affecting what goes on behind your bedroom doors. we can fast forward to that story. >> good morning i'm wisdom martin in for allison seymour. >> and i'm tony perkins. there's a lot to bring you this hour. it's been a very busy morning for rescuers in our area with heavy rain causing high waters and several water rescues. sky fox captured three of them in montgomery county in a 40 minute span. there have been 10 rescues total since last night. 7 of them in montgomery county and three in annarundle county. >> we're hearing of a train travel disruption because of the storm damage. trees are blocking tracks in maryland which is right now impacting mark brunswick live service. >> let's go to tucker barnes. the storm is out

. we're still feeling the affects. >> it's all about the wind now. we're done with the rain and now dealing with the after affects. the winds as that cool air starts to roll in here. let's get to the numbers. we'll start with that. temperatures in the 60s and fallen back to 44 degrees in washington. doesn't feel that warm with winds blowing at 20 to 30. bwi 42. this is in affect until 6:00 tonight. all the counties in beige. we've already had winds gusting 45 to 50 miles per hour. do expect windy conditions. if you have loose objects might want to secure them. they'll be rolling down the street otherwise. lots of sunshine in the forecast. should get a chance to dry out.

tornadoes reported in kentucky. several people there suffered minor injuries. in the midwest old man winter made his return. snow fell in iowa, nebraska, wisconsin and michigan. some places got up to several inches. that's a big change from earlier in the week when temperatures were in the 60s in that part of the country. >> fox 5 is monitoring metro and the mess on the green line last night. an electrical problem stranded hundreds of passengers. >> some of them disregarded metro workers and got off the train. metro will hold talks to ensure dangerous situation does not happen again. melanie alnwick is live at the station in southeast with more. >> reporter: tony, metro passengers we talked to say they are really angry about yesterday's green line chaos. they say it was an absolute

nightmare being trapped down there in the heat and pitch dark. they feel metro is trying to deflect some of the blame by turning around and pointing fingers at them. the problems began around 5:00 p.m. on smoke reported in the tunnel. it was caused from what's called anarching insulator. firefighters responding cut power to the section stranding thousands of commuters on the train. some riders say the conductor told them there was a fire on the tracks after an hour and a half in darkness with no air circulating. some just had to get out. >> i felt trapped. i felt like i was about to pass out. then i got my three year old daughter and my 6 year old son. i was scared for our life. we pushed them out of the way and got off the train.

>> with no power on crowded trains, it was uncomfortable. i do want to emphasize, self evacuation meaning you take it upon yourself to do a train is something you should only do if your life is immediately threatens. >> some emergency personnel were able to get on board to evacuate passengers. to make things even worse, once they got out in some cases this incident didn't clear until after 8:00 in the evening. no longer running on a rush hour schedule. there weren't enough buses to get them where they needed to go. they will discuss all of these issues with staff and emergency responders in a debrief of this incident. back to you guys. >> thank you very much. >> in other news this morning, the search is on for a person who stabbed a man on a metro bus. h and 11th street northeast. stabbed twice in the chest and taken to a local hospital. at last check he was

in serious condition. no word on what prompted that attack. >> now to a fox 5 follow up. the firefighter injured in yesterday's early morning crash on the beltway continues to recover this morning in a baltimore hospital. the prince georges county fire department says lieutenant ryan evan's right arm was partially severed in the accident. he is listed in guarded condition at union memorial hospital. three other firefighters were injured and since been released. in all, 7 people were injured when a tractor trailer crashed into fire truck and suv. a little heads up to drivers in the district. starting today, you will get a ticket for crossing into the bike lanes on pennsylvania avenue. mayor greyish ued the emergency order months ago. up until now, police had only given out warnings. now you'll get

slapped with a $100 fine. checking other top stories, the hostage stand off continues three days after it began. jimmy lee dykes has been holding a 5 year old boy hostage since tuesday afternoon. killed a bus driver and kidnapped the boy. dykes and the boy are held up in an under ground shelter. no reason to believe the boy is hurt. >> to arizona now where the search is on for a killer. police say 70-year-old arthur harman opened fire inside a phoenix law firm yesterday. three people were struck. 48-year-old ceo died at the hospital. two other victims are in critical condition. and in illinois, an illinois teen who performed at the inauguration was killed by a stray bullet.

president obama and the first lady's prayers are with the family. she was shot in the back while talking with friends and is the 42nd person to be murdered in chicago this month. that troop took part in the presidential inauguration festivities. just one of the gun victims that law makers refer to at a hearing on gun control. former congress woman gabby giffords made a surprise appearance. called for more school security and mental health resources to curb gun violence. giffords spoke and is still recovering from being shot in the head in arizona two years ago. >> a tough confirmation fight is set to happen on capitol hill this morning. president obama named a former republican senator to be his next secretary

of defense. chuck hagel is only supported by democrats. not a single republican is endorsing him. his hearing starts in 20 minutes. expected to get a grilling on his positions in iran, israel and cutting the defense budget. also happening a vote on raising the nation's debt sealing so the government can borrow hundreds of thousands of dollars. the no budget no pay bill. it withholds the pay of any law maker who does not vote on a budget by mid april. >> all right. ahead this hour, a wager on sunday's big game. >> plus, an extra $400 million can be put to good use. that's according to counsel member. >> major cuts could be coming to the defense department. joins us after the break with a look at the affects and possible spending cuts. ding cuts.

reaction. democrats praised it as the blueprint to move the state forward while republicans say sounded more like he had his eye on a presidential run in 2016. dc council member berry says the surplus should be spent now. tells us there's a law that would let him spend some of the money and as a red skin's fan talks about supporting the ravens in sunday's superbowl. >> i found a law nobody else did. it allows the council to put up before going to the congress. the ravens got there to beat atlanta. i used to be a 49ers fan when joe montana was there. this is regional and baltimore is about 40 miles from here. and i have regional pride. >> right now dc officials plan to put the surplus money in the

district's reserve fund. >> this is another big one we've been talking about. if law makers can't reach a deal by march 1st, sequestration could trigger a government shut down or furlough. more than $1 trillion in cuts. majority of that defense cuts. a month from the deadline, workers are getting ready for worse case scenario. joins us to talk about sequestration, furlough ands all of this. thank you for coming in. >> thanks for having me. >> here's the thing, you and i have been talking about this. contractors and the defense department are approaching this different. >> they really are looking at it two different ways. in all of the earnings calls, the contracting companies have been saying we're going to be fine. we have a special strategy, we can figure this out and going to be okay. the defense department is saying this is a disaster. this is lower obviously. there are all kinds of problems

coming. may have to lay people off or furlough them. so it's really two different ways of looking at the same problem. >> why do you think that is? why do they have different perspectives on this? a lot of us are saying it's coming, it's coming. but the contractors don't seem to be on the same page. >> they are talking to a different audience. speaking to its employees and the people in this area. the contractors are speaking to their shareholders and they are sitting there going how is this going to impact my bottom line if the value of my investment goes down. so that may be one of the factors involved here. >> let's talk about the big impact of this. it looks like it may happen. so outside of what the contractors think, talk about the large scale impact of this. one million jobs nationwide. >> that's one of the estimates. there are a number of estimates. it looks like the furloughs at the pentagon will be one day a week between the beginning of march and the end of the fiscal

year in september. that's essentially a 20% pay cut. but that's not a layoff. doesn't mean don't come back for a while. just means one day a week. so the contractors are trying to figure out how that fits. now, we haven't seen any indication yet of mass layoffs in this area. we're seeing some contractors in other parts of the country doing layoffs. they are very small and not doing anything yet with facilities or anything like that. >> moving forward if this does happen, some of the things that could get cut or impacted by the sequestration, housing assistance, community development programs. the impact this could have on people. talk about that. >> what is interesting is congress would like to give the agencies what's called reprogramming authority. and that means if you spend $10 here or here. but decide this program should have $15 you can

move that money. so the ability to move the money is one of the things that we'll be watching as congress figures out how to handle this. >> we're talking about congress figuring out how to handle this. what's the next step? seems to be heading down that road. going to be a deadened and this is going to happen. >> the next step right now appears to be not much. hearing the house of representatives spokes person there yesterday saying he's not aware of any negotiations going on either between the house and senate or between the house and the white house. if nothing's happening, nothing is going to happen any time soon. we expect that to change next week. >> why exweek? >> the house is back there. the house is not in session. they will be back monday evening. >> there's still a chance? >> but kind of like the movie dumb and dumber, might be a million to one. >> that's not good news. at least there is still a chance. we'll hold out for

really happens. but the thing about your vegetable garden is seeds. there are a lot of great items on the market to get you going with that. back in the day we used to use -- this looks like an egg carton. and you can. it's a great project for kids. but they have these kits that are premade. what you want to be thinking about is the seeds that need a 6 to 8 week jump start. so things i couldn't care tomatoes and peppers get started. this one is made by jiffy and these are pea pellets. they will actually expand. you add water to them. >> there's a seed in there? >> no. no seed yet. but you can add water but the pallets are getting juiced up there.

but they will start to expand at least 5 to 8 times their size. i'm going to put this one down. >> this is what they look like when they are done. with the tomatoes, you can then open up your package. and you've seen them. they are very tiny. what you want to do is just get one seed. >> one thing per thing? >> one per pea pallet. and use your finger to push that down. that's all you need to do. with these, it's a little bit more. and let's do the merigold. >> you mentioned you can use an egg carton. >> but got to be the cardboard one. >> what you can do with the

seeds. sprinkle them across there. shake them off into one row there. and what you can do there is they've got the little while. and make sure they are lightly covered or take the moss. and thanks to johnsons, they have these available. this is a heater mat. when you start, you want to be able to maintain a constant temperature. you get the kit, it's got everything you need to get started. it has 72 cells so you can go crazy if you want to do a lot. and also sometimes if you don't have enough light when you are starting your plants, this is going to give you the right spectrum and the right light. the other thing that's important
