we are concerned that as it comes through it could put down a coating, maybe .5-1 inch in some areas and cause it to be a little slippery out there. there is a little bit of light snow that has been affecting some areas especially down across lower southern maryland. you can see right here going across the bay very fine. some of this is evaporating before it even hits the ground because the air is so dry. but where it does try to hit the ground, it's going to stick. i don't think a lot of these roads have been pretreated, they're waiting for the weekend. this could cause a couple of trouble spots until midnight or so. and you can see here as we put everything in motion. a lot of this not hitting the ground. we don't want this to take you by surprise tonight. it's kind of an appetizer for the big event that we're going to be seeing over the weekend. in terms of the clipper tonight, this is what we're expecting. the winter weather advisory goes

until midnight, we think this is going to have a moderate impact on our area. the most snow we'll see will be south and east of dc but again what falls will stick and boy sometimes it does not take much, especially if you aren't quite expecting this so there could be a slick spots on area roads. a dusting not out of the question maybe even a couple of spots getting 2 inches. you want to watch these bridges and overpasses especially between 6:00 and 9:00. and certainly it will be sticking because look at these temperatures all around the region below freezing to 32 at quantico and fredricksburg. the cold sticking around for us for the next several hours and maybe we get into the 30s again tomorrow. but of course you're all talking about what we're talking about here at fox 5 and that is the anticipation of a blizzard in the friday-saturday time frame. caitlin roth is standing by with more on what we are anticipating with that big storm. a lot major compared to this

thing, right? >> i think we could say historic at this point, right? >> i think we can. >> when we're talking about what should be one of the top five biggest snowfalls that washington, d.c. has ever seen. it hasn't happened yet but it is in the forecast. and each day we get renewed confidence in the weather center. we first brought you this this morning, a blizzard watch has been posted for washington, d.c. and that does include some of our surrounding counties so lets get right to it. the blizzard watch that's in effect for washington. this is the only area, by the way, in the mid atlantic or the northeast that is so far under a blizzard watch. so it's not just a heavy snowfall, it's the wind and the reduced visibility for a prolonged amount of time that we're concerned about on saturday. that becomes a winter storm watch. the light blue towards the west, surrounding the area, already a winter storm warning in western virginia, those watches will be upgraded soon. here's what we expect snow begins to move in.

and then it will just increase in coverage and intensity throughout friday night into saturday. i think right now saturday morning could be when we see the highest amount of snow per hour. it's just the way it looks, although it will be snowing. we'll have blizzard conditions all day saturday. this looks like it will wind down after midnight saturday into early sunday morning. so weekend snow impact is definitely high. this is a blizzard with some historic amounts of snowfall that will we'll be measuring in feet. again snow arrives friday evening, heaviest saturday morning, widespread major travel impacts. we have tweaked the snowfall map from yesterday we're comfortable with these amounts in the order of 1 to 2 feet for most of the area. the pink shading is where bee think the highest amounts will total up but this is paralyzing for everyone. this will favor the high elevations just west of washington, dulles, down through culpeper.

and then when you get further east the mixing is possible that will limit askumulations on the eastern shore and down towards southeastern maryland 6 to 12 inches and still pretty substantial. that's the latest keeping you updated through the rest of the show and through the rest of the evening. for now send it back to jim and laura. >> we'll be ready, that's the word from officials who are bracing for what could be one historic storm. >> matt ackland is live in northeast tonight where preparations have begun long before the big snowfall. matt? >> reporter: mayor bouser says the city is preparing for the worst-case scenario but she's hoping these grim predictions don't come true. she has already asked the national guard for some help with vehicles, getting around the city if needed and she says she could call on personnel if that is needed later in the future. let's show you some video that's taking place behind me. we shot some video earlier today

as the city prepares to get ready. large dump trucks have been pulling up all day and cranes have been loading on those salt spreaders and basically putting plows on the front. we even saw a truck out tweeting slippery intersections near georgia avenue today. we're still a couple of days out from this storm but the mayor is concerned most about a weather update given today talking about blizzard-like conditions. here is why she is so concerned. >> we know what that means. that means that we could also lose power. when it's cold and snow, people are shut in. and there's the possibility of power outages. then we -- it's more than just the nicety to look in on a neighbor. it becomes a necessity. >> reporter: and the mayor says that if power goes out, she'll make sure that warming shelters are activated. we're talking about buses also shelters throughout the city. so if people are cold, they can

go there. so at this point what's the plan? we still don't know the exact plan. in fact it's coming together tonight. the mayor will step in front of the cameras again about 11:15-11:30 tomorrow. and also by the way there is a new acting department of public works director. he will be making his big debut when it comes to snow tomorrow. >> given the forecast, given the recent detail given to us by the national weather service of an up great in terms of the blizzard conditions, that will also go into our determination, in terms of how many staff we'll have out on especially saturday during the middle of the storm. >> reporter: by the way 2,000 free shovels were handed out to volunteers across the city today. the plan is that if people are snowed in, if elderly folks in neighborhoods need some help these volunteers will then go and dig out some of the

driveways, some of the intersections and help those folks out. to remember also this year for the first time there's a law in place if people don't shovel out their sidewalks, they could face a serious fine. the mayor didn't want to talk about implementing those fines right away. she wants to get through this storm first. more on all of this coming up tonight at 6:00. >> as you heard, this has the potential to be a big and serious problem and we do want you to stay with fox 5 on air and online as we continue to bring you the very latest on the storm. we're going to check in with both sue palka and caitlin roth throughout the news cast. coming up we're going to take a look at 2010 seas massive storm. we will have live videos throughout the nigh ons about the storm. we are also following breaking news tonight.

police are investigating the stabbing of a juvenile in northwest. >> lauren demarco is at the scene right now with the very latest on what's going on. hey lauren. >> reporter: this happened around 3:30 p.m. as you said juvenile teenaged boy was stabbed here during some sort of altercation. we are on 40th street on the other side of wisconsin avenue

police officers found a man on the street unconscious and not breathing. they radioed for help telling dispatchers the athe 911 center that they were beginning cpr. help was then sent but it wasn't what the cops were expecting. the police report says the officers were flagged down at approximately 7 minutes past midnight and began giving the man first aid. at the 911 center dispatchers put help on the call. >> ambulance 27 turned on its emergency equipment and headed for the scene a trip that took them approximately 10 minutes. according to a dc police report, officers found the man unconscious and not breathing right here in front of the 60 substation. the report says the officers deployed a defibrillator and began cpr. but for whatever reason the 911 dispatch center only sent a basic life support ambulance. listen now to what ambulance 27

says to the dispatch center when they pull up on the scene. >> can you dispatch ems -- an als provider. >> cpr in progress. >> als stance for advanced life support and a paramedic was put on the call. >> reporter: according to the newly appointed director of the office of unified communications, personnel at the 911 center new cpr was in progress but the dispatcher had not refreshed her computer and was unaware advanced life support was needed until ambulance 27 arrived on the scene. the patient identified as a 67-year-old man was taken to the united medical center where he was pronounced dead.

fox 5 has so far been unable to reach his family. the initial call for help was to assist dc police with a man down and lacked what she called a trigger word of cpr and that cpr was in progress. paul wagner, fox 5 local news. >> fox 5 is in prince george's county where the fire chief there has set up a task force to address issues with the fire department's new dispatch system. you might recall this one. last year the fire chief demoted several top members of the branchville volunteer fire station that came after a deputy chief criticized the system. michael hughes told fox 5 the system was not sending the closest units to emergencies, that's a claim the county official disputed at the time but now the chief admits the system could be smoother. >> i'm not aware of any one particular instance to say that yes, this ambulance was closer than that ambulance or that didn't get fixed. i can tell you there were instances that yes, an ambulance that might have been closer

wasn't dispatched. >> the department is adjusting to the new system. it does not have plans to make any changes yet. should teachers and principals have access to students' phones and social media? >> we're going to tell you how dc lawmakers are taking on the issue. >> plus speaking of students, will they get a snow day on friday? a lot of kids want to know. it's a tough call for local school districts whether or not to squeeze classness before the storm. >> people in maryland, be prepared for it. >> an amateur mete immediate --

it was a rough day. another rough day on wall street. markets have struggled to find their footing as the price of oil continues to fall. adam shapiro joins us with more from new york. we love seeing you but i hate it's always about this when the dow falls. so why are we seeing this dive from the dow today? >> very simply you mentioned it with the price of oil. oil fell below $27 a barrel today because the world's economy is slowing doin. china, the world's largest consumer no longer needs to buy as much oil, so they're not. and then we got a report from the international energy agency which said we are -- and this was their wording -- drowning.

the world is drowning in an oversupply of oil. that's not expected to end any time soon. oil prices are depressed and the sell-off on the stock market part of that was sovereign funds. the middle eastern governments were selling their stocks. they have to fund their governments. they have subsidies for their citizens. it was over a 500 point drop on the dow and that's part of what's going on. >> we complain about the oil prices and gas prices and then when we have it drop, we see this. how else will we see this impact the dow and stocks? >> so the global economic slowdown is impacting stocks. as people sell their stocks it drives down the markets. but, for instance, energy companies, several of them hit 52-week lows today. some of them are very big. although exxon-mobil did not hit 52. so those are the kinds of thing that bring the dow jones

industrial average down. what you should be looking at right now if you are a 401(k) person, and i'm a 401(k) person. it depends how you've allocated your money. if you're in an index fund, it's going to be down most likely this year. you don't make snap reaction judgments and sell. you ride it out and you keep funding that s and p 500 index, your 401(k) because markets come back. if you're over 60 different discussion. if you are under 60 years old and you are funding your 401(k) and you're doing an index fund you're going to be okay in the long term. if you react in the short term, good luck to you. >> if you're a couple of months away from retirement, probably talk to your broker at this point. >> if you are a couple of months from retirement, the time to have that discussion was a year ago. 62 years or old are, literally 62 is a good point to be moving your money out of stocks and protecting it and that's the discussion as you head towards retirement once you hit 60 you

should be looking at. >> thanks for being with us. >> you got it. >> we all remember the flames here, the massive fire at a luxury hotel in dubai on new year's eve. voethors say faulty wiring may be to blame. police photos taken after the fire show some exposed unconnected wiring between two rooms. the flames broke out just hours before the new year's celebration. if you look at that it was amazing no one died but it has raised concerns about the use of some aluminum panels on skyscrapers. we're not the only ones getting snow. heavy snow continues to fall in parts of japan. the weather is providing tourists with views of snow-covered temples. >> just in case you weren't aware that snow is on the way here a weather enthusiast all the way up in nova scotia is

them good. >> oh yes. tips, speaking of tips for drivers tonight from aaa. for those of who have to be out in the storm 6789 they say before you hit the road make your your cell phone is charged your car has a full tank of gas and you have an emergency kit in case of trouble. items should include a blanket, heavy coat shovel and an ice scraper and remember to stay a good distance behind other vehicles. aaa also recommends drivers accelerate and brake slowly because as you know it takes longer to slow down on slick and icy roads. all of these things common sense. >> you're going to find this out, i'm going to point this out a lot during storms. when the snowfalls and you decide to get on the road clear the snow off of your car. it is the stupidest thing you can do to have a foot or two on your car. it's personal with me. clean your car off. who's the angry guy on fox 5?

well, if you thought you spotted a giant kram hoisting an ever green tree high sa bof national harbor you weren't seeing anything. they're celebrating a major construction milestone as the workers placed the final concrete layer atop the tower. it's the completion of the oult side of the construction complex due to open later this year. it will be an instant hit with a restaurant. >> absolutely excited to be a part of this. it's going to be the rooms in the restaurant will be reminiscent of a home. this is our steak house. >> this building with glow and it will look white like the washington monument at night. so yes it will be distinctive, but nothing like las vegas.

>> sounds cool. mgm is spending more than $1 billion on its newest hotel and casino. >> dc council member wants to make sure kids aren't giving up their own right to digital privacy when they step inside city schools. he introduced a bill that would protect privacy and it would bar officials to demand students share information from personal phones or their social media accounts. it would also bar students from tracking devices. >> surprising numbers for air bnb owners focusing on major metropolitan areas. results found nearly a third of the revenue jaen rated by the short-term rental company is going to professional landlords. people who are renting out places on a full-time bases. a tough call to make.

all right folks. tonight we are getting you ready for a winter storm bigger than we have seen in years. remember this scene? it was the last major snowstorm to hit dc. >> back in the winter of 2010 when snow-maggedeon

snow-maggedeon left us with a couple of feet in the ground the first one brought 17 inches of snow then another one piled on 10 more inches and just like in 2010, sue palka is getting us all prepared. we've got a clipper to get through tonight. >> we do. caitlin is going to be addressing that part of the story. 6-10 tonight, maybe even as late as midnight. as you were showing the snow-maggedeon pictures, i was flashing back to it. first of all, how beautiful the city is when it snows. i also remember trying to drive myself into work during the blizzard part of that and how terrifying it was because i can't see anything in front of me. i had to rely on the street lights to guide me. i learned my lesson. this has a big footprint across the tennessee valley and we have the only part of this that's in a blizzard watch right now. i also want to mention it's highly unusual for the national weather service to put up a blizzard watch 48 hours in

advance. this would begin friday afternoon and go through saturday night. much of the rest of the area has a winter storm watch. watch for them to be upgraded to warnings. what's the impact on our weekend? you know it's going to be high. these snow totals have been boggling our minds. as we've been watching the models since last last week. when is this thing starting? i would say friday afternoon. it should start around 5:00 but i don't trust that. i think that time will move up. so if i were you, i would be hunkered down and ready for whatever comes by noon on friday so you don't get stuck in your car like so much did in 2011. because once it starts, it may go downhill really fast. the heaviest part will be overnight saturday morning. this is when we'll have serious visibility issues because of those winds that could gust 45-50 miles per hour. widespread significant

accumulations. we now description this as 1-2 feet of snow. obviously that has major travel impacts on not just your car, but on flights as well. big story notice it's 3.0 because we have been updating this and we have been expanding that big area in pink which is where we think we could be talking about 18 inches of snow. wet, heavy snow so be aware of that. back-breaking snow. if you are going to attempt to keep up with this get out and after it often so you try try to shovel 24 inches by the time saturday night and sunday morning get here and we wrap it up. a lot of areas may seen 12 to 18 inches. towards the beaches 3 to 6 inches of snow with a lot of wind and coastal flooding as well as beach erosion. where is our storm now? you would never know but it's all the way out here toward colorado. we're seeing all of this getting organized. it will dive down to the gulf of mexico and began to gather its moisture. but before that happens on friday night and into saturday, we've got the clipper to get through.

and sometimes these things are sneaky. didn't i say yesterday i don't trust these little clippers. >> and you were right because it didn't look like much would happen and now we have snow flakes moving through. it just looks like a tiny baby storm that's going to blow up into this huge blizzard by the weekend. we do have snow flakes now barely registering but we'll show you the radar a little bit closer to home here. a lot of white and purple crossing the mountains, some snow showers there and cutting just south of the district some snow showers. it's been so dry out the past couple of days that a lot of this is failing to reach the ground. even though you see it on radar, it is picking up some snowfall that is aloft and sometimes it doesn't necessarily mean it's making it to the ground. tweet us and let us know if you're seeing snow showers right

now. here's your evening planner. flurries around through about 9:00 and again a tiny preview of what to expect. we keep it cold tonight, 26 by 11:00 p.m. and we will as well as looking at the snow forecast for this weekend give you a peek of the 7-day forecast that is still ahead. >> bracing for another kind of storm in fairfax county tonight. parents and students there have a well-earned reputation as being a tough crowd when it comes to how fairfax schools have closed and not closed. >> it is a tough crowd and this time they say they are ready for whatever awaits them from the storm or the storm of social opinions. tom fitzgerald is has more. >> reporter: good evening. folks are not shy here about

letting education officials know in fairfax county whether or not they think they made the right call when it comes to closing schools or whether they flat out think they screwed up. now this has really escalated in just the last few years. why? both students and parents here have been heading to facebook, they've been heading to twitter, letting school officials know what they think. think back to february 19th of last year. that is when a snowstorm hit our area. many districts closed. fairfax did not. and boy did they hear about it. >> you feel like your kids were put in danger today? >> yes i kinda do. >> they blew it. >> i felt here is my chance to add to the conversation because i'm damn well going to. >> folks were not just talking about it, they were tweeting about it a lot so many snow that at one point the p hash tag started trending on twitter worldwide.

this time fairfax county school officials say they are prepared and here is the situation. fairfax county has 13 snow days budgeted into its calendar. they've taken none so that puts them in a better position now. it's not just friday here. this is expected to be a multi-day disruption meaning that closures to reach into next week. and as for friday the assistant fairfax county superintendent tells us he will have a conference call before dawn on friday. they are expecting an announcement by 4:30 a.m. at the latest. either way school officials expect to say they hear from supporters and haters no matter what they come up with. >> how do you factor that in when you're either getting praised or slammed one way or another based upon what you have to decide. somebody has to make a decision. >> we're a big family and that's what families do. they praise you and they give you proper criticism when you

need it. we get a lot of feedback from our communities. there's high expectation in our communities but we believe that's what makes it so rich to live in this region. >> reporter: well, if you thought that closeftcf hashtag was a thing of the past, guess again. somebody came up with an account of this last year that account reactivated. we expect there's going to be an avalanche of tweets on this one way or another. we've got 48 hours where we're start to decide one way or another whether schools will be in session here or not. we are live in fairfax county tonight, tom fitzgerald, fox 5 local news. >> meanwhile, if your kids are out of school, they may be tempted to eat some of that snow while they're playing outside on friday or this weekend. but scientists are warning that ingesting snow can be bad for your health. it's not just the visible dirty snow that you have tovoid.

wasn't here for this one or this one or these two. the top one the most snow we've ever had in dc. it produced 28 inches of snow in dc. so is it possible we could crack the top five? we'll wait and see. but we have some pretty big totals that you're going to see on our map in terms of how much snow we are expecting and a blizzard watch has already been posted for our area in the friday night-saturday time frame. lots of company with winter storm watches and warnings. the warning is what you see in the dark blue here. that is likely a little bit for the clipper coming on through but the winter storm watch that is effect for all of our area will likely get upgraded. if it gets upgraded that means those conditions are about to occur. you need to be in your home and batten down for this big storm. in an el nino year you get huge storms with a lot of moisture. the timing is in the favo of snow lovers this year. maybe too much of a good thing because this is an awful lot of

snow. the storm is at the sweet spot. it literally has washington, d.c. and our western suburbs in the bullseye. just to show you how confident we have become, our models have agreed so much on this all week long that i wanted to show you the american model and how it has washington in the bullseye. and now i'm going to show you the very latest, that's a 2-3 foot bullseye. the european model also has a bullseye. we're more in the 12-18 inch range. here's what we're thinking. that's again the 2-3 foot range. we're going to put out our big jackpot area right here. interstate 81 route 66 270 corridor. all of you could be seeing heavier snow. how much does that amount to? 18-24 inches. maybe more this could blow and terrorist 12 to 18 inches south and east. you get over across the bay

could it be 3-6 inches there? meanwhile short term, a winter weather advisory for a smaller system coming through tonight between 6:00 and midnight. so it hasn't kicked in yet. that system is on its way through. this is our blizzard trying to get organized so we will get through this first and i'm thinking there could be a couple of slick spots tonight. we want you to be aware of that. it's been heavier to the south, by heavier i mean a coating to .5. that will be around for a little bit tonight. again we could find a couple of slick spots. i think a moderate impact on our rush hour tonight with that system. it will stick because the roads are pretty chilly and we don't want you to be caught with any slick spots. tomorrow is a quiet day. a good day to get organized. 35 degrees. partly cloudy skies. by friday evening we have the snow starting. by saturday it's snowing heavily. it clears out sunday maybe a lingering flurry and bring on the 40s next week. i'm happy about this part too.

well, right off the top tonight, the threat of this weekend's snowstorm is becoming a lot more real. we thank you for joining us. i'm tony perkins. >> and i'm shawn yancy. the national weather service issued a blizzard watch for the entire dc region starting friday. we haven't seen that since snow-maggedeon back in 2010. >> here is a live look outside right now where a different weather system has come in this evening giving us a small taste of what we're in for in the coming days. a little bit of snow here and there. we have team coverage tonight let's start with sue palka for the latest. >> i'll start with the bigger story which is our friday-saturday blizzard. yes the blizzard watch has been posted. we're starting to hear you are seeing a little bit of light snow out there.

a winter weather advisory for that weak system just started at 6:00 and it will continue until midnight. more on that in a moment. but look at this big footprint. all of these watches and blizzard watch in our area are for the friday-saturday late-week storm we are arts pating. all the areas you see in that brighter blue all the way up to baltimore, under a blizzard watch. winds could gust at 40 miles per hour and if they stay sustained that long and the visibility drops, that's why we qualify for a blizzard. if that gets upgraded to a warning on saturday, you'll know that is occurring. a watch means be prepared for that possibility, as does a storm watch mean we're expecting a lot of snow. the impact we believe will be high from our storm. our blizzard now we can actually call it that as we're under a blizzard watch. when does this start? i would expect friday afternoon or evening. our future cast still has it
