january 31st. good morning i'm tony perkins. >> i'm wisdom martin in today for allison seymour. the flooding left behind by last night's rain has caused two school districts to make changes. will be closed today because of high water. culpeper public schools are on a two hour delay. >> there are numerous roads closed because of high water and in some cases that has led to water rescues. we showed you this live as it happened in the last half hour. a driver rescued from their vehicle on riffle road in maryland. this scene has been repeated several times this morning. >> downed trees and power lines are a problem as well. this is video from porter street northwest. this is closed from connecticut avenue to beach drive. >> we want to go back to the situation with the water rescues. joining us on the

phone is montgomery county fire chief scott graham. >> good morning. >> thanks for joining us. can you bring us the latest information. first of all, how many water rescues are underway? >> right now we have two that are underway. throughout the night we've had a total now of 7. and most of them have been in areas or on roads that are prone to flooding that are known for that flooding. the brighton down road area, davis mill. currently we're at the berryville road area and brighton dam. we have a vehicle that was stranded in the 16,000 block of riffle road. quite simply put, we've published roads that are known to flood in montgomery county. if there's any water covering a road, don't take your vehicle. your vehicle can stall out and

caused you to be stranded. the time you think you are saving, you are going to be waiting for somebody to come rescue. the misconception is it's not raining so it must be okay. we still have a lot of runoff from last night's rain. we've gotten over two inches of rain. and that will probably continue for most of the morning and throughout the day today. we're just asking folks to take their time. go slow and don't put yourself in harm's way. if you see it, turn around. don't drown. >> scott, i know it varies on locations but in a situation where these roads are flooded, how difficult of an effort is this from search and rescue teams? >> there's many factors and a couple you mentioned is downed trees, downed power lines. the location is it on a bridge? a low level area where the water is rushing through?

so the variety of difficulty is different for each one. sometimes we can put on personal flowtation devices. other times we have to put our boats in the water to go pick people out of their vehicles through their windows because the water had gone over the bottoms of the door. it varies in difficulty. all of which are dangerous . never recommend anybody hop out of their car and start walking through water. it can sweep you off your feet and there lies another problem. >> i know we have to let you go. do we know the conditions of the people you've rescued? and secondly, is there a web site or someplace that people can go to if they are leaving their house they can check their

phone to find what roads are closed? >> i have provided to you all through our twitter feed the roads that are prone to flooding. and the best thing you can do is assume those roads have water and they are very distinct in the areas we know through our past experience are flooding. you can check montgomery county web site and the montgomery county fire rescue web site. and the department of transportation web site is updated. the first question you with the conditions, most of the people are unharmed when we get there. they are just stuck. fortunately and we're blessed that throughout the night last night we had no significant injuries as a result of it. but the thinking again, it does put the firefighter rescuers at risk for something that truly could be avoided. >> very good information. assistant chief scott graham with the fire and ems. thank

you for taking the time. >> thank you. have a safe morning. >> all right. you too. >> lots to talk about in the weather department. run the gamete of all kinds of different things. >> and there's more to come. here's tucker barnes with all of that. >> hey, tony. good morning wisdom and everybody. the rain last night to the winds today and really picked up overnight. wind advisory in effect. 45 miles per hour plus this morning. do be concerned about winds today. let's get to the numbers and start with temperatures that have been falling overnight. when i arrived early it was 60. dulles is down to 43. and bwi 45. expect a much more wintery day than the last couple days. temperatures yesterday near 70. temperatures today will only be in the 40s. you mix in winds gusting to 40 maybe 50 miles per hour and it's going to feel a lot cooler. here's your wind advisory in affect until 6:00

tonight. already experienced those overnight and the winds will be with us all day today. and again, if you have loose objects on your back deck, might want to consider trying to secure those as the winds will be potentially on the strong side during the course of the day. snow machine kicking in out to the west. we should see sunshine today. snow showers in the forecast late tonight and early tomorrow morning. more details on that. there's your forecast. sunshine and temperatures falling back into the mid 40s. more details on the weather. let's do traffic. >> just to piggy back on what scott was saying, you should follow him on twitter. detailed information on what's going on. sky fox happens to be in route to another water rescue along bright on dam road. we are waking up debris on the roadway

blocking porter street and beach drive. standing water between military and wise road. and tree debris reported between mills and connecticut avenue. again, live to our cameras. we have accidents reported southbound gw parkway. 395 looks good as you continue from the beltway to seminary road. suitland parkway open for business. no problems there. southbound 5 at allen town road cleaning up the tree debris with one lane getting through. you will find if you are traveling inbound heavy volume that continues over the douglas bridge over to the freeway. we have pictures from another water rescue. this is brighton dam road. as scott mentioned a few moments ago, if you find standing water, turn around, do not drown.

this is something you can avoid having happen to you. this is the one vehicle struck out in the water. hopefully everyone is okay. this is the third water rescue this morning within the last hour. and of course up in german town. again, if you encounter water, don't drown, turn around.. >> thank you very much. metro officials will be discussing the aftermath of the green line mess during last night's evening commute. >> some stranded riders left the train and walked close to a live rail. melanie alnwick is live outside the navy yard station with the details on this morning. good morning. >> reporter: good morning. some passengers we talked to said they stayed on the walkway and they felt they were able to exit the tunnels safely. metro says you can be killed even if you come close to that third

rail. it was the kind of situation where passengers felt like they had to take matters into their own hands. dc fire trucks and ambulances converged in the middle of the rush hour because there was smoke in the tunnel. checked on anarching insulate for. that's part of a third rail that smokes because a current goes astray. firefighters cut power to two trains instead of a small section and that left thousands of riders stuck. passengers were sitting on the hot trains for hours. once the conductor told them there was a fire on the track so when the lights went out people panicked. >> we were on there. women started passing out . somebody had an asthma attack. >> actually hit the emergency exit button and the center door and i proceeded to walk down the tunnel. >> about 100 upset riders

actually followed him out. and then there was also firefighters were able to get some people out of another train. but there was a lot of confusion on the platforms and outside the stations in terms of getting passengers to where they needed to go. a lot of chaos that lasted for three hours yesterday. metro says they will hold a debriefing today with staff and with emergency personnel to try to get a handle on what happened yesterday. what went wrong and make sure they can do a better job in the future. >> all right. thank you very much for that report. the firefighter injured in yesterday's crash on the beltway continues to recover this morning. the fire department says part of lieutenant ryan emmon's right arm was suffered. but doctors were able to reattach it. he is listed in guarded condition at union memorial. three other firefighters were injured but have since been released. >> now to that developing story

out of alabama where a hostage stand off continues this morning. 65-year-old jimmy lee dykes has been holding a boy hostage since tuesday afternoon. boarded the boy's school bus, killed the driver and kidnapped the boy. they are now locked in an under ground shelter. there is no reason to believe the boy is hurt. dykes was scheduled to appear at court. >> it is now 7:11 and we want to talk about the man behind the manti te'o hoax breaks his silence. his motivation behind the hoax is coming up. >> the ravens and the 49ers hit the practice field for the first time this week. sports breakfast is next. >> plus, we have speed cameras and red light cameras. today begins another crack down on the roads that could get you $100

admits he made up the fictional girlfriend. manti te'o dated kakuha for several years even though the two never met. he claims he continued the hoax because he fell deeply in love with teo. the man behind the hoax decided to end it by faking the girl's death. >> i wanted to end it because after everything i had gone through i finally realized that i just had to move on with my life and had to get me ronaiah, i had to start living and let this go. >> he claims teo had nothing to do. teo and his family have not commented on the interview. >> still ahead in our next half hour, made a living supporting the troops. the music world

this and more, former democratic congressman and former republican congressman robert walker now executive chairman of wexler and walker. good to have you here. >> let's start with yesterday's hearing. gabriel giffords. her testimony striking, moving . what's so affective about having her testify. is it the content of what she's talking about or is it her and seeing how she is now? many of these people knew her when she was serving on the hill. tell me about the impact her appearance will have on these congress people? >> well, i think what's going to happen is that both her and her husband have made a decision they are going to keep the pressure on to make sure some kind of gun control measure is passed to congress. and she's a great example of what happens

when somebody has a high capacity magazine weapon and caused all the damage they did in tuscan. she describings a core of people she's shot in the head point blank and still there. >> she strikes the emotions of people about the harm that guns can do. but also a prime example of deranged people who carry out these acts and the problem we've got to deal with. the thing that really concerns me is if you look at the gun statistics across the country, much is related to gang activity. i don't hear anybody out there talking about the fact that until we get the gangs under control we're not going to do anything about guns. and the fact is that they are not going to respond to anything that's

out there that legitimizes licensing of guns. these are people that could careless about those kinds of things. >> that's interesting. 92% of the american people believe universal background check is important. 89% republicans, 93% democrats. even the nra over the last ten years passed a greed with that. at least we ought to get the guns out of the hands of people who have them. >> we have laws and not enforcing them. 70,000 people basically failed a criminal background checks and didn't do anything at all prosecuting them. you can't continue to pile on the laws. >> one of the problems you face when you continually cut the alcohol, tobacco and firearm

agency, you make it difficult for them to enforce laws. they don't have the people to do it. they can only do so many things. shouldn't be a gun control debate. it should be a law enforcement debate. haven't been a prosecute for in chicago for several years. but again, if we put some kind of restriction on high capacity magazines, should be able to come to some kind of understanding on that one. >> let me shift gears here. you mentioned cuts to the atf. let's talk about cuts across the board with sequestration. now, all of a sudden i read an article in the washington post yesterday where it's looking like this is probably going to happen on march 1st. why the change all of a sudden? they delayed it and there was this big humbug about it. >> i think on both sides, they

have decided for their own political and policy reasons that allowing this to happen and working out the details after this happens is the right way to go. the republicans want to be assured the spending cuts that they signed up for take place. the democrats believe this is their chance to get defend spending they've been going after. both sides have some reason to say let's let it happen. the thing is you have a continuing resolution coming a few days after that. and the continuing resolution may be the way in which you begin to work through how you make this work without doing stupid things. >> if it does happen, what are the ramifications? and is it bad for congress? democrats, republicans? >> a lot of people are going to get furloughs. the problem with sequestration is it cuts across the board. good programs that are actually working suffer.

and those inefficient programs get a cut but ought to be eliminated completely. the problem from a democrat stand point i talked to several of my colleagues in the congress. based on the cuts that republicans want to make because they don't want revenues, they say well, it's better to take across the board cuts than get the cuts me want without revenues. that's why the democrats are in a position saying let's let it go through and as bob said, maybe in the resolution, we can try to fix it. it's going to be a tough chew. in the meantime, these slips will be going out to all these agencies. >> but from the republican stand point, they believe the cuts in the digressionary programs that will come hardest will cause the democrats to begin to look at whether or not there are reforms and titlements that should take place other than doing only in the digressionary budget whether or not we ought toto look at

reasonable kinds of activities to make the programs work over the long time. >> one last thing here. >> you are doing great. >> i'm trying. immigration. john mccain has come out quite strongly and said look republicans we got to get our act together on immigration or we're going to continue to lose elections. can the republicans get their act together. and do they have to change their stance on immigration or does there have to be a change in their hearts in terms of how they look at issues important to hispanics? >> there's not going to be unanimity. some of us who have been trying to do this. newt gingrich got beat up. ought to figure out a way to deal with the immigration problem in a compassion nate way. and so there have been republicans out there leading republicans who have looked at this issue as something where the party does need to have a stand.

there needs to be strong boarder security as the place where you start and then you begin to be able to deal reasonably with the rest of the problem. >> marty, i apologize. >> one of the things that's lost in this whole discussion is legal immigration. we trained the best and brightest people in this country in our universities and they leave because they can't stay. we need to deal in reforming legal immigration. we want the best and brightest to stay in the united states. silicon valley wants it. create a lot of jobs. so we just can't deal with just illegal immigration. deal with immigration on a whole front. and that to me is going to be the challenge. >> great to have you here as always. thanks for coming in. got a lot in . 7:41. we'll be back in a moment.

died. patty andrews passed away yesterday. she and her singing sisters were best known for supporting the troops in world war ii with music and movies. they appeared in 17 motion pictures and sold more than 80 million albums. patty andrews was the last surviving. she was 94 years old. for a certain generation, they were the cat's meow. >> i do remember that. >> yeah. >> very nice. >> i want to say weather is improving as far as the rain. now we're dealing with wind. >> we're dealing with a lot of water. we want to show you, these are live pictures of vehicles attempting to drive-thru standing water. >> that looks like a parking lot. >> that might be a parking lot.

>> these are stopped vehicles but with the helicopter, we've been watering. some vehicles attempt to negotiate this high water. a couple of the pick-up trucks have made it. i don't encourage people to do that. >> no matter how many times the fire and rescue people tell people not to -- there's a car right there moving. they tell people not to do this. your car will stall out and get stuck out there. this is exactly what they say do not do. this is what you are not supposed to do. >> good luck to you. >> they made it through. thank goodness. >> one to two inches of rain. all that water getting drained quickly and the basins can't hold the water.

the story today, temperatures and winds. temperatures have been falling overnight and the winds have picked up. we are 60 degrees at 5:00 a.m. how much the temperatures have fallen. 18 in chicago. 30 in binghanton. much colder air in the way. you mix in wind s gusting to 30, 40 and 50 miles per hour. it will be a chilly thursday for us. here are your current winds. 22 in washington and 25 in frederick. 40 plus gusts locally. wind advisory in affect until 6:00 tonight. want to point out a couple features. should be a bright looking day. no issues like we had yesterday. look what happens late tonight. a weak little upper level locuming through along with a chunk of cold air and by 6 or 7:00 tomorrow, light snow across the area. temperatures should be below freezing. may have a

few issues locally tomorrow morning with light accumulations across the area. i'm watching my words carefully. that will not be a major deal. but potential to be a minor deal. do it again saturday night and february with temperatures in the 40s. that's where we should be. >> thank you very much. let's go to julie with more on traffic. >> i believe the chopper is in maryland city with our 4th water rescue of this morning. this happens to be the portion of brachridge road at whiskey bottom. we saw the one car continue to drive-thru this. again, 4th water rescue has already happened. and that's why we have this portion shut down because of the flooding in each direction over at whiskey bottom. a lot of the standing water is what we're seeing out there on our secondary roads and neighborhood streets. if you encounter standing water, don't drown, turn around.

fashion exhibit but it's so much more than that. >> this is rooted in the idea of what's an expression. the silk tradition in china is important. we also send art and culture in the united states over to china. this is part of an on going partnership that we have with the chinese to get a best sense of who each other are. >> how do you gauge things are getting better? >> there are initiatives that under pin these kinds of exhibitions. educational exchanges. language programs where we're learning languages and cultures and it's about affecting the perception that people have of the united states and china and vice versa. it's not about who is right and who is wrong. we disagree on a lot of things. but during the cold war of course we had a lot of programs that were with russia better understand and going when things opened up, there was that foundation there in the relationship. >> it's about creating that

welcome back. you've heard many of us talking about the district having a budget surplus of $417 million. city officials plan to put the money in the district's reserve funneled. one member of the council says some of the funds should be spent now. joining us now is ward 8 counsel man. >> the traffic is tremendous coming back up here. >> not good but glad you made it. >> let's talk about your plans. there is a law that allows you the council to use some of this money instead of putting it into surplus. why do you think it's better to not store it all away? >> the district has one of the most complex financial matters.

controlled by the congress ultimately. 417 million. i'm very critical for not letting them know early we were going to have this kind of surplus. i found a law that nobody else found. my staff did yesterday. and it allows the council to put up $100 million without going to the congress. and can you imagine what's happening to somebody who is homeless, somebody who can't find a job. somebody who can't have other activities going on by the government? and $417 million surplus? so what i plan to do is we divide that $100 million up. $40 billion for affordable

housing. another $10 million for recreation. and a whole bunch of money for human services. i just announced this yesterday. so i'm going to go work on these council members. >> do you have the support? >> the idea, i want this $100 million spent on people and programs affect people. the district still have over $300 million to put on the bottom of the line. dr. ghandi is playing to the bankers. how could he do this with people going hungry? people are homeless? . a mother having three children only get $450 a month. that's $15 a day to try to live off to get food stamps. so i'm going to work hard on this. if i lose it, i feel good about myself and i'm going to ask the

was worn for informal occasions. >> because it's so casual. >> you can only imagine what the formal look like. >> exactly. >> how should people take their time and make the most of this exhibit. >> what we're trying to instill here is a real history from silk to fashion. and particularly the sarah culture and how silk is made 2,000 years ago and how important it was. in coming to the gallery you will learn about contemporary fashion but learn about the history of the silk road and how that has influenced many of the styles. >> as much as i want to take this scarf home with me, i can't. so much enjoyed borrowing it. >> you look great. >> thank you. and listen, you need to take the time and emersed yourself in this exhibit. it's free to public. wednesday through sunday is the days it's open. 2 to 5 p.m.

briefly. we would cross paths. i would be on saturday afternoons and you'd be coming in saturday evening. but i got to ask you, can you believe it was 40 years ago february 3rd? >> february 3rd, 1973 i went on the air to bring washingtonians the house of frankenstein. and i don't remember it a bit. but i do know that we're going to do it again tomorrow night at the afi. >> big celebration at the afi. >> my understanding this has just been moved from a smaller venue into a bigger venue because of ticket sales. >> they reached 200 capacity and said no more tickets. no, no, no, no. we have to have people. so they moved it to the big theater. we have lots of room and tickets are still available. >> tell me a little about 40 years of this. you did it on

air for almost 15 years. you still do it for those who don't know, you do a weekly show. >> and i've been on the internet longer than i was on television. 15 years this year. yeah. it's incredible . this was kind of a thing as an alternative to the kid's programming. i wanted to have fun with adults on saturday night. first thing i did was make sure i owned the rights to the character. and then we went on to the internet in 98 and it's been fun ever since. with the internet i have a global audience. i deal with filmmakers from around the world. we have contests that we have. we have a winner from florida to see the show. i don't get to deal with jammers.

>> at least the coffin was open. are you on your third or fourth coffin? >> fourth coffin. and the set is when we came on in 05 we went to an hd set. so now in hd streaming. we are now showing both pd movies and independent films. and i should mention warning people that tomorrow night we're going to actually interrupt the movies like i did on television. no commercials. well, that's not true . there's two phoney commercials. play some games and give away prizes. going to be fun. they were an excuse to have fun. >> so many people in this area grew up watching you count gore and some of your friends we have to mention captain 20. do you see captain 20 much? >> not as much.

actually, i see both captains. i have both costumes on mannequins in the green room. >> i'm going to ask you to come out of character for a moment. dick dyszel. my dad worked at channel 20 for a brief period of time and brought my brother and i to see you. this might have been early in your tenure and we walked on to the set. and it was of course half a space ship. we were so stunned. we just thought you were in a space ship flying around. and it was a little disappointing. >> television is all make believe. when i arrived here and brought in to the room. seriously, television is make believe. and internet television is make believe. and that's what people watch. they
