tucker, thank you very much. let's go to julie wright with more on the traffic. >> tony, on the inner loop of the beltway out of virginia this morning a rude awakening. two separate tractor-trailer incidents before reaching 187 old georgetown road. the latest wreck occurred shortly before 4:30 this morning. jackknifed, leaking fuel and they're cleaning it up. inner loop of the beltway well below speed heading north up towards this accident scene. being diverted off at old georgetown road, north over to 355. option of northbound on 270 to montrose road or towards democracy boulevard to old george working around the accident scene. southbound on 270, out of rockville, you'll merge to the beltway well past this accident scene. inner loop of the beltway, across the bridge, you have to start thinking your options, because the inner loop, you can

go no further east than old georgetown road. always the option of sitting in that delay towards 355 or taking 270 to democracy boulevard at old georgetown road. options for you. but plan your trip accordingly. 66, a lot of people asking me on twitter about that. it's an option. connecticut avenue crash, big delays for that leaving college park. delays on the outer loop, earlier crash has cleared. that's a check of your fox 5 on- time traffic. thank you. our big story this morning, a prince george's county officer killed following a horrific crash in maryland. for the second time in two months, officers are mourning the loss of one of their own. >> yesterday officer kevin bowden's car collided with an suv sending his car crashing into a utility pole. fox5's sherri ly is live at police headquarters with the latest. sherri? >> reporter: tony, officer

kevin bowden is the second prince george's county police officer killed in less than two months. yesterday officers from around the state rushed to the hospital to comfort one another. his death just too soon after the last one. the 28-year-old police officer died from injuries suffered in the crash. he had gotten off work just two hours earlier and was off-duty when the crash happened. police say his cruiser collided with an suv in branch avenue in clinton and slammed into a utility pole. the crash so violent, it nearly sliced his vehicle in half. witnesses say the suv may have changed lanes avoiding a tour bus to avoid the collision. >> all my members are basically hurting, trying to heal through this process, trying to wrap their heads around what took place and get an understanding of how this happened and what i

changes. from 10:00 until 1:00 this afternoon any vehicle bigger than an suv will be detoured off of route 123 near the george mason campus. police are asking people to avoid the area altogether if possible and plan for major delays if you plan to be near the campus. support is mounting for both the dream act and same-sex marriage in maryland. a "washington post" poll finds 59% of likely voters in the state back the dream act, which would allow undocented immigrants to pay instate tuition rates. 35% oppose. 52% of potential voters favor question six, which would uphold maryland's same-sex marriage law. 43 % are opposed to it. although historically opposition to same-sex marriage has been stronger than reflected during polling. the post plans to release a poll on the gambling question as well. that's going to come out at 8:00 this morning. we're going to talk about all

of this with bob mccartney from the "washington post" in the 9:00 hour. a blow to the campaigns of two council members hoping for re-election. in an editorial today, the "washington post" says neither michael brown nor vincent orange deserve another term. instead, it endorses independent david grosso and leon swain, junior. swain is the former chairman of the d.c. taxi cab commission. this morning a local mall is back open after yesterday's bomb scare. it happened during the lunch rush at the boston common mall in arlington. witnesses say a man threw a bottle filled with something that smelled like gasoline from an upper floor. luckily, the molltive cocktail didn't detonate. the suspect fled, but police found and arrested him later. the fbi has not identified the

suspect, but says charges will be filed soon. there is still no word on a motive. police in howard county are asking the public's help finding this man. he's accused of secretly videotaping two women inside their home. take a look at this video. police say this is the suspect setting up the hidden camera inside the women's ellicott city condo. they don't know who he is or how he got inside. investigators say the man went into the condo several times to move the camera around. if you recognize him, police want to hear from you. federal health officials say the fungus found in tainted steroid shots does indeed match the one linked to the meningitis outbreak. that also confirms a link to the new england compounding center which made that steroid. the outbreak has sickened more than 250 people and killed 20 across 15 states. that includes three deaths in maryland and virginia. too little, too late. the boy scouts of america

to 270. 270 out to montrose road, even to old georgetown road, viable options. traveling southbound on 270, heavy volume approaching and passing 109. southbound 270 traffic merging to the beltway from rockville, you do so well past this accident scene. will not affect your commute to georgia avenue. downtown, show you, southbound kenilworth avenue, accident activity tying up two lanes. only the right lane gets by. that's a check of your fox 5 on- time traffic. thank you, julie. the boy scouts organization is in hot water after a file was released regarding alleged child sex abuse. >> more than one-third of those incidents by the boy scouts' own account were not reported

to police. >> reporter: they're called the perversion files. more than 14,000 pages released by order of the oregon supreme court, detailing cases of alleged molestation by boy scouts masters. they span almost three decades, starting as early as the 1950s. >> they knew they had a problem and didn't take steps to deal with that. >> reporter: the battle started in 2010 after a plaintiff said he was molested in the 80s. his attorney said the files would show how pedophiles operate. boy scouts of america says it kept the records to keep the men from participating in scouting after they had been accused of wrong doing. >> there were places where we fell short and didn't do the job we should have and for that we're profoundly sorry. >> rarely will you see an organization say we blew it. we, the organization blew it.

the boy scouts have essentially said that and i think should get credit for that. >> reporter: many leaders around the country say the organization is determined to keep the bad guys out. >> we have a multiple tiered program we do today to keep kids safe, it includes background checks for our volunteers, when you sign up to be a scout leader. >> reporter: the statute of limitations has run out on many of these cases and so many may not face charges. >> more than 50 have ties to our area, where scout leaders and other volunteers were banned for troops on suspicions of sex abuse. 27 cases in the maryland suburbs, 27 in northern virginia, and three in the district. it is now 7:20 on this friday morning. coming up, it took longer than drivers hoped for, but gas prices are finally starting to slide.

according to the washington examiner, the district shattered its previous record bringing in nearly $85 million for the 2012 fiscal year. traffic camera fines brought in about $55 million in 2011. several d.c. lawmakers have introduced legislation to reduce those fines. mayor grey has not yet placed his support behind that measure. the national average for a gallon of regular has fallen for 10 straight days, at the $3.74 a gallon mark. that's 13 cents cheaper than the fall peak on september 14th. but it's still higher than ever for this time of year. analysts blame the delay on refinery and pipeline problems. prices usually drop this time of year because of a switch to a cheaper blend and drivers take fewer trips. in d.c., $3.88 for regular.

time traffic. thank you very much. government forecasters are out with their annual winter weather out look. what should the washington region expect this winter? as it turns out, that question is rather difficult to answer. meteorologists at the national oceanic and atmospheric administration say we have a fickle el nino pattern this year. for more, we turn to mike calpert, the deputy director, he joins us on the phone. how are you? >> not too bad. not too bad. >> good. you already sound -- >> yesterday was a long day. >> i'm sure it was. everyone wants answers. sometimes you can provide them, sometimes you can't. tell me what's going on before we get to the specific forecast, what's going on with el nino and why that's causing you problems? >> back a few months ago we were fairly confident that el nino would continue to develop and persist through the winter, and for some reason unknown to us at this point, things just

kind of halted and the ocean has returned back towards normal. it's not yet ruled completely out that it won't redevelop over the next couple of months. we do still see some signs that could happen. but at this point, instead of dealing with an el nino type winter, looks like we'll be dealing with a neutral type of winter. >> el nino type winter would mean what for our region? >> historically, el nino winters have oftentimes seen some of the big nor'easters and the big snowstorms. only have to go back a few years to 2009 and 2010 to remember that winter. you need to have the cold air for the snow in this area. but typically with el nino we see more storminess to our south, and it doesn't take much to bring that up the coast. >> want to show a map you put out for the u.s. winter out look. with the lack of el nino for most of the eastern united states, including our region, looks like you have equal

chances. tell us what that means. >> equal chances pretty much means there's not a good signal leading us to forecast either an enhanced chance of below or above temperature or precipitation. that's something that is certainly frustrating to us here at the climate prediction center. but the reality is that oftentimes the winter weather is dominated more by short term fluctuations, things such as, and maybe you've heard of these things, the arctic oscillate ion. at this point we don't know what it will do this winter. >> in terms of snow we don't know. what about temperatures, do we expect them to be normal, below normal, above normal? >> it's really the same thing. my quick mention of the arctic

oscillateion. back to 2009-10 it was a cold winter. last winter it was positive and we didn't have much of a winter. i also said it's just something we're not able to forecast out looking to see december, january, february, what that connection will do. >> we're showing a second map of yours now showing precipitation. wetter in the southeast, equal chances for us, we don't know. drier in some areas to the west. does that possibly mean continued drought conditions in parts of the west? >> yeah. at this point we don't really see major relief coming to the drought areas over -- throughout the winter. my biggest concern would be that dry area in the pacific northwest, an area that so far escaped much of the drought. but we do see drought developing over the next few months in that region. >> finally, quickly, september,

i hear it was the warmest month on record. what can you tell us about that? >> that's actually handled out of a different government area. i can say that that value for september, that's a global value, so that's looking at all the land areas as well as the ocean areas. it was the warmest september on record. certainly that's not unusual over the past few years. we seem to be periodically setting these types of monthly records. >> well, we know there aren't a lot of answers unfortunately, this year, but we thank you for talking to us and sharing what you do know with us. mike hallpert. thank you, sir. >> you're welcome. coming up, booted from a bus for a dirty diaper. how a mother is fighting back on this. that's coming up. it is now 7:38. we'll be right back. and im , to lead by example.

i know you're only 31. and we have the artistic director. thank you for coming out. >> thank you for having me. >> reporter: let's talk about this, peter. we're in the fourth year. it's come so far in a short amount of time. >> it really has. been a great partnership between washington performing arts society, the shakespeare theater and dance metro d.c. saw a need to bring dance together in a really lovely format and highly produced, beautiful hall, beautiful crew, beautiful light, and we come together every year and curate a show that will be audience enjoyable and show the companies off. >> reporter: we know, obviously you know, because you have a company here that d.c. is a wonderful dance destination. it's all about getting that message out there, so people automatically think of that. how hard is that? >> very hard. most folks don't understand what's going on with d.c. dance. there's a lot of diversity amongst us and a lot to offer, if people will come see.

>> reporter: that is the key, getting people to come out. this festival, the beauty of it, it makes it accessible. >> very much so. we have the main stage show on harmon stage, full program for two hours long, and then we have ramp, which is a place where you can artistically speed date, with dancers and choreographers, get to know them, talk to them, see works in progress. a little bit of everything for everybody. >> reporter: it's a good chance, because you make it affordable. it's a good chance for people to sample -- >> yes. >> reporter: -- things they normally would say, that's too much money. here you can see it and you might catch the bug. >> right. and artists themselves, they get to see each others' work. so gratifying to see everyone in the dressing room and come upstairs to see the work. we don't see each other's work enough. >> reporter: you can inspire each other. >> exactly. >> reporter: what do you think sets your company apart? with multiple companies, how do you make your name?

commute. accident reported northbound 301 before the costco. that's a check of your fox 5 on- time traffic. thank you. our top story this morning, the prince george's county police department is mourning the loss of one of its own following a horrific car accident yesterday afternoon in clinton, maryland. kevin bowden was traveling northbound on branch avenue when he collided with an suv. the impact sent his patrol car into a utility pole, nearly splitting that car in two. he was taken to a hospital where he later died. the 28-year-old officer bowden leaves behind two children, a 10-year-old son and 4-year-old daughter. the woman driving the suv sustained nonlife-threatening injuries. >> this is the second death we've had in two months in reference to traffic accidents. and i just ask that the community please keep, or

virginia, candidates george allen and tim kaine have met in their final debate. it was held last night at virginia tech. kaine criticized allen for what he -- both candidates will appear on fox 5 morning news before the election. allen is scheduled to be with us next tuesday. kaine october 30th. developing in afghanistan this morning, roadside bombing in the northern part of the country has killed 16 civilians and wounded 18 others. they were on a bus on their way to a wedding. no word on who is responsible. closer to home, a local mall is back open this morning after yesterday's bomb scare. it happened during the lunch rush hour in arlington. witnesses say a man threw a

bottle filled with something that smelled like gasoline from an upper floor. luckily, the molotov cocktail, or the three others found by police, did not detonate. the suspect fled, but police found him and arrested him a few hours later. the fbi has not identified the suspect, but says charges will be filed as soon as possible. still no word on a motive. decades of alleged abuse in the boy scout organization made public in thousands of pages of once private records at an oregon state court. >> the records were first examined by the l.a. times and were known as the perversion files within the organization. they detailed reports of about 5,000 people who were kicked out of the organization for suspected sexual abuse. some 1200 cases of abuse are in the files, some dating back to the 50s. about 50 cases were reported in the d.c. area. the "new york times" lists more than 100 cases from virginia. it is 8:08 now.

>> that's right. of course, with the shifting stories about libya, the question as to why there wasn't more security before hand given all the security warnings in the consulate in benghazi, that will be an interesting debate. becomes clear after this last debate these guys plain don't like each other. i can't wait for it. i so can't wait for it that we're going to have our own debate, kind of as a preview on sunday, between two key supporters, republican lindsey graham and democrat dick durbin. iran, syria, the whole foreign policy in the middle east, we'll be talking about all of it on sunday. these guys are not going to be in the studio, so i don't think they're going to square off. electronically they are. >> will be interesting to hear. that benghazi story is not going away. it will be interesting to hear what they have to say about that. let's talk about politics with

romney and president obama, and the polling numbers which, you know, depending what poll you read, obama is up, romney is up. they're tied. a lot of fluctuation there now. >> we'll get into that as well. the granddaddy of all polls is the gallup poll. we'll talk to the head of gallup on sunday to try to understand it. gallup in the national polls has romney leading obama by 7 points. 52% to 45%. i don't know there are many that show bomb leading nationally -- obama leading nationally, but close. swing states the "wall street journal" has a poll showing iowa and wisconsin, obama leads by six, 7-points. it raises the possibility, and i didn't think this was going to happen again, but raises the possibility romney could win the popular vote and obama with narrow victories in the swing states could win the electoral

vote, much like bush versus gore in 2000. we'll talk to the head of gallup about that sunday. very interesting. >> it is. we've been in our newsroom as well, we kind of at this point fully expect that we may not know who the next president is on election night. >> well, since i'm going to be up in new york, and they've already said you're working until 2:00, i may bring a sleeping bag and sleep there on the set. i've never -- i've always wanted to spend an evening with karl rove that way. we have news just in about how marylanders are feeling about building a new casino in prince george's county. the "washington post" is out with a poll and shows that 48% of likely voters do not support expanded gambling while 46% do. among registered voters it's a tie at 47%. we're going learn more about this when "washington post" columnist bob mccartney joins us at 9:15. other headlines, president obama was apparently the first target of a bangladesh man who faces charges for trying to blow up the federal reserve in new york. quazi nafis family says he was

only there to study. army appeals court in texas has ruled the fort hood shooting suspect can have his beard shaved. families of the victims in that shooting want it to be ruled an act of terror, so the soldiers killed or injured would be eligible for a purple heart. 13 people were killed in the 2009 shooting. a dangerous dust storm passes over an oklahoma highway. the result, a multiple car pileup. nine people were hurt when at least 30 cars were involved in the collision in kay county, oklahoma. officials had to shut down an 8- mile stretch of the road, which you can't even really see there. they say the storm created high winds and near blackout conditions. visibility was less than 10 feet in some spots.

weekend than last week against the vikings. >> what we're seeing is defenses aren't ready for rg3 and this attack. you haven't seen this in the nfl. a lot of people thought the redskins are concerned about the amount of hits rg3 has taken. the very next game he ran more than he had in any other game before the concussion. gives defense a different look. smack talking from the giants' defenders. >> that's what i would be worried about with rg3, because he had the concussion in the atlanta game, and comes back in the minnesota game and runs for 140 yards. i would worry about them getting complacent and still having him run and he gets hit and out for a couple of weeks. still have to be concerned with that. >> and you have to worry about eli manning. it's impossible to sac that guy. sacked four times in six games. need to force him into making bone head mistakes. >> the giants lost their first two games in the division.

serious move in his new movie. you may want to check out the latest installment of the paranormal series. >> start with alex cross. this is with tyler perry. i have to say off the top, i don't know how believable. he's madea. dresses up as a woman and now he's alex cross. >> that's a big question. he's not the problem with the movie. this part was played back in the day in the '90s by morgan freeman in kiss the girls and along came a spider. made from the james patterson book. you can consider this a prequel. takes place in present day. so doesn't fit that prequel, linear aspect of the prequel. but here's the deal with this movie, the problem with the film is the product placement. i'll get to that shortly. the story line is alex cross is

a detective in detroit. serial killer played by matthew fox from "lost" is on the loose. him and his team are trying to track down this killer. the serial killer makes it very personal by harming someone in alex cross' family, so becomes a balance of moral versus what to do with the law. and it -- here's the thing, the movie is so cliche. you've seen movies like this before, people are driven by a revenge. but that's not the problem. tyler perry does a fine job leading the film. matthew fox is a great villan. the product placement bothered me so much -- >> that bad? >> literally a scene where tyler perry goes to a house and the person who lives in the house says, i'm sorry, do you need anything to eat? are you hungry? perry goes, no, we had mcdonald's. >> no. >> i'm not kidding you. i am not kidding you. why would you say you went to mcdonald's, other than a product placement? a scene later that's five

minutes, a huge onstar/cadillac commercial. go to onstar, find out where the car as much are you on onstar? that took me out of the movie completely. putting that aside, cliche, predictable. perry is fine. he does a decent job. i like perry. but the movie itself, that product placement bothered me so much. if you build a scene around your product -- >> that's annoying. >> i gave it a two and a half out of stars. wait for the rental. rent kiss the girls. that was better. >> cool. paranormal activity 4. that time of year. another paranormal activity. >> here's the deal with these films. the first three cost under $10 million campaigned and made $536 million world wide. this one, this is clearly, in my opinion, a cash grab.

they keep making these films because they know they'll make over $50 million opening weekend. this particular movie, i didn't sleep right for the first one for three weeks. as the budgets have gotten bigger, the first one cost $15,000. now getting into the millions, the creativity has dropped. paranormal activity 4 is a sequel to 2, which is a sequel/prequel, which was followed by a prequel -- >> what? i'm lost. >> i mean, it's literally, it's so confusing. >> what do you get out of the movie other than scared? >> takes place five years after paranormal activity 2. new house, new family. you'll see some original characters come back. the scares in my opinion aren't there. the flow doesn't visit the first one. a lot of cheap edit scares. my opinion, some of the crowd will scream. i didn't find it that scary.
