plowed. they haven't cleared them, they walking in the streets to go to school. she's an honor roll student and her whole objective was to go to school today and before she got there, she got ran over by a vehicle, walking in the streets of the district of columbia. >> we'll have much more on this story coming up on fox 5 local news at 6:00. tonight the fox 5 dig is in day four and there is a new warning for homeowners. >> there sure is. local government says the grace period is now over and now you can face fines. tom fitzgerald is live in north potomac and not everyone is happy about this. shall we say. >> reporter: nerves are getting a little bit frazled here, laura. here's the situation. now up here in north potomac, a lot of the neighbors have dug out their sidewalks as you can see here. some of them have not. and that is leading to some problems. especially when it comes to

getting these schools back open. take a look at some of this video we shot earlier today. now, this is a neighborhood in north potomac around the stone mill elementary school. lots of folks out today trying their best to clear these sidewalks before this stuff is not easy. the sun today melted a lot of it. it's a lot heavier today. earlier this afternoon the montgomery county executive sent out a memo to residents reminding them that the grace period here in the county is 24 hours. you've got 24 hours after the snow has ended and that was saturday, to start cleaning off these sidewalks. some people have not done this. and they are reminding residents that the department of housing and community affairs may and has been sending out inspectors to both communities and retail establishments. they come armed with not only citations but the possibility of fines. now, the homeowners are quick to point out hey, this is not exactly that easy right now.

not only have a lot of them been stuck in their houses for a few days, they've watched some snow plowing in the part of the county and now in some spots, they've had sidewalks that were dug out now covered over when those plows finally do come through. more work than you thought it was going to be. >> yeah. definitely. yeah. >> reporter: what's the hardest part? >> a few days ago. still it's work. >> it's a lot of snow. >> yeah, it is. >> if you end up being inspected by the department of housing and community affairs, there is a $50 fine for not complying with this law. however, we really are looking for folks to be good neighbors. >> reporter: now, we want you to look at this. to add to the difficulties in all of this, they have started bringing these enormous snow

throwers on to the roads in some areas. the reason? well when they first made a pass on some of these roads, two-lane highways only got left with one lane. today they started to try to cut some of those second lanes out. where did that snow go? you guessed it, right on to the sidewalk. so they are asking folks to do this. they are jendly reminding them that it is their responsibility under the law. however a lot of folks are struggling trying to get out from under these sidewalks which are still tonight covered in snow. we are going to throw it now to paul wagner. paul is on the road, he is driving on that road in bethesda tonight. paul, how is it looking where you are? >> reporter: we've been traveling around for hours today looking for problems like this. and this is the worst we've found so far. i'm on river road, we're just past will ared, just outside the district line show you what we're dealing with here. the problem is you get two lanes in each direction here on river

road, but one of those lanes in each direction is snow covered. and still snow covered at this time. so getting out of the district if you're coming out of northwest washington and you're trying to use river road to get out towards kenwood area and gold's boro road and wilson out to the beltway eventually, you're going to be sitting in very, very slow and stop-and-go traffic. the problem is the lanes are just not here. also the problem is coming off of willard. if you're trying to come through friendship heights coming down willard, you're going to be in stop-and-go traffic. my standing is this has been like this all day long. it was a problem during this morning's rush hour and it's a problem now. one of our photographers jack frame actually picked up the phone and called state highways and complained and said you've got to get down here and take care of this problem. because it is causing a bottleneck here in the bethesda

area with people trying to use river road to get out to the beltway. one thing i can also tell you, in our travels all around today, we did not find any major problems getting out of the downtown area. a lot of roads had been cleared. the lanes had been cleared, so you could get to the major bridges. you could get to the key bridge, you could get to the memorial bridge, the teddy roosevelt, even on the an kosia side everything had been shoveled out. that was our job today to find problems in the city and this is the worst we've found so far. we're approaching now little falls parkway and just one lane heading outbound here on river road. we understand there are some bucket loaders ahead of us here. we may be coming back to you a bit later. if you were planning to come out to the river road be prepared to

sit in stop-and-go traffic. >> you're seeing that everywhere. it can't melt off fast enough, sue palka. >> no. we've been fortunate that we've had farmer temperatures but i know things are about to change. >> they sure are. we've seen a lot of melting yesterday at 52 degrees and today in the 40s. we've really been able to reduce that snow pack quite a lot. but we have a new concern tonight and that is we're going to get mighty cold overnight and a solid refreeze is expected. we did not get below freezing so we had no black ice but tonight could be a different story and anything that's liquid and untreated could be an icy spot. as we look around here in northwest dc, i want to reiterate what paul is saying. boy there's a lot of traffic out and we're mostly stopped here on wisconsin. but ronny is showing you across the street. see that alley there that is still a little bit wet? that is going to be icy later tonight. maybe they've gotten out and treated it, but that's the kind of thing you want to be watching for. black ice is sometimes hard to see. it looks like wisconsin avenue itself is nice and dry and we

have a lot of salt on the grounds here right around wisconsin avenue, plenty of salt as you can see here all over the region. but as we head for the 20s tonight and low 20s at that in the suburbs, black ice could be a problem on your sidewalk and on your front step. speaking of melting, i want to show you this map. we're still at 40 degrees now. so it will be dropping off in the next several hours. sunset is about 5:23 tonight. but we wanted to show you the snow depth. we have seen a nice reduction in that. the snow as you know was about 17.8 inches deep at reagan national. guess what? only 4 inches left there. we've melted off 14 there. at dulles we've got a depth of 18 inches. at bwi, 13. now it feels like it's conclude. it's very compacted and heavy. we've melted off a lot of it and water will be refreezing solidly tonight. we'll give you a look at what we're expecting overnight with temperatures to drop into maybe the teens, certainly low 20s and

around 25 degrees here in the district. watch your step in the morning. if you're going to be driving, allow extra time. you need it with the traffic and the snow removal but now we add in the additional concern of more ice than we have seen most of this week. that's the very latest from out here in northwest dc. laura, sarah back to you. >> a lot of schools have closed too. it's probably with the ice has compounded things have helped them make those decisions. >> a lot of them for the rest of the week. >> and the wind is whipping out there. >> i can hear it. >> a major mix-up with mpd. >> the police bust into a home armed with weapons but the suspect they were looking for didn't live there. now a te terrified family is looking for answers. >> and a warning for parents with teens about a dangerous new trend called the duct tape challenge. >> oh, boy. >> plus a casting controversy. while system is freaking out over the actor chosen to play michael jackson.

>> a southeast family is demanding answers from the dc police department. >> it comes after they executed a search warrant on their house and terrified the family by looking for someone who doesn't even live there.

fox 5's chief investigative reporter emily miller has the story now. emily? >> the family was getting ready for school this morning when the police barreled in. they had a search warrant and they were looking for a suspected armed robber. the family says they held guns to the heads of the children and terrorized the family and it only stops when the police realized the person they were looking for didn't live there. this was the scene at 7:00 a.m. on wednesday morning. dc police were leaving this family's home after doing a search raid that went very wrong. >> they put a gun to me and my sister's head. and yeah. and they walked us up the stairs. they had my father handcuffed. >> diamond's father was in the shower when the police raided his house. he's a single father of seven children. their mother passed away. >> a nine-year-old and a ten-year-old half to death. now they don't even want to go

to school and they don't want to trust the police officers. >> reporter: his older son was getting the younger kids ready for school when he says the police pushed in the front door. >> they put guns in my face, they had flashlights in my eyes. >> danielle was asleep in her bed. >> he bust open my door, he said he was metropolitan police. he said where are the guns. i had my hands up in the air. the man proceeded to tell me to get out the bed. i only had on shorts and a shirt. i was indecent. >> reporter: nine-year-old diamond and her sister were in their bed here. >> they were holding a big sign like one of the little ones like pointing to me and my sister's head. and he told us to like put our hands up and don't move. >> reporter: her father said a search warrant for their house. police were looking for firearms, ammunition and other items. you can see here the return on the warrant was nothing

recovered. the police left without fixing the damage, several cracked doors, the closet door off the hinge. >> they ransacked my room, they didn't leave, they didn't clean up after themselves or nothing. none of this was on the floor until they got here. so all of this is exactly how it was when they got here. we got violated this morning and i feel like my civil rights got violated this morning. all of our civil rights in this house got violated by metropolitan police department this morning. >> reporter: well, a few minutes ago i spoke with a spokesman for the dc police department. he said that an investigation has been initiated into the allegations to determine if any misconduct took place. i also called the union shop steward for the sixth district and that's the station that executed this search. the officer told me that the detectives never pointed their guns at the children in the house at any time. he also said that all the evidence that they have led them to believe that the suspected armed robber lived at that address. back to you guys.

>> does this family have any recourse with this? i mean, to have -- can they have everything fixed and then do they have any recourse for what they went through? >> they can sue for that civil damages. i did a story, very similar to this about six ago when the marshals did this. they came back and fixed the door and paid for the damage. we're surprised that the police department hasn't done that yet. >> it's been one day. >> the marshals came back immediately. the police left, according to the family, the police left and didn't say they're coming back to fix the doors. so that remains to be seen. but now the police department said they're investigating. it's important to say that the detectives have said they never pointed the guns at the children's heads. so that debate is going on in this investigation. >> thank you, emily. a teenager convicted of fatally stabbing her father was

sentenced today in howard county. morgan lane arnold will spend the next 40 years behind bars tried as an adult. the teen pleaded guilty in murder charges in the death of her father. arnold's boyfriend also pleaded guilty and was sentenced to 30 years in prison. that was back if february of 2014. >> a warning tonight about the latest online competition to go viral. it's called the duct tape challenge and just like the name sounds, it involves being wrapped tightly in duct tape and trying to break free. >> okay. so the stunt landed a washington state teenager in the hospital. his mom says he fell and hit his head in the concrete and metal window frame after he was wrapped up. the 14-year-old suffered a crushed eye socket and cheekbone. even had surgery for bleeding on the brain. this is pretty serious, folks. his family says they are telling his story to raise awareness about the potential risk of this online challenge.

primary. earlier this week he called hillary clinton extraordinarily experienced and wicked smart and now he's meeting with her opponent. >> the president held a private meeting with bernie sanders at the white house today but that doesn't mean that he's feeling the bern. sanders said after their meeting that the president will be staying neutral in the primary race. the political story that really has people talking today, donald trump's latest feud with fox news. he says he will not be on stage at tomorrow night's debate that fox news is hosting. >> the mudslinging started back in august after the first republican debate. trump sparred with the moderator and afterwards retweeted a few twitter followers who called her a bim bow. so he's not calling her a bimbo now, he's actually replaced it with another insult. >> today he tweeted i refuse to call her a bimbo because that would not be politically correct. instead i will only call her a

lightweight reporter. >> trump is taking heat for dropping out of the debate following candidate ted cruz accused trump of being afraid to go toe to toe with kelly again. his campaign manager says his backing out of the debate has nothing do with megan kelly. they said he would be hosting an event in iowa. >> another way donald trump is defying traditional rules is with his faith. >> there's a new poll that views trump is widely seen as the least presidential candidate in the field. >> that isn't stopping evangelical voters for backing trump. trump ties with carson for the highest share of evangelicals who say he would be a good president at 52%.

>> county officials say they plan to have all streets plowed by 9:00 p.m. tonight. that's the plan. they weren't making any promises. now that some of the snow is cleared, the parking wars have started. people who worked hard to shovel out a space, they want it to be there waiting for them when they return. caitlin roth is live in the news room tonight over that debate whether you can actually save a space in the snow and many people say yes, i put in all

that work. >> well, yeah. they think. because they put in all that work that that's their rightful space, but checkically there is no law that says just because you worked so hard to shovel that space, it's yours. if you start to put things out into the street you're technically not supposed to be doing that. but our hash tag #fox5digout. here are some people who are thinking don't even think about it. don't put your chairs out the spot you cleared isn't really yours even if you save it with something that is yours. it just doesn't count. here's another post. you dug yourself out and claimed your spot. is it a spot really yours to

claim. we've seen some creative methods. >> save your parking space after a blizzard. use those multiple lawn chairs that will send the message home. how about this is that real a baby bassinet so you don't want to be the person to run that over but you also don't want to necessarily be saving it with a car seat. it doesn't sount great. so when it comes to the parking bans, we have heard the district has been serious about enforcing them not just during the storm but also in its aftermath. the dc department of public works told us it has issued more than $1 million worth of parking tickets. a lot of complaints for them. tickets of 250 each.

so this is up from even those traffic cameras. $250 during the blizzard. there's also been more than 600 cars towed. dc snow emergency ends at 6:30 p.m. tonight. so in just an hour, so do all of those parking bans that are put in place for the storm and snow removal. the district means business. we are seeing that ban lift tonight. and remember if your roads haven't been cleared or if you're seeing some of this yourself, just remember to send us your photos on twitter. laura, we'll send it back to you. >> thanks very much. with schools out for most of the week for many kids and some people still unable to even leave their homes, oh, my goodness, cabin fever is setting in if it hasn't already, so we've called in the big guns. parent coach megan lehye to help us navigate the waters. >> it is getting desperate.

>> we've had several people express their fres trations to us in person and over social media. starting with a mom in silver springs. she's running out of supplies for her baby. >> he had a terrible bout of diarrhea this weekend, of all weekends. wipes are low, diapers are low. i ordered from amazon they send my delivery would be here today unless the ups driver sends me a message from the top of the block, i won't receive it. and i can't even get in my car to go to laurel to pick it up from their depot. so if i miss the shismt then i'm really in a bind. >> i mean, that's a really terrible situation to be in. so she's running low on supplies. what do you do? >> it's one thing to start to feel like sick of the kids. it's another thing to run low on diapers, formula, baby food, needed items.

and if that is the ce, that is when you call in your friends. you call in the favors. there are people out there, right now, in target, in walmart, in the grocery stores. people that that woman knows. and she has got to say you've got to come in here and bring me these things. and i know people would do it for her. >> and we were talking about how moms have such a hard time asking for help and maybe dads the same thing. now is the time to ask for help if you need it. >> absolutely. and people will almost always come through. especially if you have a baby in the house. >> yeah. speaking of food supplies. running low on food. you have a great suggestion in case you are running low on food. >> yeah. i don't know where i saw this, but you just google whatever you have. cans of black beans, chicken broth, rice, bouillon cubes, chicken breast, you type recipes and it will find everything for

you right there. >> google it. >> so we did that and up popped i think 1.9 million recipes for soup, for rice and beans and all sorts of different recipes. >> and you can swap out so many spices and things that you really -- it won't be your 5 star meal, but it will do the trick. >> absolutely. so activities for cooped up kids. what do you suggest they do? >> so everything has to be age appropriate. technology will make them -- it's great for a little bit but it actually makes them a little more -- so anything outside is going to work their bodies, give their brains a rest and make them physically tired, which all parents want. >> get them outside. >> get them outside. the sunlight is good for vitamin d, it's good for your brain, moving muscles, fresh air always. and there's so much to do in the snow, so much to build, so much fun to have. i know everyone has done all the

activities. in terms of inside, we have the spaghetti, attaching the marsh mallows. you can make any kind of food. when the kids start to get a antsy, we do a loop of stations, one is jumping jacks, one is pump muching the air and it's like a little competition and it's as long as we can do it. who will hold out. >> great idea. i think you can also google educational activities in the snow and come up with measuring activities. montgomery county sent out this e-mail right here with some ideas from social studies to mathematics to lots of different ideas, science ideas for what to do in the snow. what about the mental health element. because i think it really comes down to the mental health both for the kids and for the moms. i want to show a picture of cookie dixon sent this to me via

facebook of what her grandchildren have done to her poor door from being inside all day long. she may be at her with it's end with taking care of the grandkids. mental health really becomes an issue. >> yeah. and when you've been in the same house with your kids for this long, they're going to remember how you were rather than if you came up with all the best activities. so if it's between another show and you losing it, show. >> got it. >> if it's between like more cheese puffs or you forcing -- just take the path of least resistance until you can get your strength to keep your patience. >> go into a room, take a breath, come back. >> yeah. >> a better person. >> and if your kids are old enough, just say to them, we're all going to take a break now.

ds. welcome back. you know, it's pretty amazing. here we are and we're talking football even though the redskins. >> always. >> when they went this far, we've got to keep talking. >> it was kind of smooth this year when you consider. i think one of the reasons why, when you consider how smooth things were behind the scenes for this past season, yeah it was disappointed how the season ended, but scot mccloughan gets a lot of credit for making the right signings and for keeping the team in check. he talked about his approach as the off season begins without kirk cousins being locked up. >> the good thing about it is there's nothing that says in that position. what i'm doing here quarterback, offensive lineman, it doesn't matter. i'm looking for the best football players. it would be nice to have

everything in place forward, and we don't. no team does completely. it's always about building no matter what. >> i think kirk cousins is going to be building a big new house. a bold prediction from a guy who knows a little about the cowboys. troy aikman thinks rick boone ii or robert manzell will be the backup in jerry yes, sir world. the general consensus is both deserve a second chance and ache man has a theory on why this would be a smart move for the cowboys. >> i think when you have the number 4 pick, if you don't take a quarterback and you assume that these guys are not franchise quarterbacks that are coming out and you pass on them, then you've got to address the backup quarterback situation. and it's my belief that one of those two guys will be in dallas. >> speaking of the super bowl it's a battle of the ages when cam newton faces peyton manning. he's not the youngest

>> we are taking you live back outside now. this is in montgomery county. our own paul wagner who's been driving the roads for us, a lot of traffic out there and you can see they are still trying to remove the snow. and just pushing it to the side, hauling it away. it's really holding up the traffic today. so we're just waiting for all this to melt. caitlin. i know we don't want it to melt too fast because it will be flooding issues. >> we've seen a lot melt so far i'll show you the difference from when we wrapped up the blizzard on saturday. temperatures are gradually climbing which is exactly what we want. we don't see any real rain in the forecast. but it's going to take some time. >> and traffic is a nightmare. >> yeah. people are going crazy desperate to their their houses. a lot to navigate out on the roads this evening and probably

again tomorrow morning. we are going to throw a wrench in tomorrow morning's commute with a refreeze because temperatures are going to get much colder tonight so watch out for icing, watch out for slick spots but thursday morning could be very problematic, not just on the majors, but any side streets, your sidewalks too. let's get to the maps, weather headlines. that's what we'll start with. 10s and 20s tonight that equals a refreeze all across the area. thursday a storm we've been watching earlier in the week that looks like it could bring us some snow is not going to, it is going to stay well offshore. afternoon temperatures be going to be freezing. a big warm up and that could put an end to a lot of the snow pack around the area. here's some showers off shower, light snow in new york and here's a cold front moving through the central plains approaching chicago with some light snow showers. that's going to swing through late tomorrow into early friday. could bring us a flurry but that's about it. temperatures outside it wasn't

necessarily overly mild but at least it got well above freezing just about everywhere. here's the result of three days in a row of temperatures well above freezing. we have really lost some snow at all the three major airports. our snow depth tracker, remember we started at just shy of 18 inches at reagan. we have already lost 14 inches of snow there. at dulles we've lost 11 and 16 inches of snow at bwi. so there's snow on the ground there but what a few days of snow melt makes. for tonight high pressure moving through. it will be cold again as we're right under the influence of that high pressure system and just with that substantial cold watch for the icing and the refreeze early tomorrow morning. here's that near miss from a coastal storm that we alluded to earlier. this is going way, way out to sea. there was only one day earlier this week where we got a little nervous but the models continue

to track it offshore. again this is thursday. there is that cold front coming through thursday night into friday. snow showers for the mountains and possibly making further east into air our area. just a chance for a flurry is likely early friday morning. 25 is the number tonight in dc. icy spots early, sun to clouds tomorrow, 42 degrees. sunrise photo just gorgeous. a frozen tundra out there. sunrise 7:18 tomorrow morning. 25 degrees. 42 degrees as we take a look at your 7-day forecast. 41 with those morning flurries. look at these numbers 53 on saturday, 63 sunday 60 on monday. this is like we're turning the page on winter and going towards spring. we're not officially. we've got groundhog day on tuesday. >> it's already punxsutawney phil time.
