comes 24 hours after the rail a near london's house of parliament. meanwhile parliament back in session today. earlier this morning prime minister theresa may spoke to lawmakers following a moment of silence she called london quote the greatest city on earth reveal the attacker was british born and previously investigated for having streaks him links. his dent has has not been publicly revealed. british police arrested several people in raids they say were linked to the attack. those raids were carried out in nearby city of birmingham. meanwhile the tenth death toll from the attack has been revised to four. that includes the attacker who was shot and killed by police. two civilians and a london police officer. dozens of others were injured as well including one american. this is england's worse terror tack in more than a decade. subway bombing of 2005. >> we have breaking news concerning that rash of bomb threats against judicial community centers across the country including in our area. a 19-year-old israeli jewish man is under arrest in

police calling him the primary suspect in the string of threats over the past few months. investigators say his motive is still up clear. he used advanced technology to hide where those let calls were coming from. the other big story is happening right here in d.c. it has to do with health care. that's right. republicans had hoped to have big vote on the row peel and replacement of obama care today. but despite some late night armed twisting, they're not there yet. fox5's anjali hemphill is live on capitol with more on why some republicans are holding out. >> reporter: well, today will certainly be a test of trump's deal making skills. republican which is not afford to lose more than 23 gop votes on this plan but the latest reports show there are still more than two dozen republicans who oppose it. remember this. seven years ago today president obama signed what was supposed to be his legacy issue. health care reform.

>> 9:15 on this thursday morning. new developments in the rockville rape case. lawyer for one of the suspects speaking out saying his client is innocent. >> fox5 has been staying on top of this story as it unfolds. bob barnard is live in rockville with the very latest. bob, what can you tell us? >> reporter: well, erin we've heard a lot of voices in the past week but now for the first time as you mentioned the attorney for the older of the two teenagers charged in this case in an e-mail to fox5 this morning. his name is andrew jess sick he's a criminal defense attorney here in montgomery county. hired by the family of henry sanchez mill yann and here's what he's written to us. he says, mr. sanchez mill yann will plead not guilty. this case is a perfect example

innocence because most people have assumed he is guilty only based on here say accounts even when he did not confess. there has been a rush to judgment. we believe that he is innocent. we also believe that this was a consensual end counter between our client and the young teenager. again, that from andrew jess sick an attorney for the 18-year-old accused of rape in this case. police call it a brutal attack and have charged sanchez mill yann with first degree rape. they say a week ago today last thursday, he and a 17-year-old classmate both illegally in this country raped a 14-year-old girl in a stall in a boys bathroom here at rockville high school. now, the same attorney in an enter view with washington most that was publish this morning said that his client the 18-year-old came to the us last summer from guatemala. that was escaping threats and gang activity there. he s

client was not a member of a gang there, but came here to montgomery county to live with his father, again, the family hiring criminal defense attorney the 17-year-old suspect in this case is being represented by the public defender's office. they have not said anything about the charges against their klein to this point. i will also mention that this morning e-mail went out from the superintendent of schools here in montgomery county dr. jack smith to parents of children enroll in montgomery county schools. in that e-mail, dr. smith calls the attack here at rockville high school horrible and unacceptable, but also says that he wants people to realize that the school and students here have been getting threats because, again, the two alleged rapists who enroll at school here were in the country illegally and allowed to come to school as 17 and 18-year-olds and enroll as freshmen with 13 and 14 year olds. the attorney for

baltimore man accused of deadly stabbing in new york city. police say they believe 28-year-old james harris jackson was specifically targeting black men police say jackson walked into the police substation in times square wednesday morning and allegedly said he was the man they wanted -- the man wanted in that deadly stabbing much officers say the victim managed to take himself to the nypd precinct and was able to describe his attacker before he died. jackson is charged with second degree murder but police are hoping to upgrade that charge. dc police need your help finding this man wanted in connection with the death of a woman whose body was found earlier this week corona meal. corrina was found bound and stabbed to death inside her northeast basement apartment along 14th street near the h street corridor. police say she was living there temporarily while working on project in the corporate museum. great news now national park service says the cherry blossoms are blooming again after killer frost e-mail wednesday a spokesperson says the bloom period is underway and can last two weeks. he says officials expect the

we already done about 20 minutes ago. >> okay. >> so the toasting is very important. to get your starves and everything going. >> you want the risotto to be that perfect consistency. >> slowly our stock in this case i made the stock out of the shells of the lobster. >> seafood stock. >> correct. i steam the lobster. take the shells out and with that shells i made the stock. which is right here. so this stock slowly over about 20 minutes time depending on the rice. >> slowly pour in the stock. >> correct. slowly so we finishing stage at the are you society at a which i'll show and so what i do i have my base which is a lobster with the asparagus and all my spices and all my herbs and then what i do at the end i add all -- everything together. >> so you mix it all in the pot. >> yes. so i have my stock that gives me the flavors and all the goodness. >> you were saying toasting the rice ahead of times prevent it from getting mushy consistency. >> part of it but you want to

that helps get the starves going. >> okay. >> at this point we do a man cot tee or finishing the risotto and then we add that and we add unfortunately people don't care too much but we need to add some butter in here. >> butter makes everything tastes better, doesn't it? >> yes, it does. >> really softens it up. >> all right. and so -- what else is in the mix besides the asparagus, tomatoes, lobster, butter, you have seasonings, some onions. >> we have little bit of cayenne pepper. some parsley we'll add, too, and some thyme. in that adds brings all the flavors to the forefront. >> you want something to compliment what you are doing. you don't want to overpower with spices. you want the lobster to shine and asparagus to shine. >> lobster and asparagus the stars of the dish. >> they should be. they should be. >> for sure. >> that's what we're trying to do. little more stock. and then here's where you adjust your consistency of the rice. >> oka
