of the country. our other big story, a big budget deadline looming over capitol hill is now just one week away. congress returns from recess on monday giving them just a few days to strike a sequestration deal. otherwise, major cuts will be felt across the nation including here in our area. sherry ly live with the story. >> reporter: from the white house to capitol hill here, the president and congressional leaders have dire warnings about what will happen if this sequestration takes place. those are those massive across the board cuts that will happen if no deal is reached. in the d.c. region, which has 21% of the entire federal payroll, we could see large layoffs, cuts to government contractors and federal programs. the $85 million in cuts this year would have an impact on everything from schools to the military and other federal programs. social security, medicaid, veterans benefit and some programs for low income families are exempt but

everything else is on the table. the gets want higher taxes. the gop deeper entitlement cuts. >> the president is commander in chief and he is very concerned and that is why he has put forward compromise proposals again and again. >> the president signed it into law. didn't have to sign it into law. he did. and for over a year from august 2011 through the end of last year, the president did nothing to stop it. the sequestration splits the cuts evenly between defense and nondefense programs. it calls for a total $1.2 trillion in cuts over the next eight years. yesterday, president obama called house speaker john boehner and senate minority leader mitch mcconnell to discuss the pending sequestration. mcconnell's office says it is the first he has heard from the president since new year's eve. >> thank you. the former director of

d.c.'s homeland security agency has been charged with tax fraud. millicent west is expected in court today to plead guilty to one felony count of attempting to incident fear with the administration of internal revenue laws. the charge appears to be connected to the conviction of former councilmember harry thomas, jr. if convicted, west could spend up to three years in jail. d.c. council member are holding a special meeting next week to discuss taking action against ward one councilman jim graham. two week ago, an ethics board said graham broke the code of conduct three times when it came to the district's lottery contract and development deal connected to metro. graham has oversight hofer how the alcoholic beverages are regulate in the district. the council will discuss whether to strip him of that power. graham hopes council members will call for a hearing to investigate instead. >> his conduct harmed adversely the public's confidence in the integrity of the district government. >> their findings were beyond
