romney prepare for the last presidential debate. with the race tightening, we have a look at what we can expect. >> reporter: this time around, they won't be standing at podiums, they won't be stocks one another on stage, tonight they'll be sitting at the same table, the debate is supposed to be about foreign policy, just about anything could come up. >> without further adieu, welcome president obama and governor romney. >> reporter: it's just a hearsal and these are just stand-ins, the final debate has it all on the line. president obama has been out of sight preparing for -- at camp david. >> figure out which he players are best. >> reporter: the tone could be subdued than that, especially compared to last week's debate, although the president may try to question romney's readiness on the world stage. >> people to want know they

as a later date here in washington at rock creek cemetery. he was 90 years old. other top stories now, prince george county police hope a new lead will help crack the ross murder case. he was shot and killed in capitol heights back on september 11th. police hit the streets at 6:00 this morning to talk with commuters and pedestrians in the area. officers to want speak to a person that may have been robbed the same day, but didn't report it. police in montgomery county continue to investigate a sexual assault. >> the attack happened on the capitol trail around 7:00 last night. we have live at police heards with the latest, good morning. >> reporter: good morning, certainly disturbing news. the early information from montgomery county police is that this appears to be an attempted sexual assault.

there's still a lot of details that need to be filled in. the 11-mile capitol yes isn't trail runs from georgetown to silver springs. within the bethesda area, the police say the attack happened. a 21-year-old woman was jogging on the trail around 7:00 in the evening. and stopped for a group of deer to pass, that's when she was struck on the head from behind and blacked out. police captain paul stark tells us what happened next. >> she awoke some time later off the trail. was able to get back on the trail and thankfully, a 40-year- old male jogger was passing by, assisted her to this address where 911 was called and police arrived. >> reporter: again we have no details that the point as to the extent of her injuries or perhaps what she may have been struck with. detectives did interview the young woman yesterday while she

was at the hospital. they're hoping to get a little bit more information as to exactly what happened to her and perhaps even a suspect description. again that the point we're still waiting for detectives to finish their final report and hopefully get some information out there to the public. tony and allison. >> melanie, thank you. and there is another news alert, this one out of the prince george's county. police are searching for the driver involved in a hit and run that left a 21-year-old man in critical condition. it happened saturday afternoon around 3:15, police say two cars were syneresessing near university boulevard and rigs road. a pedestrian was hit at as he stepped into the road. the first vehicle left the scene, the second crashed, that drivers arrested. 7:09 now on this monday morning, still ahead, judgment day for lance armstrong. will he be scrubbed from the record books. new details on the gunman

traveling northbound on 395, open, traffic slows again approaching the inbound 14th 14th street bridge. delays leaving boulevard out of german town. that's a check of the fox 5 on time traffic. foreign policy will be in the spotlight at tonight's final presidential debate. governor mitt romney is expected to hit hard on the obama administration's response to the attack last month in libya pa that left four americans dead. president obama's giving a few hints about how he'll address that topic. joining us now to discuss why foreign policy is such a hot button issue this election year is clifford may, he is the president of the nonpartisan foundation which focuses on national security and foreign policy issues. thanks for being with us on the show today. this is something you know a lot about, did can you just tell us about your work and

reporting to then secretary rice as far as -- >> oh sure. foundation of defense of democracy set up just after the 9/11 attacks focusing on national security. my background, most is in journalism. i was a foreign correspondent, i did report to secretary rice on a committee she had on democracy, i was part of the baker-hamilton commission on iraq if you may recall. those are not full-time jobs, my full-time job is running a think tank. >> why do you think it's so important for these two men to discuss foreign policy tonight and for all of us to watch? >> there are two things that really should concern voters, i think one is the state of the economy, what's happened during the past four years, what's going to happen over the next four years, consequential what's going on in terms of foreign policy and national security. united states was attacked on 9/11, i would argue that there is a global conflict underway by al qaeda, but not just by al

qaeda, iran has considered itself to be at war with us for more than 30 years. as you may have seen last week here in washington, d.c., the iran-born american pled guilty. he was part of a bomb plot that was going to blow up a restaurant in georgetown, killing the ambassador and whoever was dining that night. admitting his guilt on that, said he was working with the most elite division of the iranian military. this is, probably didn't get a lot of coverage, but i think it should. we have real threats in the world and we need to have a concept and a strategy to deal with them. i think that's going to be the most important thing we hear tonight is how both candidates are going to deal with the threats over the next four years. >> with the libya situation, what should the response be from the president, we of courssece saw tary clinton come out and say i take the blaming, but, you know, where does the book stop and how important is this going to be?

>> the book always stops where the president, i think that's just a rule we should all follow and i hope president obama thinks differently on that. was this a bun bow, it was, obviously, you had requests for more security and a reason to bieve you would need additional security on the anniversary of 9/11 in a country where you had al qaeda affiliates active and there was no secret. here's a larger issue here that i think governor romney did not manage to get out at the last event, that is what didn't we know? what doesn't this administration understand about what's going on in the world. i would argue that the president has bee too adamant say that al qaeda is defeated or at least bravely diminished -- >> what does tell us about al qaeda? >> it tells us that al qaeda has changed, morphed, but it's not dead, it's not over. al qaeda is alive and doing at love damage. al qaeda is up to 140 attacks a week in iraq right now. al qaeda has boots in the ground on syria right now. al qaeda was able to not only kill an ambassador in libya,

but also affiliates, someone in yemen, and the al qaeda flag was raised over our embassy in kiro and we had attacks in dozens -- kiro row, and we had attacks in dozens of other places last week. treasury department designated an al qaeda optive working freely inside iran channeling money and channeling terrorist fighters around the world. so you have this odd rivalry and collaboration. this is a bigger picture, i don't think most people really understand it, and i think it is a place where romney can make some points if he can express this clearly. i don't know how clearly he understands it. >> what is your analysis of each candidate's stance on foreign policy. is this realistic? something that's achievable because it seems to me that the president will be on the defensive with the things that we've talk abouted. how can, how or does he need to be on the offensive? where are we now as far as

these two candidates? >> romney doesn't have record in foreign policy. he was a govern he has to show he knows enough about foreign policy. so far we had a pretty good speech by him, again, he has no record to defend, that's our weakness and that's a strength. as for president obama, he's had four years, i think there's a lot he needs to try to defend in his record. i would also argue that he needs to show that going forward he has a better understanding. again the narrative he has attempted to establish, i've killed osama bin laden, there are al qaeda is dead and the tide of war is receding. i don't think that's a truthful narrative. wars are not tied, it doesn't come in and out, your enemy can have a say. if the taliban reestablishing its dominance in afghanistan, if al qaeda continues in iran as well to exert influence and kill people in iraq, if we see what's happening in syria get worse and it's bad now, you're seeing people saying it's

these are the people that are doing the forecast for the entire nation. and let's face, weather is one story that affects everybody, so everybody wants to know what they have to say here, and the person partly responsible were or in big part responsible for this facility being here is dr. lewis, he's the director of noah's weather center and climate prediction. this has been a long time coming. >> yeah, we've been working on this for over 13 years. we started 1999, and the whole idea behind this was to get us relocated, it's a research institute which we have now with the university of maryland, and we're very close to the flight center. so we work with those folks on a satellite simulation and other activities -- >> reporter: i wasn't far off when i said we're at the center of the universe. >> yes, we produce the nation's forecast and weather and climate. short-term climate predictions, and we also have, you know, an ocean prediction center here.

so we deal with the open ocean, both the pacific and the atlantic. so this is really why where we provide all the guidance for all the forecasters around the country, both within the weather service, media, private sector, and then we use it to tell their products and move forward. >> so we're on the fourth floor of this facility. people at home are looking and going okay, this looks like a big floor of computers, but everything means something and doing its own tucks. >> yes, so what we have in this area is where we do our 0 to seven day where's forecast, we also have a winter weather desk. we support those activities in alaska as well. >> reporter: how often do they have to work together? is it important for them to be together? >> yes. what they do here is collaborate it with local forecast offices around the country. we work with the senior duty meteorologists on this floor.

we work with the ocean prediction center in providing analysis and forecast in those areas between the continental u.s. and also the ocean areas that surrod the u.s. >> reporter: now i know you're the director of this wonderful facility, but i understand that you are also the guy to talk to when it comes to snow. >> okay. >> reporter: is that true? >> well, i have coauthored a book with paul koets in northeast snowstorms and spent a fair amount of time doing research. >> reporter: just in case people forgot, we have video to remind them. not sure we want to be reminded of that. let's talk about okay, that storm, how far in advance did you know that was coming? >> that was well predicted seven days in advance. it was a very consistent forecast so people took action, states took action, the retail industry took action, the airline industry took action because we had a very consistent forecast from from day-to-day leading up to that

storm. not all storms that are easy to predict -- >> reporter: you said that was well predicted. what's like the average a. time -- >> we took events out to the three to five day range fairly routinely. but there are storms that take you up to the last minute. the blaze in regard new york city in the same year, december, 2010 was a much tougher storm to predict. it wasn't until about 36 hours in advance that we really nailed. >> reporter: enough about the past, let's talk about the future. we have this wave ring that's causing problems. so what's it mean for this year? >> well, el nino, if it does develop will have a strong influence on the south and eastern parts of the country. we're really waiting to see what happens with that. another -- >> reporter: when we will we know that? >> within the next four or five weeks. we have to pay attention to that. the other aspect is the north atlantic on revelation which

doesn't get as much press, it develops in southeast canada. we only have predictability for about two to three weeks. we have to see how the patterns come together. we can't predict if there's going to be individual storms on a particular date. we just can say whether there'll be a likelihood of big storms along the east coast or not. >> reporter: make one prediction because this is really important. we're probably at some point going to have snow and you know, at the station they like to send us reporters out in the snow, don't you think it would be good if i was here in this facility when the big snow hits so then i would have all the latest information. >> you are welcomed to join us because this really does light up prior to the big storm events, and then also during the events as well. >> reporter: so i'm reporting to you now live from noah's weather and climateprediction center and this is where i will also be when the snow hits this year. snow experts say i need to be here, don't you agree? >> we'll welcome you back.

just a near brookway drive south of massachusetts avenue where police say this attack happened. a 21-year-old woman was jogging on the trail around dusk and stopped far group of deer to pass. she was struck on the head from behind and blacked out when she regained consciousness, she realized she had been dragged off of the trail and into a wooded area. she managed to make her way back to the main trail where a fellow jogger, police describe as a 40-year-old man helped her to a home on brookway drive where they called 911. montgomery continue police are reminding people to be careful this time of year. >> this is a time where we begin to lose a lot of light quickly each day. so if people are going to be outside in the nice weather, exercising and participating in their normal routine, we're asking them to consider starting earlier and so they can finish closer to home when it begins to get rk. >> reporter: again we don't have a lot of information that

guy overturned on its side. traffic is squeeze bz by on the right. coming towards fair oaks, this is direction you're traveling on the the right side able to squeeze by. >> julie, thank you very much. the diplomatic core is different than its predecessors, today's diplomats must also possess a completely new set of skills. last month -- as last month's attack in libya approved, it's not without danger. the rapidly changing world is the subject of a new book america's other army. joining now is the author, veteran journalist nicholas crowley. good morning, thanks for coming in. good have you here. this book is particularly timing, particularly timely i should say, with what happened in libya not long ago, just several weeks ago with the death of four of our diplomats there. i assume from what i've read of this book that you were not

surprised that something like this could occur. >> actually, i was because the security measures that have been implemented since 9/11 are very, very struck and very high up security alert. so i was surprised an american mission even though it was an embassy, but a consulate would come under an attack like that. i think the secretary of state was surprised as well. >> you talk a lot about the dangers that these diplomats now face, and how it's really kind of a new world order for them. can you explain that a little further? >> american diplomats today, risk their roys just by going to work every day because these embassies, these places they live can be attacked as we've seen several times since september 11th. but more than that, their restrictions not only on accessing diplomatic missions for outside people, but also restrictions on where american diplomats can go outside of the capitol of the countries

they're in. they have to ask for specific permission to sometimes go outside a capitol of a country that is not very safe, and sometimes they even aren't permitted, they're not given the permissions and phileppines, south of the phileppines, long time terrorist activity gloss, they're not alled to go. >> they have to ask permission from who? >> the security office of the embassy. >> that a lot of times, that's depend let's talk about the example in libya although the book is not about libya, i want to point that out. in this example where it appears that the folks at the consulate did request extra security, and this was something that was denied to them for whatever reason by the state department. is that an ongoing problem as you see it? and are you surprised that a request for security would be met with an answer of no? >> the request for security was actually for the embassy in tripoli, not for the consulate in benghazi.

>> sorry. >> he state department is saying that these cutbacks in a way have been due to cutting the budget for diplomatic security in the last couple years. i know that secretary christianen has been trying to achieve this very delicate balance between security and diplomacy. you can do it if you're sitting behind walls, you have to go out and she's been talking about people to people diplomacy, not only with government, but with people. you cannot do that if you have to stay bind those walls. >> you talk about the fact that our diplomatic core is using 20 20th century solutions i think to deal with 21st century problems. can you explain what you mean by that for me? >> actually, i think the american foreign service has moved on to the 21st century, i think it's other country's that

operate in what's called traditional diplomacy ich is pretty much government to government. but in the american foreign service, since 9/11, particularly since the iraq war, they have now been asked to do many more things which is what i call, the challenge, the identity of american diplomats. i call is a crisis because small since the iraq war, they're asked to do more and more with the resources they have meaning now, in addition to managing foreign relations, maintaining relationships, building relationships. they have to go out and teach other countries how to governor themselves effectively. they have to go out and teach country thousands build view -- infrastructure or build hospitals and schools to pave roads. and create counterterrorism programs. so this good governments imperative that has come in since never something new that no other foreign service in the world is doing. >> do you see, we're out of time, i want to ask quickly, do

you see improvements in the way we're going about our business in other parts of the world? >> i do, but i still don't believe that the u.s. foreign service is fully equipped to handle all the challenges of the 21st century. they're very complex and the resources have not been sufficient though the human resources in the financial resources and there is no question that they are very talented people in the american foreign service is when you have such a diverse pool of people coming in toutings foreign service, and the training is not sufficient yet, although it's better than it was ten years ago, you need to see that as a way u -- figure out a way to train these people and you will hear in the foreign service, most people will tell you they can do better. >> nicholas is the author of the new book america's other army. timely topic, we thank you for coming in. we do appreciate it. allison back to you. thank you very much, it's a

you, you know the brain power in our own weather center is mighty. and i don't mean any disto want tucker -- disrespect to tucker, but they might be one notch here. it really is the nerve center in terms of forecasting throughout our nation. so we're getting our own tour this morning of the wonderful new facility. we're going to check in with kent prior who is a meteorologist. >> thank you for come >> what do you think new digs? >> this is an outstanding facility, its been great to do research and collaborate with my fellow colleagues here in the weather prediction field. so it's very exciting >> reporter: is there a lot of interchange? >> yes, and this building has much it -- made it much easier to facilitate collaboration of meteorologist in different organizations in this building >> reporter: that has made it easier for you to do your job?

is it easier to predict? >> yes, as well, i am a researcher, this is an example of one of the products that has developed for forecasters to be used in operational forecast setting. i have basically taken data from two different bands in the geostationary satellite imagery instrument which is an instrument and a data source that weather forecasters, not only here at the weather and prediction center, weather prediction center, but also at national weather service officers throughout the united states. and i've developed a product that highlights not only the most intense thunderstorm activity, that is occurring, but i've also identified attributes of the surrounding environment that favors severe winds. >> reporter: now, i'm sorry to interrupt you, i wanted to make sure that people are understanding because as you're

developing future tools to help make forecasting better, obviously we have to learn from the past, right, so thunderstorms is your thing. >> correct, yes. >> reporter: we have video we all remember the june 30th, massive power outages and everyone was surprised from that. so what did you take from that storm then to learn to help develop new stuff? >> reporter: >> what i did first and foremost was investigate what was so special about the environment that partilar evening of june 29 june 29th, that resulted in such tremendously severe winds. and in fact, hurricane-force in some places. when i applied this product, i found that the environment, which i will point out here in the image, about right about the time or about an hour before the storm moved into the area, we had a large vees

advisory of very dry air in the atmosphere aloft. >> this is one mind. one brain working here. they have 825 of these working here. i'm sire to cut you off, i have another brilliant person i have to get to. i want to bring in dr. steve fine who is the director of noah air resources laboratory, good morning to you. >> good morning. >> reporter: okay your area of expertise is -- >> i direct laboratory that works on understanding and predicting where harmful things in the atmosphere go. common things like ozone, code red, code orange. we develop the tools, the state and local forecasters use to make those predictions more accurate. >> reporter: thn you also monitor things like the volcano in iceland map do we learn in terms of that in the future? >> what we can do is learn how that ash cloud moved and use that improve our models so next time something like that happens, it can be even more

accurate to inform aviation as to where it's safe to operate. >> reporter: when we're talking about moving into the future because, you know, this is a $76.5 million facility. i heard people this really is an investment in our future. how much is this center really propelling forward and making us better at predicting the unpredictable. that's what weather is. >> that's right, and it will make a huge difference for us as a research laboratory, we're already benefiting from being next to our operation gnat neighbors in the weather service and satellite service. and also next to maryland to strengthen our experts. >> reporter: we have this new wonderful facility, people that are at the top of their field in terms of forecasting the weather. percentage wise, how much can we predict the weather? how much is mother nature in control? >> it varies by topics. temperature, we do a great job. things like precipitation, that's harder, but we have gotten much better over the years.
