30 miles west, forth west of charleston, moving northeast and invest miles per hour wind gusts currently. a lot a lot of heavy rainfall. are dangerous rip current by late tonight into saturday, as it starts to move closer, areas of the northeastern carolinas, virginia, are a going affected. winds up to 50 miles an hour, moving northeast at 20 miles an hour, here's a look at the track of what's anticipated. by the time we get to sunday at 2:00 in the morning, winds will be 65. then going to head out to sea. and by the time it does, it's going to be in the cooler water, going to start to lose a lot of its tropical characteristics. however, the problem is, to the north it's being blocked

strong richest of high pressure, which means it can't go north. looks like it's going to either stay out to sea and start spinning its way. a lot of variables here in terms of the system and with the rainfall that's anticipated from this storm system along the coast, once we get saturday, could linger into sundays for many areas as well. here's a look at where we have tropical storm warnings and watches all up and down the coast. a lot of areas to be considered. we're going to have more details on it and another update later back to you. thank you so much. now this next story may have you saying what? a dc resident got a littering ticket after a piece of mail was found behind her house, a resident a 2-year-old girl. the montgomery told the ticket is

matt ackland more on this one. >> reporter: i can tell you littering is a big problem across the city. there is a mattress left behind. there is trash all over. that's why the city is really stepped up efforts to crack down on those who litter but in this case, they may have gone a little too far. they found an envelope in this alley, it was addressed to someone they didn't know. well, it turns out, it was a two--year-old girl. and right away mom called to say wait a minute you can't ticket my 2-year-old girl, the inspector at the time said, you got to call my supervisor. i can't do anything about it. >> we all know kids can get for a trouble from time to time. but this 2-year-old cutie slapped with a $75 littering citation? how does that happen? here it is. arrived in the mail yesterday. >> can you li

and she's like well, do you want a talk to supervisor and is she's like yeah, i guess so but this should be pretty much taken care of because you can't give a ticket to a 2-year-old. >> she's counting her pennies hoping she saved enough to pay the fine. if you take a look, this trash, i'm looking at to several pieces of mail here, there's three different people that if they wanted to dpw could simply write a ticket to them, they're doing this because they say that typically, they believe that that's how they can tract violators who come and dump their trash. when i spoke to council member who represents this area, he he said it was a mistake. and nearby they were dog

tried to track down the people doing this, this may have been a part of just stepped up enforcement. we also talked to dpw late this afternoon. they know about this and checking into it. they told me they heard from d,w they heard from them within the last ten minutes. clearly it had to be a mistake. and poor little harper can't be forced to pay. >> that's pretty idiotic. >> you can think about it from the inspector's point of view. probably didn't know it was a little girl but many people had scratching their head when mom called and said, hey, this is my 2-year-old girl, can you void the ticket? apparently that couldn't take place, that's why she came to us. they contacted us and other media outlets >> sounds like something

there's another storm brewing on social media about what this storm should be called. >> like we need another storm? you know what? as history has it, hurricanes are named from a list selected from a committee of united nations. that list always been in alphabetical order and is repeated every seven years. hermine is the eighth named storm. if you take a look at our map, we'll show you and you'll see them listed. there are some that don't think that should have been the name in the first place. what's happening is on twitter, people were calling for the storm to be renamed

so far, you know, we've got these tweets out there that people have sent out, and take a look at what some of them are saying because they've got a petition going as well. now, this is the first one. this one is from chris. chris says it's crazy how hermine is one letter off from herminey. hell has this no fury like a woman's scorn. then paul tweets, if hermine is renamed herminey, we can start chanting. i'm not a harry potter person. maybe this storm will levitate away before making land fall. so far, more than 2500 people have signed a change.org petition to change the name to pay tribute to

this is frof lois fox 5 loc. it happened just after midnight on the 2500 block of 14th street, 28-year-old lamar per ris was shot and killed. there's currently a $25,000 reward for information that leads to an arrest, if you know anything call police. also police still trying to find the gunman who shot and killed a teenager in southeast. police say 17-year-old kevin jackson was gunned down last night in a 1900 block of

street. detectives believe the incident may be connected to another shooting that happened just a block away on 17th street. one man was shot and taken to the hospital in critical but stable condition. a virginia massage therapist faces several charges. the 55-year-old was arrested and charged with inappropriate touching. practicing without a license and operating on an unlicensed massage assistant. 25-year-old was taken to the hospital for an examination. victim says the incident happened last week during a session at city massage and body work in virginia. in maryland blogger and the daily mail has been sloppeded with a lawsuit. they filed a defamation of character lawsuit in montgomery county yesterday. alexandra limon joins us with more on the allegations that caused trump to sue. >> reporter: both the daily mail and the maryland

clouds, of course and both all ahead of this major weather system moving its way up the coast. we're going to get right to it and show you how it will or will not impact us. for right now, as it moves its way to the north, a lot of convection, heavy rainfall. this system will now continue its track moving to the north and northeast. it's heading right now to about 20 miles an hour. winds are now at about 50 miles an hour with the storm system. it made land fall yesterday and it was a hurricane wind it made land fall over florida. now this system continues to still have tropical characteristics, that will be the case until it moves out further into sea once we get into sunday and it becomes a low pressure system but the problem with this system is that we don't know what's going to happen with it after that. there's a number of factors which i'll explain to you in a second. in the meantime here's a look at the track in the timing. by the time we get

it's going to be pretty much little more to the north we're thinking but as a result of all of this right now, plenty of tropical storm warnings, all the way up the coastal regions. the center into south carolina into today and into tonight and by tomorrow -- tonight into tomorrow, that's going to be north carolina where it's going to be the biggest impact. we're talking an awful lot of heavy rainfall and talking for us just a few showers along the i95 corridor. where that storm system is for lower southern maryland, they're going to get the biggest impact in areas of southeastern virginia. carolinas we're talking high surfs, rainfall going to be measured in feet, not inches. even tornados and dangerous rip current up and down the coastal region. it's going to be dangerous near the water, i 81 and west is

you may be seeing sun, this is how it will impact us. the beaches, yes, rain, wind and defendant storms surge, and that will be well below normal. forecast can change with the track. anything can happen with this system, it can meander a little bit more east and west, but once it kind of gets out and more out to sea because it's being blocked, what is it going to do? futurecast showing you this is saturday at 9:00 in the morning, look where the beaches are being affected here. a lot of heavy rain rainfall. then we get in about 5:00 and starts to pull away. however on the back side of it, we're going to see this rap around rainfall. we still have a little bit to the south of us in terms of some of that coastal rain and we start to see a little bit of clearing. headlines for us, leaves us way low impact, as far as hermine is concerned, mostly cloudy with gusting

light showers and winds possible. later next week we're talking heat wave number eight. richest of high pressure is blocking this storm and keeping it in place, what's going to happen it's going to be sitting here figuring out what can it do, with a strong ridge in place, it cannot go north anywhere. what is it going to do? another model wants to bring it back towards the coast and have it reintensify, maybe become a hurricane once again. or it's just going to kind of continue to sit out here and bounce all over the place. and still just be really a nuisance right into the middle of the week. it really bears watching. there's a lot of variables here. that is what i was talking about what i said a lot of variables depending on where you are in terms of what it's going to do. of course the more west you are, the least you're going to be affected. by sunday, we're talking 76. few showers, expect to see clouds and rain tomorrow, monday we're

fox 5 former subway pitch man jared fogel is now serving the parents of one of his victims. fogel is blaming the victim, claiming he's not responsible for the girl's emotional distress that she suffered after her encounter. fogal said the girl was suffering from aggression and had other sexual partners before him. also failed to properly supervising him. and blames the family for causing the girl's address. now to the latest in the chris brown investigation. brown's
