more bad news for metro riders, the latest proposal and what it could mean for your commute. the news at 10:00 starts right now. . we begin with the latest at ohio state university. thanks for joining i'm shawn yancy >> i'm tony perkins. 11 people were injured when an 18-year-old student plowed a small gray honda into a crowd. the man got out of the car attacked people with a butcher knife. at least two people stabbed. one had a fractured skull. a campus police officer arrived on the scene and shot and killed the suspect. shortly after the attack began. >> police identified the suspect as 18-year-old abdul razak ali artan. he's a somali refugee. granted legal permanent resident status and was studying management at ohio state. back in august, the newspaper interviewed him. he told the lantern he is a

he also said, quote, if people look at me, i don't know what they're going to think. what's going to happen? i don't blame them. it's the media that put the picture in their head >> the motive is unclear but law enforcement sources tell fox news, the fbi is examining a facebook post that may have been written by him earlier today. later. wtlp national security correspond will join us in the studio to explain the facto incident and talk about the threat of future attacks. interesting. what she was talking about is this. whether you live, wore or visit the district you have likely seen or encountered these illegal dirt bikes.

interim police chief to pause during a conference. it's video that prompted many to sound out >> lindsey watts has more on what's being done and not to keep city streets safe. >> reporter: i watched and listened as the bikers came screaming through in front of the press conference last night. i shared the video on twitter and got a lot of responses. people saying, no other city would put up with this for so long. one woman sharing that her car was overtaken by a crew of bikers. and people asking for something to be done to stop this. i talked to a police union spokesperson. he says officers are going after illegal bikers, but they're hitting a roadblock when it comes to punishment. dozens of dirt bike riders brought a press conference on recent homicides to a halt >> interesting. >> reporter: riders with no regard for the law, even right

cops leader. >> this happens every day in every district. >> reporter: police union treasurer are gregory says he realizes some citizens believe officers aren't doing enough. police have a no chase policy. just like on sunday, riders know police are limited with how they can respond. >> under those condition, it really doesn't make sense for the police to be chasing the vehicle. they could cause a more dangerous situation. what officers are doing out smarting the people, out them. that's how we're capturing them. >> reporter: police say they've arrested 36 illegal riders in the last six months and destroyed more than 100 atfs so far. the union did some of its own research. looking at arrests from 2014 and 2015. >> none of the people being charged were actually going to jail. >> reporter: he says less than a third of those arrested were found guilty.

face nod fine and no one was sent to jill jail. dc decided to reduce the fine from $1,000 to $250 a few years ago. >> i think that the office of the attorney general and the superior court need to get together and find what an appropriate penalty would be. it's what the system is about. penalizi p the public. >> reporter: we reached out to the courts. a spokes woman says there's no blanket statement for how a specific crime a prosecuted or sentences are determine. we will continue to follow up on this and look at current cases and the kind of penalties that are coming with them. at police headquarters, lindsay watts fox 5 local news. this 16-year-old girl brianna mcmillon was shot and killed on capitol hill the day after thanksgiving. mcmillon was steps away from her

her death is just one of the topics that came up during a crime meeting, sarah simmons is here with more. >> reporter: residents are clearly frustrated with the violence in their neighborhood. anc commissioners called a community meeting to talk with the interim police chief would you what needs to be done to quell this violence. the meeting was already scheduled before friday's shooting of a 16-year-old girl. brianna mcmillon was shot and killed outside the public gardens apartment. police are still looking for the killer. family and friends don't think she was the target but it is another life cut short in an area that seen numerous violent crimes. a little over a week ago, multiple shots were fired in the 1500 block of a street southeast. this is newly released surveillance video showing the suspect driving away from the scene in a gray volkswagen sedan. that person later shot another man and got away in the same car.

numerous calls for robberies burglaries and other violent crimes. the subject of additional cameras in the neighborhood came up from a frustrated resident and peter knew sham responded >> all the cameras in the world is not going to happen what happened over there. that was a violent offenderer who felt they could shoot a gun off in our community and as a result we have a 16-year-old dead. we have multiple cameras in that area. i think people >> no, we don't. >> i will let commander cane brief her on the meetings we've had and i think some of our residents will come up and talk and brief you on the numerous requests i've had for sir, lumbar camera

patrol and voiced concerns about kids loitering in areas that have been hot spots for crime. dc police say they're doing everything they can and continue to investigate these recent crimes in southeast to a disturbing story out of anne arundel dell county. a 21-year-old is facing attempted murder charges after she allegedly stabbed her grandmother. she's current under going a psychiatric evacuation. she attacked her grandmother earliest morning and told investigators she was trying to quote cut the demons out of her. the grandmother is out of the hospital and is recovering from her wounds. get your umbrellas ready. the rain is coming. and so is the warmup. caitlin roth joins us with a look at the forecast finally some rain. we have literally gone the whole fall without much to speak of. a moderate drought developed because of that. storm tracker radar not showing any rain and this will be the

when you wake up get ready for work and school. you'll probably need the umbrellas and just a reminder drive a little slower out there on the roads. it has been awhile. still far off. cold front stretching from the great lakes to the southeast, where there's been a lot of severe weather across portions of louisiana, a dynamic storm system moving eastward will deliver us rain tomorrow and we'll have an additional round on wednesday. yes,a way. outside it's just cloudy, very overcast. made it into the 50's. right now, we fall back into the upper 40's, mid 40's, 49 in washington, 49 baltimore, 47 out of dulles and 47 in martinsburg. i think these will be our low temperatures for the night. overnight, as that rain arrives, a lot of warm air pushing in. we'll see our temperatures rise and probably be in the 50's by day break. winds not too strong, pushing out of the south, which will deliver that warmer air.

but they're expected to increase towards dawn and as a result of that, a wind advisory has been issued for ridge tops in west virginia. that's where you can see gusts to 50 miles an hour. late hours for the drive-in, on and off showers expected. pockets of heavier rain before everything moves out. here's a call for tuesday forecast. grab the umbrellas, 54 early. rain showers continues. a lot of the rain starts to ease up. it won't be too heavy but it will be significant. we need it possibly more significant rain and warmer temperatures even warmer than mid 60's coming on wednesday. i'll have all of that ahead in your seven-day forecast. shawn? . police in montgomery county are hoping that this shirt we're about to show you and a shoe will lead to a break in a homicide investigation. step back.

more metro cuts could be headed our way. metro leaders are considering a proposal that would cut back service hours every day of the week. >> what does this mean for the metro riders out there? . >> reporter: well, shawn, even at this late evening hour, this metro station is busy with people coming and going. these people here just getting off the train now waiting for the bus. many of them to get to and from work. not a typical 9:00 to 5:00 job. any light night cuts will make it extremely hard for them to get around. now, take a look the proposal, if approved, would look like this.

from 5:00 a.m. to 11:30 p.m. right now it closes at midnight. fridays and saturdays, it would run until 1:00 a.m. usual closing time is 3:00 a.m. losing two hours. on sundays, it would change to 8:00 a.m. to 11 p.m. instead of 7:00 a.m. to midnight and of course, the metro says cuts are needed for these repairs and maintenance but many argue the cuts will have a large and disproportionate impact on low income and monitor riders. the mayor have always. now, the metro board share seems to be coming around saying he could support this proposal if it only lasts one year. metro says this option was the most supported of the ones provided in their on line survey where tens of thousands responded. the people we spoke to said alternate transportation is unaffordable. especially for those long periods of time, and the limited bus service is unreliable.

woods since the summer. an alexandria man is accused of killing his wife. police were called around 5:00 a.m. for reports of a woman screaming. officers arrived and found him ununresponsive and on the ground, she had been stabbed. pronounced at the scene. few hours later they arrested her husband. ricardo martinez. police are asking for the suspect in a violent attack. investigators hope someone will recognize a surveillance photo of man. paul wagner has more. >> reporter: take a look at this picture. if you know this man, dc employees say he was inside the grand hyatt hotel saturday around 8:00 arm with a knife. made his way to a guest room where he attacked an employee. >> this is a stranger case.

the suspect entered through a side door of the hotel that was not shut properly. he made his way to the guest floors inside of the hotel. pushed his way inside of a hotel room and attempted to sexually assault the victim. >> reporter: according to the report, the man put a knife to the victim's throat and forced her to take off her clothes. as he dropped his pants there was a violent struggle >> this is a frightening offense, stranger on stranger case and we need the public's assistance in catching him. >> reporter: you can't tell from the photograph but the witness the man is quite small. possibly as short as 5-1, hispanic with black hair and appears to be in his early 20's, paul wagner fox 5 local news. former gop rivals donald trump and mitt romney set to

whether or not this attack was terrorism. i know some people say does it really matter? whatever it was, it was awful. but it does matter and it does seem to be like there are some indication that is it been. why? >> take a look what happened. the suspect rolled a car up on the curb, chased down people, hit people with the car. then got out of the car, and began stabbing people with a butcher's knife. this is something groups, the islamic state groups has been encouraging, using whatever weapon, whatever means you can to attack westerners and to try to kill them. this is one of the first elements. but the second is that he went after random people. this is one of the main things that authorities are looking at based on what i've heard from sources i've been talking to is the way in which he targeted random people. this was not something that had

he went after, random people. and this is a part of what the islamic state group and other terror groups have been encouraging people to do, through social media, for a long time. >> there are two elements here, first of all, the driving up over a curb and striking people. of course, that brings to mind the attack in paris some time ago earlier this year. then the knife part of it, that's something that isol actually been saying people should do >> they have said, listen, you don't need a gun. you don't need explosives. because trying to get a gun, trying to get explosives would most likely draw significant attention to you. use something rudy mentary a knife, car, anything you can get your hands on that won't necessarily draw attention to you. get that and do it.

for a prayer space for muslims. who's upset about the way in which people look at muslims when they're praying in public. these are elements that could most likely point to why he did this, and it doesn't necessarily mean he was connected to a terror group but it does mean he most likely employed some of the tactics and trade crafts well-known for terror groups >> how do you we protect against this? that's the big question. because, you know, you can't keep your eyes on everybody. there are many people who will be under the radar possibly like someone like him. >> sadly, tony, you're right. you can't protect against everything. this may fall into that category. but what the authorities that i've spoken to have suggested and have been doing for a long time, secretary of homeland security jay johnson and local police officials and national intelligence and security officials have been saying all

eyes open. but again, it's kind of hard to do that every waking moment of the day. looking for something suspicious. this is a scenario where this man took advantage of people at a moment when everyone was vulnerable. this may not have been preventable. but what is preventable is people falling victim to this again and again and again. realizing this happened today. it can happen again. and to keep your eyes open. an something with someone in your family member, about the behavior that changes and you think there may be some kind of connection to either anger or some type of terror situation where the two are link order some other scenario that may suggest terrorism may be coming, say something. >> let somebody know. jay jay green, national security correspondent.

revolution square to pay respects to the long time dicktator. fox's steve har began has more from havana. >> reporter: official mourning of fidel castro began at 9:00 a.m. monday with a 21 gun salute. but hours before dawn, thousands were already lining up to pay their final respects to the man who ruled the island nation of 11 million people for 49 years. >> i came to church today for the soul of he was the man who taught us everything we know. educated us, taught us how to live. after two days in revolution square, castro's ashes will go on the road. across country moving east where he began the revolution in 1953. his remains will be interred in a cemetery sunday. in a police state where people closely guard their public activity, there has been little display of i'm going beyond a few makeshift memorize.

the lighting of the capitol hill christmas tree travel add long distance all the way from idaho. >> 84-year-old 80-foot spruce came from a little ski hill outside of idaho. the ski hill was established 79 years ago. so this tree was just a zap link when people started to ski there >> the tree will be adonored with more than 6,000 ornaments

have for rainfall. both tomorrow and wednesday we'll get a healthy dose of showers, which should at least help to alleviate some of the drought developed. satellite and radar showing it's very dry. cloudy all day. still have a thick cloud cover. even showers showing up on radar over the mountains having a tough time, you could see the better of rain moving to to central portions of west virginia along the cold front which delivered everything from heavy rain to snow across the northern plains and severe at the southeast. it's still a little ways away. i would suspect around 2:00, 3:00 a.m. i would start to see rain showers. let's recap. it wasn't too bad. cloudy but we stayed dry. despite the thick cloud cover, still saw temperatures around seasonal. 54 reagan, 54 at bwi. temperatures mid upper 40's, along with the wet weather we're going to get warm weather. these temperatures will probably

mid 50's by day break. it will also be breezy. breezy enough in the higher elevations of the ridge top in the valley. we'll see wind gusts possibly up to 50. that is through 1:00 p.m. tomorrow. that's where the windiest conditions will be. there will be steadier pockets of rain stopping the clock at noon, umbrellas needed as we to get a hefty round of showers. by late afternoon, one round of rain movies we start to see clearing late tuesday into early wednesday but second round and probably the heavier round of rain arrives early wednesday. this could be trouble for the morning drive. you could see a rumble of thunder as well as gusting winds with the system. that pushes out by midday wednesday, we'll begin the clearing out process but not before getting rain one to two possibly in excess of two inches you can see along the 95 corridor. this band has been kind of
