team. by all accounts he had a bright future ahead of him. >> a very pleasant young man, very goal driven. focused on his academics but he was also focused on running. >> he was quiet. he had a good group of friends and stuff you about orn that he took to being to himself. >> reporter: but a lot has changed. saturday the 18-year-old was arrested and charged with kidnapping and murder of nicole lovell, a 13-year-old from blacksburg. >> everybody was shocked. no one thought he would do anything like that. >> reporter: details are also emerging about the young victim who was apparently troubled. her mother told the washington post nicole was bullried at school and social media because of her looks. the biggest questions are still unanswered. how was she killed and how did the suspect meet the victim. a second virginia tech student

was arrested sunday. 19-year-old natalie keepers is charged with transporting or concealing a dead body. keepers is from laurel. the mother of a current hammond high school student says she's stunned. >> i'm shocked. poed. it's horrible how kids who are so young in life and heart and they could kill a 13-year-old girl it's just beyond me and i hope they get whatever they have coming to them. >> reporter: investigators have kept a tight lid on a lot of the details of this murder investigation, including how 13-year-old nicole lovell was killed. today we obtained these court documents that state that a firearm was not used in her murder. now an autopsy was scheduled for today but it could be some time before we learn the results of that autopsy. both of the suspects were arraigned this morning.

they remain in jail without bond and are scheduled to appear in court again in march. reporting live in columbia, maryland, alexandra limon, fox 5 local news. >> a dc police officer shot and killed a man early this morning in northeast. >> it is the same name hood where police have shot three other people in the last 11 months. fox 5's paul wagner joins us now with the story. paul? >> reporter: just before -- just after 2:00 this morning, near 53rd and clay terrace northeast, police say an officer, just months out of the academy, attempted to stop a man who was acting sus spitiously. the man took off running before falling to the ground and losing his weapon. according to dc police chief cathy lanier. the officer told the man who leave the gun on the ground. he ignored the officer. he was shot in the neck and was taken to paul wagner hospital center where he died. his name halls not been released

the handgun he had police say was a bb gun. although there is nothing to indicate race played a role in the shooting chief lanier confirmed the officer is white and the suspect is black. since march of last year, officers have shot four people in the neighborhood. >> this is a neighborhood that has police presence seven days a week because of homicides as well. there has been a lot of violence in that community. we know that pcp is extremely prevalent in that community. we can't have officers not be present because their job is to help make sure the community is safe as well. >> reporter: just last week a report released by the dc autor revealed that the dc police department was abiding by use of force rules and protocols put 23450 place after the justice department began an investigation in the early 2000s. the report says investigators found no evidence of excessive force with the metropolitan

police. >> police are investigating a deadly stabbing at a nightclub in northwest. this happened just before midnight inside bar code on 17 street. when officers arrived, they found two men suffering from stab wounds, one of them died. he is identified as ron inson powell of riverveil maryland. the other victim is in stable condition. no word on a suspect. police are asking for anyone with information to give them a call. meanwhile an arrest has been made in a 19-year-old cold case in montana. hoffmaster went missing when she was 15 years old back on 1996. her body was later found. she had been strangled to death. harris knew her and was living with the wooded area where her body was found. he is awaiting extradition back to maryland. the monster blizzard, how can we forget it?

>> which buried our region, it's starting to melt away. >> it sure is. but one maryland homeowner says his problems with the snow have only just begun. his family was awakened early saturday morning to the sound of shattering glass. he says a giant snow blower was pelting home with snow and balls of ice. he says the home has considerable damage. the snow belower was being operated by the maryland state highway administration and you're going to hear exclusively from that homeowner and what his family went through that's coming up tonight at fox 5 news at 6:00. >> let's hope it continues to stay warm so we can melt off what's left behind here. there's still a little bit of snow here and there that has hardened on the roadways, it seems like. >> snow blocks. >> i even heard sue palka that they're still trying to remove it in some spots. it's just amazing. >> i have to say, i'm glad it was rain coming down today. >> yes. we are helped out in that department, that's for sure.

we have had rain moving on through but we got up to 61 zrees ahead of it. the best thing you can do is dig out those snow drains so the snow water and the rain has a place to run off and we do have a big round of rain to get through later this week as well. what we're seeing tonight moving away quickly but wanted to just show you quickly also how we're doing in terms of removing the snow and reagan national says it's gone. they don't have any left on the ground but there's still 10 inches at dulles and about 4 inches at bwi and a lot of you still have those big drifts on the corners and maybe on your front yard as well. some patches showing up again and we're very fortunate what's coming through today has been mainly light rain. the bulk of this seems to have moved through quickly. most of it exiting the area. right now there's a patch down towards southern maryland and we're going to see this probably gone in the next hour or so. temperature wise it's a frontal boundary that's moved on through. we've gone from 61 down to 47. we are getting colder.

but it does not look like we get too terribly cold tonight. so i'm not anticipating a really wide refreeze tonight. here's president the frontal boundary it's moving away. we will head back into the 30s tonight. but if there is any issue with overnight freezing i think it will be martyr to the north and west. for the rest of this evening we're down to light rain and clizle at 7:00. 46 degrees. we're chilly at 9:00, 43. watch your step at hagerstown because there could be spotty areas of ice later tonight. everybody looks like they'll be at or above freezing and it looks like a dry day for our tuesday. i'll let you know when we expect our next big snow melting round of rain. it's in the forecast for this week as well as the potential for some record high temperatures. that's all coming your way a little bit later. sarah? >> a former judge pleaded guilty

in court today for ordering a court deputy to shock a defendant. robert nally was charged with a misdemeanor several rights violation. he ordered the deputy to press the button of a stun cuff of the defendant shocking him with a electrical charge. witnesses say he give the order when king continued speaking after the judge told him to stop. >> he overstepped his boundaries, you know? this is a court of law. where the law should be upheld. you know what i'm saying? to the same fact is when you have somebody disruptive there's a different situation. protecting myself. >> he has had run-in with the law before. back in 2009 he pled guilty to a misdemeanor charge for deflating a tire of a car parked in what he considered his spot at the courthouse. >> police are looking for people involved in a chair-throwing

brawl in the district. this happened wednesday in a restaurant in the 1600 block of la mont street northwest. if you happen to know anything about the brawl, you're urged to call the metropolitan police department. >> a maryland couple is suing the charles count school system in federal count. >> they are upset that their daughter's world history lesson involved islam. in court documents, john kevin and melissa wood alleged their daughter was forced to write out the islamic creed in her world history. the school did not allow that girl to skip that lesson saying that it's common for religions to be introduced into a lesson when they impact a particular historical era or a geographic region. here in the zriktd it is education week. the mayor also promoted dc's new empowering high school which will be opening its doors this

new tonight we are learning more about that deadly amtrak derailment in philadelphia from last may. >> the engineer told investigators he remembers pushing the throttle forward to pick up speed and breaking when he felt the train on too fastd into a sharp curve. >> the ntsb released information today. transcripts of two interviews. the report rules out issues with the locomotive, track or train signals. however the documents don't come to any conclusion as to the exact cause. the crash killed eight people and injured 200 others. the world health organization has declared the zika virus a public health emergency of international concern. the agency says the emergency is

warranted because of how fast the virus is spreading. zika is spread by mosquitos and it's linked to baeks born with abnormally small heads. the agency estimates there could be up to 4 million cases in the next year. >> new develop also in the water crisis in flint, michigan. the seven state workers with the department of environmental quality who are being sued may have to find their own legal council -- counsel. the state judge has to decide whether i has to defend his own employees. he says it would be a conflict of interest. it comes after elevated levels of lead in the blood of children. >> this story hitting close to home. >> this is not so much about where it went wrong because it's a whole sequence of events that cause problems in flint. it's about a guy that's trying to give back. his name is chris wilson. his last nfl stop was with the

the villain and saint bar in bethesda tonight. what does all this mean? >> reporter: here's the situation. here in montgomery county, if you own a bar, like here and you want to order something like bourbon or you want to order a beer, well, all of this has to come through the county's own warehouse. not only does the county control the warehouse here, they also control 25 retail establishment that compete with private businesses. but tonight the 21 year head of the county liquor control board is out. and this is a development that a lot of people here are surprised by. take a look at this. now, over last weekend while a

lot of people were digging out from that blizzard, the county government put out a late friday that george griffith the long-time head of the department of liquor control for nearly 21 years was out as of 5:00 p.m. last friday. county executive followed that up with his own message to the county council. he said in essence that if they could find a way to come up with a $33 million that liquor control generates in montgomery county, well then he would finally be ready to discussion doing away with the practice all together. now in the middle of this major effort by the department of liquor control to be eliminated, it's the only one in the country, consider that. the strangle hold over liquor sales here led to the formation of a group called end the monopoly. that's made up of frustrated restaurant and bar owners and consumers who have come up with the petition of thousands of names on it. >> for years we've struggled

just about everybody is done with the showers, we'll be dry overnight and here are your weather headlines. tomorrow is a dry day but a little cooler for groundhog day. it's a much stronger front to come through the area on wednesday with more moisture and maybe a rumble of thunder. maybe some record heat and we have to watch for the potential of flooding because of snow melt on top of rain, maybe some moderate to heavy rain. so we'll be watching our small streams on wednesday to make sure they don't get too full. the threat right now we would say is minor to low and moderate but we'll continue to watch that. punxsutawney phil will be out abds r and about. will he 'r. see his shadow? my guess is yes. all above average for this time of the year. as of tomorrow the average high is around 45 degrees.

so that's where we are right now. the frontal boundary has gone by and we are going to see temperatures heading back to 30. but not too far down into the low 30s which is important because we want to make sure you don't have any icing as water freezes. you might need to watch up there. frederick 30, martinsburg 29 degrees. far to the north and west there could be some he's yas of icing later tonight for anything that's not treated. here's your temperature trend going forward. average high is 45. we're still above it at 50, we're well above it at 65. we could be challenging the record or tying it. the record is 65 on wednesday but we're colder for thursday and friday. bottom line tonight we drop to 36 in the district. the showers are going to be out of here and a brighter groundhog day for us tomorrow but a little bit cooler than it was today under partly cloudy skies. in this also another big story. colorado to michigan has to

watch. these are all winter storm watches, warnings and blizzard warnings and that is edging into iowa too. so they will be happy to wrap up these caucuses because of some serious snow in those areas. some places could get 12 to 18 inches. that is not in the cards for us. the warmer air is coming in our direction. the wednesday temperature of 65. our record is 65 on february 3rd set in 1927. so a real old one. and this would be the first time we've had a record high since christmas when we hit 71 degrees. is this the most bizarre winter or what? how much rain are we talking about through wednesday night? it looks like we could get close to an inch in some areas. maybe closer to .75 inch down to our south. it could come with thunder. look at this, the storms along i-95. it will move out of here so we have to watch that.

his junior and senior year after transferring here from washington state. he was a track star, wanted to be an engineer. this community is coming to terms with the fact that he is facing charges for first degree murder. you have to keep in mind that eisenhower just graduated from this high school in june. so there are a lot of students and staff members who knew him well, including the principal who we spoke to today. >> reporter: i knew he had a massive kick that i couldn't take. >> reporter: that's video from the baltimore sun after david eisenhower won a track championship in howard county. david eisenhower was a high school track star. he was named the at least of the year in 2015. and went off to college to study engineering and run on virginia tech's track team. by all accounts he had a bright future ahead of him.
