a fact that has infuriated the toddler's father. last march 18th in this house, an 18 month-old began choking on some grapes being fed to him by his nanny. calls were placed to 911 but it took 11 minutes for help to arrive. in part because a lieutenant assigned to this station three blocks from the house heard the call go out but failed to respond. according to a record the lieutenant told investigators he didn't respond because dispatchers didn't put his engine on the call and he was unaware the house was three blocks away. today we talk to the toddler's father in the office of his attorney. >> on the one hand i'm relieved that mr. valentine will be no longer in the position to commit the same negligence and mistakes and judgment. i'm satisfied for that. on the other hand i'm extremely upset, i'm very disappointed

that the lack of responsibility and accountability, that he can go away with this without any proper disciplinary action. >> reporter: hours ago, in fact before noon, we reached out to the fire department for comment. but as of air time we have not heard anything back. last january the dc city council passed the firefighter while under disciplinary investigation act which can delay a firefighter's retirement or levy a fine for misconduct on duty. it remains to be seen how it will affect his retirement. we'll have more on the investigation and mr. cuesta's reaction to it all. paul wagner, fox 5 local news. >> developing tonight, loudoun county officials are piecing together what al peers to be a domestic related murder sou

side. the loudoun count sheriff department responded to a town home last night. inside the home they found the bodies of a married couple. no word yet on their identities or the details surrounding their death. that incident is under investigation. >> trial has been delayed for the second of six baltimore police officers charged in the death of freddie gray. jury selection had been scheduled to start today in the trial of officer goodson. he is facing the serious charges. goodson was driving the police van that gray was riding in when he suffered a spinal injury which eventually led to his death. maryland's court of appeals postponed the trial after the first officer tried, william porter, requested to block an order that was forcing him to testify in goodson's trial. >> new tonight, george washington university will rescind bill cosby's honorary degree. the university cites ongoing

concerns about the sex assault investigation. today's announcement is a reversal for the university. last fall gw stood by its decision. since then he's been charged with drugging and sexually assaulting a woman in 2004. dozens of other women have come forward and accused the comedian of sex assault. another reason the university is pulling his honorary degree from 1997 is because of the impact it has on the -- the emotional impact it's had on the survivors of sexual assault. the gw president released a statement saying, quote, the controversial itself has become a cause of renewed distress for our students and alumni who are survivors of sexual assault. that makes this case different. >> all right. taking it outside now and changes are a-coming in the weather department. boy, beautiful out there. i guess this would be the calm before the storm. we want to check in with the expert and see what it is that

we can expect tonight into tomorrow. hey, sue. >> hey there, laura, sarah, looking at that beautiful sunset behind you. temperature wise we did get up to 40 degrees today. tomorrow we do have a chance of some snow showers coming through around the time of the evening rush hour. so let me explain what we're expecting and also what we're not expecting. snow lovers, this is a little mixed bag for you. we do have our first alberta clipper in the pipeline. it's not a big one and this is what we're seeing. it's that circulation there between minneapolis and chicago. that's going to go racing through the jet stream and go right down through the great lakes. the very strong front that it is bringing with it has a huge push of cold air behind it and that front crosses our area around the evening rush hour tomorrow. when it does so it will first push warm air ahead of it so we'll get into the mid 40s. but as the front comes through we could have some snow showers or squalls and in a few places it could come through with enough visibility to make you

slow down a little bit on the roads. so in terms of the impact, is this going to be a big deal for our area? any time you have a little bit of snow shower of activity in the forecast it's a big deal. most of the snow that we see tomorrow, the snow showers that come through with the arctic front will melt on contact. the mountains have a winter weather advisory that could be several inches there. it's certainly not going to last long. maybe a little bit of reduced visibility but the big story, and there is that winter weather advisory in effect for tuesday, maybe a few inches in the mountains and that does include garrett county as well. those cold temperatures wednesday could be one of the coldest days so far this year with a lot of wind and bluster and we'll have to watch those falling temperatures because any wet spots could refreeze. first time we'll talk about that. late afternoon into the evening

and sharply colder, really the cold will end up being the bigger story. we'll have much more later. sarah, laura back to you. >> tonight as redskins fans look to the future, there's a growing war of words over if that future will be -- if the team will return to the district. >> and today mayor muriel bowser laid out her case of the team making a comeback to the old rfk stadium site. but where the team plays now says not so fast, dc. >> reporter: there has certainly been a lot of controversy over the redskins and over whether or not it would fuel their desire to build a new football game. they have it in place to play mac prince george's county through 2027 but already the redskins have hired an

architectural firm to design a new stadium. we know that the redskins have been talking to dc, in maryland, in virginia, about the potential of building a new football stadium there. but what we don't know is where this stadium will eventually wind up. dc mayor muriel bowser said bluntly today, quote, washington should play in washington. while the mayor pointedly did not use the redskins name, she outlined her vision to have the team build a brand new stadium here where their old home is currently located and will be vacant in two years. none of this is going over well with leaders where the redskins currently play. one of those things you hear mayors say. the skins have played in landover since 1997. baker wants that new stadium in

largo. >> here's the deal. we're building a soccer stadium. our soccer team is going to be playing there in 2018. and after that, we' going to have an empty rfk stadium. so my charge as mayor is to make sure that we have a plan for rfk by that time. >> when i've talked to the ownership and dan snyder they want a downtown field, an urban feel around the stadium so people cannot only come during game time but stay afterwards and come early and that's what they're going to see in largo. >> reporter: let's not forget the virginia governor has not been shy in his desire to bring the redskins to virginia where the team practices and holds its training camp. the bottom line on all of this is a lot of money.

since the paris terrorist attacks, we've all been more aware of soft targets here in dc. emily miller uncovered recently that off duty police officers were turned away from going to a show at the warner theater for carrying their guns. >> now in an interview, the assistant police chief is weighing in on the controversy and the risk of active shooters. emily? >> reporter: i sat down today with the assistant police chief discuss possible terrorist targets that don't allow off duty police with their guns inside. the assays tant chief disagree with with the policy. he tells me his officer not required to carry their guns off duty but some do it because they want to help protect the public at all times. dc police officers serve and protect the public when they're on duty. but when they're off duty, it's

that the public is safer when armed police are on the scene. >> when an active shooter is confronted with law enforcement, they turn to a defensive mode. so they're no longer just trying to kill people. they're trying to defend themselves so their target turns away from the general public towards the officers. >> he said the nation's capital will always be a target for terrorists but the city is well protected. >> we have more law enforcement officers in our city than most other cities. >> reporter: it used to be a requirement that dc police carry off duty. >> it's up to the officer what they want to do. i think if you talk to most of our officers when they're off duty, they will carry. because they're committed to helping people. >> i told the warner theater about the comments to see if they had altered their policy but they said no.

the latest start of the season. >> this is the longest we've ever gone without even a trace of snow. so it's a new record. we think the record will break tomorrow. the big deal is before it gets here we get up to about 45 degrees. you see it and it's going to melt. >> as i tweeted earlier, i said people leave some milk and eggs for me. it's not that big of a deal. >> except there will probably still be a big deal. if you have a chance of getting a dusting, that means you live farther to the north. i wanted to also, we're not only going to talk about that. believe it or not muriel bowser is going to put 15 plows out. yeah, they are. they've got them on standby. they're worried about bridges and overpasses might get icy. >> given the time. >> right. and this comes through in the evening rush hour and it gets really cold right behind it kind of a flash freeze so they're watching for the possibility of icing but really the cold will be the bigger story. but the snow showers are a story

too because we have waited so long to see them. did you see this rainbow sunday afternoon. this thing was brilliant. i saw it at my house as well and we all thought it looked burgundy and gold and we're like this is a good sign. that is our big headline for tomorrow and this is that record we were talking about. last year at this time we had about 2.4 inches of snow already and we had some traces through december. so far this winter, goose egg. and wanted you to know that 80% we got last year did fall after the middle of february. so there's still hope for snow lovers out there even if you don't get much of the deautomatic there. the timing is always an issue and we know it's going to get cold so we have to make sure you're aware of these snow showers coming through. no problems tonight it will be

clear and cold. we warm up and the snow showers come through right around the time of the rush hour and boy do they fly by. no accumulation expected maybe a dusting on grassy areas to the north. the cold and wind return tuesday night. this is the front. little clippers are going to pass to the north. they're usually moisture starved but this is going to come ripping through visibility might be the bigger issue. we think as that moves in our direction we first of all get a little push of southerly wind ahead of it, that warms up the pavement and once the front swings on through, wow, is it going to get cold. wednesday, the coldest day we've had so far and wind chill will be bad tomorrow night. i wanted to pause this future cast because it does have this squall right along 95 at 6:00

tomorrow, it doesn't look like it's going to be able to accumulate. before it gets here temperatures get into the mid 40s. one of the thing where you see it and it's going to melt on the ground. that's disturbing to snow lovers. it may come down hard enough, the visibility might be a little bit of an impact. why we're making sure you know about this, it's the timing. it's probably going to occur around the evening rush hour and it's arctic air moving into town. so most of it is going to be melting. maybe the mountains will get several inches. there's a possibility that some spots north of the area can get a dusting on grass. it's going to move through quickly but that reduced visibility is a problem and big-time cold, maybe some refreeze afterwards. it's the front that will bring the snow squalls and showers through here and this is where we think there's a chance of a dusting. north eastern maryland, a few inches in the mountains where winter weather advisories are in ef
