there, took a puppy out of the gauge. one of one of them was distracting an employee right around here in this hallway. there's a surveillance camera. they were caught on camera. the re door is where they made their escape. this happened quickly. take a look. it was a crime of convenience. these two guys were visiting the prince george's county animal shelter when they spotted the pit bulls. the was here to license his pets. the guy with the s, ripes is his friends. a protective mother pitbull and three week old puppies. few seconds later, the guys go in for a closer look. they're in the room with the dogs for a few minutes. then the guy with the black coat comes out alone. he approaches the staff member in the hallway. >> one of the guys came out first and he was the guy

employee. the other made his mistake >> the man comes out with the puppy hidden under his jacket. this is a photo of the dog he took >> the puppy could die if he doesn't get back to his mother. we're that a critical state. sometimes by tomorrow this puppy made his way back to its mother he could certainly die in someone's hands >> chief rodney taylor said you need exten animal care to keep the pups live. if you have any information about these two men, or the dog, cumulative police pitbulls are band in prince george's county with a banned breed, the shelter would transport the dogs to a county where they're legal to be adopted out. the shelter does know the name of one of the dog nappers. they're saying that it's up to prince george's county police to release that.

>> driver glen shapel was behind the wheel when the school bus hit a car and a city transit bus. six people killed in the crash. paul wagner joins us with more on the reports. what did you find? . >> reporter: that report was released early this morning, it raises troubling questions and very eye opening information from the ntsb. the ntsb says glen shapel license to drive had been suspended two months before the crash. because his medical was not on file with the state motor vehicle administration. the school bus driver had a history of hypertension. diabetes and seizures. 12 crashes or incidents in the last five years. he had a seizure just a week before the crash and the bus was traveling 57 miles an hour in a 30 miles per hour zone. in addition, the ntsb said there were no mechanical defects with

the ntsb also said a camera on the transit bus captured the initial crash. >> frederick avenue in southwest baltimore, they were called to the office of a a affordable transportation where witnesses say 67-year-old glen chapel was having a seizure. a common medical issue who, according to the ntsb had been involved in 12 crashes or incidents while operating a school bus or his personal car in the last five years. but two months before the crash, the report said chapel had been informed by the maryland motor vehicle administration that he could not operate a school bus because his medical certificate was not on file. we went to the bus company in baltimore for comment but no one would speak to us. family mementos and notes have been left. according to the report, shawn braxton was only going 16 miles

behind by the bus chapel was driving. the teacher's aide on the bus immediately asked chapel if he was ok but got no response. >> after he hit the car, looked like he picked up more speed. didn't slow down >> didn't slow down at all. >> shawn braxton was the man driving the mustang. >> my heart goes out to the families who lost loved ones. >> reporter: transportation safety board says all aspects of the crash including the school bus driver's medical condition and medical certificate remain under investigation. we also reached out to the attorney representing the bus company today but at this hour we've heard nothing back. one of the notes, the ntsb said the report from a number of the crashes or incidents chapel had been in in the last five years

three law enforcement officers have been struck by drunk drivers and in one case, one of the accused was truck operator responding to another crash >> as the holidays approach, not just around the holidays police in our area want to remind people not to drink and drive. as fox 5's alexandra limon explains, this week's crashes are an example of why. >> reporter: the 75-year-old driver was allegedly drunk drove up from behind the troopers, slammed into his vehicle, spun out of control and hit the other trooper's vehicle. >> just hear the hit.

and next thing you know, we're still trying to figure out what's going on. >> it's too surreal when something like that happens. it's nothing really to expect on the road. we hear about it all the time. >> reporter: it happened monday on route 301 south of smallwood drive. the highway was busy with drivers heading home from work around 7:00 p.m. the troopers got out to check on the driver that hit them >> she signed a didn't want to be transported. >> reporter: she was properly transported to jail and charged with driving under the influence and a string of additional charges. the chain of events turned more bizarre when the tow truck driver showed up. officers on the scene say she was drunk too. investigators said they could smell the booze. not only was she charged with dui, but she also had a spunned

>> prince george's county courthouse, the bomb squad was called out for a suspicious package discovered by a police k9, the courthouse and nearby businesses were evacuated as a precaution, but found out the package wasn't an explosive and gave the clear muriel bowser celebrated the opening of the concentration site. the project is expected to create m it will feature brand new medical office buildings, multi-family housing, row houses, retail and a grocery store. small business owners who have been fighting montgomery county's monopoly over liquor sales say the latest attempt at reform is it more of the same old thing. at issue here is a provided state bill that would allow privately owned alcohol stores in the county >> the problem is who gets to

tom fitzgerald. >> reporter: if you control all of the beer, the wine and the liquor sales as montgomery county currently does, should you also be allowed to be able to choose who and where your competitors are. some small business owners are saying no way and are calling this latest reform effort as to slapping a new name on a very now, this state bill, as it's currently written would allow the private agents become part of the county's department of liquor control. now, remember, that is the government agency that, by law, is the only one that is allowed to do beer and wine wholesale in the county. the department of liquor control also operates more than 20 stores of its own. they're permitted to sell liquor

others are not. part of the county's monopoly includes control over all of the wholesale distribution of alcohol. this new bill being touted as a reform, it would leap up to the county itself to determine how many of these so-called agency stores would be licensed and also, what the dlc determine how close they could be located to the county's own stores. now, you talk to small business owners, people like peter frank who run tall he says the reforms don't go nearly far enough >> it's monopoly. it is controlled by montgomery county. they have 26 stores, which currently are operating as the biggest competition. their pricing is questionable. >> reporter: the government is your competition >> absolutely. the biggest competition is the

one week before the crash on frederick huff in southwest baltimore, paramedics were called to the office where 67-year-old glenn chappell was having a seizure. a common medical issue for chappell who, according to the ntsb, had been involved in 12 crashes or incidents while operating a school bus or his personal car in the last five years. chappell had a current medical certificate. but two months before the crash, the report said chappell had been inform by the m motor vehicle administration that he could not operate a school bus because his medical certificate was not on file. we went to the bus company in baltimore today for comment but no one would speak with us. couple miles away, family mementos and notes had been left on a fence next to where the crash occurred. according to the report, shawn barrackston was only going 16 miles per hour hit from the
