standing by. >> just getting the latest information here. got the 7:00 a.m. advisory. still a hurricane maximum winds 80 miles per hour. we got to 90 and tracking off to the north and west at just 6 miles per hour. it was stationary for a good time overnight and that of course is bad news. let's get right to the radar and take a look. there you go. very impressive hurricane signature there on your satellite and radar this morning. you can see the eye of the storm which is now 50 miles to the south-southwest of new orleans. and in the past hour, they have had hurricane-force winds in the city of new orleans. in fact it gusts to 75 miles per hour. so in addition to very windy conditions, extremely heavy rain already reports of upwards of 8" of rain across parts of new orleans and they are just getting going, unfortunately. the storm moving so slowly, the heavy rain, the thunderstorms, the threat of tornadoes and the storm surge will continue here and continue to batter the southeast coast for several more hours. i think it will be late this afternoon before this system is far enough away that things will start to calm down there in the big easy.

let's do some local weather very quickly. around here, you saw the live shot. couldn't be nicer. 69 degrees now. humidity 75%. north winds at 8. low humidity and lots of sunshine today. that's what you call a quiet radar. and we're not expecting anything more than a few clouds today. lots of sunshine, a beautiful afternoon, 85 and sunny. it will feel like a nice late summer day for us today and a nice trend for us as we get into the weekend. i'll have details on that and more on isaac in a minute. julie wright has traffic. >> good morning. again, we are talking about this deadly crash which occurred around 2:30 this morning along 95 at 286 the fairfax county parkway. that's where we find the crew in skyfox. the ramp from 286 northbound on i-95 is closed with this accident investigation and clean-up. the tanker truck was the only vehicle involved. it burst into flames leaving one person dead. the accident investigation continues to block the ramp from 286 the fairfax county

parkway to go northbound along i-95. 95 open for business with activity on the shoulder. big delays headed foreclosure at least the prince william parkway so again southbound 286 is open but the ramp northbound to go on i-95 is closed at this time. delays on 95 begin through acquire harbor in stafford and leaving the prince william parkway northbound towards the scene with the average speed down to 20 miles an hour. we are back now with our elsewhere, northbound i-95 in the backup we had an incident continuing coverage of hurricane isaac. the category 1 hurricane is still over new orleans pounding in lorton. the city with heavy rains and that's on the shoulder. hov labors faring well at this strong winds and will be for point heading northbound. inbounded south capitol street some time. this is elizabeth prann filing towards the douglas bridge all reports for many stations. that's why she is standing out lanes open coming in from in it getting blown around suitland parkway no problems there. towards the capital. it is hitting the big easy 7 lanes open on the freeway from years to the day after the 3rd street tunnel to the outbound 14th street bridge. hurricane katrina devastated the area. eastbound traffic flowing into >> it's hard to look at that. you can't help but remember that, although we were speaking the sunshine. a short time ago about how southbound 270 delays approaching 109. different this storm is than fare father hurley boulevard, katrina. >> very different. slow there.

little worse there. i-95 where the delays continue >> reporter: yeah. the wind bursts come very from dale city northbound sporadically which we know is leaving the prince william parkway and continuing towards the scene at the fairfax county characteristic. storm. we are getting about 61-mile- parkway. so all lanes on 95 are open. per-hour winds now. that rain hasn't stopped since 8:00 last night and we don't what remains closed is the ramp from west down 286 to go expect it to. northbound on i-95. it was a tanker truck which we have a [ signal breakup ] caught fire leaving one person dead. there was a lot of fuel that plaquemines parish levees where was spilled on the highway. water is overtopping that so again, there's clean-up levee. we talked about plaquemines that's ongoing and an investigation that continues to parish along with saint charles block that ramp from 286 to go parish about an hour southwest of where we're located. northbound on i-95. you will also find we have an really the southeastern tip of louisiana. very vulnerable. those people were under a accident westbound approaching mandatory evacuation on monday. connecticut avenue traffic [ signal breakup ] squeezing by single file to the right as you guys work your way ... don't always heed those westbound along deers mill road. mandatory calls for evacuation so now [ indiscernible ] [ eastbound on route 7 before you signal breakup ] reach route 9 where i have the bus fire right side of the deputies are now working to roadblocked off there with fire rescue them from their homes. so a very dangerous situation not only for people who need to rescue on the scene. southbound along 270. open for business but be rescued but also... turn to us. if you need anything else, let me know. on hurricane isaac. wells fargo. the slow-moving storm has hit together we'll go far. new orleans bringing with it torrential rains and strong winds gusting at about 60 miles per hour at this time. some of the sustained winds are at 80 miles an hour. just south of new orleans, in plaquemines parish authorities say a storm surge driven by isaac is overtopping a levee causing some major flooding. you are seeing our live shot there of elizabeth prann who is filing reports for all the fox stations and is in the thick of it there in new orleans. you know, what a great day we're having when you see those pictures. >> i feel guilty about it. >> we do. but we're covering that story but what choices willll women be left with? and we can't neglect what we're just like mitt romney, having today. it's pretty good. paul ryan would get rid of planned parenthood funding. >> let's get back down to southeast louisiana and take a in congress, ryan voted to ban look at what's happening. they are in the worst of it. all federal funding for planned parenthood and allow employers to deny women access in fact, the outer eye wall to cancer screenings and birth control. structure now approaching new orleans, to be honest with you, and both romney and ryan backed proposals to outlaw abortion that will likely be the worst even in cases of rape and incest. weather they have had yet with for women... for president... the choice is ours.

extraordinarily heavy rain. they have had wind gusts to 75 miles per hour. i think they will see winds i'm barack obama, and i approve this message. easily gusting at hurricane strength over the next few hours as that whole system all of isaac lifts off painfully slowly to the north and west at just 6 miles per hour. you can clearly see the eye there just about 50 miles now to the south and west of new orleans but hurricane-force winds stretch 60 niles from the center so it's not just new orleans. mississippi and alabama also getting in on the terrible weather. in addition to the heavy rain and storm surge they have tornado warnings across southeast louisiana. so this story will continue to unfold and worse to come with the heavy rain. the rainfall totals expected to be 14"-plus, already seeing reports of 8-plus inches of rain. so, you know, that in itself causes some flooding. we'll hope that the levees hold during the next 24 to 48 hours.

mitt romney to be the next president when we go live to tampa. good morning, i'm tony perkins. >> i'm allison seymour. happy you're with us on this wednesday morning. let's get right to the gulf. isaac made a second landfall earlier this morning. the category 1 storm hit for the first time late last night unleashing heavy rain and high winds on new orleans and other coastal areas. >> these pictures are extraordinary. the worst, unfortunately, is yet to come. isaac has already knocked out power to hundreds of thousands of people. we are now getting reports of a levee breach in southeast louisiana. so far, no mandatory evacuation have been issued for the gulf coast but people living in low- lying areas like the french quarter aren't taking any chances. >> a lot of people had left. i'd say 80% of the people are gone. it's like a ghost town. >> as you can see, the effects that we thought would come from a major storm are innocent taking place. and again, to reiterate to the public, it's a very serious matter. >> as of last check, the storm

has winds as high as 80 miles per hour but gusts could reach 100-plus. for more on the storm's track and rain totals, we now turn to tucker barnes. >> good morning. >> good morning. thank you very much. just getting the 8:00 a.m. advisory. here's the latest. it's crawling to the north and west at just 6 miles per hour. the pressure still 970 millibars. that hasn't changed in the past hour. still reporting sustained winds of 80 miles per hour with gusts up to 90-plus. the outer eye wall now reaching new orleans and that's a change in the past hour. these are extraordinary bands of rain with winds that have reportedly gusted inside to 70 to 75 miles per hour in fact in the past hour or so winds reported gusts to 75 miles per hour in new orleans. so the worst definitely upon southwest louisiana at this hour. its crawling along. this will be repeated for hours as the core of the hurricane

moves inland. it should gradually weaken but it's such a slow mover forecast to remain a hurricane for several more hours. off to the north and east, that's where the worst of the storm is. they are expecting 10, 15, in some locations 20" of rain across portions of louisiana here, mississippi and coastal alabama over the next several hours. again as you can see, with these spiraling bands of rain moving on in, new orleans getting the worst of it right now. want to show you a quick picture taken from international space station of isaac during the day yesterday. it's an extraordinary picture if you haven't seen that. that was as isaac became a hurricane during the afternoon yesterday. officially making landfall for the first time last evening at about 7:45 eastern and then kind of was just offshore in the overnight hours now making a second landfall early this morning. so the good news is the trend should be for the storm to lose some of its intensity later today but still several more hours with just terrible

there, hancock county? and did you put those evacuations into place or is it still not mandatory? >> no, no. we have had mandatory in for two days. we're 480 square miles but we also have about 200 square miles of low-lying area and most of that if not all of that has been inundated with water. >> so parts of the area are out of power, you mentioned the storm surge. do you have a sense of how high the storm surge has been? >> not yet. i know some places my crews have reported four to six feet of water. but it's getting to the point where we can't get out at this point in time. >> all right. you are there the director of emergency operations, the center there. what's been your mission? how has your office dealt with the preparations and what's going on right now?

mississippi died in the storm's wake. new orleans will commemorate the occasion today by ringing the bells at st. louis cathedral. be sure to stay with fox 5 for complete coverage of isaac all morning long. coming up in our next half hour, we'll go live to new orleans as the storm continues to move across that city. well, here in our area, the other big story this morning a fiery crash on i-95 north near the mixing bowl. the rush hour is off to a bad start. take a look at the video there. really dramatic video. the tanker crash was on the ramp from northbound 95 to the fairfax county parkway just after 2:00 a.m. the really sad news is the drive was killed. an eyewitness was walking the dog when he heard a loud explosion. >> i was across the street from it. there was a lot of fire. some of the flames at one point easily would have been 1,000

feet or more. it dwarfed everything that was close by. >> all right. let's get more information now on this morning's rush hour traffic with julie wright standing by with that. >> all right. tony and allison, northbound i- 95 has been reopened since this deadly crash occurred. 95 opened but definitely below speed as you travel out of woodbridge and lorton continuing towards the capital beltway. what remains closed is the accident site from 286 to go northbound on i-95. that ramp is closed that takes you by the newington to the tanks to go northbound on i-95. the ramp is closed at this time for this ongoing investigation and clean-up. that tanker truck was loaded with about 9,000 gallons of fuel. it took firefighters about 45 minutes to contain that fire. so again, a lot of clean-up to be done and an investigation that remains under way block the ramp from westbound 286 to continue northbound on i-95. quick peek at what else is going on. if you are traveling the top stretch of the beltway, route 1

to georgia avenue about 23 minutes inner loop delays into the sun 16 miles an hour over near route 1. we have delays on the inner loop inner loop springfield headed towards gallows road. 495 to the 14th street bridge, all lanes open. 40 minutes from manassas to the beltway. that's a check of your "fox 5 on-time traffic.." a young husband and father from capitol hill found unconscious on the front porch of a home near eastern market. he was severely beaten and robbed. now police have released some new video that could help with the investigation. fox 5's melanie alnwick is live at police headquarters with the latest. good morning. >> reporter: good morning. there was a packed house last night in southeast at public safety community with the chief attended a lot of people interested in the video. as you can imagine the eastern market and capitol hill communities shaken up by the senseless violent act and now police are releasing this surveillance video in the hopes that anybody will recognize something and they will be able

to catch the assailant. so take a look at the video here it is. police believe that the video was captured shortly after the attack on mr. maslin. investigators need help identifying the car which is believed to be a 2005 hyundai sonata and the three people inside it. police say that these people were attempting to use maslin's credit card at the exxon gas station on pennsylvania avenue right after the assault. now, maslin had been out on a friday night spending the evening at the nationals game and then out for a late-night snack at the tune-in on pennsylvania avenue. he was robbed and violently assaulted while trying to walk home after midnight. ward 6 councilman tommy wells was at that public safety meeting last night. >> we're all very upset about what happened and concerned about the spike in crime. the crime seems to be more often with guns and to be more violent. >> reporter: here are the numbers so far this year. from january to the end of february a 53% spike in

robberies but according to chief lenier, the rate is down from 9% from march to the present day but still an increase in robberies and crime that everyone is concerned about. tc maslin's wife said her husband has had a second surgery and is beginning to communicate and respond to simple commands as his wife is asking everyone to take a careful look at that video to see if they recognize anything and contact police. >> thank you. in other news a controversial new book about the death of osama bin laden written by one of the navy seals who took part is raising questions about what happened during the mission. according to advanced copies of "no easy day," the seal team shot the leader before he ever reached for a weapon. that seems to contradict official accounts from the obama administration. the book also provides more details about what happened to bin laden's body after his death. the white house hasn't commented on the book's details. meanwhile, because of demand,

unfortunately, in the new orleans area. there is a live look. you can probably see the eye if you are looking carefully there just to the south and west of new orleans. now just about 45 miles to the south and west of the city of new orleans. in hurricane-force winds stretch 60 miles from the center so again we are encountering hurricane-force winds in new orleans. they are expecting conditions to continue to be just terrible there for the next several hours, very heavy rain. as i mentioned, reports of over 8" of rain already and potential for 15 to 20" of rain in the new orleans area during the next 12 to 18 hours. so the worst is yet to come, unfortunately, across northern gulf of mexico. our five-day forecast is a good one. 85 today, low humidity, bright sunshine. look at the nice sunny trend here into the weekend. we will warm up into the low 90s by saturday. hey, the remnants of isaac could impact the mid-atlantic by late sunday early monday. that could bring us some showers and storms. i just wanted to be ready for that possibility. that's a quick look at weather.

today's top story, hurricane isaac's slow crawl over the gulf coast. the big easy is taking cover as it takes a beating from the storm's heavy rain and high winds. we are already hearing reports of a levee breach in plaquemines parish. the storm made its second landfall this morning over louisiana and already knocked out power to at least 200,000 customers in and around new orleans. fox news correspondent elizabeth prann joins us live from new orleans with an update. we don't have to tell you how bad it is. instead, we'll ask you.

what's going on right now? >> reporter: yes. hi, tony and allison. we have a little update on the storm's location, it's about 50 miles south of new orleans. and that puts new orleans with violent wind gusts up to 80 miles an hour. the rain is continuing on here. one of the things that's so dangerous is because this storm is so slow-moving, we are going to be really staying in that northeast quadrant really not going to see any of these conditions cease anytime soon. we already have about 6" of rainfall within the city limits and we anticipate double if not triple that by the end of the storm. [ loud wind ] >> reporter: we talked about plaquemines parish. it's south of here. it's really at the southeastern tip of louisiana. very popular fishing hub. folks there were under a mandatory evacuation. we heard from billy nungesser the parish president who said if you are not out by tuesday morning it's officially too late. water has overtopped an 18-mile

stretch of the levee there. we hear there's between 6 and 12 inches of floodwaters. as far as rescuing people from those conditions, we do have reports that sheriff deputies are going indoor to door getting people to higher ground but we heard from the coast guard and they say they are not going to be sending out boats or helicopters for very obvious reasons. they don't want to put any of their people at risk. so a very long road ahead before we can really see the full search-and-rescue efforts, in fact if there are any more water overtopping these levees here. but the situation now is that that's an 18-mile stretch of plaquemines parish where water has overtopped one of the levees there. back to you guys. >> for those of our viewers who may be familiar with the region, can you tell us where you are? are you downtown? where are you? >> reporter: only a couple of blocks from the river. this is canal street. paris casino here and bourbon street is probably about three to four blocks over my left hand shoulder. so typically especially before

a holiday weekend, you know, people would be out and about and that's one of things that i haven't seen. typically we go to these natural disasters and we are always telling you it's not safe to be outside while we're outside and point to people and say don't do this don't do this. but i haven't really seen -- [ signal breakup ] -- that gentleman with the newspaper and this gentleman with the news station so for the most part onlookers have been hunkering down, which i can assure you that's what we wantful we don't want people to be out and about. these wind gusts are sporadic and very dangerous. >> in the last seconds or so that we have there now, the latest moving forward now, you say you're not seeing anybody on the streets. it looks like everybody is sort of inside. do you just sit and wait now for this thing to pass? is that really what folks are doing? >> they have to sit and wait. if people live in black black, they were saying they weren't going to have any restrictions. we didn't know how bad the damage was going to be. one of the things that governor

jindal was leading up to the parish president is what they wanted to do for each parish. there were no last resort shelters but each parish had a place to go to if folks didn't have anywhere to go. so it takes some time for emergency crews to go out and assess the damage like you said hundreds of thousands of people without power. the storm is just the beginning. it could be a lot longer. we could see a lot more folks without power. so a long road ahead and because the governor and the parish presidents have been so vocal, i think they will be very open about when residents can go back in. very, very clear. one thing we learned from 2005, the biggest difference is that there's a lot of open communication, a lot of preparedness. they have been very prepared this time around. we just can't predict what the storm is going to do. >> all right. we will let you go, elizabeth prann, filing reports for many stations there. be safe and we'll talk to you again in a little bit. elizabeth prann reporting from new orleans. >> reporter: thank you.

>> yup. >> looking bad. they got hard hit. let's get right to the radar. one of the big issues has been the slow movement the storm. overnight it was stationary for hours. now it's moving off to the north and west at about 6 miles per hour. obviously that's a walking pace. >> too slow. >> unfortunately, it's just sitting here basically spinning and you can see the banding taking place. the outer eye wall now approaching new orleans. here's the eye of the storm. it's going to be extraordinary how much rain they get. i saw reported in lake ponchartrain southern part of lake ponchartrain nine inches of rain so far. and unfortunately, they are expecting additional rain. let's show you how much rain to expect across southeast louisiana. 7 to 14" officially with areas getting 20-plus. they are not done with the

one is the chocolate chip pancake. my personal favorite. >> okay. >> we put chocolate chips in the vanilla batter and ice it with maple and then we put candied bacon on top. >> oh, my goodness. >> and a few little chocolate crips to reminisce for the chocolate crips that are inside the cake. now, let me tell you a trick, tony. if you are going to cook with chocolate chips in your cake batter, if you put them in a little bit of flour first before you fold them in the batter they won't all sink to the bottom and you have chocolate chips all the way through the cake. >> very good. you hear bacon, that's crazy but it's a pancake cupcake so it does kind of go together. >> its do. and we cappedied the bacon with sugar -- candied the bacon with sugar in the cupcake and baked it in the oven. >> because there wasn't enough sugar. [ laughter ] >> you have something going on, on september 14 to help benefit the boys & girls club of alexandria. tell me about that. >> correct. this is a back-to-school. this is back-to-school for all

[ laughter ] >> today's not a good day for that. >> we actually take an icing called a royal icing and we thin it out so it will flood the cookie. and then if you give it about 10 minutes it becomes firm but not so firm it will break your teeth and then it makes a really nice smooth surface on the cookie which is also delicious. >> this is an art doing this kind of thing. i have search people do it b i have tried it. i'm not very good at it. >> okay. >> it is occasionally cake. they are located in old town alexandria and in the mount vernon area. this event we told but is on friday, september 14 from 2 to 6:00 p.m. at the old town location. again, selling the cookies, proceeds from the cookies go to the boys & girls club. and they will be giving away cake truffles, homemade, between 2 and 6:00 p.m. on that day. ladies, thank you very much for

[ laughter ] >> absolutely. >> all right. allison, back to you. >> they just look so good. thanks, tony. inspired by the history of fashion in european paintings one artist turned that passion for painting in a remarkable collection on display in the district only. fox 5's hol holly morris has more from the hillwood estate. >> reporter: this gives a whole new meaning to paper dolls. this is one of the most fascinating exquisite exhibits i have seen in some time. and you're only going to find it here at the hillwood estate garden and museum. we are in adirondack property that's on the 25-acre estate and i'm joined by leana the director of collections and the chief curator and you have staged the bulk of this exhibit here. have you ever seen anything like this? >> no. that's why really it caught my eye. it was such a distinct and

unique way of crafting art with paper and was so perfect with hill well. isabelel thrives with color, texture, patterns, with pinks that really resonate with the founder of hillwood marjorie merriweather post. it was a great marriage. >> she is referring to isabelle de borchgrave the belgian artist who makes these and rerecreates these dresses with paper. she tells the history of dresses through her pieces of art. so here this is josephine bonapart which she wore at napoleon's coronation. and so talk to pea about how she talk to me about how she does this. >> any dress begins with pay pattern like any haute couture dress. a pattern is cut in paper and then painted and transformed with background paintings, with

guilding, with stenciling, with three-dimensional detail. >> reporter: when she is working with paper because you have so many of the dresses here, just such a magnificent space when you stand amidst it, is fabric like paper? is it easy to translate fabric to paper? >> not at all. the paper needs to really be manipulated in a way to make it malleable and supple. so what isabelle has devised is a system by which she crumples and irons the paper so it loses its stiffness and becomes tissue-like. and that's how she can really pleat it in this manner. >> reporter: when you see the dresses, even the jewels and everything on the dresses are made of paper. >> everything. these brooches everything with paper, foil coiled creates this gold wire. >> you got to go over to her

studio in brussels? >> yes. i went to her studio to see how they work. there are about 10 artists working with her. fashion students, design students. >> we have some video of the studio over there. and i understand it's a grand space. >> it's a wonderful contemporary space. pretty grand. >> how long from start to finish does it take her to make a dress? >> from conception to final execution is about two months. >> that's not really that long when you think about it in the grand scheme of things. >> it's about at least five people working. >> five people for two months. the detail really is amazing. if you come back out live here you can see we kind of have come to a section where there are some more modern dresses here. and what i love about the story is that isabelle de borchgrave was a painter first but was inspired to do this by visiting the met in new york. >> yes. the met has a wonderful
