kid video the school where he was a substitute teacher and those documents, that document what authorities found on his electronic devices. now, this investigation began back in december of last year when the online cloud service drop box notified authorities of the content inside that particular server that was linked to 34-year-old christopher speigts. investigators say his drop box account was saturated with child pornography. now, we poured through that arrest, warrant and the description that of video simply two graphic and explicit to share here with you but i can tell you that it contained a large descriptions of child pornography with children both male and female between the ages of seven to 13 years old. now, i'm not sure if we have this full screen here for you from prince george's county but prince george's county just releasing this

pgcps is aware the substitute teacher christopher speights was arrested. arrested. law enforcement with its investigation. due to the nature, he will no longer serve the accident happened any behavior that brings harm to a child will not be tolerated in any way in pgcs. over the past year w have made significant changes to increase student safety and remain committed to ensuring a quality education in a safe environment for all students. now, speights told investigators earlier this morning when he was arrested at his capitol heights home that he had been a substitute teacher here for nine years at bradbury heights elementary school. he is yet to go before a judge but he's facing serious extremely charges which include three counts of distribution of child porn as well as six counts for possession of child pornography. live tonight in prince george's county, marina marraco,

>> you can't hold him against his will. >> go ahead, ma. >> and new video here getting attention on social media. a man is arrested as he is holding his daughter in his arms. authorities say he refused to pay his fare even threatened an officer. >> but the father of the one-year-old is telling a different story of what happened. matt auckland is live tonight with more on this story t hi, matt. >> reporter: hi, jim. leon borum was released from the courthouse. the incident happened yesterday. the judge telling him not to current to the congress height metro stop where this all took place. he told us that he was with his one-year-old daughter yesterday. they went to the metro because they had to come here to the courthouse on an unrelated case and that's when he came in contact with the police officer. now o-let's first talk about what officials are saying. according to court documents, the officer says borum was attempting to evade paying the fare. it goes on to say he entered an emergency gate not paying and the officer said he was

well, the court papers the officer claims when he was given false information and no identification he told borum to leave the station four times and when he refused, the officer escorted him out f now, according to court documents, the officer then said borum told him to come outside and fight me, i'm going to blank you up. but outside court, borum said that wasn'twhat took place. he claims the station manager knew him and the allowed him to pass through the gate freely. he claims he did not threaten the o take a listen. >> i told him to get the (bleep) up off me, yeah, but i didn't tell him all. that i just told the man get the (bleep) up off me. >> reporter: did you tell him you were going to get him upstairs. >> no. hill staffers. but the convenient didn't go quite as planned. fox5's alexandria limon is live with more. hey, alex. >> reporter: hey. in fact this event was still supposed to be going on right now but it dime an abrupt end when u.s. capitol police confiscated the marijuana that activists were handing out. i'll tell you dcmj the group that organized this event chose this street, this corner right here because it's actually d.c. land and not federal property which means it is actually legal to possess less than 2 ounces of marijuana. also, legal to give away less than 1 ounce for free for people over the age of 21. but still, several people were arrested in fact, take a look at this video. our camera was rolling when some of those arrests took place and u.s. capitol police confirm seven people were arrested, a spokesperson also sent a statement saying three were arrested and charged with

possession with intent to distribute. under federal law it is unlawful to possess marijuana. federal law enforcement can enforce federal law in d.c. or other states if they choose to, which makes some of the activist who's were here today worry about the future of recreational and medical marijuana laws in states around the country. >> i asked people across america if you care about legalization, now is the time to put pressure on your congressman. even consider going to their office and bringing marijuana there and saying i use this. are you going to arrest me right now? >> cannabis sap schedule one substance meaning it has no accepted medical use and high potential for abuse and ironically there's 29 states in america that have medical marijuana laws. and so it's kind of ridiculous that we have a law that's in place illegal substances act needs to be changed and that's one of the reasons we're here today to s to highlight the fact that cannabis

>> authorities i was 27-year-old william moore jr. is one of three suspects accused of killing raul farley. police released this new surveillance video on your screen. it shows two additional suspects following moore into an apartment building on milestone way. this is just moments before the shooting. investigators believe farley was shot during a robbery. a second victim was technological shot but survived. also in prince george's county police arrested man wanted for a fatal shooting in capitol heights. police say 30-year-old christopher green shot and killed jan cotto two weeks ago. cotto was shot while walking near her home in the 200 block of selma avenue. she was taken to the hospital where she later died. police say the suspect and victim did know each other. they believe the shooting stemmed from an attempted robbery. >> we're going to make

ing. >> tonight metro's general manager has a new plan on the table to save the troubled transit agency. the price tag is a big one, 500 million a year in dedicated regional funding for capitol projects. >> where the money would that come from and where cutbacks would take place are already causing controversy. fox5's tom fitzgerald took a look at the plan. he's live now with more. >> reporter: jim any time you're talking about half a billion dollars that's real money to a lot of folks and remember, it's know secret since he took this job as general manager, paul wiedefeld has said time and time again that metro needs to get rid of its

inefficient ways of doing business. he's come up with a new plan, with new ideas. one of them, maybe met only concentrates on running buses and trains. but private contractors run bus and rail stations. that's just one of the ideas. here's a look at some of the highlights. the main thing here is funding. what wiedefeld is asking local governments to do is to create a regular steady flow of funding, d.c. t-maryland, virginia, all sending metro an annual $500 million form wmata's long term infrastructure and maintenance needs. now, does that mean a new tax? does it mean some sort of just regular payment? that's not exactly put down in paper just yet. he's left that up to the local governments month. he also wants to bid out some of these jobs that metro has that has currently done by their unions. how would that work? well, the union would then have to go out and bid for those jobs against private

you will not be surprised to learn this is resoundly being denounced by metro's union and they are already vowing to fight these kinds of moves and cuts to any benefits for metro employee workers. the plan also calls for in some timely changes to metro train and bus schedules, making quicker changes when needed or putting less service on when it's not needed. the bottom line here wiedefeld says is that all of these changes and financial improvements are needed. if not, all of the progress he say that have been made over the past year in the safe track repairs could be put at risk. >> it's just recognizing the, you know, the 40 billion-dollar investment that we made that we cannot let that deteriorate any further or you see what happens as we've seen over the last few years, the slide we've been on that we get steeper and steeper and worse for our customers. >> reporter: now, in case you're wondering the federal government doesn't get off the hook on this one. they are als

more money because of all the federal workers that use the metro system. he wants to see a regular improvement over that $150 million that the federal government sends metro. remember, that's due to expire next year unless congress acts. of course, how long will it be before any of this happens? it's unclear. wiedefeld himself mentioned that he really has no power over these local governments or the federal governments to make any of this happen but he says the message is serious and the need is real. we're live in northwest tonight, tom fitzgerald fox5 local news. >> all right, i was cold yesterday. and now i'm without the sleeves today. i -- this is -- it's all over the place. >> it is. because we had like that -- that vague are lousy rain coming down a couple of days ago and cool and you needed the jacket and today don't need it. >> don't need it at all. but you know what, we have had -- we started with showers this morning a little bitor

[laughter] >> you can't please everybody, right? what we're watching tonight though and you saw this a few minutes ago we are beginning to see a line of storms developing right along the interstate 81 corridor. they're moving east at about 10 miles an hour. so, we've got to watch these closely because this one in tech did show severe tendencies so it is warned because of the possibility of gusts to 60 and maybe some 1 inch hail. slow mover, too, so it will drop some rain. this is the storm we're watching and in the last hour it really blows up very quickly so marksville, lore ray state mills you may be in the path of that as it moves its way in towards little washington and maybe even culpeper here in the next

impressive. last year he made more than 1,000 traffic stops issued 1400 citations and had more than 160 arrests. i don't want to mess with this guy. >> no. >> we sent our photographer doug wilks for a ride along to see what it's like to hit the streets with the trooper. >> this vehicle in front of us has a left brake light out. my name is trooper charles tittle with the maryland state police currently assigned to the northeast barracks. i've been with the maryland state police for six years. how you doing sir. >> hey. >> i stopped you 'cause your left brake light is out. >> okay. >> do you have your driver's license vehicle registration. from a young age i've always had a strong interest in law enforcement. i began my career with the baltimore police department as an explorer at age 14. you're free to go. have a safe day. when i was younger i said i want to be a trooper and that's what made me interested within the maryland state police. i drew a strong interest to the maryland state police, just how they carry themself. i would say being a maryland state

calling and i found that everybody i work with just has that drive to make criminal apprehensions, make traffic stops. the superintendent of the state police announces who the trooper of the year is for the entire state. i was definitely surprised and humbled about it. you know, i work hard but we don't do it for the award to be recognized. i do it because i feel like it's the right thing to do. >> i think that he worked long and hard for it. i think he's a real asset to the department i couldn't be prouder for him. >> thanks, buddy. >> d.c. police need help identifying a person of interest in an attempted bank robbery. this one happened yesterday afternoon at a capitol one bank in the 3500 block of connecticut avenue in northwest. police say the suspect passed the note to the teller demanding the cash. when the teller refused that suspect took off. >> to reston virginia where investigators say a treadmill sparked a major house fire. the flames broke out yesterday morning at a home along margin driver. the fire caused nearly a quarter million dollars in damage. >> capitol police arrested seven marijuana advocates in honor of the unofficial marijuana holiday 4/20. d.c. based pro-pot group was giving away a thousand free joints to congressmen and staffers on monday the activists plan to smoke marijuana on federal grounds which is illegal. now, the debate over recreational marijuana still a very hot topic on capitol hill. many think it's time to control and tax marijuana in the same way alcohol is regulated. joining us

how are you. >> i'm doing great. >> give me a sense here about the business angle of this because year by year we talk about 4/20 in almost a comical sense but your company says this is business here. >> absolutely. one of the things that i think it still needs to be demystified. this is a.m. multibillion dollars industry. 6.7 billion as of last year. by 2025 we'll be looking at over 24 billion in revenue. there are 30 states that have legalized some sort of cannabis today which means 69 million people in the united states have some kind of access to the medicine and the plants so it's a big deal. >> and so we have the medicinal edge which seemed to be t the first frontiers tackled. it's hard to lose track because they're voting for this at

why do you think the tides have changed? i think a couple years ago there were a couple people staunchly against the idea of legalizing recreational marijuana. >> new frontier data, collect information in a rigorous manner so we can provide unbiased facts. we put out a survey and nine in 10 americans are pro-legalization of medical cannabis and six in 10 are pro-the legalization and regulation of medical cannabis so popular -- the popular perception has indeed taken a massive shift in the united states and arguably worldwide. >> you have an attorney general, we have an attorney general in this country now who said this is a law he's go together fight tooth and nail a lot of these states that have legalized marijuana in some way shape or form more on the recreational side than anything else so how does that change the approach of how you do your job. >> so, it's interesting. as an information provider we're very well positioned and i'm very encouraged by the fact that we have

the hill and they are now collecting information. they are trying to understand what is the tax revenue, you know, how does medical marijuana and the opioid issue sort of like interaffect i think that we're now at a time of information gathering and sort of a better understanding watch exactly does it mean from a social and economic impact in the united states. >> and when you talk about jobs, how many jobs have you estimated that legalization has created? >> so, by 2020, we estimate that just based on the 30 states that have legalized today and actually west virginia just legalized less than 24 hours ago. >> medicinal. >> medicinal. >> i didn't know that. so, based on the states that are legal today, we're going to see over 300,000 jobs created from this industry. mind you, if there was any type of tax reform, then that could create an additional 115,000 jobs. that's almost half a billion jobs created by one industry. >> there are people out there that will say no matter what the facts say no matter the

there are people that say, look, we're talking about they claim it to be a gateway drug, they claim it to be a negative impact on younger americans. i mean, what's the -- what's your reaction to things like that? >> so, the facts don't lie. as i said new frontier data we only stick to the facts and when we looked, we did a study based on the impact on healthcare cost and the abuse of opioids. there was an 11 percent drop. there's more information to be gathered. and so we need to take sort of -- we need top look at this issue in a very delicate way. >> thank you very much for coming in tonight. >> pleasure jim. >> in the meantime sarah we'll send it back to you. >> well, the president hosted the prime minister of italy inside the white house today. a pro-marijuana protest was also under way outside the white house p-2 very different events of course. fox5's political reporter ronica cleary is live at the white h

ronica. >> reporter: hey, sarah. well, just about month out from the g-7 summit president trump hosted the prime minister of italy at the white house today. now, when he opened his remarks, he stressed something that we have heard the president speak about before. the importance of nations participating in nato spending that 2 percent of gdp on defense. right now italy just spends just over 1 percent. when it opened for questions a variety of topics were covered. take a listen to some highlights from the president's remarks. >> as far as iran is concerned, i think they are doing a tremendous disservice to an agreement that was signed. it was a terrible agreement. it shouldn't have been signed. it shouldn't have been negotiated the way it was negotiated. i'm all for agreements but that was a bad one. as bad as i've ever seen negotiated. they are not living up to the spirit of the agreement. yes, a strong europe is very,

showers and storms though some of which are healthy looking, they're not severe but they're stronger than perhaps we'd like to see with so many people outside but hey, just be aware of it. most of the activity is south of interstate 66 and it's moving east. so i'm not sure how much we're going to see here in the district or points north but our short term guidance wants to suggest that between now and about 8~or 9 o'clock we could still have to deal with a shower or a thunderstorm popping up as a little weak impulse is crossing our area but how about these temperaturesly? 82 degrees again today, dulles 82, bwi 79 degrees. well above average and well above where we were yesterday. let's get a check of temperatures now and then we will that get you up to date on radar. we've dropped down 1 degree to my 81 but we saw a lot of places down here where these storms are firing up like culpeper and fredericksburg starting to get into the mid 80's today, so there's a little bit of fuel around for those storms. frederick you're 82 degrees. notable exceptions, those areas especially on the western side of the bay staying a little cooler like annapolis

but again, the temperature change in the last 24 hours is quite dramatic. 19 degrees warmer in d.c., 24 degrees warmer in manassas, so if your head is spinning maybe it has a little bit of something to do with that as well as that high tree pollen count. so here is d.c. and you can see not much around our area but down to the south, this is where more of the heat was and a little bit more of the energy supplying these storms. so, ruckersville charlottesville area they're seeing lightning. nothing is necessarily severe now. we did have one warned storm for the possibility of strong gusts to 60's, maybe some hail but these are still capable of dropping some good rain, lightning, maybe some small hail and a gust at 30 or 40 miles an hour as they move from west to east rather slowly, so some of the communities that may be in the path of this including the culpeper area it looks like that's coming in on you right now. a few of the other cities that may be in the path of this storm that is moving to the east include culpeper, stevensville, remmington, silver hill

and that's between now and about 6:20 if it holds together. they're pulsing up quite a bit. farther north we're not finding as much activity. we have a weakening shower around front royal, middletown seeing powers and showers and storms this passed east of winchester. towards garrett county we have a little bit more as well and a stronger storm up towards chambers burg. this is going to pass through in the next two to three hours and then we'll settle down overnight. so, a check of your futurecast to give you an idea of where our models are plotting this right now and they do want to bring the whole line across 95 around 7 o'clock this evening. keeps on moving away although maybe a little bit of energy as seen by our futurecast up towards northeastern maryland. overnight skies should clear out a little bit, maybe a hit or miss shower tomorrow morning. we had some this morning from a cluster of showers and storms that moved out of pennsylvania and then tomorrow i think a lot like today with scattered showers and storms in the afternoon, not a
