going by there. >> folks, really, happy to be out, the worse of it, i'm sure, hasn't come, but it is just a beautiful snow that's coming down now once again, bus service, not seeing any bus service any more, chief of staff for mayor bowser tweeted out because picture of a street car, going down eighth street. and he says those cars are going back to the barn, bus service is stopping. they're really encouraging folks to stay off the road. it is beautiful now. but i'm sure the heavier snow is coming a little later tonight. back to you guys in the studio. >> right, matt ackland, thank you. when we've seen those maps, and the signs of who was getting the most snow, who was slate today get the most snowfall, a lot of folks out to the west, western part of virginia, west to the district, are certainly expected to see a little more snow along the way. that's where tesha lewis out in manassas, tesha lewis out there. people were buying cigarettes, and ice scream before tesha. but, certainly, it is coming down where you are.

>> big impact out here at manassas shopping plaza in manassas. as everyone's been mentioning, it is beautiful. you can see it around me, snow coming down, gorgeous, also potentially dangerous. did i just get off the phone moments ago with the virginia department of transportation. and as they mentioned, police are responding to several accidents. they also told me that so far plow trucks have covered at least a thousand miles of roadway. and they also say that some of the challenge, when it comes to kind of staying ahead of the curve when dealing with this type of snowstorm is that they go through then have to pass through it again, because the accumulation is happening so quickly, in fact, here's a plow truck here, in this parking lot, and this is what we're seeing a lot. seeing these plow trucks come through, and come back through, because the snow is coming down so quickly, now, to my surprise, there are still a lot of people on the roadways, despite what we've

all been advised, which is to stay home if you don't have to be out. what i will tell you is that just driving here, from the station, it took us almost two hours, and we were going pretty slowly. >> see the ground here in the parking lot, completely covered in snow. it was not like that when we first arrived here. now, what i will tell you, this is little good news, because, i know some of have you been trying to get the last minute items, because you waited until the last minute, the 7-eleven here, on mathis avenue, completely stocked with bread, and water, and some of the necessities, aside from ice cream, some other items. tesha lewis, fox5 local news, actually, going to now to

mayor bowser with an update. >> expect dangerous winds. and we expect that unless everybody does and access they should, it could be a dangerous situation. we expect 2 feet at least of snow in washington, and the snow is coming down wet and heavy which means that we could see trees, power lines down, and a loss of power. we are using every measure of precaution this morning, as i reported to you earlier, we stood up our emergency operations center here, at our homeland security in emergency management center. and we fully deployed the district's snow team. i declared a state of emergency to allow us to secure whatever resources we need to keep our city and residents safe. i've also called on the national guard to support our efforts by transporting

essential and emergency personnel in the district. men and women of the dc guard have reported to duty and will be dispatched, as needed. this morning, our snow emergency went into effect at 9:30 a.m. it is in effect in the district of columbia until notice otherwise. it means you cannot park in a snow emergency route. if you are parked in a snow emergency route, you will be ticketed and towed. it is critical that we keep our main routes open. and as i said, and i will repeat again, we want our residents to stay in place during the duration of the storm. we don't want anybody driving during a blizzard. it is dangerous to do so. and it also can prevent our first responders and our road crews for making the roads safe when this storm passes. i want to turn to director

gelheart now who will talk more specifically about operations, and he will also direct your questions. >> thank you, madam player. my name is chris gem err, director of director of emergency agent sit. as everybody knows the mayor just covered the snow has started in the district. we are looking at what the storm has done, and continues to do on its track to here, to keep to up date, and ensure that we have the appropriate resources moving in the right direction. we have been over the last several days reaching out to jurisdictions, and state, ask for assistance with all sorts of manner of things to include snow removal equipment, as well as support for our human service areas. right now we're watching the storm like you are, to see what we're going to get, where we ends up with this. we want to reiterate to folks once again as the mayor just has, this is a dangerous

storm. there are way too many people out on the roads now, we need to make sure folks are getting where they need to be. we ask folks to be off the road, and where they're going to be for the storm at 3:00. we're passed that. if you're not where you need to be, please get there. it is just going to get worse. and it will get worse fast. the snow is going to come in. you can see the initial bands that we had. we already have a lot of accumulating snow, and we're starting to get accumulating snow on the roads. so, again, this is a dangerous storm we're asking folks to make sure you are where you need to be, now. and that's all i have with the questions. >> how would you rate the golf's response and the public -- sound like the mayor little frustrate that weep are still out on the roads right now, how would you rate? you guys keeping up with it and how the public is adhering to your warnings? >> i think as far as the

government's perspective, we had preparations ongoing, up until now it, looks as where we stand today the preparations will be put in place they're holding, what we need to do. we're going to continue to watch the storm and continue to ensure that we're tracking all things we need to. we're going to be plowing continue slis throughout the event to make sure we get our emergency crews where they need to get to and make sure we're getting roads the snow off the roads as we can. >> urging, again, everybody to get off the roads. and to be where they need to be. as i said, on the outset, this is a dangerous storm, and it is coming fast. and if folks haven't realize philadelphia now, you all, i'm sure, realize that coming here this is deteriorating quickly. we need folks to get where they need to be. >> did you guys learn anything from wednesday night, problem during rush hour, affecting how you're handling, again,

reinforcing off the road? >> sure. i think the mayor addressed it earlier today, talking two totally different events. talking about what was supposed to be a half inch of snow, that became almost 2 inches of snow, and the pre-treat that we needed to do for that, and the time frames we needed to do it, were not in place, how we needed to. this is a different event. we treated 100% of our roads before this storm came in. we've done that. we're now at the point of where that pre-treating is not going to be able to sustain with the amount of snow on the time lent that the snow is coming in. we new that. which is why we're going to plowing now. really talking two different types of storms, so i don't think you can compare the response that we had earlier in the week to what we are doing at this point. yes, sir? >> you were complaining about about -- (question from the audience). >> i believe that the recommendations that we gave to folks, the right for life

march happened. and they were able to hold their event well. we have many concellations and event, that folks had scheduled for tonight and tomorrow. so i think that folks are really understanding that this is a severe storm, and very dangerous, and i think that we've gotten where we need to. >> i'm hearing something about -- (question from the audience). >> is that correct, mayor ... are they continuing their practicing runs? >> well, i think the director of d-dot, why don't we have them give us public transportation update including street car. >> the simulated service for street car has been suspended. so the street cars were operating today, but as the hazardous conditions moved into the area, they suspended service just like the bus service did at 5:00. so when you simulate service, you actually, you know,

simulate operational plan that you would have had place if you had passengers. so dad -- >> they stopped at 5:00. >> they stopped at 5:00. >> might and question: at what point does it become a problem for other emergency responders? up to what point is this something you guys can hanible ... (question from the audience). >> obviously the challenges are different for law enforcement and fire. but, through the last snow mag get on, which was 2-foot of snow, we found that we were able to, through most of the storm, get to every call for service in our suv's, and the vehicles that we have, we did move to some hum v's, in some of the tougher areas, near the end of the storm, in some cases officers had to get out and walk, the last block or so, to get some calls. we made it to every single call for service. >> chief, i get -- >> it typically does, yes. it get a little bit more

difficult to get around. >> firetrucks little heavier, and moving around, and getting through the neighborhoods, but, again, d p. w did a great job for us, allows us to get around for the more narrow streets, we have some atv's, also have access to their humvees, to be able to move around. >> could you give us an update onward eight, what they're doing? >> sure. i should note that we have been joined by a member of the council of the district of columbia who rep events wards eight, one of the district's eight wards, and this center located in ward eight. so council member may? >> thank you, madam mayor. so i've been out. there are still people out on the street, which we are encouraging them to get back inside. i'm coming here, riding around the ward. so you can definitely tell that the streets have been treated and the travel is a

little bit safer, but again, not safe enough for people to be out, so my team, team of volunteers are actually calling around, to our seniors, and our disable resident, checking in on them, to make sure that they have any need, that we're able to respond. >> i should mention, and counsel member may's ward, there is a grocery store, that had, i think, the most supplies of any grocery store in the district of columbia, and a very helpful staff. are there any other questions? yes? mark? chris? do you want to step up please? >> we talk earlier, director, about possibly that you might have to actually dump snow at rfk. can we talk about the efforts to make sure that problems with the pollute and the that runoff, whatnot, doesn't get into the -- minor problem, snow mag getend? >> sure. working through our department of environment, with our d

opinion dot, dpw crews, making sure that we, whatever we're going to do for our snow removal, and we do dump it, that we're doing so in accordance with all the regulations from epa, and that we're not violating anything as we do, that so we've done extensive things. matter of fact i just got off the phone with the department of environment director before we came down here for one last measure that we needed to do lot seven, and we will be good to go. sure, we put jersey barriers down between the lot and the river. and we're going to put a fence along that, to be sure there isn't any runoff. >> those are new ... >> yes, sir. >> thank you. >> yes, sir? >> also, talking about the -- i noticed that the homeless around -- they're still there on the great. is there anything to do or not to do? >> sure, we have had an

extreme cold weather emergency in effect as we know we've had cold weather in entire week. that's been in effect. and what we did, even though it warmed up beyond what our criteria is for that, yesterday, and going into today, we maintained that cold weather emergency, which does put us out there on the street and give the opportunity for folks to come in and more shelter space for folks to come in. we do a constant engagement with the folks out on the street. we have several measures that we can take, the first and for most, one that we go with, we try to encourage them to come in and make a place that's close to where they're used to being so they can come in, feel comfortable in doing. that will we're continuing to do that, and another call that i feel right before we came out here to ensure that we can continue to get the crews out there, to have that engagement with the folks, to get them in, throughout the storm. >> if they want to stay there -- >> there are still things we can do with that, but we cannot, you know, it is very

difficult, a situation that we handle very delicately with them, and whether we need to get forceful, or more enforcement within that, we do it. but we try not. that's our last effort in there. >> let me just say that we plan to have regular briefing throughout the event at ten a.m. and at 5:00 p.m. we will evaluate what the weather, what the conditions are, in the morning, to see whether we will be able to do that in person or by a press conference call. and if it is in person, we will also evaluate the conditions to see what the location will be. our first choice will be to meet here at 10:00 a.m. and if not, we will get the word out of the location as early as possible. thank you, everybody. >> mayor, if we can assume -- another event tonight --

people watching.g. now, i did speak with the public information officer in princen george's county.geor that's where we are right now. . we are on the beltway and i got a little information for ourorur viewers about these roads. now, they are doing two, 12-hou- shifts every 24 hours. now they started at 10:30 thishi morning on these roads, and they have, let's see, it's 250 staffs working at each of these 12-houo shifts. so 10:30 tonight they will theyl switch over with another set of 250 people. people. they've got 350 vehicles out ono the roads trying to keep you safe and certainly stay ahead oo this storm.th you know we've been saying it by time and time again this is going to be non-stop for quite e quiet few hours and this isn'tsi something we can just wait untit it's over to treat these roads t and take care of it. so they have over 1900 miles off county road in prince george'srs county alone to address. and one of the things also keepk

you can see plows working onorno some parking lots up there butpb there are still quite a fewuite people out on the roads. again, maybe they're coming orgr going from work. maybe it is an emergency.cy. but unles it's one of those two situations, crews say please sae please stay at home and don't do this. you can see we can't see the cae pavement here as much -- as manm plows as we've seen and we havee seen quite a future you can sees it's completely covered here,erh and if you don't have four wheew drive it's going to be a littlea bit tricky.riy. now, i have talk with some plow drivers we saw them over at a salt dome in fairfax earlier and we ran into a bunch them at acht gas station people are cutting c in and out of their formations,n they're jutting in front ofing f them, you need to keep youro kep distance from these plows.ese p not just for a safety perspective for you and to themm also so they can do their work.w the one woman i talk to said iti was very difficult because soaus many people didn't want to taket their time behind them and theym were trying to cut through andhd around them.. so her quest please don't doas n that. they need to get out ahead thisi stop. what vdot is telling us theyel

have the mack mum amount ofamouf crews out there right not.. that's 4,000 of them. to put that in perspective there were 500 out on wednesday butney they have the maximum out rightg now in 12 hour shift.hi the goal is to get out in frontr of this before we hit the the whiteout condition. so every two to 3-inches theyy hope to bring plows through to p clear it out that's the ways wy they'll have to manage this inm order to stay ahead.ahead so they have crews operating atn the same time right now on major thoroughfares and also in i residential neighborhoods.gh the smaller plows tend to bed b there and vdot says if they t dough don't remove the snowheno every couple of inches it willes be really difficult. difficu they just can't wait until wai u there's 2 feet on the ground. so plows out working all night long. this is the super bowl for theme one i talk to, though, said --ai what's it look out on the roadss he said it went from good to worse.worse. we skipped all those interim int stages end said it's reallyeally treacherous out there.e. again, we're seeing a lot ofeeao people out right now. now. but if you don't have to go out then definitely don't. also i could felled you maybeu m
