for the 4th time this summer. live on the scene with the latest on this on going problem. good morning to you. >> reporter: good morning. this area is still drying out from that flooding last night. and you can bet people are watching that forecast worried they might be under water again. this street right here last night filled with water. cars could not get through. the road was closed. and the problem is this seems to happen when there is heavy rain. swept away cars. cell phone video shows one person who had to be rescued. helped a number of people who were trapped in cars. the neighborhoods are low lying areas prone to flooding. but four times is a lot even here. apartments and homes flooded with raw sewage. and the flooding is a constant fear for people here. formed a task force to get to the bottom of the problem. a long-term solution is in the works but
