right now. >> we thank you for joining us tonight. i'm tony perkins. >> and i'm shawn yancy. we begin tonight with that arctic chill and those gusty winds blowing through the region. >> gwen tolbart is here with your first forecast of the night. >> well those winds really brisk today and continuing to be fairly strong tonight. we've got wind chills as a result of it. our highs today exactly where they should be, just a degree or two off, but we are definitely in the ballpark. that is going to change as we move into this weekend. and right now we are looking at a nice situation overnight as we get a refreeze and temperatures dip below freezing. lows overnight expected to be 25 in the district, 18 degrees to the north and hagers town, 20 in frederick. and this is going to be a pretty cautious situation if you're heading out tonight or in the

early morning hours of tomorrow before it all changes. right now our current temperatures, 33 at dc, 28 at gaithersburg, 30 at culpeper, that's the same at winchester, 28 at martinsburg and 27 at hagers town. and we've got gusty winds pushing in from the northwest creating wind chills that make it feel like it's in the low 20s and in the teens. so here is a look at your satellite radar. not much happening there. we have some high clouds that are going to be moving in tonight into early tomorrow. but it will be sunshine under the influence of a strong ridge of high pressure. mostly clear skies, cold 25 degrees. winds from the northwest but that refreeze definitely happening tonight. but tomorrow and sunday you'll think you're in a totally different season, trust me, as our temperatures rise well above seasonal, at least some 20 degrees plus. i'll have all those details and a look at that 7-day forecast coming up in just a bit. back to you. >> all right, gwen. thank you very much. while some snow is melting, the

impact of last week's blizzard is taking its toll. this afternoon the roof of a townhouse gave way under the weight of all that snow. lauren demarco shows us the damage. >> reporter: imagine you're sitting inside of your home and then, boom. a huge piece of your roof comes crashing down. that's whatappened at this townhouse in laurel. you can see the insulation and debris piled up outside and inside it was a mess. the 8 by 4 foot chunk of roof collapsed above this stairwell this afternoon. there was one family member home at the time but fortunately that person wasn't hurt. the repair crew says there was a large amount of heavy snow it was simply too much weight and the collapse came without warning. >> it's got 2 foot of snow, refreezing, it shifts as it goes down. you figured the whole roof was covered and it's 4 foot by 4

foot it's a lot of weight sitting right there. >> reporter: the two-story townhouse has been condemned. the homeowner is covered by insurance, we're told the family living here didn't have renters insured so their damaged items are not covered. the red cross was called out to help them find a new place to stay. meanwhile the repair crew is doing what they can do until daylight when they feel it's safe enough to get on the roof and begin exterior repairs. >> the whole roof needs to be replaced now. >> reporter: so the cost of the roof. >> inside the drywall, insulation, the carpet. so now it's pretty much got renovate the whole house. >> reporter: messy and expensive. now the city of laurel is asking homeowners if you still have a good amount of snow up on your roof to get up there, take a look, see if you can clear any of it off. of course with the slippery conditions you may want to consider calling in a roofing company to do that for you.

in laurel, lauren demarco, fox 5 local news. >> with temperatures falling around the region, we're seeing more water main breaks across the dmv. today wssc crews fixed a water main that snapped. workers had trouble locating the valve in all the snow. so far crews have fixed more than 300 broken water mains. a spokesperson calls that a typical january. people who need to park in handicapped parking spaces were having a hard time finding them at this walgreens in potomac because they were covered in mounds of snow. fox 5 viewers called us for help. today we got answers and action. we learned the potomac village shopping center has a contract with an independent company to plow the parking lot. the crews plowed the lot but dumped all the snow in the handicapped spaces. >> shame on you. i mean, it's something that, you know, everybody kind of takes for granted.

you know, you don't know when your life is going to take that change. you don't know what tomorrow is going to bring. it might be yourself, it might be a parent, it might be a child. >> since we first reported the story the spaces have been cleared. we spoke with the maryland department of disabilities, they told us that businesses are responsible for maintaining disabled parking spots. >> now to the district, dc mayor muriel bowser is praising city workers and their efforts to clean all the snow and get the city back up and running after the blizzard. >> we are just extremely grateful to the men and women that are on our team that work 12-hour shifts since last friday, i think we ended the 12 hours yesterday sometime, that they worked night and day. >> she says she is very proud the city government was able to open on tuesday, schools opened on wednesday. the mayor also announced a dozen new projects that wod provide affordable housing in the district. >> there's some scary moments on the road in northeast when an

ambulance collided with a car. this happened at 17th and k streets around 5:00 tonight. the ambulance had a patient inside. we're told a firefighter, the patient, and a passenger in the car all suffered minor injuries in this crash. traffic was diverted for a short time in the area while police investigated. an update now on a story we've been following in northern virginia. a vdot worker is recovering after being struck by a vehicle this afternoon. this happened on interstate 66 in centerville. virginia state police tell us the worker was helping the driver of a disabled car when that pickup truck hit them. both of them, as well as the pickup truck driver, are in the hospital tonight, with serious but non-life-threatening injuries. >> the newly elected chairman of metro's board is calling for more police officers and better lighting in metro stations. fox 5 matt ackland has the latest tonight. >> reporter: it all happened

8:30 rush hour yesterday here on the red line platform. we believe this camera caught the assault in progress. fortunately, police officers were nearby. they ran to the scene and also radioed other police officers at woodley park. those officers then stopped the train, boarded that train and apprehended six individuals. the assault is hard to watch. one man attacked by a group of high schoolers. witnesses seeing it all. >> he sunk to the ground and five or sixteen agers are punching him in the head and kicking him in the face. >> reporter: we're learning new information about the police response. metro says it took place at 8:21. the suspects jump back on the train and by 8:24, officers at woodly park were told to intercept the train. they did and soon after sixteen agers were arrested charged with felony assault. meanwhile a few hours later dc

council member jack evans became metro's board chairman. we immediately asked him what he planned to do about the violence. >> it's again a discussion i'll be having with the general manager about how we can forward with new ideas. i believe metro is safe but there is a perception like something that gallery place today and this happened over the past year that maybe it's not as safe as it could be. >> reporter: then today he gave specifics how to combat the violence. tweeting need to get more police officers in the wmata system. a more visible safety presence on trains, buses, increasing lighting, reducing crowding. matt ackland, fox 5 local news. >> also in the district, a dc fire lieutenant was formally charged with receiving child pornography today. he appeared in a federal courtroom this afternoon. the 22-year veteran of the

department is now on administrative leave. a grand jury in pennsylvania indicted walker. because the indictment is still under seal we don't know the circumstances surrounding his arrest. walker's laur refused to comment. >> still to come a big break in the man hunt for escaped prisoners.

fox 5 local news is in the district tonight where city leaders denied a permit for a tree house at the center of a neighborhood feud on capitol hill. we first told you about the

story a little earlier this month. tisha lewis joins us with the update. >> reporter: the controversy is over, the tree house is 20 inches hovering over a public alley. the district public space economy voted 4-1. now the tree house's owners have three options and as of tonight, as you can see here, they haven't done anything just yet. the district says the couple who owns this tree house can remove it. they also can move it off public space. they also have the option to make the tree house smaller so it doesn't protrude on to public property. all of this is the outcome of a months' long battle between the tree house owners, the district and neighbors in this capitol hill neighborhood. in fact there's so much tension in this small neighborhood that residents are afraid to show their faces on television to talk about this in fear of back lash. >> i'm sure this is not over.

it's been a tough road. this is not about a tree house. this is about policy and it's a zoning matter. i know that doesn't sound sexy but it's not about children. >> we do know the couple who built the tree house have a three-year-old and a five-year-old daughter. the owners have no comment. the district says they will send a letter to the couple today notifying them on the next steps. tisha lewis, fox 5 local news. >> we are just days away from the iowa caucuses and there is plenty of finger pointing and mudslinging on the campaign trail. sarah simmons joins us on the latest. >> reporter: most of the candidates scattered across iowa today, republicans pushing to have their voices heard. meanwhile hillary clinton faced more e-mail trouble. done altd trump spoke to voters in new hampshire this morning at

a town hall. he believes his no-show in last night's iowa debate ended up being a good thing for his campaign. instead, trump hosted an event that he claims raised millions of dollars for vat rens. >> what happened last night that was amazing i wasn't treated right. i did something that was very risky and i think it turned out great. because i'm getting more publicity. you know? >> reporter: elsewhere on the campaign trail several republicans spent time celebrating their debate performances making it clear they were glad trump didn't show up for the debate. >> i had this thing going on last night, the debate. i don't know if you saw it. it was a lot of fun. i actually had a little bit more time than usual. i think there was somebody missing. >> reporter: the hillary clinton e-mail controversy flared up again. the obama administration confirmed today that clinton's home server contained closely guarded government secrets sensoring 22 e-mails with highest levels of classification. the white house says clinton's

decision to release the e-mails on her own shows she's being pro active. >> no judge ordered her to do that. she said that because -- to demonstrate her commitment to transparency that that's what she would do. and this administration has devoted significant resources because that's consist tevrnt with the president's commitment to transparency to try to fulfill that request. >> reporter: in the battle for second place in the polls behind trump, cruz fought back against attacks from his other rivals painting senator marco rubio as the republican broik. >> equal pay for equal work. president obama today tried to eliminate that gap. he proposed a brand new rule that require businesses with more than 100 employees to report pay earnings by gender, race and ethnicity. this new rule is expected to

take place later this year. >> the academy of motion picture arts and sciences is speaking out about a new controversy that some say points to the group's lack of diversity. the academy is responding to reports that the cast of "straight outta compton" was not invited to the ceremony. they said quote the academy invites the nominees only and each studio gets a limited ticket allotment based on the number of nominated films to use at their discretion. this has been this way for decades. still to come, the popular netflix series making a murderer sparks action in wisconsin. >> and also tonight developing out west one of the california prisoners who escaped aback behind bars. where police think the other two may be hiding out. we'll be right back.

50 one is. developing konlt, a big break in the search for three escaped prisoners in southern california. today police captured one of the wanted men and they are narrowing in on the other fugitives. they escaped last week. officials believe the other men are in san jose and may be headed to fresno. police arrested a woman who worked at the prison. >> she provided google maps. there was some type of relationship to develop which initially was a student-teacher relationship and it developed into a close relationship. >> well, the breakout marks the first jail escape in orange county since the 1980s. >> wisconsin was in the spotlight today.

protesters gathered there to show their support for convicted killer steven avery and his nephew. you may have heard of the two men from "making a murderer." a lot of people who watch the show think the two men were wrongfully %gvconvicted. a large crowd came out today to support them. the protesters say their goal is to get the men a new trial. well, you will have the chance to hear firsthand from avery's lawyers. the defense attorneys will be at the warner theater on april 2nd for a conversation about the hit series an the defense they mounted for their client. >> more help is headed to the residents of flint, michigan. the governor signed a law to give flint millions more in emergency funding. the city is under a public health emergency after it was revealed the tap water there was not properly treated and was

contaminated with lead. lead poisoning has been linked to learning disabilities and other problems. today e-mails were also revealed that say leaders ma have known about the problems much earlier than they admit. the state sent trucks of bottled water months before the city acknowledged the tap water was unsafe to drink. >> it shows what we've assumed all along, that there was no way that the governor's administration didn't know earlier that there were real issues with the water. >> the governor's office is not saying much today about those e-mails. >> wow. all right. a dc fire lieutenant charged in a death investigation coming up next, another twist in that case. and later, there's a lot of hype surrounding "grease live" airing here on fox this weekend. .

recapping tonight's top stories, the snow-covered roof of a townhouse collapsed in laurel maryland this afternoon. this happened on south shore court. one person was inside when the roof gave way but no one was hurt. >> the chairman of metro's board is pushing for safety improvements. jack evans was eleked just hours after a group of people attacked a man on the red line yesterday. he is calling for more police and better lighting. >> dc leaders have denied a permit for a tree house. the controversy is over the part of the tree house that's hanging over a public alley. the owners have been given three options. they can remove it, they can move it or they can make it smaller so it doesn't protrude over that public property. two weeks after the fire chief admitted it was a mistake to allow the lieutenant to retire. >> lieutenant guy valentine was

faci facing neglective charges. paul wagner reports. >> reporter: firefighters who want to retire from the department have to wait 60 days before it becomes official. and since the fire department never adopted the rules of the law passed by the dc city council, lieutenant valentine was going to be able to retire before going before a disciplinary trial board. when we interviewed chief dean two weeks ago, he told us he was going to make it right for the family of the toddler. and on tuesday, the department adopted what's called emergency rules. that effectively places lieutenant valentine's retirement on hold until he faces a charge of neglect of duty. a move welcomed by the toddler's father. >> i think it's completely unfair and ludicrous that after he's neglect of duty that contribute to the death of my

son, he could hide in some legal loophole to avoid facing responsibilities. and i would arch the fire department to try mr. valentine to punish him properly and proportional to the pain he has caused to the family. >> reporter: last march 13th lieutenant valentine was in this townhouse when a call went out for a child choking on grapes. the call was just three blocks from the firehouse. valentine heard the call go out but didn't respond because he wasn't dispatched and told investigators he was unaware the toddler's home was just down the street from the firehouse. and that's not all. the lieutenant's engine was not sent on the emergency because a tablet like this one had become disconnected and dispatchers at the 911 center didn't know the engine was in the firehouse. help was instead sent from more than a mile away. >> nothing is going to return my

son to me and to my family, but i think it's fair that he pay for what he did. and the negligence that he committed. >> reporter: the dc city council passed the law after another lieutenant was able to retire with full benefits despite facing discipline in the case of cedric mills. >> lieutenant valentine has never spoken publicly. we did reach out to him today. he did not respond. >> in montgomery county over 100 people turned out for a blood drive in honor of a fallen police officer. officer noah leotta was killed on duty. a suspected drunk driver hit him back in december. his father says his son's death was senseless and preventible. >> you shouldn't have to be in hell like i am right now. i will never get out of it. this is where my life is now and it needs to stop.

and that's basically what i need to do to make sure noah's memory and his legacy continues in a way that prevents it from happening to other people, such as you and any others on the road. nobody should have to be burying their child. >> the red cross says all 111 appointments were filled within hours of the police department announcing the blood drive. >> two wheelchair bound men in our area received a special gift today. they will now be driving around in a wheelchair accessible van that ss customized to their specific needs. the two men say they're extremely grateful for the gift. >> i can't thank everybody enough and starting with god for saving me. all the glory and honor go to god. and the people that he inspires to bless us veterans. it's amazing. it's nonstop. >> being able to just hop in and

more 800,000 of the sedan. apparently the hood could pop open when the car is moving. the economy is not moving. it turns out fewer people buying big ticket items like cars and appliances. that has stocks ralying in the hopes that maybe the federal reserve will take it easy on hiking interest rates, the dow finishing down 6% for the month. and better late than never. according to a new survey one in four employees are late to work at least once a month. many offering up bizarre excuses including someone said that all their clothes were stolen. it really did happen to me. anyway, another person saying that their hair caught on fire from the blow dryer. that's business. i'm neil cavuto.

>> firefighters rescued a saint bernard that fell through an icy

lake. the dog and his family were reunited with his crews who saved them. alexandra limon was there. >> reporter: meet milo. this saint bernard fell into the lake during the beginning of the blizzard but thankfulfully his story has a heart-warming ending thanks to firefighters. >> milo is our baby and we came close to losing him and we know we did. thank you guys. >> reporter: an extremely grateful family and a happy-go-lucky milo were reunited. with the crews that rescued the 120-pound saint bernard after he went crashing into an ice covered lake. >> we got out there, the ice was a little fragile. we first tried to catch him with a dog collar but even though i got a tight wrap around him, he squeezed his head out. he didn't like that, at that point we realized we had to get in the water to help him. >> reporter: these two city of

fairfax firefighters took the plunge into the frigid water wearing suits like this one to stay ins lated at the time of the rescue the blizzard had already started and thanks to the blowing winds and snow, it was 21 degrees out. but felt more like 8. in this video you can see milo hanging on to the frozen edge of the lake. amazingly firefighters hoisted the water-logged dog to safety. >> i know that one of them tried to go in and make a rescue on milo, they would have succumbed to the temperature much faster than he had. >> reporter: fairfax county and city firefighters want to remind everyone that although it may be tempting to jump in yourself, whether it be to a lake or a fire or some other emergency to rescue your best friend, it is not a good idea to do so and you should always call 911 instead

careful icy spots out there. lots of weekend sunshine ridge of high pressure responsible for that and we're going to get a southerly flow that's really going to boost our temperatures as we get a warm-up. look at this low 50s saturday, 60s on sunday. what season are we in? we keep going back and forth between what feels like spring and what feels like winter. well it felt like winter a little bit today because we had gusty winds and also just an odd flurry or two that passed through, not a lot in terms of accumulations, but take a look at these numbers. dulles actually just reported a trace. but we didn't get a lot of it piling up anywhere like we did about a week ago, thank goodness. but the ski resorts, that's where people are smiling. because look at the inches that they have there. if you plan on going skiing this weekend, it's going to be very comfortable in terms of the temperatures and there's plenty of snow for you to enjoy.

we're going to see a real change in our temperatures. we've got the cooler air in place that's moving in tonight but then we're going to see the door open up for a nice southerly flow and that's when our temperatures are going to turn around again and we've kind of got this roller coaster thing going on. because that suter lir flow is what's going to move right up the eastern seaboard and boost hur temperatures. waive had extremely gusty winds. 21 mile per hour winds at frederick, we still have winds that are gusty over delmarva, but they've created some wind chills just the same. even though sustained winds aren't quite this strong we're still seeing the same effect. 33 in the nation's capital, 30 at baltimore, 30 at frederick, a little cooler at hagerstown at 27 only, 29 at dulles, 30 at mannasas and 27 at fredricksburg. so we'll take a look at those windchills. this is what it feels like if you actually step outside and we

put together the temperatures and the winds and it feels like it's only 16 degrees at gaithersburg this hour. 19 at hagerstown. it feels like it's 25 in annapolis and the same in dc. so if you're going for any late night partying tonight make sure you dress a bit warmer because you're going to feel the bite of the season that it is. ridge of high pressure sticks around as we move into tomorrow. for tonight we're going to have clear skies but it's going to be cold. we've got that ice to be concern with. so don't forget. that ridge of high pressure gives us plenty of sunshine as we start into saturday. a few high clouds, not too bad and we see it move out and that's where the door opens up. that soherly flow kicks in. we head to the 50s for your saturday, get even warmer on sunday at 60 degrees. so here's a look at what we can expect for tomorrow. daytime highs into the 40s and the 50s. no shortage of sunshine.

the rams and raiders moved from st. louis to oakland. the browns moved from cleveland to baltimore becoming the ravens. nfl relocation has been dormant for 20 years until again the rams started the latest round of team movement announcing their return to l.a. two weeks ago. the san diego chargers had the right of first refusal to scombroin the rams. there were reports this afternoon that the chargers had an agreement to share the new stadium with the rams. one hour later the chargers owner issued a statement saying they are staying in san diego for the season and will work with the city. the chargers have a year while

the raiders are looking any way out of oakland. the raiders are the natural choice to join the rams. but they aren't sitting still. they met about a $1 billion stadium in las vegas. investors say they are moving forward with a 65,000 seat stadium with or without an nfl team. now, one contention there is obviously sports gambling. unlv has a special situation where their games just aren't on las vegas books. but the nfl always has this tenuous relationship with sports gambling. people will talk about lines but they don't want to admit it. someone on twitter mentioned to me, there is legal sports gambling in london and the nfl has no problem putting multiple games in london. >> it just seems like you're courting trouble there. >> the radarers, their lease is
