as the new house convenes, is it the same old house? the 113th congress has been sworn in to start a new session. that happened yesterday. as we told you at the top of the hour, despite a big shift in the demographics, there are big similarities to past sessions. joining us with more about the new congress is mike lilith, congressional reporter with the hill. good morning. >> good morning. >> let's start with that, the news is it does look different. looks more inclusive. let's talk about that first. pretty interesting. >> pretty interesting. and what you saw yesterday, of course, the democrats love to make this an enormous deal. they always say, the democratic caucus looks like america. yesterday you had nancy pelosi, a big photo shoot on the steps with all the women for the first time it is a majority/my
7:35 am
majority caucus and you'll hear that said over and over, the implication being the republicans do not look like america, the democrats do. and we are more inclusive, we are on your side. >> still, even within that, divided some way. making no judgments there. still divided. so can anything get done? the same block is in place, essentially, with the republican party and the democratic party. what can we expect to get done this time around? >> right. the more things change, the more they stay the same. you have john boehner and the republicans controlling the house. the senate controlled by democrats and of course obama in the white house. those dynamics are the same. and i think there's some sort of sense that we got over the fiscal cliff, and that everything, you know, that was the toughest thing we've got. not even close. enormous battles coming up. if you enjoy watching a lot of tension, a lot of partisan fighting, get ready. it's coming. >> that has not changed. yesterday we also saw the
7:36 am
leadership, though, remained the same with john boehner being reelected. first, let me ask you, was there any surprise to that? did anyone think that would be an upset in this stage of the game? >> no surprise. everyone thought john boehner would keep the gavel. two years ago, the vote was unanimous for him. this time it was not. 12 defections. some of those were expected. some of them were not. there was still -- he had some cushion there. there was no real threat to his speakership, mostly because there wasn't anybody who could have stepped up and won the support boehner has. that being said, the fiscal cliff, he has had a nightmare of a month, or couple of months. go back to the election, he was predicting wins, they lost seats. he had to walk away from the table from president obama, with president obama, on a big grand bargain, because his caucus wouldn't back it. went to plan b, caucus wouldn't back that. walked away from the table again. obama gets tax hikes on the rich at the rate the president
7:37 am
wanted, something boehner never wanted to support and had to. and the hurricane sandy debacle. all back to back things, all made him look very bad. and the defections i think were a result of that and not a surprise. >> let's look at nancy pelosi. she seems to be gaining in strength. how big of a threat is that to republican leadership? is that the natural balance of power or something different here? >> it's the natural balance of power. little bit difference. you mentioned the votes against nancy pelosi two years ago. 20 democrats who did not voice support for her. this time the number was five. so she's consolidated power a little bit. and that can be significant on certain votes. but for the most part, the dynamics in the house are the same, meaning it's a very unusual dynamic in which the minority party, meaning nancy pelosi and the democrats have leverage, because boehner hasn't been able to rally his troops behind the major bills, all the stuff that makes
7:38 am
government run, debt ceiling bill, needed nancy pelosi's help. that dynamic doesn't change. she'll still have leverage and boehner is in a tough spot. >> you mentioned it, mike, but moving forward we saw jim moran on the house floor really impassioned about the challenges that the country still faces. how does boehner in your opinion, how does he try to, i don't know, embrace some of the defectors? does he need to do that? how tough will this road be for him and the nation, as far as trying to get the big issues resolved? >> the big question for boehner, he broke a rule on a fiscal cliff vote, and the rule was, i don't mind getting some democratic support to get the bills over the finish line. but i want a majority of the republicans to support me. that didn't happen in the fiscal cliff deal. almost two-thirds of the republicans voted against boehner. it took 170 democrats to get
7:39 am
that across the finish line. that being said, most of those democrats who voted -- most of the republicans, i'm sorry, who voted against the fiscal cliff deal also voted for boehner for speaker. and i think you know, they did so with the idea he's not going to bring up bills like that again in this new congress. if he does, you're going to see a revolt bigger than you saw with just the 12. that being said, boehner las also said i'm not negotiating with obamney more. no more one-on-one talks about obama. i think the dynamic this time around is reid and mcconnell in the senate, the two senate leaders, will start the negotiations, whereas over the past two years it's been obama and boehner starting the negotiations. i think the obama/boehner stuff is probably done. start in the senate, you'll see a lot of vice president joe biden coming in. he's secured a lot of deals in the past, a lot of the big ones. so, and again, there's big ones coming up. debt ceiling, federal spending, sequester. you thought it was over, it's not over. >> this head of hair will be
7:40 am
completely gray. so will yours, i'm sure. >> so will mine. >> any rising stars in this new congress? >> sure. everyone always talks about who will be the next, who is going to replace boehner. nobody wants his job. eric cantor. who wants his job? nobody. yes, there are rising stars, but nobody wants that job yet. >> mike, thank you so much. >> thank you. >> tony, over to you. thank you both. still ahead this hour, proposal worthy of the stars. it's 7:40. we'll be right back.
