then we need to change the board. >> reporter: something interesting that did happen today is that one of the congressional members addressed the union. there was union member there testifying today. he said what do you think that we should do to make this better? and the union representative had some ideas and so the congressional member said, in the next 30 days, i want you to come up with four suggestions, bring them to me after the hearing. he went up and they exchanged numbers. he wanted to hear what the union also thinks they can do to fix the problem sooner. because as you know, the union complained in the past about being left out of this process. well, it appears that at least 1 congressional member believes they should be brought into this. he wants to hear their ideas. matt ackland, fox 5 local news the inauguration of president-elect trump and groups planning oncoming to washington

park service set aside the mall, the lincoln memorial and other prime locations for the exclusive use of the presidential inauguration committee, which has the right first refusal. it placed the plans of some groups on hold. paul wagner joins us with more on the story. paul? >> reporter: we've been digging into this all day long. looking at documents and we have learned that we're just two months away now, lesth months away from the inauguration. the national park service has yet to issue any of the permits for the prime demonstrating locations here in washington because the presidential inaugurational committee has the right of first refusal. they have as many as 15 first amendment applications basically on hold. take a look at these

they're permitting showing the inauguration committee has right of first refusal to the mall, the elipse, lincoln memorial, constitution avenue. it's a park service document showing the presidential inaugurational committee has the right to pennsylvania avenue i want lafayette park and the mall. well before and after the inauguration. she's with the partnership for civil justice. a group that looks out for >> we're faced with an extraordinary situation. where you have the presidential inauguration committee, the trump presidential inauguration committee being allowed to make the decision if and where people will be allowed to demonstrate in washington, dc against the incoming trump administration and the trump agenda. >> it was just 49 days to go before the inauguration, there's vast uncertainty as to where these groups, who have already applied for permits will be able to demonstrate.

one years since the san bernardino attack that killed 14 people and seriously wounded 22 ours. county employees held a moment of silence to remember their fallen colleagues. . observation came before 11:00 a.m. the time when the husband and wife assailants opened fire at a gathering at the center. it was a series of events in the city scheduled to mark the anniversary of the attack. new information the case of a school tutor in baltimore can accused of slamming a 7-year-old boy against a wall. the suspect, timothy core is charged with assault and child abuse. his attorney claims core was told by two students that the victim had a gun. the attorney says core found the boy, fatted him down and felt something he thought might be a gun. core's attorney claims the client picked the child up, carrying him down the stairs and

injury. police say they have surveillance video that shows him slam, the boy against the wall. a group of veteran leaders are from around the country is calling on congress to save a special program for refugees seeking asylum in the united states. 29 members for veterans for american ideals gathered in the district this week. they say they're pushing to save the program that protects afgan interpreters and translators serving alongside american troops during the war. if it's not renewed, thousands will be at rick simply because they chose to work with u.s. forces. >> this is, not only right thing to do. but it makes strategic sense. we need protect those networks of allies no matter where we are. we're hopeful that in the next administration, and with the new congress we can't to keep this program and get more visas for

december 31st. let's take you to prince george's county where after a long plans and construction process, the new casino at national harbor is getting ready to open the door next week. one of the big concerns is how it will impact traffic in the area. fox 5 local news bob barnard barnard has that story. >> reporter: mgm national harbor is getting ready to open next thursday night at 11:00 p.m. is the first chance you'll get to come inside the hotel casino here, which looks great, but is actually s site. lots of equipment and people still working here. we understand from maryland gaming officials they did what's called a controlled demonstration to make sure all the systems and people are work. this is in the casino. and we understand at least anecdotally officials are telling us they did well. there will be another test december 5th before the opening on december 8. everybody is concerned about

gatlinberg tense scorched by a series of wildfires, 13 people confirmed dead. the town of gatlinberg still closed but residents and business owners are being allowed back to assess the damage. authorities are still trying to find dozens of people still missing while loved ones are searching hospitals and shelters. >> she called me about 8:15. and said that there were flames across the street from her house and she didn't know i told her to call 911 and that was last time i talked to her. >> the wildfires began earlier this week after officials believe flames from a man made fire quickly spread due to windy and dry conditions. authorities charged a 49-year-old north carolina man in connection with those fires. now to a fox 5 follow-up, a $1,000 reward is being offered for information that could help officials figure out where an

union is upset with dc mayor muriel bowser and her selection of antwaine wilson as the next school chancellor. the union voices complaints to david grofto. they're upset with how he was selected. they say under the law, bowser was supposed to consult with the union before making her selection. the union claims that did not happen and leaders say the process was not transparent. >> the mayor did not comply with the law in it's members of the panel, 17 members were not aware of the qualifications of any of the candidates. we never met them. we never reviewed their resumes, never interviewed with them. on the morning of the press conference announcing the nominee, antwaine wilson was the first time the members of this panel net the candidate. >> mayor bowser is out of town but a spokesperson issued a
