pornography and child -- you may remember, he worked as a teacher's aid at judge silver's wood. authorities say they believe there are at least 23 victims. keep in mind, these are children we're talking about. in some cases as young as seven years old. according to court documents and they range up to 12. authorities believe the alleged abuse happened from august of 2015 through february of 2016 when a relative of one of the victims discovered images, nude photos of children's on a cell phone and reporter it to the school and authorities. today, we learned 20 of the children have been identified, however, the prince george's county state's attorney office says three of those victims are not identifiedible and referring to them as prepew beys he didn't say children.

and three girls among the victims. investigators fear there could be more that have not yet come forward or been identified in those visor photos that were found on cell phones by car way. he instructed the kids to perform sex acts with him or each other and the state's attorney office says they hope the evidence on those cell phones will be enough to prevent these very young children from having to testify in court if this case even goes on to trial. now, as you can imagine, all of this has been extremely traumatizing for these young victims. angela told me today that one of the victims actually had to hide underneath a table when he was being interviewed by police investigators because he couldn't bear to look them in the face and answer their questions. . that indictment

charges of sexual abuse of a minor 23 counts, 40 counts of first degree sex offense, 44 you counts of third-degree murder sex offense. 66 of child pornography and 56 counts of possessing child pornography. this is obviously a case involving 23 minor victims ranging from nine to 13. who were injured by mr. car way. we look forward, of course, to prosecuting these cases. there's two investigations going now. one is to investigate the conduct of mr. car way. we also have instantaneously another investigation that has no been concluded yet to answer the questions that you're asking. how did this occur? who, if anyone, knew about it? are there additional individuals who should be held accountable, so that investigation is ongoing and we don't have answers at this point but that is an investigation

>> reporter: even though the prince george's county state tomorrow's office says there's a second investigation. here's what's extreme concerning. of even if they discover that any school official teachers or the principal were aware of this alleged abuse and didn't report it, it's really inconsequential. angela called eight toothless law. he says there's no real criminal punishment. in other words, no jail time associated with that crime. even though they are calling it a criminal investigation at this point. reporting in upper marlton bow, alexandra limon, fox 5. >> why is the state's attorney bothererring with the second investigation in this case? >> reporter: well, if if they found that anyone at the school was aware, those individuals would obviously be fired and then likely unable to get a job at any other school and the other reason is that also brooks told me she hoped to take this up to annapolis in orde

investigation. we caught up with reid as he left the courthouses. that i can for yourself. >> reporter: is there anything you'd like to say? did you try to have sex with an under age person. >> mr. reid can't talk at this time. we just finished an emotional trial and we ask that you respect his privacy right now. >> reporter: no more to say. evidence was presented in court, including these conversations between reid and the undercover officer on the social ap grinder. initially reid told what he thought was a 15-year-old boy. he knew the law and that he couldn't have sex with him until he was 1 but in a later conversation, the judge agreed reid tried to initiate sex with that minor. prosecutors say at the time, reid was a court commissioner, who, at the time, was hearing sex-related charges. >>

and fortified security making it easier for passengers. everyone else big areas of reagan that are currently open will soon be off limits. tom fitzgerald is at reagan tonight. you and i were there a couple months ago when they started talking about these plans. now we're seeing more of what's going on out there. >> reporter: you're right. take a look at this for yourself, this is one of the three security piers at reagan national airport where you often see passengers clustering, standing waiting to get through security. there's a new focus tonight after the attack in turkey about such lines. now at reagan national airport, there is a 1 billion dollars reconstruction project that will be in the works in the coming months. of it will move the security lines away from this spot and up to the ticketing level. the terminal open here in the mid 90's just as at washington metropolitan airports say was in advance of the 911 attacks. now, they need to up the security to meet the

demands. >> moving them from the edges of the gate areas out to a more centralized location. and actually what that it reduces the congestion of the gate areas particularly as reagan national as seen record grudge in recent years. passengerings moving quickly getting to the gate and causing a large build-up of passengers. >> reporter: now, those security upgrades will see an entirely new constructed level here at reagan where the metro bridges currently on the arrivals. passengers are still going to be able to arrive on the upper level but you will have to go down now to a new security area that's going to be constructed here at reagan's then walk to one of those three existing gate peers for unticketed visitors that will be a big change. the national hall, the massive glass and steel atrium we're standing in right now is the center piece of this airport a currently, this is open to the public.

once this new security area is built, national hall is only going to be accessible to ticketed passengers after they pass through security. he's a former administration transportation department security official. he says security changes at reagan are badly needed. it pushes that footprint almost entirely to this airport front door, and he says that will be a physical deterrent and possible deterrent to terrorist attacks. >> if you can interact with a passenger at the earliest possible opportunity way outside of the normal transit according to the records, then you can potentially identify and stop a would be attacker before they can get inside, where more passengers are couldn't graded. the. >> reporter: officials points out there's no guarantees in this sort of thing. this work is going to get underway in the coming months. in the fall, we're told, you

in prison. first on fox 5, fairfax county police officer adam torres is out of jail. the video you're looking at him leaving prison earlier this morning. last week he was sentenced to a year behind bars for the shooting death of john gear. in 2013, he shot gear in the doorway of his springfield home while responding to a domestic dispute. gear was unarmed and witnesses say he had his hands up. torres had already been locked you wanted more than ten months at sentencing. the judge gave him credit for time served. in april, governor mccold la restored votings rights. today he met with those affected by the order. >> first the reaction to the recent supreme court court decision to overturn decision of bob mcdonnell. >> reporter: on monday, the supreme court threw out the conviction of former
