these temperatures should jump quickly and well into the comfortable range. upper level disturbance bringing us cloud cover. partly to mostly cloudy start to your day. along with it, the risk of a light shower or light sprinkle. the best cha our viewers out to the west. we should be partly sunny this afternoon. our temperatures will top out near 80 later today. there's your day planner for today. partly sunny conditions. enjoy another warm one. we have cooler air on the way. details on that in just a minute. i want to go back to alison at the desk. >> tucker, thanks. >> we have been following a traffic alert all morning. late night accident on i 95 north and staff order virginia led to hours long gridlocked overnight. spilled fuel on the highway around 11:30 p.m.

the vehicles were cleared a few hours later but tookto clean up the fuel. after the sand trucks were late getting to the scene. 95 north was completely closed for quite a while. let's check in with julie for the latest. what a mess. >> i know. it has not been easy. northbound on 95 let's get to the crew. gridlocked traffic leaving route 3. the big sign that says central park that's where you are hitting the back up. past the 138 mile marker. according to cdot the crew to mop up all of the fuel problems there. we had problems over on the shoulder. come back to retrieve all of that sand after our morning drive. northbound remains slow and you are back into a back up as you continue northbound. all right.

we'll take it back inside . not only do you see all of those brake lights but again the pace remains slow. 395 lanes are open. no problems to report there at this time. traveling on the other side of town southbound on the bw parkway accident at 197. south on i 95 at 212 accident moving over to westbound 4 approaching the beltway dealing with water main break heads up towards 495. that's a check of your fox 5 on time traffic. >> a developing story out of fairfax county this morning where a search for a serial groper continues. >> the attacks are getting more dangerous. approached in broad day light while pushing a stroller. melanie is live with the latest on this investigation. good morning. >> reporter: good morning. there has been an attack of this nature almost every week since september 7th.

police do classify them as sexual assaults. and most were in the springfield area but now it appears the suspect may have moved on as well. police are comparing those victim descriptions of the suspect. in several cases he was wearing a t-shirt blue jeans and a red baseball cap. this assault took place between september 7th and october 2nd. three of the victims were teenage girls. one just 15 years old. many walking in presidential areas. in falls church the latest happened on friday evening. it was 4:20 at the afternoon at south maple avenue and gibson street. a woman pushing a baby comes another target. >> the suspect walked up behind her. she was distracted talking on her cell phone. walked up behind her grabbed her groped her aggressively and he did not stop.

he did not let go of her until she yelled. she started screaming trying to get the attention of people. >> reporter: according to witnesses more on the suspect now. he is five foot six to five foot eight. hispanic with medium to dark complex and short hair. also described him as skinny. also wore a short neatly trimmed beard but police think that may have been shaved off. some of the victims came forward after police were canvassing neighborhoods. so they are asking people to share this story and if anyone else has had something like this happen to them they want to hear from them. >> thank you very much. and some other top stories. a woman accused of going on a high speed ride is now charged with first degree assault and reckless endan angela

crashed into a number of cars outside a medical center. a civilian officer opened fire and hit the windshield. she screamed and acted strangely when she was arrested. she is a licensed nurses aid. >> today marks 10 years since the dc snipers were arrested. a man saw them sleeping in their car and called police. 10 people were killed. three others hurt during the three week shooting spree. they were eventually convinced. mohammed was convicted in 2009. in a case that's getting a lot of attention the u.s. court of appeals is set to hear the virginia prisoner who wants the state to pay for a sex change operation. a three judge panel is schedule today hear the case later this morning in richmond. a lower court ruled the state was treating her gender identity disorder.

but the lawyers say doctors not judges should decide if surgery is appropriate. >> turning now to the race for the white house. both president obama and mitt romney are racking up frequent flyer miles. both will make the hard push. the president heads to richmond for a rally tomorrow. and sunday romney has three in the state. joins us live from capitol hill with more. doug good morning. >> reporter: good morning. unless you live in one of those handful of swing states, you are not going to see these guys in person as the campaign travel reaches a fever pitch. we can add another 5,000 milester today as president obama travels back and forth actually spending the night on board.

mitt romney isn't far behind after rallies yesterday. >> what you are seeing from the obama campaign is an incredibly shrinking campaign. the president is out of ideas andre going to make sure he's out of office. >> give him the edge nationally. tracking poll puts it at 5 points. the swing states get more complicated. may come down to ohio. the president was in dayton yesterday. >> we know we're not where we need to be. but we've made real progress. we have to build on that progress. we can't go back to what got us into this mess. we need to move forward with what is getting us out of this mess. and that's why i'm running for a second term. >> the obama campaign is hoping a new 20 page booklet will help close the deal detailing a clear

second term agenda. for both candidates it may be a question of hustle over the next 13 days. neither of them will sit still for long. >> reporter: they can't sit still because they physically have a lot of ground to cover. this is the state of play nationally. the yellow states are states they see as tossups and you see it goes from nevada out west to new hampshire out east. and virginia. and this is the way you can map out their travel over the next 13 days. >> busy busy. thank you. mitt romney's son had apologized to president obama saying he was attempted to quote, take a swing at him. he made a remark at a radio interview. he was answering a question about how he felt watching the president aggressively criticize his father. >> a candidate is getting

criticism for comments he made about abortion during a tv debate. life is a gift from god even if it's the result of rape. >> i struggled with it myself but came to realize life is that gift from god and even when life begins in that horrible situation of rape that it is something that god intended to happen. >> the romney campaign put out a statement saying governor romney disagrees with the comments and pointed out they do not reflect romney's views. >> new this morning, pope benedict has named new cardinals. james michael harvey. he was ordained back in the 1970s. in charge of running the household since 1998. you see him pictures here with the holy father. the others come from nigeria the philippines

making headlines, a dozen more people have been diagnosed with fungal meningitis which has reached 17 states. the news comes as massachusetts state officials say they found unclean conditions including visible black specs of fungus made by a pharmacy. the governor has ordered regulators to conduct surprise inspections. more than 300 people have been sickened nationwide. 23 have died. >> jamaica is bracing for tropical storm sandy which is expected to become a hurricane when it hits later today. residents are stocking up on supplies. could drop as much as 10 inches of rain on that island. the storm will spin on in eastern cuba. and after that a lot remains to be determined. >> a lot of question marks. becomes exetropical. gets

i don't think we'll be that warm. here's tropical storm sandy . you can see it around the center of circulation. it's looking more impressive. there's jamaica right there. it will strike jamaica later today. likely as a hurricane. hurricane warnings. and across cuba it will go. and park itself somewhere east of florida as we get into the weekend. and we're not sure where it will track. there's some indications it could get pulled up towards the midatlantic. still a lot of question marks. now tropical storm watches for southeast miami and the florida keys. 80 partly sunny skies. winds out of the north. later tonight and next couple days on the wild side. 75 tomorrow. then we start the cool down. friday clouds around with a sprinkle. 72. and the bottom drops out towards the weekend.

welcome. let's talk about the debate on monday night. your overall impressions and who you think won and does it matter who won? chuck, i'll start with you. >> i think a lot of people tuned in and i think it does matter. there's a small group of people who is making up their minds. small group of people want to hear what their ideas are. and national policy is one of those threats they want to hear about. even though we find the economic issues are driving. having foreign affairs and upheaval is making a difference. and people want to know where the candidates stand on those issues. >> to that extent i agree with chuck. debates do matter. this one doesn't matter as much. it's really about job s and the economy. who won, who lost? flip a coin. i'll say romney did okay. he'll say obama killed him. the bottom line is you lose debates, you don't win.

in this case no one lost. we move on. focus is back on the economy back on jobs. and that's where we'll see that. >> let's talk about the ads i mentioned. new ads as there always thereafter the debate. i want to show romney's ad. it's called the apology tour and this comes from something he said in the debate. >> the president became with an apology tour to going to nations and criticizing america. i think they look at that and saw weakness. went to the middle east and egypt and turkey and iraq. and skipped israel. you said america had dictated other nations. mr. president america has not dictated to other nations. >> jim, let's start with you. what is romney trying to achieve here and whether or not you think it's an affective ad? >> this was one of the best lines coming out of the debate.

they wanted to highlight a little bit. this ad is running heavily in florida. florida is still a swing state that we're going to be campaigning an awful lot. what you see in most campaigns now is sometimes there isn't an overall advertising strategy. whatever is in the news today. something happens today, something breaks differently. you might see the obama campaign and romney campaign do a commercial just trying to catch up to the news cycle. to that extent you'll see this ad for a couple more days. they'll pull it off and put something else on. >> with the ad running strongly and the illusion to israel could that create a problem for the president? >> i don't think so. if you are the average verizon worker you are worried about your job being out sourced or off shored. the rising cost of your food. you are worried about the common

economic issues people have to deal with. i don't feel like a line from a debate is going to move you to or fo from a candidate. but those everyday struggles making sure you can support your family and a good paying job are what's driving this. >> you provided a segue as we go to the latest obama campaign ad which is about determination to make people's lives better. let's take a look at that. >> there's just no quit in america. you are seeing that right now. over 5 million new jobs. exports up 41%. home values rising. our auto industry, back. and our heroes are coming home. we're not there yet. but we've made real progress. and the last thing we should do is turn back now. here's my plan for the next four years. >> chuck, let's ask you about this. we're not there yet. that's what jumps out at me. i think people understand

that concept but is it enough? i mean, are people -- is it fair for people to look at this and go we're not there yet but it's been four years? >> this is president obama making closing argument. people are already voting and voting early in states across the country. we have come out of the hole. are we where we need to be? that's his whole closing argument. is we were going down the cliff and pulling yourself out of the mess. the closing argument will be do you feel like we have gotten as far as do you think we should have gotten? vote for me if you don't think so. >> i love you put it in those terms. you can picture it in the courtroom. that's the defense closing argument. is it an effective one? what does romney have to do?

>> i don't know it is an effective one. there are a lot of people that are still unhappy. chuck is right. if you are happy with what's going on, that will be the romney argument. if you are happy where you are today, vote for the president. but if you want a change, if you want something different after four years of trying to fix this mess, the light at the end of the tunnel really isn't sunshine but the train, vote for mitt romney. that's what you are going to see. >> we're almost out of time. one or two word answers. virginia, you feel like it's going towards romney. >> yes, it is. a little bit of separation. if the numbers are like this next week there's a separation of virginia. >> chuck, can the president afford to lose? >> yes, we can. as long as we carry ohio and wisconsin. the best news is tim cane is doing well. >> thank you both for being here. we'll see you next week.

making headlines a remarkable story. a pair pa leej eijkman stranded is -- parapalegic man stranded. it took him three days to do it. the 49-year-old said he was dumped off in the desert after he refused to share his alcohol with them. >> speaking of being stranded an 82-year-old man stuck in his truck waited three days before calling 911 for help. >> the snow chains on the truck

fell off stranding the man and his two dogs on an isolated road three miles from his house. when a reporter asked why he didn't call, he said why get excited? i'm out in a nice beautiful place. i love it. he says he only called for help after he got uncomfortable. ate peanuts and drank rock star energy drink and watched deer. >> what did the dogs eat? >> i'm sure he shared some of the peanuts. >> you think he did? >> i don't know. that's a different generation. what is he 82? different generation. i'm comfortable. they'll find me. you know. i like it. >> it's a weird story tony. if we're honest. >> easy going. he's not in a hurry. >> it's a good ending. that's what i like about it.

>> police in fairfax county continue to search for a serial groper after they say he struck again. >> police believe the latest case is connected to several other groping cases that happened last month. melanie is live with the details. >> reporter: good morning tony. we are live here along south maple avenue and this is pretty residential. news has made women thinking twice about walking by themselves. there have been six other incidents where women have been groped that have been reported. most of those were in the springfield area. police are comparing suspect descriptions. hispanic with a medium to dark complex with short hair and skinny. he was wearing a t-shirt. red baseball cap and jeans including

during last friday's attack. it was 4:20 in the afternoon near the intersection of south maple avenue and gibson street. a woman pushing a baby in a stroller becomes a creep. she's talking on her cell phone. then a man runs up from behinds her and gropes her. she finally manages to scream for help and the man runs away. the springfield assaults took place between september 7th and october 2nd. three of the victims were teenage girls as young as 15. all grabbed from behind. many taking place as the women walkingough residential areas. police are again comparing schedules and seeing if they think these are connected. they believe they are. they are reminding people to be aware of their surroundings. make sure they are aware of what's going on around them and asking that any possible other victims talk to them and come forward. back to

work? talking politics at work can get you fired. but not all companies oppose a healthy debate. so should we partake in the conversation or do political discussions at the office become disruptive? joining us howard ross is the founder of cook ross a consulting firm. good morning. thanks for coming in . yours is one that deals with diversity issues in training. tell us about your organization. >> sure. what we do is work with organizations to create healthy workplaces. a lot of the work we do is around issues of diversity and inclusion. and that is not only in terms of dealing with problem issues so to speak but also for example helping healthcare professionals learn how to treat patients or getting the best out of their workforce. we do leadership work and team development work. >> so who better and you have been quoted in the baltimore sun. we thought it would be a great idea.

this seems like a charged political atmosphere right now. and it's come up. do you talk politics at work? some things you shouldn't talk about. is there a golden rule as far as office discussions? >> the interesting thing you said something about healthy. that's the operative word. we have a tendency to look for responses all or nothing sponsz. this is an area where it's a lot of nuance. organizations and workplace where people have robust conversations about almost all kinds of issues and do it in a constructive way. and other organizations that knowing somebody supports somebody else can create problems. the challenges we try to find rules to resolve these issues. this is the problem with political correctness in general. well intended notion. the notion we tell people they can't say things that maybe it will be safer. but the problem is we see it leads to very reactive kinds of circumstances and mostly suffocates the

conversation about things that are important to talk about. >> ideally you should be able to have a healthy conversation regardless of where you are is that your position then? >> i think what we need to realize is it's not easy for people to deal with challenging issues. instead of taking the time to help create a climate where we can have constructive dialogue, what we do is try to create rules. and the problem particularly now-a-days in an era of social media when everybody is friending with their facebook pages and people at work and the same facebook pages have their political views on them, by saying we're not going to talk about it at work, doesn't mean there's not tension there. and there's one aspect of that which is the whole first amendment issue. free speech. but there's another important aspect from a work stand point and that is what makes for healthy productive workers. we have to pretend we're something

we're not, when i'm going to let's say if i'm working on a campaign, i'm going to work on a campaign at night and my co-worker says what are you doing tonight and i have to say -- how actively engaged? >> this is the article we were talking about. you are quoted as saying there's more danger associated with those differences than ever before and the danger can lead to being left out of the office click or more serious consequences like getting fired. is there a point you say i'm not going to deal with this? i'll deal with it outside. why are we so charged right now? >> i'm not going to make a statement about the greatest in history cause i haven't lived that long. in my lifetime i can never remember a time it was difficult to talk about politics. in those days we had -- we didn't have this notion we

were so divided. that does create a problem. it's more than in the workplace. we all see it and obviously a lot has to do with segmentation of the media and not looking at abc and cbs. some of us watch fox and some watch ms nbc. and it gets fed by social media or the bloggers, it reaffirms our point of view. responsible citizens even having strong points of view and just to be transparent i support the president and a strong position about that. but i consciously watch other stations on the news that don't. and i consciously read blogs. a year or two ago i was finding myself be so reactive that i was becoming somebody i didn't like. and i think citizens we have to take responsibility ourselves for doing that. in the workplace, the same is true around race or gender or sexual

sometimes i stay awake at night thinking how am i going to educate these three children i have. but you are saying don't just look at that name you might associate with that high price tag. do your research. >> again. you don't have to lose sleep over this. this year's rankings it's actually quite affordable. and the big word is need based aid. a lot of schools are offering various aid. they are offering for families of up to $200,000. in the case of yale university which is the number one school they are offering aid to families of incomes as much as $200,000. >> because things have changed between the downturn. that money doesn't go as far as it used to. just to make it clear, we're talking about schools that might carry a $60,000 tuition

that you are saying are affordable. might be hard to digest that. you are going to explain that further. >> a lost of the schools and private schools do have total cost price tags of above $50,000. and in many cases, it's around 55 to $60,000 range. when you factor in need based aid, that price goes down lower. and we're talking about need based aid packages between 20 to $40,000. for example, in the case of yale it's $52,700 just in one year. if you factor in the average need based aid, that brings the cost down to less than $14,000. >> that's amazing. okay. how do we know about this? as a parent or someone out there looking to go back to school how do you know besides picking up the latest how do you know? >> you really do have to do your

research and visit the school's web sites and get a good understanding about their financial aid policies. they are pretty well laid out. on our list too which is out this morning we announced the top 100 private and top liberal art schools. >> how about schools in this area? >> a total of 10 in dc virginia and maryland areas. in dc itself georgetown university is number 17 on this year's list. and george washington university is number 49 with american university 10 places below that. >> george washington university if we can talk about that. that price tag, do you happen to know it? >> yeah the gw's total cost is $57,000. but if you take into account to need based aid that price goes down to $30,000. >> what's the big picture before we let you go, graduated

from yale or georgetown or george washington, what kind of weight does that carry and does that same weight mean the same as it did ten years ago? >> i think it does. there is pull when it comes to the private universities. when we come out with public rankings in a couple months we're also positioning that from the same point you can find really good values in public schools. private schools the names on a pull. they offer in terms of helping students find good jobs. a lot of liberal arts colleges makes every effort to help their students find a reasonable job out there. >> before we let you go the criteria used for this list can you tell us what that was? >> we focus on academics. a little less than half on cost. comes down to schools that are

when things are more mature there's a lot of good that comes along with that. chris is the president and ceo. we are in the cat room here. good morning to you. >> good morning. >> when we talk about mature animals that is the plus. >> absolutely. they are not bouncing off the walls like kittens and puppies in terms of dog. you know what you are getting. when you meet the animal, you pretty much know a personality already as opposed to one that's still forming. you know if they pur or if they talk. with a young animal, you don't know how they'll mature. >> who would be the perfect person to adopt a senior pet? >> anyone. but certainly folks who can't handle or don't want the rambuncsiousness. if you

have a home that might get chewed on or scratched up. matured animals are calmer. they want to hang out with you as opposed to bounce off the walls. >> maybe that's older. maybe someone that has young kids that doesn't want the threat as long as they already know this animal works well with kids. it is harder to get older pets adopted. so you are holding amazon. she's been here over 100 days. >> yes. we want to find her a home. she's 11 years old which means she's got a lot more life in her. cats can live to be 20 years old. technically she's considered a mature animal. but as you can see she's in beautiful condition and very sweet. and we'll provide lots of companionship for someone.

>> being good in all situations i'm going to get amazon go along and come over here and introduce you to cathy alexander and lucky. because lucky you see is a dog that we're bringing in to the cat room. cathy, who is the web master here. she's also fostering lucky right now. tell me about lucky. >> lucky came to us because his owner got ill and couldn't care for him which is sad. lucky is deaf and the eye sight is going. but there's no issues with mobility. he's sweat and friendly. he gets along with the other dogs. gets along with cats. he wants a sofa to keep warm. >> now, when you adopt an older pet, there is a chance you are going to have to do house maintenance or maybe medication. >> and lucky does take daily pills and they are easy to give to him.

we use marsh mallows. he knows what time of day he gets them. he knows how many he's getting. >> so if awe adopt a senior pet they are going to let you know here what health issues are there, what you need to do. and the best thing to take them to your own vet? >> yes. when you find out they have specific ailment, your vet can guide you. look up resources on the internet. he has thyroid issues. he's going to take that pill everyday for the rest of his life. he has more energy now. >> if he's in your life, you are going to feel better. look at that face. >> he still needs to go out and take walks. >> there you go. it's a win-win.
