surplus. virginia's general assembly takes up two transit bills. one would ban texting while driving. the other the governor's transportation funding package. yesterday the state senate made major changes. the updated bill would add a 5.5% sales tax to gasoline and eliminate a 17 cent gasoline tax and scrap the governor's sales tax increase. >> in alabama community can breath a sigh of relief after a week long stand off comes to an end. a five year old boy is reunited with his family and his captor is dead. sarah simmons is back. >> good morning. officials say they raided the bunker where 65-year-old jimmy lee dykes was

holding the boy after negotiations deteriorated. dykes was killed. but officers have not said if he was killed or killed himself. the boy is said to be doing well. officials say his safety always remained top priority. >> i have visited with ethan. he is doing fine. he's laughing, joking, playing, eating. things that you would expect a normal 5 to 6 year old young man to do. >> let me explain something to you about this little boy. very special child. he's been through a lot. he's endured a lot. by the grace of god, he's okay. >> ethan turns 6 years old tomorrow and dykes took the boy off of his school bus after killing the driver.

background checks. went there to build support for his proposals. it was an attempt to run around opponents like the nra by taking his message directly to the people. >> allison, accused killer george zimmermann heads back to court today in florida and comes on a painful day for trayvon martin's parents. today he would have turned 18 years old. they need still more time to prepare because prosecutors have been slow to turn over evidence. prosecutors want the request denied. zimmermann maintains his innocence saying he shot martin on self defense. >> now to a fox 5 traffic watch. the dc region has the distinction of having the worst traffic congestion in the

neighborhood. >> fox 5's melanie alnwick is live along i 270 with the details of a new study. good morning, melanie. >> reporter: good morning, tony. all of this is coming out of the texas a&m transportation institute. they do the report every single year. dc has continued to rank number one. i want to look on the positive side of this. traffic hasn't gotten any worse. and delays for drivers during peak rush hour are better than they were in 2005, 2007, 2006. all the way back to 2002. we are burning less fuel. there are good things in this report but because of the recession, that's why we had a lot of drop off. as the economy recovers, the congestion and all those things are going to come back as well. here are the numbers. 67 hours,

more than a week's vacation, that's what dc area drivers lost sitting in traffic. the cost calculated $1,398 per commuter. 4th year in the rho-d c has claimed top congestion. just in front of los angeles, san francisco, new york and boston. all of those a couple hours difference per year. congested 85% of the time. also this year the transportation institute added how much you need to pad your commute if you have to be somewhere on time all the time hchlt and they say in congested area like this we rank number one seems like our traffic tie ups seem to be really bad. rely ability is so bad, they are saying three hours is what

has been attacked if you will. new york times we're showing it there too. when a threat comes in, what would be the main purpose? what is the purpose of hacking into say the new york times. >> depends on the source of the hacking attempt. it's been known since 2008 there's a terminology that was coined called advanced persistent threat which is understood as being state sponsored sacking. if you have a state that is indulging in hacking of a resource other govern omits like the u.s. government. this becomes a big problem. resources are virtually limitless. they are trying to find out state secret hz and hack into companies trying to find out what they are doing. perhaps government contractors and if it's a company that's advanced trying to find intellectual property and get a competitive edge. >> we do know and it been

written that say china is looking at our american business too. for the purpose of this segment, i know i have been hacked. and wondered, what are you getting? my contact list or irritating those people. beyond that under a personal level what do we have to fear? >> it's a great comparison. if you look at businesses and governments, they are being hacked for different reasons. typically, it's not a directed threat at you generally speaking. and usually those threats don't come from institutions. in some cases china and other countries. when you are hacked, it's probably part of a greater approach when you may have been affected with a virus that tries to exploit your personal information and steal your identity. >> that can be of course a real issue. how do we protect ourselves? >> the best protection is shut your computer off. i joke of

course. >> what? going crazy now. >> seriously, the reality is this: we have to weigh security for use ability. if you are security conscious, you are going to take every step possible in installing multiple protections. firewalls. updated antivirus software and technology and security audits. for most of us, this is not going to happen with an individual at home. this is generally more applies to companies. be vigilant. be careful. be extremely careful what you click on in your e-mail. you may get an e-mail that appears legitimate. and wow check this out. very short but do yourself a favor. does it say it goes to usa today.com or some strange web site? >> seems a few years back it would be the threat. you need to change your passwords or what

traffic institute, we ranked number one in the congestion, the traffic delays. here's a bit of interesting perspective. that was for congestion all the way around the clock. when it comes to just peak congestion, we actually came in at number four. still in the top five, still pretty bad. but we are trying to look for bright threads we could pull out of there. also, it's not getting terribly better. also not getting worse. we're going to talk with lawn anderson. >> we're number one and we're not talking about ravens. we're talking about traffic. and that's not good news for motorists. >> there are some things it's not getting appreciably worse. >> that's the really good news. our 67 hours of

projected delay for motorists is a little less than it was several years ago. so we've made slight improvements and when you look across the river at the things virginia is doing, i think there's more hope. right now working on express lanes on i 95. when those connect to the capitol beltway express lanes over to springfield, we might see us lose that number one status. i think there's that possibility. for now, we hav bad news for motorists. once again, worst congestion. so not only are we the capitol of political gridlock. we're the capitol of traffic gridlock. >> what are some of the things we can do? >> well, i think obviously the further away you get from peak travel, the better it is. so if you are someone who can have flex hours and get in later or work earlier those kinds of

was worth asking a question as members are going to vote on gun control. how many of them actually own guns. it raises a question do they know what they are talking about. >> now, we're going to put up a graphic and show, this breaks down bipartisan. you have 119 in the gop. >> right. >> from your study hchlt and 46 democrats who admitted to this. there's no official data. you had to go around and ask. >> we asked them. >> are you surprised this broke down? >> i don't think we were surprised. i think we were surprised by how big the disparity was. 119 republicans saying they own guns. only 46 democrats saying they own guns. the next statistic which how few republicans would say no, i don't own a gun. much more likely to get an answer i don't want to talk to you than i don't have a gun. >> why do you think that is?

>> i don't know. i'd be giving you my opinion but my hypothesis would be they are not gun owners in a republican district that is gun friendly. that's only a guess. also, there are a lot of members who said security issue. i don't want to talk about my guns or don't want people coming to my house to rob me. >> this is a senate majority leader harry reed says he owns guns but wouldn't say what kind. his republican counterpart mitch mcconnell declined. pelosi said she did not own a gun. and john boehner's did not respond. >> what we found is gun ownership is very heavily represented. someone like harry reed coming from a gun culture

where everyone out there has guns. common for families to have guns. there is much more comfort with guns and much less of a partisan issue. everybody has guns in certain southern and rural communities. in the north, in new england we found fewer than a dozen guns north of maryland. >> and you are still working on this research. because, again, no official. you have to go up to them and ask them do they have a gun or not. you are still working on this and trying to work on your own personal data -- not your personal. but a database to compare what they are saying to what they vote on. >> we have online now a list of everyone who has answered and what they've said. and what we're hoping to be able to do is when members take votes on gun legislation, you'll be able to see whether or not there's a correlation between their vote and their own gun ownership. we honestly don't know. we'll find out. >> we've also seen these

congressional hearings, emotional testimony talking about these particular issues. will it get to a point where is there any middle ground? from what you've seen so far? >> it sounds like a middle ground is beginning to emerge that people think background checks should be better done and possibly done in more circumstances. that more gun sales have background checks. also you saw earlier you had a story about some democrats and republicans coming together there should be stronger penalties for buying a weapon you know is going to be used for a criminal purpose. these straw buyers. stuff like that you can see. there's going to be issues where you are not going to get an agreement. and part of that is a cultural issue. people who have lived in cities all of their lives and lived in washington d.c., don't have the familiarity and approach to guns as someone who grew up in rural

>> good morning. basically take care of our kids. put us on a schedule. but we as adults are just skipping important shots. not just on our health but also on our economy. we saw last year there were about 37,000 cases of pneumonia. there's a pneumonia shot out there. any adult who has a chronic illness. again, that's a shot -- seniors, caucasian seniors are not getting it. and people who have asthma or heart disease or lung disease. whooping cough, wow, numbers were as high or higher than they were in 1955. my goodness. we need to start definitely start vaccinating our pregnant women. talking about third try mefter the babies get very sick.

we saw about 18 deaths and half were in babies under the age of 3 months. that's another one on the list. hepatitis for healthcare providers and high risk activities or lifestyles. so there's a whole list there. really easy to find out what you need. go on the web site cdc.gov. and it will give you exactly what you need. >> how did it get this bad? and should doctors be reminding us about this? >> you know, they should but they don't always. and you know, your health department, now the pharmacies are able to give out a lot of these vaccines. vaccines are difficult to store. a lot of doctors don't do it. it's difficult. again, i think that we just need to think outside the box on this one. >> we teased this. i want to get to a second issue. of course many of us love to kickback, relax and watch television. there's a warning for the men. a new study finds that all that tv might have an

impact on your health below the belt. researchers say television viewing habits can cut sperm count in half. could this be a serious issue for couples trying to have children? >> it might be in the future. didn't cut them back enough to be infertile. but 44% reduction if they watch 20 or more hours per week. you saw the more active guys. these are healthy college students age 18 to 22. when they exercise 15 hours or more per week at a moderate level, the sperm counts went up by about 73%. there's lots of studies going on that's showing declines in sperm counts. up to 2% per year. we think studies in denmark and france and norway, here in the united states. again, not sure what all the causes are and that's what these researchers are trying to find out what exactly

for everyone from college age to retirement years. taking an untraditional look at getting a degree, there's advice that could mean more money in your wallet. joining us to talk about it is editor of personal finance and a friend of the show. always good to see you. >> always good to see you too. >> a lot of us have 401 k plans. we put money in it and forget about it. what should we be doing? >> it is kind of good to at least get yourself going. you need props for that. once you get it going, most people start with a small percentage of contribution and you should look at that every year. do you want to bump it up? sometimes your employer will do 3%. and might want to keep bumping that up by one percentage point. that's one thing you should look at. look at your investments once a year. a lot of times now your employer

will put you into a particular investment. may not be the best thing for you especially as you get older. do something different. you don't have to go crazy about this every month. but once a year take a look at what you have. are your investments appropriate? and now people have got within the last year information about the fees their 401 k plans are charging. important to look at those and see how they stack up to see if you are getting a good deal or switch your investments within your plan. we have in our cover story on 401 k plans a good source you can go to and use to compare. >> you say good now into roth iras. >> if your employer offers you a choice, sometimes you can have a traditional 401 k. roth is not pretaxed. they take the money out up front. it's a bigger hit to your paycheck.

at the other end you don't have to pay taxes in retirement exactly like an roth ira. you might want to take the hit now if you have the option within your 401 k plan or starting an roth ira plan. >> before we switch gears just a little bit, what are some of the biggest mistakes we're making? >> just not paying enough attention to it. it's a double edged sword. now that employers do this for you, put in an automatic contribution and automatic investment. it's easy in the sense people are in the plans who wouldn't have taken advantage of this before. you can get complaisant. my employer's taking it care of me. if you are young, you have a lot of years ahead of you. you should be taking slightly

riskier investments. >> trying to make ourselves more marketable. are there smart ways to do this as we're a little older? >> yes. you are trying to save for retirement. might want to be putting money into education for yourself or your kids. take great advantage of certificate programs that are offered perhaps through your community college or through companies. microsoft, for example, offers a certificate program that trains people in how to use microsoft software and things like that. makes you more marketable in your field or if you want to change fields. that's something people should be aware of. community college is a great resource. >> if we're educating a child or paying for education, maybe get a ba in three years and not four. >> about 50 schools now have three year degree programs and you can have it do it yourself. if your kids take enough advance

placement courses in high school, they can have enough to put toward their college requirements. i know several kids who actually could have gotten out in three years and took on double and even triple majors just so they could spend an extra year in school lchlt and make more of their education. but they could have gotten out in three years. and you can do that on your own. >> fantastic. janet said some of them. get a certificate, get an associate degree and get that ba. all that and much more on the cover story. i urge you to pick it up. this is janet, the editor in chief. tony, over to you. >> all right. thank you very much. it's a tall order for national geographic kids. folks over there are geared up to break not one but two world records. the one. holly morris joins us live with details on the next one. >> reporter: that's right.

shoes. recycled into materials. >> how long did it take you to get the word out and collect the collecting going? >> we started collecting these in october toward the end of october hchlt and they've been coming in pretty much through the end of january. >> do you find people get excited? >> so excited. schools do drives. other people do neighborhood drives. they really just want to pull together. be a part of the world record and do something great. it's overwhelming when you look at it. so we've picked out a few special ones we thought would be fun to highlight. let's go down here. what are we starting with? >> this is the biggest shoe that came in. this is a size 15. >> there's my hand. size 15. that is crazy. >> i know. and right next to the smallest one. look at the baby one. >> that's so cute.
