previous leadership allowed the system to get into such a state of disrepair. fox 5 tom fitzgerald is live at metro headquarters with new details. tom? >> reporter: this fare change authority was almost described as sort of a weapon today that can be deployed for riders to keep them from paying these full fares in the middle of one of these metro meltdown that is we have all dealt with. the general manager today, paul weidefeld said that this is something he is going to declare only every now and then. but it is an important tool he says to keep people from having to keep paying full price and not getting full service. riders we talked to today, they wholeheartedly agree with this. >> it's been expensive for awhile. to. >> i've been missing workly the whole week. >> my stop is going to be closed altogether and i don't know what my

>> reporter: now this move was made today during another big change in metro leadership. there were three new members of the board who all took their seats, and they are appointments by the u.s. secretary of transportation anthony fox who stepped up the safety rules and repair work that are now underway with safetrack. there was also an eye opening revelation tonight by the other new face on metro leadership front. patrick lack of inhas only been on the job a month. it's been like trying to drink from a fire hose. despite the breakdowns in at the safety issues, metro has no regular investigative dedicated body for investigation. likewise, the chairman jack evans says he's responding to growing questions about how metro previous leadership was allowing spiralling and disrepair in the system. evans says metro

for riders like marked trains shuttle busses and weekday busses. >> there will be a length of time we're going to be dealing with this, we're going oh to make the best decision within our confine, everything is within a budget. we're going to make the adjustments we need to make to make people's commutes as easy as possible. >> the surge affecting prince george's county runs from june 18th to july 3rd. in montgomery county, it is sentencing day for the driver in a crash that killed two high school graduates last june. samuel ellis put pleaded guilty in april to two counts of vehicular manslaughter. prosecutor says ellis and three of his friends just left an under age drinking party when the crash occurred. he's facing up to 33 years behind bars. >> fox 5 alexandria limon is in roxboro with this story. >> that sentencing hearing is still going. it's been a very difficult one to sit through.

very emotional statements to the judge asking for a tough punishment, meanwhile, the prosecutor in this case painted a very disturbing picture of a 19-year-old sam ellis who basically painted as an entitled teen who the state says is not remorseful for his actions as we're still waiting for the sentencing. the hearing still going. sam ellis is facing two counts of vehicular manslaughter after he plead guilty in april. about 200 people i would say packed the courtroom. still in there now waiting to hear the sentencing after ellis killed two other high school graduates last year, those victims, alex and calvin lee were both only 18 years old. their families talked about how they were looking forward to going to college. alex's parents gave very emotional statements. teens in the audience were in tears

speaking. he said alex's ashes are actually in the family's living room and he says he questions how his family will survive. meanwhile his mother said she does not believe ellis is remorseful and she said in court that the speed and force of the crash crushed her son's face and body. the prosecutor is asking for a 20-year sentence with eight years deferred and 12 executed. state attorney mark anderson talked about some disturbing phone calls that ellis made from jail to his sister. the prosecutor said that he made statements like if it wasn't for had this b s i'd be at the beach having a good time. only he used some other choice language that we will not be repeating on the air. the defense, on the other hand, forgot a leniency. they in fact, say ellis suffered serious brain injuries that

this day. of they say it makes it easy for him to suffer additional brain trauma if anything were to happen to him perhaps, you know, in jail, defense also says that he is, in fact, remorseful and that is why he is behind bars. now, already serving some of that time, not because it's some sort of ploy to make himself look good. that's something that the state said in court. he really is remorseful in that those phone calls from jail were taken out of context so they are asking for leniency from the judge again we don't have any result yet. we're waiting but he is facing up to 20 years in prison. we will have another update for you as soon as we get any kind of sentence from the judge. we hope to have another update for you around 5:30 with what the judge had to say about this. reporting live in rockville alexandria lee moan

>> dc mayor proposed doubling train requirements for special police officers. they're the uniformed guards you see patrolling apartment complex, banks and libraries. comes on the heels of two in custody deaths involving four special police officers. two of them were recently indicted for manslaughter. fox 5 paul wagner joining us with that story. paul? >> reporter: sarah and laura, the mayor came out with a comprehensive new plan to significantly enhance at a time training of special police officers before thick they can work in the city with a bag and a gun. some of it to equal what dc police officers must complete every year. >> reporter: dc mayor says she and her staff came up with the plan after 27-year-old alonso smith smith died in custody of two special police officers and a 74-year-old patient at hospital center was critically injured and later died after being taken to the ground by two guards working for the

former scandal star a has been sentenced to one month in jail for violating probation in an assault case. the 33-year-old actor was also ordered to spend six months in a drug rehab program. in april he tested positive for cocaine and marijuana use. short's lawyer argued that the actor's sister had passed away from heart failure at the week before but it did not sway the judge. a

behind bars. alexanda limon joined us a little bit earlier in the newscast. she's back in rockville where the judge just handed down a sentence, what is the latest? >> reporter: that's right, that was handed down by the judge just moments ago. i want to tell you exactly how he phrased it. he said sam ellis is sentenced to 20's years, four of which he'll serve. five years probation with alcohol and drug treatment and another five years of no alcohol while driving plus an interlock device on his car and 500 hours of community service. i'll tell you, before announcing his sentencing, the judge spoke at length about this issue. he came down hard on the issue of drinking and drugs. he says this is a problem that we cannot continue to put a band-aid on. he says he sees cases like this

drinking and someone ends up dying nearly every year. so you can tell this was an issue that the judge took to heart, and again, he spoke at length. even addressed sam ellis in the courtroom, and before this sentencing, sam ellis took the stand and he addressed the victim's families directly. he told them he was sorry. that he takes full responsibility for his actions. again, just to recap, it's been a very emotional sentencing. nearly 200 people or so in the courtroom. the victim's family members spoke, sam ellis's sister spoke to the judge in an effort to either try to sway him towards leniency or a tough penalty and the judge said that anything over 18 months, which, in this case, it is, would send ellis to a state prison rather than keeping him here in montgomery county. again, judge sentenced him to 20

. co-limitation of fairfax residents will be addressing the school a board to talk about transgender issues. >> reporter: we're at luther jackson middle school where a regularly scheduled school board hearing will be held tonight at 7:00 p.m. those parents and citizens are going to turn out to talk about policy when it comes to gender identity. the policy was passed last may. fairfax county public schools will not discriminate on the basis of gender identity but there are many parents and citizens who want regulation in writing. they want students to be able to use bathrooms and locker rooms that correspond with gender

they want records to be adjusted to use the correct pronoun particularly on diplomas and want training for staff and teachers to make sure that all students are treated with dignity and fairness. they're also asking for nondiscrimination policy to be printed in the school handbooks. of there's been talk about lawsuits going on in virginia that the school administration may not want to act because there are currently lawsuits underway involving students and gender identity. they may want to wait for the lawsuits to be resolved, these parents say they want it to happen sooner. there was also concern about a closed door meeting going on right now involving school board members. some parents wondering whether there will be policy made during that closed door meeting before they have a chance to weigh in. i'm told that's not the case, no policy decisions are made. some, of course, are skeptical. there will be people from both sides this evening, we will have an update for you coming up tonight at

to end with a another windows open night. it won't be as chilly at last night. we had mid 40's last night, but a little warmer than it was last night and a fantastic friday is ahead, so enjoy it. it is going to be a couple of degrees warmer than we were today. we did get up to 82 today. you know what we have not done so far? we have not hit 90 once, which is pretty unusual. looks like that could happen over the weekend. still don't think that everybody sees it but a lot of places may get their first 90-degree day, not just saturday but maybe sunday. we're also going to see the humidity coming back and that could fuel up a few storms and that will happen saturday. it's not a lot of weather. i don't think we'll see as much as we saw sunday, for example, but we'll watch that because we will have that humidity and the temperature going up. it's 82 degrees now. nice and low humidity as you know later few passing clouds from this quick moving system. no showers is expected but don't be surprised to see the clouds thickening before
