and a lot of bright sunshine here in northwest washington as our last and our latest in our series of clippers have been moving through overnight. there's your satellite radar and in the past few hours particularly washington point south now basking in the sunshine. most of the area should dea decent amount of sun. should be in for quiet conditions. not expecting rain and/or snow today. here's your forecast for today. there you go. partial sunshine, temperatures about where they should be. our average daytime high is 45 degrees. more details on the weather, stay tuned here. could do a wintery mix around here. back to you. >> all right, tucker. thank you. we begin this hour with breaking news that will affect every american household. the postal service will cut saturday mail delivery. the post office says it must do it in an effort to save $2 billion a year.

under the plan, saturday mail service will stop come august. however, the post office says it will still deliver packages six days a week. more on this on myfoxdc.com and tonight on fox 5 news at 5:00. maryland governor will testify in annapolis on gun control reform. esbaching a ban on assault weapons and stricter licensing requirements for hand guns. the measure also includes improvements to maryland's mental health services as a way to prevent violence. president obama will and he tend a retreat for senate democrats. is expected to try to unify the democratic conference. he is working on selling them his strategy for tackling immigration, gun control and other budget problems. the meeting is set for 10:30 the 2012 presidential citizens medals will be awarded to the 6 educators that were killed at the shootings there at

sandy hook elementary school. family members will receive the awards during a ceremony at the white house next week. the principal, the school psychologist and four teachers have been credited with protecting students. the award honors americans who have performed deeds of service for their country or fellow citizens. >> democrats in congress are considering putting limits on the president's use of deadly drone strikes. just yesterday, a leaked memo showed president obama's justification for killing americans overseas working with al-qaida. the drone program is expected to be a top issue when the president's choice has meetings tomorrow. the master mind of the drone strikes. one of them killed was a top leader in al-qaida. also on capitol hill, another budget battle between congress and the president. the nation is facing billions of

dollars of automatic spending cuts set to take affect next month. hundreds of thousands of jobs are at risk right here in the dc region. melanie alnwick is live on capitol hill with the details. >> reporter: good morning, tony. president obama has not put out a specific proposal yet and one might assume he's going to discuss options when he meets with democrats in annapolis today. even so, the president is urging law makers to come up with some sort of alternative measures to keep those automatic spending cuts from taking affect. otherwise some across the board budget cuts will shrink spending by 7.9%. domestic by 5.3%. and medicare will take a 2% reduction. for our region tied into the federal government that could hurt. a study by george mason estimated 448,000 jobs in dc, maryland and virginia could be affected by those budget cuts and jobs at

risk in many other sectors as businesses hold back spending on nonessentials while they worry what's going to happen. the automatic cuts are unpopular with both parties but isn't a lot of agreement to achieve $1.2 billion of deficit reduction over ten years. >> i believe they should at least pass a smaller package of spending cuts and tax reforms that would delay the economically damaging affects for a few more months until congress finds a way. >> there's no greater moral imperative than to reduce the mountain of debt that's facing us, our children and theirs. and our house republican majority stands ready for the president and his party to join us in actually tackling the big problems facing this country. >> you really get a sense of the different of opinion now is the time to deal with the deficit

problem or whether deficit spending should continue. those cuts are already having an impact. a report last week showed the growth in the 4th quarter shrank because of uncertainty of what is going to happen with sequestration. that's the latest here. i'm melanie alnwick. >> thank you much. in other news this morning, dc mayor vincent gray highlighted the city's successes during third annual state of district address. he mentioned a 3% drop in unemployment. the creation of 28,000 private sector jobs in the last two years. unprecedented development and a drop in crime. mayor gray says he hopes to add thousands of new affordable housing units and create new opportunities for start up businesses and tech companies. >> new this morning, dc police officer is recovering and a suspect is in serious condition after a dangerous late night

call. officers responded to a domestic violence call on 13th street around 11:00 last night. the suspect attacked the officer with a knife striking him in the back. he is said to be doing okay this morning. the suspect was shot in the head by another officer and remains in the hospital. he faces burglary and assault charges. two people were killed in a house fire in southeast dc. they may have been squatting. the boarded up home caught fire tuesday morning. it was supposed to be vacant. three firefighters were hurt battling that fire. you can see there. they are expected to be all right. there was also damage to the home next door. 8 people have been displaced and they are working with the red cross. the cause of that fire is still under investigation. >> in virginia, a ten year old is facing serious punishment for bringing a toy gun to school. the student is a 5th grader in

alexandria. the boy showed the toy gun to another student. the other student's parent found out and reported it to police. when the 10 year old arrived at school yesterday, school officials found the toy gun in his bag again. the 5th grader has been released. he was suspended and school superintendent says further action is being considered. >> today a dc judge will hear arguments on whether to unseal recent documents related to the shandra levy case. killing levy back in 2010. in the last two months, the judge held two meetings with the prosecution and the defense over an issue with the trial witness. but sealed most of it for safety reasons. the judge is expected to make some sort of ruling tomorrow.

be brought in from an alabama prison to attend. powerful earthquake in our other top stories. small tsunamis slammed into the solomon islands. two waves hit one of the islands. villagers were able to get to higher ground. the 8.0 quake caused tsunami watches but all canceled now. to alabama now where investigators are still on the property of the man who held a 6 year old boy hostage for nearly a week. jimmy lee dykes engaged in gun battle before he was killed. the 6 year old boy is safe and reunited with his family. officials there also say dykes tried to reinforce the bunker to stop officers from entering. found two explosives. one inside the bunker . the other in the ventilation pipe

they had been using to communicate. >> federal prosecutors have charged 18 people with running one of the biggest credit card fraud rings ever. and they say the scam was global. the suspects are accused of using fake identities from running up $200 million worth of charges. three jewelry stores were at the center. the scheme began in 2007. operated in 28 states and included wire transfers to pakistan, india and china. the businesses accepted bogus credit card payments in exchange for stolen money. in this morning's money watch, it's almost tax time. taxpayers who live paycheck to paycheck, might get a blow to their wallets if their tax returns are late. the irs did not start processing returns until last week because of the fiscal cliff and new tax codes. and this year experts say

something called a retirement savers credit gives taxpayers a credit on top of their regular deduction. there are deductions for job hunting but those expenses cannot be more than 2% of adjusted income. and medical expenses are 7.5%. most people end up not being able to deduct that. file your taxes online to get the quickest refund. >> if you file electronically, the refunds come quickly. >> they really do. >> especially the states. the state within a week of filing electronically. i read that 80% of people are now filing electronically. >> it comes quickly. i do that. >> if you don't have a computer, a friend or a teenager that you know might have a computer that can help you. >> you can see that full interview with lots of information on our web site. and we have a lot more tips at myfoxdc.com. >> major vote today by the boy scouts of america. will they lift a ban on gay members and

we could learn as early as today if the boy scouts of america will lift a ban on gay members and leaders. scouts on both sides have weighed in and today the executive board will meet behind closed doors for a vote. joining us now is john reed. he is an eagle scout and openly gay. and pretty conservative. and he joins us to talk about the current ban. thank you for being with us. we've been characterizing you as the eagle scout but you are also

managing director. >> so you think it's difficult for me to be a gay eagle scout. imagine going to the middle east and being an executive over there. >> i'm in love with you already but let's move along with this interview. for the boy scouts they are meeting. this has to be pretty historic. you spent 11 years as a scout. and that's the highest of the high you could ever be. >> this is a historic day. and i'm not mad at the scouts. i think it's a great organization. had a wonderful impact on me growing up. and i'm pleased they are finally choosing to deal with this issue and try to deal with it responsibly. it's not a situation where you can just sign a piece of paper and raise a flag and say okay now we're very inclusive. there's real practical issues for parents and young people. and i think an organization that's

iconic and important like the boy scouts have to be responsible in the way they address this issue. mothers and fathers who have kids in this organization want to know this is being done in a thoughtful responsible manner. >> you sent an e-mail to the national board to talk about yourself and your feelings about all of this. and in it you say that. you understand parents concern. what we would have is gay leaders and gay men working closely. my kids are scouts. working closely with young impressionable boys. that's what you are saying there and the concern. but can you say what you also go on to say and why you felt the need to write it. >> look, i think i'm a pretty decent guy and a pretty normal person. i know many people throughout history have heard if you are gay, you're weird or that's awful or bad. i don't think that's the case. i think the more americans who are exposed to normal responsible

young people, gay people of all ages that they are going to find that they get up every morning and go to work and pay taxes and just want to have a good life. and be treated normally and fairly. >> what we were showing the viewer was a part of your letter. prudence and responsible supervision is wise regardless of the sexual orientation of the scout or the leader. >> the reason i think that's important to address both as activists in the gay community and those people who were present, is if you had a daughter and spend her to spend four or five hours with a male, you would be concerned. being a concerned parent makes you a responsible parent. whether it's a daughter with a 25-year-old male or a son with a 25-year-old or i'm 42. a 42-year-old gay male. you have a right to say we want to make sure our children are interacting with people who are going to be positive influences and protect the kid and not have

a problem with the kid. i don't approach everybody i interact with assuming they are going to do something wrong. i want to make sure if i have children i would be putting them in a responsible good situation. i think the scouts are attempting to do that. >> one of the options cause you know how it is. john was a tv news anchor. he knows about time. within that, if the decision comes out, we'll let each troop decide or each state, how would you feel about that decision? >> i think it's a good first step. it wouldn't make me 100% happy but it's a responsible thing. there are some groups that are not going to accept this. and in another five years they take that step where everybody gets to make a decision. the groups lagging behind will change. it allows every group to make their own decision and come around to it. and the organization will be responsive to all the members and say they are doing something

positive. let the people in richmond, virginia make their decision and let the people in manhattan who may have a different opinion of this make their decision. i think within five or six years that won't be a problem. there are a lot of good people who would like to come back to the scotts and have a positive influence on people. >> we were having fun at the top. i must say you describe yourself as a gay male and a conservative. a lot of people wouldn't think these two might be plausible surprise. >> there are a lot of christians who are gays, a lot of republicans who are gays. and we don't walk up normally if i came in the studio, i wouldn't tell you this is the deal. maybe you'd find out an hour into it or six months into it. we're pretty normal people and nice people. and one of the reasons i wanted to come on is share that message for people. i appreciate you having me. >> i think you did that today. thank you so much

look at this. the smallest car in the world. tv show host jeremy clark son unveiled his invention called the p 45 on the british car show top gear. he did it by dangerously driving in and out of traffic. the p 45 is a hybrid that looks like a go cart or a suit that happens to be a car. the helmet serves as a roof and windshield. at one point he reached a top speed of 34 miles per hour.

all right. rare color photos of the beetles in the early years are set to be auctioned off next month. the pictures were shot during the fab 4's u.s. tour by an award winning research physicist. the photos were later found in his hollywood home. included are pictures of the band playing live. most photos and films of the band at that time in 1964 were in black and white. color film was more expensive.

they performed at the opening of the kennedy center three decades ago. and each year the alvin ailey american dance theater returns. and each year they wow the and you had yins. >> this morning holly is learning more about the team and the incredible choreography. >> reporter: good morning. you can imagine how prestigious it is to be chosen to be a dancer in this company. imagine the honor of being asked to lead the company. that is the case for this gentleman right here. this is robert battle. he is the artistic director. only the third person to ever have had the job. >> yes. >> and only been in the job a year and a half. >> yes. >> how's it going? >> it's going great. going really great. >> is it harder than you thought it was going to be? >> feels like this was supposed

to be. made many right choices and right steps and this is one of them i'm honored to lead this prestigious and historic company. >> that's a wonderful feeling to feel comfortable in your job. to feel like you are in the place you are supposed to be. you were a dancer before you made this transition. at what point did you know that you know what, i want to create the dances? >> well, you know. i knew that i liked telling people what to do at an early age. my mother said you are not going to have any friends. you are always telling them what to do. i took that telling them what to do and manifest into me now telling them what to do. i knew early on when i saw revelations for the first time young people who were bussed to see a mini performance. and i saw it and i thought oh, my god, that's something that i want to do. so we are still bringing it to the people and hopefully other young person will do great with their lives.

>> you know what's amazing, you are telling people what to do and they are listening. also a sign you are in the right place. there's four ballets that are yours; correct? >> yes. >> how would you best describe the works you come up with? >> mine are very athletic, very intense, very aggressive at times. reflects my up bringing. very vibrant and very new york city in a way. it also reflects the mantra of this company. reaches out and grabs people and touches people. that's what i look for in the choices that i make for the repertoire like the new stuff you will see here at kennedy center. >> you spoke a little about hoping to inspire young people. and one of the things you are big is you did the new director's choreography lab. you are actually wanting to train people to take your job. >> yes, definitely. but i'll be here a while. don't worry. >> you are not giving that job

just yet. >> really about opening doors. that's what mr. ailey wanted this company to be about. of course, he had to kick open doors at a time where racial discrimination was so palpable. he had to make a way out of no way. he really wanted a place where other african american artists could express themselves through dance. and i want to do the same thing is reach back and pull and bring people forward. >> that's what i was going to say. how do you do that? when you are with a company where a trail blazer has already created such a path, how do you make that path move forward? >> one of the things that miss jamison told me is trust my own single voice. is you are not filling shoes but standing on shoulders. i think that grounds me in what i do to know i have everything i need. all essential characteristics.

learning how to make special sweets for your sweet heart. >> sarah simmons joins us with sweet tips from a local dessert expert. >> i didn't think i had enough birthday cake earlier. i thought we should talk about desserts for valentine's day. thanks so much for coming in. this is beautiful. >> thank you. >> these little desserts and i love that. for one doesn't make you think you are eating too much when you have a mini dessert. >> exactly. >> you have ideas here for us. things we can do at home we can make for our own sweet heart. tell me a little about first off what you have here. this is a little cake. >> these are our pink and white velvet petite cakes. we're going to show you how to demonstrate that today. so you want to start out

with a strawberry cake and take a round cookie cutter and carve out circles. next, take some strawberry cream cheese frosting. >> strawberry puree and vanilla extract. take it and spread it on one side of the cake. then we have sliced strawberries and place it over the top. you can put as much as you like. once you put strawberries, you can take another slice of your round cake and stack it just on top. and just press it down so it's nice and secure and now you are ready to frost your cake. over here we have a cake frosted with cream cheese frosting. >> is it the same frosting you

used as the glue? >> uh-huh. and we added colors of food coloring. once you iced your cake you are set to do decorating. over here we have melted white chocolate and melted pink chocolate which is white chocolate tinted with red food coloring as well. and a strawberry dipped in white chocolate. >> show me how you drizzle. really easy. >> you take your strawberry and place it in the center. i start off with the pink chocolate first and you just want to take your spoon and drizzle it over top. i like a lot of drizzle. you want to drizzle it on the sides of the cake. very simple and easy. take your white
