d.c. mayor muriel bowser made a rare appearance at a d.c.at a council meeting to support a plan that has many at odds. at issue new proposed homeless o shelters in the city. connections to owners of the proposed sites are getting the attention of council members. fox5's matt ackland has more. >>reporter: it's not often that you zoo he a mayor at the the council hearing, but maintaining support is important for a a shelter program that is generating many questions and concerns.

another successful raid. the pictures hanging in gary somers office where he can see his buddy every day. we did everything together. we did everything. we went through a lot of doors together. on the fateful day in august of 1988, the door they were trying to go through suddenly swung open. and now we had a suspect there, very similar to the other night. it's a quick, make a decision. my decision was to fire.e. mark could see more of the suspect than i could and made the determination to stand up. and he came in between my fire when i fired on the suspect. and i actually shot and killed my best friend. at that moment gary summer saysm he felt like he was on an elan and knowing what was coming asked himself if he reallyre wanted to go through it. i had to really think out there. i had a wife and three kids that depended on me.ed o that really
