this is fox 5 local news at 10:00. right now at 10:00,s a 911 system melt-down in the district. for more than an hour, callers were unable to reach the emergency dispatch center. and tonight, fox 5 has learned officer radios went down too. leaving those officers on the streets cut off from communication. could it happen again? >> and disturbing threatening e-mails into students at virginia tech. how the school is reacting. more cases of hepatitis are surfacing in our area after a popular smoothie chain was linked to the illness, fox 5 news at 10:00 starts now. welcome, apparently from what we're being tolding all it took was the flip of a switch and the entire 911 system shutdown in the district. i'm tony perkins. >> i'm shawn yancy. early saturday, a maintenance worker

the system. he was trying to turn off an alarm indicating a water leak in the building but flip to do the wrong switch >> we begin with sarah simmons, we understand that the 911 backup plan also did not work. >> reporter: startling when you hear that, tony and shawn, for a minute i want to give you a comparison. this is command central for us at the station, this is what keeps us on air. if this goes down our news will go off the air, this is our life line. this weekend, this city's life line went down for an hour and a half, 911 calls were not getting through. the it was not working. let's take a look at the timeline of what happened here. at 11:35 p.m. saturday, 911 went out. we understand that 11:39. the backup center also was

at midnight. public was notified and there were alternative numbers given out to anyone who needed to call 911. by 12:25 in the morning, a limited number of 911 calls were able to get through. it wasn't until 1:15 a.m. that all of 911 was restored. how could this happen? multiple features to a system that are down. right now, the city officials don't seem to have an answer for thi this. >> late saturday night, the worse possible scenario for emergency services in the district. the 911 system completely shutdown, dc home land security and emergency management agency says a maintenance contractor accidently hit an emergency shut-off switch. how could something like this happen? >> there's a large investigation going on into exactly how it happened, and what training the individual had. he had to be trained to be here. and he had to receive the

>> the mistake is huge but the district still has a backup center where 911 calls should reroute to in case of a failure. in that event, every dispatcher in the 911 call center has to physically move across down to the backup center near howard university. that is a 20-minute drive away. >> we now have on a bigger problem than rolling to a backup center. >> reporter: city officials including the mayor don't have much to offer in terms of answers >> we have certainly asked people to let us know we reached out to major hospital and and the like. >> what's unclear is why this knocked out police and fire dispatch radios, dc homeland security are saying that didn't happen. however be tony, police officers out there are telling a different story. >>

>> it's a big mystery. we're going to continue our teach coverage. marina marraco is live at the office of unified communication in southeast with new details on what happened when the outage occurred. >> reporter: it was roughly two hours of sheer confusion, panic and overall frustration from the first responders who you could hear in these radio transmissions to speaking and waiting for a response from ouc here in southeast and virtually speaking to themselves. take a look at this official timeline once again. as we assisted through those radio transmission recordings, it is obvious that problems were starting nearly 20 minutes before dc officials say the outage happened at 11:35 because as we assisted through those radio transmissions at about 11:15, you can hear officers medics and firefighters start calling for radio checks and never hearing back from dispatch.

roughly ten minutes before the residents are made aware of that this outage that you start hearing that panic behind the scenes of the city's emergency response. >> dispatch is on the everything is shutdown. city-wide, nothing is working the radio came on, the phones are out. everything is blacked out up appear for communication. >> officer safety then roll call >> we have all officers give a role call. they come over the air. one unit at a time. >> whoever is calling communication, the system is down. >> i understand, we're trying to to put medic 27 back in service. do you want us to stay out of service? use a land line, larry. i can't. the phones are out. tried calling by phone. >> computers are down, radios c

we're making a move up to mcmillon's at this time. phones are down. lines 1, 2, 3, 4, 5. >> reporter: mayor bowser said she was unaware of this time period 11:35 to 1:15 sunday morning of any serious emergency. we found several incidents including a domestic violence assault that took place roughly 12:30 in the morning. and we want to show you this call log from one of the witnesses who called for help during that domestic situation. neighbors tried calling 911 to no avail. unaware that the outage had happened. you see the call log. first happened at 9:00. the victim was in and out of consciousness after being hit in the head several time with a hammer. here's the call from first responders. once they arrive on the scene

capitol. if there were to have some sort of nefarious act of terrorist situation and all of the workers that work here in sweet headquarters then need to drive all the way northwest near howard university at the other side of the river. if something like this were to happen to the backup facility you can imagine in terms of logistics, what a terrible situation that would be and clearly after what happened over the weekend, an hour and 40 minutes, it proved that the city right now is not prepared for is a situation like that. >> certainly seems to be flaws. marina marraco reporting. thank you, marina. happening right now, a driver is in pretty bad shape after a tree fell on a moving danger. this happened around 8:00 this evening on beach drive. a police officer responded to the scene, we're told about 30 people jumped in to help pull the tree off the car and get the driver out. that driver was taken to

hospital and is in critical condition. virginia tech police are investigating aged dozens of people received an e-mail threatening violence on campus. according to the washington post, a campus newspaper reported messages came from several giebel accounts and contained this message. i'm here to inform in the next couple days, i will break into the campus and kill as many people as i can until police arrive. apparently people at other schools received the same threat. school remains open. the university is not cancelled classes. fairfax police tonight are looking for the driver who caused a deadly hit-and-run accident in rest ton, 76-year-old was crossing north shore drive when the car hit her sunday afternoon. police want to talk with the driver who may have witness that day crash. that driver was driving a nissan ultima. neighbors say this type of accident was bound to happen. >> it didn't surprise me the way people drive around here. the

targeted attack. there is currently a $1,000 reward for information that leads to an arrest. fox 5 is in prince george's county where police are still searching for a killer. it happened j oplin street. he had been shot and died several hours later. officers are canvassing the neighborhood and passing out flyers with a sketch on the man they're looking for. if you have information about this case, you're asked to call police. we've an update on a story you first heard on fox 5. the problems with the head start program in prince george's county. today kicked off the first day of school for the program. we're learning a denver based group will run it. community development institute will oversee the early child education program on an interim basis until a permanent agency is picked. the county lost it's $6 million

hatteras and another tropical depression right here off the west coast of havana. we also have a hurricane out there. category 2 with winds of 105 miles an hour. we're not talking too much about hurricane gas ton because it's going to move up through the north central atlantic. this is tropical depression 8. this may get a name tomorrow and it could be irmine, or ian. this is the other one we're watching, tropical depression 9. of wind of 35 miles an hour, in particular the one closer to the outer banks is a slow movie. this is showing you some of the wave heights. we a tropical storm warming up for most on the outer banks, i expect the tropical storm conditions to develop tomorrow afternoon but it will not be a big hit. one to three inches, they will have to watch the waves. this is a
