orleans and how the crest on the city is preparing for isaac's arrival, we go live to elizabeth prann. elizabeth, good morning, how's it look down there? >> reporter: good morning. right now we're just getting some heavy gusts of winds around 25 miles per hour. we had a little sporadic rain this morning but that's characteristic. storm. as the bands start to come in we'll feel bursts of wind and rain as as conditions do deteriorate they will continue to deteriorate anywhere from 24 to 48 hours. this is going to be a huge rain eventful it's going to hover over not only new orleans but also the surrounding gulf states and dump rain. people are under a mandatory in some places and then a voluntary evacuation. so basically the mandatory evacuation zones are people who aren't living within the safety of the levee walls people in

very low-lying areas. those people left the area yesterday. [ signal breakup ] >> reporter: ... getting out of town. as far as people under a voluntary evacuation, it's a mixed batch. some people say [ signal breakup ] ... the deal with the wind and the rain hour after hour like hurricane gustav decided to live. others would rather stay home and wait out the storm. those are the people who we saw shopping for goods yesterday, fueling up their cars, getting fuel for their generators. so really it's always a mixed batch of. but the fact is the governor and the president of each parish have been very, very open with not only the people but also the media on who is most vulnerable. so people here are very prepared, very educated and now we are just waiting for isaac to come to shore. >> thank you, elizabeth. we'll be on top of that. it is 8:37 on tuesday morning.

yogurt? >> i use plain greek yogurt and you want to use plain not the fruited. that has extra sugar in thank you don't need. >> all right. >> tell us about these. i love the grapes in there. >> so this is whole grains, they are very important this is a brown rice salad. this is one of those mixed grains. it's mixed grains that you find in a bag. and really that's the most time- consuming process is cook up the grain. then there's just some pistachios, fresh grapes, a little bit onion, all fresh. you just put it together and some herbs. this has a little bit of thyme in it. an easy salad with a little oil and a dash of vinegar. >> are the pest piece in the book? >> yes. this is a chili lime shrimp and pineappl skewer. i have used ship of but you can use tuna, chicken and underneath is quinoa. this is about 50 calories. this is a full meal right
