>> we hear from man and nightmare neighbors isn't right. >> details of the bust right now on fox 5 news at 10:00. . we begin in stafford county where a woman says she was attack after getting into an early morning car accident. i'm tony perkins >> i'm sarah simmons in shawn. it happened around and sherwood road. the suspect is still out there. fox 5 lindsey watts has more on who they're looking for tonight. lindsey? >> reporter: it was a brutal sexual assault. we did get a sketch of the suspect who's still on the loose. investigators say the victim had been driving here on kings highway early this morning, that the suspect was driving that the

collided. the stafford county sheriff's office says the man dragged the woman from the car into a ditch. the victim says she was sexual assaulted for two hours. the man then took off. the victim was able to help create this picture of him. he's estimating he's about'5" 9 and 180 pound. she says he was speaking spanish and broken english and wearing light jeans and an and white plaid long sleeve shirt. truly just a horrific crime. the sheriff's office spokes woman said this is devastating to herself and to investigators trying to find the suspect. >> this is a quiet community. this is a jolt and it's a very dull thing to comprehend. and certainly our thoughts

>> the victim says the suspect was driving a dark-colored svu. that vehicle could have orange paint and damage on the front and passenger side. tonight investigators are not saying whether the man intentionally crashed with the victim. certainly notable the cars were going the same direction and the front of the suspect's vehicle was damaged. the sheriff's office is hoping for the public's help with it. you can go to our website share that composite sketch on social media. this is certainly something to think about if you should be in a crash in a desserted area. call police or think about safety first before you get out of the car, especially in a place where there's nobody around. we're told that the victim did have to be treated at the hospital for her injuries. she is at home tonight recovering.

now to a fox 5 exclusive. concerns were raised in arlington earlier after a registered sex offender decorated his house for halloween. but word quickly spread through the neighborhood and no children ended up visiting the home. marina marraco is live with the latest for us tonight. marine. >> reporter: we've yet to see anybody stop by. these apartments that you see are appropriately decorated for the occasion. neighbors here say i decorated by a man they believe has no business interacting with children. he's 57-year-old john ricca, a registered sex offender convicted on two separate occasions of first degree sexual assault of a child as well as then enticing a child. >> i'm asking you how you feel about your neighbors being concerned that you potentially could again be enticing their children >> this is my neighbor also.

recovered dozens of illegal guns over the weekend between friday and this morning. they recovered 24 illegal guns. there is a large police presence. so far things have been quite peaceful here in the georgetown area. lots of people in costumes. including the clown costumes and you'll remember target cleared their shelves of creepy clown masks after the recent series of clown attacks and we're seeing a lot of peanut butter wearing masks, even though in dc, it's illegal to wear a mask in public if you're over the age of 16. >> there was one location the officers were >> i don't know if i'm going to have trouble later. >> good luck. >> i tried to make it look not so scary. i have -- it doesn't make it as trouble. >> reporter: you look like a

they were forced out when pep co and washington gas turned off service to the lynn hill equipment. the condo association owes more than $1 million in overdue bills dating back years. maryland's public service commission stepped in and ordered the utilities to restore service saying they did not give residents proper notice that service would be disconnected. on friday, pep co restored its service and today, washington gas followed suit. dozens of demonstrates gather to protest metro's budget proposals. to bring home their point, someone at the rally dressed up as a grim replier, organizer says it representing the death spiral weidefeld's proposed budget could create. it's facing a 290 million dollar deficit. he proposed cutting service,

. fox 5 is in montgomery county where the halloween celebrations at one school were on fry, the principal at closerly elementary school announced the annual halloween party and parade were cancelled. we were told a few parents didn't want the kids to participate. so they decided none would participate. today, the other parents took matters into their own hands's dozens signed kids out of school early and brought them to a park next door. they were greeted with a halloween party the parents whipped up in just 48 hours >> it's an important holiday.

i think the school should celebrate it a little bit. i thought it was unfair because this is our fifth year at closerly and we always had the party >> my son told me they weren't celebrating at school, so they were having a party next door and i decided to let him participate. i signed him out of school early today. >> a montgomery county school spokesperson tells us it's up to each principal to decide whether or not to host halloween festivities. >> some people celebrate. others don't >> i would think if it was a few parents who didn't want. >> take them out for the day or that time period. kids at national health system didn't have to miss out. today, the hospital brought halloween to them. a big halloween party for their patients. it included a costume contest, a dog show and a mini parade.

10:00 we begin with lindsey watts live in stafford county. >> reporter: stafford county investigators say early this morning, a woman got in cash here on kings highway and the man in the other vehicle dragged her into a ditch alongside the road and raped her. the woman was able to help create a composite sketch of the suspect. take a look. the woman tells the sheriff's office she was sexual assaulted assaulted two hours before the man took off in a dark suv. investigators hoping for the public's help to find him. marina? >> reporter: and despite the halloween decorations that you see behind me here, neighbors made sure trick or treaters stayed away from this building decorated by a registered sex offender who said he had every intention of giving out candy and interacting with children's neighbors called police and said he's not broken any laws.

you were never diagnosed with cancer. but you took preventive steps given your family history. explain a little bit about that. >> so my mother was actually a nine-year breast cancer survivor, she was diagnosed when i was in 10th grade in high school. her cancer came back when i was -- as i was graduating from law school in the form of uterine cancer. she did treatment and two years later, it came back the day that i was sworn in the maryland bar and seven weeks later, she passed away in my arms. i was 27. she was five days past 64. >> and your father too >> my father is a 13 year prostate cancer survivor and currently battling bladder cancer. about a year now. i have a strong family history. i'm a previvor, which is a semi new term. it means, it is an individual

had the disease, includes people who carry hereditary mutation or a significant family history of cancer. which defines me on both ends. >> it was your doctor that said you should probably be tested. >> definitely, the first time my mother had uterine cancer, the social worker came into her office the day after her hysterectomy and informed us that there was genetic testing available. at the time before the affordable care act came about, i an assumed name so my insurance company wouldn't find out and pay for out-of-pocket. >> as a previous condition >> exactly. fast forward to 30 and it became time to take action on this. the affordable care act was in effect. it pays for the genetic testing which i had done in may of last year. in august, i received the

knew were positive but my primary care physician told me it was positive. and that i would node a double mastectomy within a year. and i would also need to have my ovaries removed by the time i was 40. >> that's a lot to digest. was there any doubt in your mind, did you think of going through with this >> there was no doubt in mind, my mother had had this opportunities with these advances in science, she would have done it and probably still be here. it braka 1 and 2 positive, that means i had an 87% chance of having breast cancer within my lifetime with provide lackic double mastectomy that i had, it took my chances down to 3%. i'm still working on the ovarian part. >> it's something, yes, a difficult decision to make these are pictures as well we're showing them of your mother,

it's interesting to hear your story and there are so many women out there to take that step or get the genetic testing. but what would you like to say to those women who are >> as terrifying as it is, it is -- it's a step that will save your life. i now no longer ever have to have a mammogram and again, my chances of having breast cancer are now 3% and that's simply because i was allowed to keep skin because i was so young, 32 when i went in for surgery and had reconstructive surgery. the only way that breast cancer will be eradicated along with other cancers is through prevention. such as prophylactic double mastectomies. being scared to take the step, i was terrified, walked around with the braca 1 and 2 paperwork

for annapolis, we'll keep clouds in the forecast. in the suburbs a temperature range of 37 to 42 for lows, 46 degrees in the district. tomorrow, about 63 degrees with a mix of clouds and sun, a cool dry afternoon. winds out of the south and east. will load us up on that cloud cover. we're thinking 37 for frederick overnight. 38 for hagerstown. 39 for martinsburg, 46 here in the district. so apparently the cool temperatures not the party. but the cool on shore flow will continue. a jacket in the morning will feel good with the kids at the bus stop and we'll again climb into the low 60's. which will be right around where we were today, our high temperatures occurred overnight. 60 for gaithersburg, 62 for dulles, later this week, as high pressure slips more to the south, we get the big what were coming. 80's could be doable. most of us will see upper 70's and that gets in here thursday.
