the governor will tell you you this, he is angry. he is angry with good reason.asn it is no secret both the public and the press often have to press public officials to get answers to all sorts ofof questions. but larry hogan is not just any citizen in maryland. he is the governor of the statee of maryland. so when governor hogan found himself in front of a television last night at 5:00 and then late last watching fox5 he found himself sharing many of the same questions that fox5 viewers were demand answers to about thisabou case of the rape of the girl in rockville high school. the governor came out today pulling no punches. he says he is angry about thists and he also revealed in his words that montgomery countyha public schoolt mo officials, the governor says, have been refusing to share information with top state officials in maryland, including theryla governor's office and thend stae board of education.of we're going to go to that presst conference righth

this is doctor jack smith, montgomery public school headquarters tonight. right now we're' waiting theting start of a live press conference. this is superintendent jack smith of montgomery county schools. >> thank you all for being heree tonight. i'm here tonight with captain james hum fridays from theys montgomery county police department and fgo imen a few ms we'll answer questions from the press. but first i'd like to provide an overview of the information tha i have in front of me much first of all i'd like to say we have about 160 students across 204 schools and those schools are safe. this horrible incident shouldn't change anyone's mind that those schools are save for our students. and we work very hard and our families and our community works
5:04 pm
safe in montgomery county.ry c it's very important to note than we have a dedicated securityecu team and we have five securityci people and a school resource officer in rockville highigh school, as well as many teachers, support professionals and administrators and while this is a horrific incident, while it has been a terrible, horrible thing for this young woman to experience and will have ongoing negative effects for her we offer her a greateat deal of support and we're very,, very interested in reviewing all the things we do now to make sure that nothing like this can ever happen again under any issue s. and at the same time it is an incident we're here to talk about. many people would like toking the conversation and make itke more than this incident, but itt is not. we have a very close partnership
5:05 pm
and the montgomery county police department. we appreciate them tremendously. we have worked closely togethere for many years and in this particular situation since laste thursday when the incident came to our knowledge in our school. it is also important toto understand that while some would try to make this into a questioi and issue of immigration, what comes down here is that we serve every student that walks in our door. we are a public school system.t. and we serve all of our studentt when they come to us. and when we look at that, it is not only the right thing to dohn and the good thing to do and it benefits the students and our community and our state, it'se, also the law of the land and it's what all of the school systems in this state and ind would go as par as to saysay virtually or all of them in then nation do, they serve the

and that's based on pliar v dough property supreme court.opr it'sty the interpretation of the constitution of the united states. and we do our business by the rule of law in this country and that's what the law says. it gives us pretty explicit information about who we should serve and we want to serve them because we know that it wouldld not be good for any child, noo matter any circumstance or characteristic to go without an education in this society and in this h community. so it'sth very, very important that we help all students become productive members of societyf and it is the requirement. additionally maryland has compulsory attendance laws from age 5 to 17 this year and next year that will go to 18. we've provided a lot of this information for you in packets that were available at the front door. so you have all these references.. finally it's important
5:07 pm
in this situation that this ishs not an issue that we're going tg move to the political level.leve a lot of people, as i've said in my earlier comments want to mako it a political comment, a political statement, a political situation. the fact is that these studentss were not in the same class.clas they were not in the same classes, but many studentsuden between the ninth and 12th, between 14 or 15 and 18 or 19 or 20r in the same classes.asse they're in the same band class. they're month the same worldld language class. they're in the same play after school and present their theatre productions.pr they're in all sorts of things and as a teacher and high school and middle school principal i've observed this for the last 37 years. we're here to talk about anan incident that is horrible and terrible. we'll give the information wewe can.ca we're constrained by an ongoing investigation and
5:08 pm
thankful to montgomery police department here representative r tonight to give the informatione but it's critically importantti that ica say this is not about u is here based on what documents. it's not about any group of students. and, in fact, what i would say to you is the vast majority of communications that have come tm me and to our school board have been from concerned parents not all. some have been from people whooe have used really racist hate filled rhetoric about differentt people based on different personal characteristics. c and that is not the community ii moved to last summer. it is not the community i want to live in. and we should reject that fromht those people. we should say no.o. we're not going to paint allll students who speak another language, all students of a skin color, all students of a religion with a broad brush

incident. so i'm saying no tonight. we're going to take care of ourf students. we're going t o take care of thishis student who experiences trauma. but we are not going to sepsis people who say that 25,000 oftht our students shouldn't get to go to school because they speak another language as their first home language. what we're not going to say is that of those 25,000 and we doe not know, be clear, we do not know what anyone's immigration tat us is in the school system because the law says we don'te collect that and we don't. but of those 25,000 some are here with different kinds of documentation and some have none. and it's wholly and entirely inappropriate for any of us any time, anywhere to say that we're going to deprive a 6 year old, an 8 year oh,
5:10 pm
and 18 year old of an education because a who are horrible incident happened last thursday in one of our schools. this is what our i want to share with you you tonight. it's critically important thatht everyone understands schools are safe. these students did know each other. they were not in the same class. but i want to reassure our parents that their children aren save and that we will work vigilantly over the coming daysh we have been working all weekend and yesterday to look at everyer single aspect of our safetyfety plan. everything we do and we're going to put out something in the next few days, certainly by early next week to our principal.ur p we'll make it available to our community as we review all of our safety efforts in our schools with our school safety and security teams, with our school resource officers, with our tempers when they give hall passes, with our administrators just to
5:11 pm
of our schools and to make suree that we've covered any gaps. so that is our work. that is what we do. our primary focus is on teaching and learning, but the mostos important thing we have to do first is to keep students savee and in this horrible situationor thisri young woman was not safe. and for that i am deeply grievee because i have five adult children and four grandchildren. and i just put any of theirhei faces mr. and i know what this woman must be going through.roug so at this point wore ' going to open it up to questions and i will ask my team if they will call on people. we have captain hum fridays here who will join me and we'll answer any questions that we can answer.
5:12 pm
how could this have happened in we have a school resource officer on the grounds. all right, you're listening to a press conference from montgomer county public school pub superintendent right theredent wrapping up and taking questions. i've been listening in to himhim speaking about the case, the sexual assault case at rockville high school that happened five days ago addressing this issue saying that they are following the law when it comes to allowing the students that theyt have in there speaking to thehe fact that he feels as thoughfeel some are making this a political issue. but of course this is an issue that has caught the attention oe the governor in maryland. there anger from all differentif levels. you're also from governor hoag than a. let's go back to tom fitzgerald, he is in annapolis talking to the governor about what happenee in montgomery county.. fits, back to you.fi >>reporter: it's going to be interesting how this plays out, jim and sarah. because while you heard dr. smith say
5:13 pm
want to bring politics into this clearly there seems to be a disconnect here between whatbetw people are talking about and what dr. smith wants to talkalk about. the issue here is not the 25,000 students that he referred to,to, the issue is these two studentso and those questions are coming from this building behind me, the maryland statehouse in the person of the governor off maryland, larry hogan who is that he has repeatedly put questions to the montgomeryon county public schools to board d along with the state board of education and governor hogan today acing in no uncertain terms they have been rebuked ine getting any answers out of the montgomery county school boardol about these kinds of questions,s about why was an 18 year old in close proximity to a 14 yearyear old. what did they know about thethe immigration status of these twoo individuals that have been charged in this rape? how did they notify federal officialsica that they were dealing witheali these individuals and what
5:14 pm
of monitoring was going on these two individuals while they were in school. so while you hear doctor smith talk and defense the montgomeryn county schools in placsee theres a whole host of other questionso going on at the top echelons not only in county government but in state government and the unitedd states government about thisut t case tonight.toni so back to governor hogan, a visibly animated angeredered governor tonight talking about how he has been unable to get answers to the questions that am of our viewers have been p h position. this is what the governor saidover he's wanting to know right now and still has not received an re answer about as of this moment.. why is an 18 year old man in a ninth grade class with 13, 14 year old girls? why was his tat us not known to those folks? why was he allowed enter the country after they apprehended him f
5:15 pm
border, both of them? there's a lot of questions. and a lot of questions still remain, including why the governor says is the montgomery county school board not cooperating not only with the governor's staff but you withouw the state board of education. the governor went on at lent today about what has been going on behind the scenes since thiss attack on friday as state officials have tried in vein so far to get these answers. where my biggest concern lies is with the montgomery countyhe m school system and their lack ofc cooperation and the lack ofof information they've been providing. not only have they refused too provide any information to us, but they've refused to provide it to the take it board of education who specifically requested more information. keep in mind, in what may have been a stunning act of political bad timing in this building behind us, the maryland
5:16 pm
in the maryland house of delegates controlled by the democratic party passed a bill that would prohibit police in this state from questioning individuals about theirs ab immigration tat us or even detaining those individuals until federal immigration andand customs enforcement agencies are able to deport those individuals. governor hogan tonight saying that he will now work to kill this bill in the stat n senate april would veto it if it came to his desk.is d but he said as far as the timing of this just three days afterftr the attack in rockville high school, the governor calling it and sewer. >> i can't imagine what thesese people were thinking to even propose such a bill a few dayss after this girl was brutally raped by these two young men whn were in the country illegally. > so you have governor hogan at lent tonight. he did have
