doctor, always good to see you. here is the big question, wherer are we financially? we're in day eight of the financial government shutdown, but down the road we see the debt ceiling looming. >> we have seen this movie before in 2011. we didn't go over the edge then, but it seems to be more likelihood because of the nature of the impasse that we could see first to time the u.s. u.s. defaulting on its debt which will send tremors in a financial shock waves throughout therough financial system. >> what would that mean for us the consumer, the investor, though saving for college funds, you're trying to make your mortgage, you're trying to buy a home, what would it mean for us? the. >> first thing you would see iss much higher interest rates. first of all the u.s. treasury is the bedrock, and banks willns find it more difficult to lend to each other. you could potentially see

disruptions in money market funds and other areas of investments beyond the fact thao you will probably see a lot more volatility leading up to and if we go over in financial marketsc such as equities, fixed income and other types like that. from the consumer standpoint tho first this can that the thing t. the banks are going to be unwilling to lend.ng to we will not have this time around, my expense is as much cover from such places as the federal housingas administration because they have had to slow down someto of their areas. housing will suffer as well. any the consumer lending activities, if you you're you'r thinking about certainly homertn purchase and what not, could bed a tricky business during this time. >> and for small business, um, not to mention the corporations that make up america but perhaps, what about the smalle business person? >> certainly they're going to find that the availability ofof

capital will dry up dhur duringh time. this will be no different. it could potentially be much more testify stating tha devaste seen. from that standpoint, small business owners should have cash reserve to be able to weather the storm. it would be a very difficultlt time for the country and those of us consumers to weather the storm. >> as we sit in the middle of the government shutdown, we say, when it this is over, government workers will get paid. what are the lasting implications of not being able to pay our debt? >> one the biggest is just simply a lack of confidence by consumers, by investors, by businesses. usually wall street tends tos come back sooner than the general public or main street, if you will, from that standpoint that creates lingering effects on, you know, a nation recovery that we're

already under right now. and that could actually potentially create economic problems downstream. >> is there no, you know, sort of safety net or something for the united states in times like these? the safety net is what we have around the debt ceiling. the fact is that this is usually a very mundane type of activity. the congress comes in, they pass this legislation, once a year, and we move on, but this time, and in prior episodes we haveve struggled with this. and that safety net, i thinkk unravels a bit once we get downn the path if we go over this wels into later october. >> let me ask you this, before in 2008 or so, arguably the big bad monster was the housing market going bust. would this be the beginning of f another deep recession like wen were in several years ago or are

these two not connected? conn >> well, they're being caused by different things, first of all. and this isn't due to the fact that we can't pay our bills. it's just that we cannot get together to decide to pay the bills. >> right. >> that is a dirvet different outcome. what makes this more difficult is the fact that we have not had this default before. i think from that standpoint, it creates a lot of uncertainty, even more so than what we saw earlier because so much of the e global economy is tied to what happens to the u.s. treasuryeasy market, what happens to the -- everybody looks to the u.s., the after all the u.s. dollar is the reserves currency. if we fail to pay our bills or partially fail to pay our billsl what do other countries or investors abroad think about th what the u.s. is doing. it creates an enormous amount of uncertainty at this time. time >> we are saying the 17, is this the magic number october 17 we 7 will know if something happensmt or not.
