at the corcoran school of art and design. her body was found bound and stabbed inside of an apartment on 14th street a week ago today. >> matt ackland has been working on this story all leak long. joins us live on the phone with what we know right now, matt. >> good morning to you. this was just a crime that really shocked the entire area as you said. corrina mehiel was found tide up and stabbed to death along 14th street northeast just to give you an idea where that is very close to the h street corridor about a block or two away from there. we're learning this morning from d.c. police that they have arrested a man 28-year-old man and charged him with first degree murder. his name is he will hagoo tour ray no fixed address according to police. and apparently they were able to arrest him in the first place on a fugitive warrant from another jurisdiction. details pretty limited at this point. as you all know there has been a widespread search for this man

last week not only did they have a crime scene set up at the home for several days, they also were looking for some kind of sus suspect. there was a place just outside of the beltway in beltsville. there was kind of a convenience store 7eleven where they captured an image of a person of interest there. we don't know if this is the same person or how that image might be connect. also remember, the vehicle they were looking for her vehicle. that was found over the weekend. so how we're tying this altogether we're not sure at this point. what we do know from police is that 10:30 they are planning to hold a press conference to brief us on what they can tell us, who this 28-year-old man is. how he made may have come in contact with corrina. she was here temporarily working at the corcoran school of art and design. she was last seen on sunday night. she had dinner with some friends and then her body was found tuesday it was i

bob barnard live at rockville high school with more. bob? >> reporter: hey, wisdom, good and manage let's first talk to you about the new information we're learning from the public defender representing the younger of the two teens charged in the rape here at rockville high school. suspect 17-year-old jose mon montano. now according to court documents, filed by his attorneys object taped by the washington post, this 17-year-old says that he and the 14-year-old alleged victim in this case had been in touch via members messaging that sex was consensual. that they agreed to meet here at the school on that day which was a thursday morning, march 16th and had sex. that he claims was consensual. now, he allegedly the teen says that the girl also sent him explicit photos of herself before the alleged assault. that again according to court documents in this case. the 18-year-old charged in this case his name

millan also charged with rape. he allegedly joined in on the assault in the boys bath raul at rockville high school that day. that 18-year-old's father 43-year-old man adolpho sanchez reyes is now in jail in howard county picked up outside his home last friday by ice and chacharged now with being in the country illegally much he is the man who paid for the airline ticket for henry sanchez millan the 18-year-old charged with rape to fly from texas to maryland last summer after he was detained at the border trying to get into the united states from his native guat guatemala. ultimately he was released. so the two suspects are still in jail being held without bond. the attorneys for the younger of the two mr. montano, they want that bail reduced from a no bond status citing this alleged consensual affair here at the school. i will tell you obviously montgomery county

have physical scars but this man terrorized you and your children. >> yes, ma'am. i was on -- i was in hiding for two years. i had to to change my name. i had to change my clothes. he had taken our children out of the country for 18 months. i was unable to get assistance in trying to find them, and then once i did find them, he tried to attack me in the courthouse. i came back over this way in hiding. i did gout go out anywhere. when i work i went straight to work and i came home. and unfortunately, he found me here by going to a father's rights group in washington state telling them that i kidnapped the children. they did a skip trace on me. found me in this area and told him that's when he came to this area looking for me and found me. >> and began the rampage that was our 23 days of terror. >> yes, ma'am. >> since then you've worked to build yourself and your chi children. you give speeches, you talked about how you had to be strong and how you

this second book, you know, some might wonder, what more is there to tell? it's an on-going struggle for sure and we empathize. i wonder what more did you feel you had to say? >> well, my last book ended with us not knowing whether or not john would be executed. so this book starts with the execution. but it also details what me and my children went through and our isolation in trying to create a new normal, in trying to find counseling for us that was i was unable to find. so i had to go -- >> was it people were unwilling to giving you counseling or it just wasn't available. >> i'm trying to understand that part. >> victim blaming was the high point of what we all had to go through. so we had people that were telling me, if you would have stayed with him, he just would have killed you. if you would have stayed on the west coast, then people on the east coast would still be alive. how dare you call you and your children victims when none much were you killed or hurt and how dare you bring drama into our

there were people who were trying to take advantage of the situation from us, counselors who were trying to be famous by counseling my children. so i had to go to the library, get a book on counseling and learn how to counsel them myself. i started to speak out to help other women who did not have physical scars to prove that they were speaking at the military because there's a military component that deals with ptsd soldiers returning from a war soap. >> because john had come back from the gulf war. >> yes ma'am. >> you believe that's what sort of set him off on this spiral. >> i don't want to say that. >> okay. >> just because you you're diagnosed with ptsd doesn't mean that you will commit a criminal act. >> fair. >> so he was diagnosed with ptsd but that was not the reason why he committed the crime that he did. >> that's very fair to point that out. how are you and your chirp doing today? >> i'm looking at you, um, you're saying that but i'm looking at i still see the pain. i can't imagine -- no. you do not see pain. >> no. >> do you not see pain. i am

through western howard county montgomery county up into northern maryland i do want to mention that the potential is there that we could see a few additional thunderstorms. here we go getting flashes off to the north and east of d.c. as well. as we watch all this rain shower activity can i pivot back into the area. the bottom line of the forecast keep the clouds in the forecast today. keep showers around for. of the day. i think they'll become widely scattered this afternoon and certainly the potential for additional thunderstorms here for the next couple of hours. as what we've got is a cold front off to our north and we have. as that presses into the area squeezing out the atmosphere here, for the next several hours. then as we get into the overnight hours and early tomorrow morning we should get in on some cooler air and some drier air and we'll be right back in the sunshine tomorrow. there's your cold front again moving through late this afternoon and tonight and once that gets east of us right back into really nice weather pattern for the day tomorrow. feels like a soggy 70 out there this afternoon with all the rain and thunderstorms. there's your seven day. wednesday, thursday, yes,

2017. the objective to eliminate the late penalty for residents who are late as 30 daytime limit expires. currently, the district's ticket fines double even if the driver is just one day late and expired meter fine doubles to from -- to $60 aft 30 days. if the ticket is not paid or contested. 150-dollar red light camera ticket doubles to 300. the 300 speed camera ticket doubles to six hun dead dollars. due date was simply too short because it depends when the ticket got in the mail and some residents could get notice with less than a week to go to pay that fine. aaa mid atlantic says there's actually no evidence that doubling fines has improved traffic at all. if the rule changes d.c. residents they be done with that 30 day fine. all right. so they still have to pate.com but they wouldn't have to pay the fine. but drivers in maryland and virginia and other places anywhere else, you're out of the luck because the fine will still happen after 30 days.

the election cycle there's lot of fake news we have great connections to everybody from harvard, mayo clinic down the line we get our information first and through publishers a lot of harvesting and taking 5,000, 10,000 word pieces and turning them into between 233 and 300 words for these minute and a half tidbits. >> it's really fun much it's really interesting. >> i appreciate it. >> and now you guys have ventured you're doing it with connie and your step stepson and ventured into the podcast record ad world, right. >> we have a television show we do on our facebook page and it's -- as gibuses our son who is 35 now way too much family time for him. the traffic is so bad -- traffic is so bad in los angeles that we basically just put the studios in our house and so i never leave. my wife is like, hey, when was the last time you got out of your pajamas everything is shot from here any way, and so it's a lot of time for with family which i love. but i think the kids would like to get away every now and then
