lawmakers on capitol hill joined over who is to blame and how hard the state's defense industry will be hit. tom fitzgerald has more and there is a lot of fingerpoints and no answers. >> reporter: why i's -- it's in puzzling when you consider this is the first full working day the senate and house have been in session since february 15th. virginia's particularly vulnerable due to the combination of military installing as, defense companies and the pentagon itself and virginia's democratic and republican lawmakers disagree on how to solve the crisis, there isboroing acknowledgment there might be no solution before friday. >> reporter: as president obama rallied, virginia's republican congressman questioned his holding a campaign-style southwest rage event whole no new talks are underway to prevent it from happening. >> the question i leave to you is to ask this, who the

president can fix sequestration in the shipyard in virginia. if he can, i wish he would have been there a year ago so we wouldn't have to have this unstable situation. >> reporter: the virginiava congressmen are both members of the house armed services committee and both warn the axe will haunt virginia's economy and the nation's defense. >> it affects our readiness. the military chiefs don't have the ability to place the cuts thoughtfully and methodically across the defense budget. they have to go through and cut across the board. >> reporter: the damage could be significant. a white house briefing paper warns 90,000 civilian defense department jobs will be furloughed, which removes $648 million in paychecks from virginia's economy. the army base operations will take a $146 million cut. air force operations by 8 million the navy will cancel

the maintenance on 11 ships. >> this was set up to be the stupidest option possible. if we don't act, we're going walk into that stupid this week. >> and ond this, mark warner is working on a bill to freeze the sequester and split the $110 billion calls between spending cuts and tax increases. >> i don't think that people realize as much as they have read, they don't know that some of the cuts will actually cost more money than savings. we'll have to break long-term contracts. >> reporter: and the gop has its own bill and to give the president wilder authority to shield them from the military and traffic control and security screening with though new taxes. so far, democrats are not supporting the republican plan and the republicans are not supporting the democrats' plan. and except for one brief phone call over the weekend -- weekend, there have been no negotiations between the president and republican

leaders mitch mcconnell and john boehner. they will be all together in the capitol tomorrow and there is no indication at this point there is a meaning between the president and republican on sequestration. the district is bracing for sequestration, especially local businesses and federal workers, leaders set aside $60 million for education, homeland security, health and housing and that is money that should be coming from the federal government. the district has no plans to lay anyone off. the looming budget cuts called for the homeland of security to head to immigration. several hundred cases were have rue -- reviewed and are on what i.c.e. calls a more cost effective storm of release. serious criminals remain jailed. a developing story, the senate confirmed chuck hagueel to be the next secretary of defense. it ended an ongoing debate over

in youth violence and homicides. paul wagner has more. >> reporter: this workgroup will be made up of leaders in the county, including members of the clergy and the members of the county couple. they gave -- council. they gave themselves until the end of september to come up with some solutions they hope will hurt. >> reporter: all nine members voted in favor of pulling together a group of leaders in the county who would work with social services, the school system, and the clergiy to come up with fresh ideas on reducing youth violence. since last august, six high school students have been killed in a variety of violent confronting as. at least two were attempted robbery. in all but two of the murders were solved by police. the council chair said that the group will ultimately look for solutions that can be legislated and do it in time to make recommending as needed.

>> we're looking to see if there is something legislative. that is all we can do and so if it's a legislative matter, something -- and if we need stronger laws, we need to be able to present that to our delegation and ask them to help us. and we're going to ask that they, you know, pass that piece of legislation and that would help whatever it is. it depends on what comes out of the report at the end. >> reporter: and the couple chair, brian, told me that everything in the report will be made a public record. paul wagner, fox 5 news. and littlers in virginia discuss the importance of the state's now transportation bail. -- bill. it interviews's now toe .5% hole sale gas tax, including a 6% levee on d.c.el fuel. the state's sales tax will increase from 5 to 5.3%, and drivers of hybrid cars have to pay a $100 registration fee.

a midair tragedy with deadly results, a hot air balloon speeded in egypt, sending 21 people plunging to the ground. fox news correspondent leland iter has details from jerusalem. >> reporter: a deadly disaster a thousand feet in the sky and a hot air plop falling over -- flying over luxor caught fire and crashed j. the balloon was landing and some workers were holding the balloon ropes. one rope cut off the helium
