undercover f.b.i. agents. f the former d.c. council memberbr claimed it was a loan arrangement and made clear thert was no quid pro quo. the incident happened a year and a half ago. brown said it involved help witw a program for contracts. c he told those on the call he should have known better but did not want to risk a trial. he did plead guilty or no contest. he expects to enter the plea and address the charges against him in an allocution next week. he is under scrutiny for more mr than $100,000 that disappeared from his campaign account. no criminal charges have been filed in that case. woe be the third council member or former council memberr convicted of criminal charges since last year. harry thomas pleaded guilty to
