just gorgeous. very nice start to the day. little cool out there. for this tuesday, october 16th, 2012. good morning everybody, i'm tony perkins. >> and i'm allison seymour, gin join this tuesday morning. -- thank you for joining us this morning news, tucker barnes also with us. >> high temperatures only in the mid 60s today and a little cooler than yesterday. you saw the live shot nice looking start to the morning, the sun gets up in about 18 mites here and it should be good looking day. let's kick it off a look at our radar picture, and satellite and radar and you can see that we have quieted down. okay go to this one. yep you can see the radar nice and quiet at the moment and overnight, we -- shower activity moved to the north and east and we've cleared out. again nice looking conditions to start the day. temperatures right now reagan national fallen back to 44 degrees, look at the cool

start. the kids definitely want a jacket as the temperatures are going to be slow to rebound here. in addition to cool temperatures expecting some breezes here out of the northwest at about 10 to 15. but still we're expecting a lot of sunshine. current temperature in winchester 48 degrees. culpeper has now fallen to 43 degrees. and in fredericksburg, 47. so temperatures overnightfalling way back. all right your forecast for today, we're looking at lots of sunshine. lower humidity. you know sort of a typical october day. with high temperatures topping out just about where they should be, a few degrees below seasonal average. 66 in washington. 64 in leonardtown and again it will be a little breezy out there. julie wright's got the traffic. yeah it is just a mouth this will morning. three separate accidents northbound along i-95. the crew in sky fox still with us hovering above accidents here in newington.

the fist crash at the prince william parkway, now in the main lanes before you commit to 287 left lane is blocked affidavit as well. overall traffic is backed up on northbound 95 making your way into newington. before 286 but that wreck was cleared. but overall wall to wall traffic leaving quantity key heading up into newington. a minor fender-bender that's been cleared over to the shoulder. all right inside so we can update the ri outer loop of the beltway now checking for a crash near georgia avenue. southbound 270. more delays now commuting to 14 montgomery village avenue. accident activity reported 117 at 124. follow police direction in order to get by. that's a check of your fox 5 on time traffic. thank you julie. we begin this morning with the

race for the white house. tonight, the political world turns education focus to -- its focus to hempstead, new york for the second presidential debate. but before the candidates square off, president barack obama and mitt romney will be doing some last-minute debate preps. we have a okund o. >> reporter: the expectations have shifted heading into the debate. before the debate two weeks ago most people thought president obama would win. now according to this poll they're pretty evenly split heading into tonight. just as the finishing touches are made in the debate hall, and the camera angles all worked out, it may be hard to believe but this is a voting line in georgia. already. about three weeks before election day. >> we waited for about two and a half hours. >> reporter: estimates now that one-third of all voters will cast their votes before november 6th. which is why the president's campaign is trying to lock in support now. the first lady michelle obama holding up her absentee ballot.

>> today, i voted for my husband. >> reporter: if followers on both sides follow suit in the days to come that means that any little blip from tonight's debate or the one next week could have an immediate impact. president obama running through mock debates at this virginia resort. mitt romney and his debate team including his sparring partner rob portman spent most of the day hunkering down. >> how did it go senator? great. >> reporter: with questions coming from uncommitted voters. >> for challenger romney what's at stake is to continue the very strong performance he gave last full-time and keep the momentum -- time and keep the momentum that he has going on right now. the momentum is clearly swinging in romney's way, for obama this is a chance to stop romney. >> reporter: a lot may depend on the folks asking the questions tonight. here are the rules for the format. a group of unroadsed voters --

public buildings in his honor. george mcgovern is nearing the end of life. that's the word from his family who say he has moved into hospice care in south dakota. mcgovern lost the presidential race to richard nixon in an historic landslide in 1972. we're following breaking news from britain right now. there have been several arrests made at the hospital where a pakistani girl was brought for treatment after she was shot by the taliban. the 14-year-old was airlifted there yesterday. hospital officials say the people arrested today are claiming to be relatives of the girl. they say the situation is under control. a campus crime alert, new this morning, from prince george's county, university of maryland campus police sent out the alert after a robbery near campus last night. they say an armed system approached some students --

suspects approached some student just after 9:30. one victim had handed other the money then ran off when another student showed up. still no word on a motive or suspect in the shooting death of a teenager in hill crest heights, maryland. relatives tell fox 5 the victim answered a knock on the front door yesterday afternoon. an argument broke out and then a shot was fired. prince george's county police say the victim ran back into the house and told his grandmother that he had been shot. he later died at a hospital. good news from montana where two virginia hikers have been found alive. 32-year-old neal peckens and jasonizer both veterinarians -- hiser both veterinarians. frigid temperatures and deep snow made finding them very difficult. the mother tells us the news is nothing short a miracle.

-- of a miracle. to> and another big story y, the d.c. council will recommend a change to those controversial speed cameras. council member tommy wells will formally introduce legislation that would reduce the amount of the camera fines. >> right now speed camera tickets can be as much as $250. carol gray houston is live this morning with the details. some good news for motorists. >> reporter: hey good morning allison and good morning tony. truth be told the steep fines have become an irritant to d.c. motorists who feel they're more like revenue enhancers than safety features. take a look at the cameras down here if you can see them on 16th street near carter baron. they can sneak right up on you. the fines can range from $75 to $250. if you don't pay the ticket in 30 days those fines double. well the two d.c. council members mary share and tommy wells have been leading the charge to reduce the fines and

wells plans to introduce legislation to the full council today aimed at making some changes. we are going to be going to the council to find out for you exactly how much those changes -- those fines would go down. the red light cameras would not be the ones to change. it would be the speeding cameras and councilman tommy wells is hoping the move will eliminate the concern or the suspicion that d.c. only has those steep fines to mean more money for the city. allison and tony back into you. >> all right, thank you very much. >> thanks karen. it is 7:09 now. on this tuesday morning, still ahead a high ranking official takes responsibility for the deaths of four americans in an attack on the u.s. consulate building in lib california. >> and the white house is reportedly ready to strike back for the attack but there are a

-- consulate in benghazi. republicans are charging there's a cover-up about the true cause of the attacks that left ambassador chris stevens and three other americans dead. secretary clinton says the state department, not the white house, is in charge of security. meantime, the united states is reportedly ready to strike back at al-qaeda for the consulate attack on 9/11. white house sources say the main problems are finding a target and dealing with any political fallout overseas and any military strike in response to the libya assault may be seen as a political move so close to the november election. 7:14 now. tucker barnes rejoins us with another look at today's weather. man, yesterday? that -- where i was at least, that rain you know it was a little misty then all of a sudden boom. it really came down for a few minutes. >> where i was it was just a big scary looking dark clouds. >> ominous? you get thunderstorms? >> no. >> a couple of flashes of lightning out there yesterday as well. all of it's cleared the coast and we're in for cooler weather today with lots of sunshine and

motorcyclist in the hov lanes in newington. all of the activity now cleared but again heavy volume out of quantico pretty much extends to the springfield interchange before you shake loose. 395 was having some complications as well. that's been cleared over to the shoulder. i spoke with my girls at ddot, all of them nicole and angie, they tell me all lanes are now open if you are traveling eastbound on the freeway coming inbound on the sue s bridge. 95 once you commit to it real slow to the 11th street bridge. outer loop remains congested. inner loop of the beltway not so busy yet to greenbelt. that's a check of your fox 5 on time traffic. thank you julie. it is time for the morning's sports breakfast. the man himself is here. dave ross back with some redskins news and the monday night game? >> absolutely. get to that in a minute. i normally stay up, and i went you know i'm going to bed. it's 24-0. >> i saw a couple of minutes i

manning and company. phillip rivers accounted for six turnovers by himself. there he is, robert griffin iii, a rookie, has had four turnovers all year. he had six in a game and they give up 35 straight points and peyton manning hopefully that comeback for denver. and it's just you look at -- you look around the league and you two man, rg3, when you compare it to guys like -- peyton mannings and rivers, he's really up there. upper echelon. nlcs last night here on fox 5. matt holliday letting the ball go through his legs off the bat of that guy scutaro and they would be involved in a different play that's got people buzzing today. s that, is this a dirty play? scutaro is very key to the giants. he's playing shortstop here gets taken out by holliday. you'll see it again and he's writhing in pain,going to have an mri today. on his hip. holliday for his account said look i'm just trying to break up the double play.

way. -- breaks along the way. we were kyle kendricking for a -- checking for a crash near georgia avenue. that's since cleared. also going to find northbound i- 95 on the recovery side still very much congested from cant quo heading up into -- quantico heading up into newington. that's a check of your fox 5 on time traffic. all right julie, thank you very much. president barack obama and mitt romney meet up for their second debate tonight from hofstra university in new york. this one will be a town hall style debate. that format gives candidates chance to get more up close and each other if they so choose. the audience is made up of undecided voters. joining us now with a look at what's at stake is niles standage, staff writer with the hill. good to see you. >> my pleasure. >> i think the debate could be very, very interesting tonight. number one, because of the -- the change in format. we have this town hall style. which has been problematic for

some canal dates in the past. tell us -- candidates in the past. telling you a little bit about that. >> it's problematic because really in this kind of format candidates are not just judged on what they have to say. they have to really connect with the voters and connect with the people asking these questions. as you say tony there have been times in the past where that's been a problem for people. a very famous example in 1992. then president george h.w. bush was asked a question. while the woman was asking the question from the audience, he was looking at his watch and he sort of misunderstood the question. it was sort of a stiff response. bill clinton his challenger took a couple of steps forward toward the questioner. really seemed to sort of ohm fa these and really listen to her. -- empathize and really listen to her. those are the sort of situations that can be really meaningful. >> sometimes people say the media puts too much focus on

body language and that diamond of thing. this allows for much more of that interaction with each other and the audience and that type of thing as well. do you think both canal dates will try to take advantage -- candidates will try to take advantage of that? >> i think they will. i think it clearly is a format that allows a little bit more freedom through them and you want to appear natural. i have to say though in fairness to politicians, people in our business say things like you should appear natural and you should appear loose. we're talking about the audience of the order of 60 million people. the presidency of the united states on the line. you make a really bad mistake and it dogs you for the rest of your life. then people say you really shouldn't. just to chat to reporters, that's a pretty tall order. >> you're absolutely right. that's a good point. i want to talk about the voters. an interesting group tonight. they have pulled together undecided voters. tell me how the candidates may deal with that. because they don't really know what questions are going to be asked or anything like that. >> right, exactly.

now, obviously we can sort of predict with some confidence in blood terms what kind of subjects are going to come up. the economy and jobs is always certain to come up. but the fact that issues like that are so major does not necessarily mean that meaningful moments can't happen on other topics. for me during the vice presidential debate. the exchange about abortion was very interesting with vice president biden and congressman ryan. so those sort of moments can be really critical in a debate. and i think the both candidates will be trying to on one hand display obviously respect and empathy for the voters. but at the same time, they want to draw contrast between the other guy and so that's a difficult pivot to pull off in a way to be polite and respectful to the voters and then still effectively attack your opponent. >> most people would say that the president obama has a lot to -- to prove tonight. he did not perform well in the last debate by most accounts. but it seems to me he's an

interesting position because heads to be more aggressive -- he has to be more aggressive i guess, and more there as people are saying. but it seems to me he can't be you know meetly different from the way he was different -- completely different from the way he was last time because that looks strange. >> exactly because it then looks like you're overcompensating for what happened last time. the balance that he has to have to show fight. the fact that he wants the job. he didn't really seem all that passionate about his positions. i think you can be passionate without seeming aggressive, without seeming peevish towards your opponent. it's a difficult balance to strike but that's what he will be aiming for i would imagine. >> for mitt romney tonight, what's the goal? >> i think for mitt romney the goal is to obviously avoid any major mistake. to display the fact that he's not necessarily the stiff, awkward guy that he sometimes charactertured and to always keep proceeding with this appeal to independent voters. to voters who are not committed

mitt romney will be back 2349 commonwealth tomorrow with -- in the commonwealth tomorrow with chesapeake and leesburg stops planned. there's news in the senate race in virginia. today the "washington post" wrote a strong endorsement of tim kaine on the editorial page. it said quote cain is a better choice by leaps and bounds than republican george allen. the paper cited the hyperbole given by allen and that it was vague. and checking today's other top stories, today members of the d.c. city council will likely announce recommendations to lower speeding ticket fines in the district. right now fines vary depending on the number of miles over the speed limit. they can be as much as $250 but also double if not paid within 30 days, council members tommy wells and mary cheh organized a special task force to look into

the fines, virginia and maryland average about $40 a ticket. still no word on a motive nor a suspect in the shooting death of a teenager in prince george's county. this happened monday afternoon in hillcrest heights. the teenager's family -- his family tells fox 5 the victim answered a knock on his front door. then began arguing with whomever was there. moments later shots were fired and police say the victim ran back into the house and told his grandmother that he had been shot. he later died at the hospital. there is relief for two virginia families whose loved ones had gone missing while hiking in montana. yesterday, rescue crews found neal peckens and jason hisen safe. the two veterinarians disappeared last week after hiking at glacier national park. they'd fallen down a ravine, rationed their remaining food and drinks and used their gear to survive the freezing weather. taking the fall for a diplomatic security continue verysy. still ahead at 8:00 -- controversy.

a very serious crash which is occurred late in our rush hour. this happens to be 355 at the little seneca parkway. south of 121 in clarksburg. we had the crash involving the overturned vehicle. the vehicle is overturned on its side it looks like we have everything back up on its wheels but again northbound on 355, no one is able to get by at the scene at this time but we see they have a rollback there on the scene. coming southbound we do know of delays that are gridlocked from clarksburg heading into the accident scene. the roadway is blocked off in each direction. your better bet would be to stick with 270. use that as your work arch. again 355 south of 121 shut down each way because of accident activity involving what was an overturned vehicle now back up on its wheels. more problems unfortunately. in crofton southbound 3 at 450 is where we have the accident activity again an overturned vehicle involved in this crash. some traffic is able to get by under police direction. clean-up continues on the crash

tucker, thank you kindly. in health news now the number of people sickened by a deadly meningitis outbreak continues the climb. and -- to climb. and officials have tied the outbreak of a rare fungal meningitis to steroid shots for back pain. fox medical teams doctor mike joins us live from philadelphia with an important update. good morning to you first of all. sir, and what's the latest on this meningitis outbreak? >> reporter: hello allison. basically, there's a couple of new items that people need to be aware of. there are now some reports that some medications used in heart surgery that were -- produced in that implicated compounding pharmacy in new england may have been tainted as well. and this is of concern to the feds because it could now open up yet other people to the risk of infection. it doesn't stop there. there are also some concerns

that an eye medication, a solution applied to the eye again manufactured by this particular compounding pharmacy, may also put people at risk. so these are the new developments and it really, really allison is a nightmare from hell. this whole thing is a disaster. it really is. >> okay. the take home message quickly dr. mike there, is it somewhere u.s. to look out for the -- just the look out for the pharmacy? what do we need to be aware of? >> i think if you were in any way given a product made by the company, someone will be reaching out to you believe me. but, if you've had any concerns, if you have any symptoms, check with your doctor. headache, fever, anything. check with your doctor. >> okay, moving on now, new evidence dr. mike showing high fat, high sugar and salt intakes creating a ticking time bomb of health concerns even in younger people right? can you explain the cafeteria diet and why so bad for us? >> well, allison basically

there's nothing new in the study other than the fact they took rats and they fed them the cafeteria diet. that's high fat, high salt, and high cholesterol. and sugar. and basically after only two months, these rats were having significant health problems. what does that mean for people? we're going to start seeing strokes and heart attacks in middle-aged people because they eat this kind of stuff and this is the first generation, allison, that's not going to live as long as their parents. >> all right. that's -- really depressing. and the last couple of seconds we have, we talked about the prescription drugs lasting longer than maybe we thought? are we talking 30 years longer? tell us about this one dr. mike. >> reporter: very quickly. great study. they took some expired medications that were still in their bottles unopened. these were in hospitals. even after 40 years, and they found that most of them were
