inside a home. tonight, both of their killers are still out there. "fox5" marina marraco starts us off with more on college student aiana mcallister. >> it's been two days since the murder. this 18-year-old was home from college in north carolina she was home for spring break and she and her sister and friend decided to come into the district from prince george county to watch a music video being filmed, now, last monday night, 18-year-old ayana mcallister a largo high school graduate was gunned down in a parking lot blocks away from beping road metro station in northeast washington d.c.. she was taken to an area hospital where she died yesterday. and tonight, we spoke with her parents and her mother has some gut wrenching words for her child's killer. >> i

i forgive you for killing my daughter. >> wow. >> and i'm going to pray whether you are caught or not, that you realize that life is so precious and that you would never pick up a gun again. and that you would do everything you can to honor her memory and do something with your life. >> reporter: and today acting police chief peter news ham held a conference in headquarters in regard to both recent homicides in the district. he says, because there was a filming of this music video and such a large crowd, he believes there's some sort of cellphone video that could be evident that could show what exactly took place monday night. here is his plea to the public

>> there was a music video being filmed and we lost a life of a young woman because somebody felt as though it was okay to discharge a firearm in our community. and i would hope that anybody, and we believe there were multiple people in the area at the time, that anybody with any information whatsoever in that case brings it forward. >> and at that very scene there was a second woman who was also shot. her injuries tonight believed to be non life-threatening, live tonight from npd headquarters, marina marraco, "fox 5 news". >> other murder a woman reported missing was discovered inside her northeast home tied up and stabbed to death it happened yesterday 14th street near h street corridor. 34-year-old carina meal was living there temporarily while working on a project at th

d.c.. hundreds of people, plenty of them couldn't debt into the door. at the crux of it what is going on? and what is being done to cut down on the missing children in d.c.? >> we have to keep -- we can't go in whereby ourselves because they're worried about somebody taking us. we cannot even live our life. >> with a lack of answers about why these kids are going missing, many of them teenage girls, is leading to fear on the streets. there's a real problem with runaways. but as many point out, those girls are i'mer run ago way from something or towards something. >> the difficult things is some of these kids do go missing multiple times. but, like i said earlier, when they go missing, guess what? you have a child out there, and there are people in our community that will praip l mrai.

we're following breaking news out of norp wisconsin. investigators say it started as a domestic dispute in a bank and spread to law firm and apartment complex. we know the gunman is in custody and police have not released any other details but we'll keep you posted. >> in montgomery county several concerned parent with wondering how many students that entered u.s. illegally are currently in area classrooms. it's a question many parents are asking following the rain of a teenager at rockville high school by two undocumented immigrant students. according to the u.s. department of health and human services the number of local unaccompanied minors are eye opening. there are 55

irs affected online application. tisha lewis is here now to explain what it means for students and parents, tisha. >> well, shawn, a lot of confusion at college campus as cross the country and even here in american university. here's what we know so far. old deadline was march 15. the new extended deadline is now april 15 in most states and all of this is the aftermath of a federal web based tool user friendly that was apparently disabled. >> the details are i mean -- very strenous. there's a lot of things you have to go through with fafsa and everything. i understand the process of it on a technical level but it's not easy for students who need it. >> it's not awful but it's mainly you just takes forever. it's super time consuming and also standards for it are change. they're really high and don't take a lot of things into account. >> as if applying for financial aid

>> the secret service needs more money in the 2018 budge tote protect the bumet and cover the first family's travel costs. in a document obtained by "washington post" the agency says it needs an extra 60 millionto get the job done. cost of the president's travel and protection has come under heavy scrutiny especially after he rolled out a budget propose pose all that included deep cuts to a number of programs. sarah simmons joins us now with more on the story. sarah. >> shawn the secret service has a big job on its handsment aft president won the election the agency had to receipt owe fit trump tower in new york city and

in florida with presidential level security and then there's security he needs when on the move from location to location and president loves tovz spend weekend at mar-a-lago estate in florida. recent nal list is politicalo says the trip costs 3 million each time a trip he made four or five times already this year. that's money that could entirely fund some of the programs on the chopping block in the proposed 2018 budget. so, let's refresh our memories on those cuts here. first let's take a look at proposed cuts. these are all the departments that are on the chopping block. some are more severe than others. and with the environmental protection agency topping list of 31% reduction in brunl et cetera and state department is not far behind under 29% and so after hearing about the 60 million in addition n additional funds requested by the secret service to protect the government what else that 60 mill could fund if not

according to "usa today" the minority business development agency under the department of commerce cost $32 million to run. the white house says the agency is down cat of other programs in the small business administration. that program is slated for elimination under the current budget proposal from the president. under department of education teacher quality partnership costs 43 million and extra 60 million needed for secret service could keep this program in place. soym thing for the international education programs at mere $7 million. it provides more money for different exchange programs, migrant schools and special education service as broad. it cost 20 million for state and federal partnerships to preserve natural and historical cultural resources under budget proposal that would be gone. and an entire agency u.s. institute of peace costs 40

>> that 18-year-old home from college in north carolina she's a largo high school graduate and she was watching as a music video was filmed in northeast d.c.. this is ayana mcallister, the victim in the double shooting. she was home for college on spring break when she and her sister came into the district to spend time with grepdz. she was shot near beping road metro and died tuesday. police are asking for the public to come forward in hopes of closing the case. lauren. d.c.'s ward eight city councilman treon white hosted a town hall meeting on number of missing kids, teenagers in the district. this was attended by hundreds of people and it got heated. both the mayor and police chief were here reiterating there is not an uptic in numbers but working to spread awareness and didn't do much to calm concerns. >> tisha. >> and we have an update now on
