the president tried to make good on some campaign promises. he started the ball rolling on tax reform. >> focusing on healthcare, will congress work out a deal to prevent a government shutdown? those are some of the stories we're following here at 5at630.

new tax plan. he alongside issued an executive order directing treasury department to review current tax laws and find ways to make it more simple. he issued two memorandas, one calls for the review of the wall street reform law, the other orderly liquidation authority. not quite sure what that is. all this just one week from a possible government's shutdown. >> joining us to talk more about this are jack berkman, strategist and brendan daily. democratic strategist. >> tell me, jack let's start with you. do you think this is too much to be trying to get done in 100 days especially one week from a government shutdown >> no, i'm becoming a real trump ite here. i thought they would plunge back into healthcare, had they done that it's dangerous >> they're still t

it >> they're doing tax reform first >> they're still talking about healthcare too >> they're starting with tax reform. the key here is to get tax reform done, build momentum in congress. bring in some things democrats can vote for moderate republicans can vote for. then maybe before memorial day, early june, before or after, then you go to healthcare. >> well, all right. brandon, i'm going to go to you. >> i don't see how they can do that. i'd like them to reach out to republicans and democrats but there's no way they can get tax reform done before june, august is what the secretary of the treasure said. we'll see what he comes up with in terms of tax reform. i hope it includes something in addition to these massive tax cuts for the wealth, how about for the middle class and tax credits for the low income folks. >> i got news. i think we got breaking news, it's not public information. >> what's that, jack

with the freedom caucus and the deal is trump will put the wall into the approach act in exchange for votes from the freedom caucus on the health bill >> mulvaney said he would do this, brandon let me bring you in. they say democrats have to agree to this to keep it funded >> i don't think the democrats will do that, they've made that clear both in the senate and the house. the leaders said they're not going to do that. they don't think that the republicans are going to let obamacare go unless they have this repeal which they can't get done. the president made clear during the campaign, he said, if they build the wall the mexicans will pay for it. of course that's not going to happen. >> we may not need democratic votes, i think we can get enough of the tuesday lunch bunch, i think the vote on the omnibus will be close if the

it or if part of the wall is in it. you know the way the negotiations will go, the way to get to tuesday lunch bunch guys in is if you put half the wall or third, put something in and call it a victory. >> we keep talking about the wall here. you lead me to a point i wanted ask about. is there something other than the wall that they could have a deal on? you know, a back room deal on or something? is healthcare so important as well as tax reform? is there something you think democrats would be willing to it budge on >> in general, there are, as we talked about earlier, in terms of tax cuts, if ■they canaddress the middle class, and do tax -- to low income folks, they could do tax credits, the president and his daughter talk about child care tax credits. there's a lot of interest among democrats in that and i think that would be something that we can get agreement on, infrastructure spending there's an agreement on that. depends on how they go about it. heretofore, what they basically done is not try get any kind of mo

and better. >> adam can terin >> it's kankrin >> health report from piloto joins us. you just heard what we herniate back there, from our analyst saying, you know, they don't think they're trying to get this done. clearly we're hearing. as soon as next week, is that what you're hearing on this? >> it's been a bit of a back and forth, and i don't blame anybody for kind of a confusion here. yesterday we had the white house putting a lot of pressure on the gop and congress to get something to a vote next week, so we could have something to take home after 100 days. now, obviously, president trump coming out today and saying, it's not really that big of a deal. we can vote on the week after. the reality is that you, in congress, republicans are trying to work towards something they can agree on. they're not there yet. there is no -- no count on the votes yet. there's no finalized legislation. that could ch

be a heavy lift to get to a vote by next -- by mid week next week. >> have there been actual changes to the bill itself, if so, what are you are hearing about it? is it likely to get pushed through >> there are discussions and tweaks around the edges, one of the difficulties you have a group of more moderate republicans who are unhappy with the bill and then you have hard line conservative whose are unhappy with the bill for a completely different reason. it's been dull to thread the needle and get the ball on board. that's what they're working towards now trying to get concessions to each side. as far as the moderates i've talked to, that i've talked to today, it hasn't moved their votes and neither side has really gone through and tried to take a survey on whether this would get some no votes >> you're talking about the house freedom caucus >> even if this bill passes the house, how likely is it to pass the senate >> that's the difficulty. that's, you

one there are certain procedural rules, things you can put into the bill, things you can't put into it bill. and it's not clear those get sorted out. you have to go through the senate which tends to be significantly more moderate than the house, you have a number of senators when the bill first came out last month, said there's no way that i can vote for this without significant changes. you're talking about another process, if the bill even gets into the senate. >> we know capitol hill is about deal making. are you hearing whether or not the healthcare bill is kind of being thrown in there as bate or something they're trying to negotiate to prevent a government shutdown? do you think this is kind of being thrown out there to some members of congress something that they could work with them on to make a deal on to prevent -- >> i'm not sure if the two are exactly connected outside of the poximity to the two. you're talking about trying to pass two massive pieces of legislation in the same we

difficult. and there really isn't too much kind of deal making, there is kind of a bipartisan consensus that they want to keep the government open, assuming that republicans and democrats can come to an agreement. on the healthcare bill, it's very clear, democrats are not going to support it. and it's up to the republicans to kind of get their conference, get their party in line behind one bill. >> healthcare reporter for pilot political. how are things looking now >> lot better than an hours ago when we were tracking the super cell storm through the region that began in loudoun, crossed over montgomery county, grazed the district into prince george's county and hailed all the way into the chesapeake bay. what is left nothing of a warning, thi

the super cell. there could still be one or two places especially this storm down here moving into part of charles county, i think that could potentially have smaller hail with it. no warnings but you'll get heavy rain and lightening and pea size hail, these will continue moving away. i wanted to show you we've had a tremendous number of hail reports, these were large reports of halley all of these indicate severe hail and a number of threes down especially hard hit in montgomery county. so we're going to go see that the worst is over as we go through the rest of the night. we are not done with rain. this is what's coming for the weekend. there's a lot more rain coming out in the tennessee valley, and that round of rain will begin here probably tomorrow morning. not thunderstorms, just rain that's going to be heading in our direction. here's a look at your weekend forecast. only about 63 degrees tomorrow. showers off and on through the day and a steadier rain developing later taking us to sunday. sunday i

60. certainly suburban areas will stay in the 50's. chilly and raw, soggy, if we continue with the rain sunday morning, it's possible that we can see this storm track a little farther south and maybe clear out parts of maryland or even to the district. but because that storm will still be in the vicinity, we may not be able to sound all clear for rain as you get down through central virginia and that will have to be watched. that's one thing that could change just a little bit as we go on into the weekend. it could produce an inch to inch and a half of rain, i might add an do without the strong and we severe thunderstorms but the rain will help with the drought. shawn and sarah, a look at your weekend forecast >> it will mess up prom pictures tomorrow. we'll have to find alternate locations. >> not good. >> president trump will head overseas this fall for his first official visit as the president >> he will be without a key member his administration. we're going to explain why this matters when 5at630 returns.

what in the heck of a why is it so important to the president of the united states. >> it's chief of protocol of the united states and the chief of protocol is the of the presiden to the whole diplomatic community. it can be any accredited ambassador or counsel or official anywhere in the united states.

thought in t go on the phone or skype. people like two meet each other. the chief of protocol is responsible for creating that environment when the leaders meet, they can focus on the work they have to get done and not focus on all the incidentals. >> what are those incidentals the things people don't think about? i was reading just about whether or not you shake someone's hand in a certain culture. explain how important it really is. >> you mentioned shaking hands. there's a certain am etiquette involved any time you have people from different cultures coming together. because culture is specific to a culture. we all know that. even like our grandparents houses had different cultures in them. when you bring people around the world, it gets especially more complicated, so it has to do with even like, you know, about schedules and how they like to do things, how many people

travel with. they like to consider like flags have to be taken care of. flags in the pictures. they're going to be ceremonies set up. there's going to be various kinds of are spouse included or not spouses included? that can be cultural. it's everything from the event where you actually focus on like a reception or a state dinner or even a -- or maybe it's even a summit of some sort down to the minutia, if there will be gifts. it's gifts, it's visits, ceremonyial issues, everything that happens when heads of state and specifically that means our president, our vice president, our secretary of state, when they are dealing internationally, the chief of protocol is the one calling the shots >> it reminds me of a big incident that happened back in the obama adni

job is to make sure the president and first lady don't embarrass themselves. the obamas visited or met with queen elizabeth for the first time and mrs. put her hand on the queen's back not realizing protocol was you don't touch the queen. we know the trumps are scheduled perhaps in the next few months or later this year to go visit with the queen. do you think that it's absolutely a necessity to have a chief of protocol so something like that doesn't happen again? >> fortunately, state department has a fantastic staff of career professionals who know a lot of that. but -- and but, one thing the chief of protocol is, is the chief of protocol is a trusted advisor of the president himself. so it's someone that he will listen to. what happens is that it's great to have someone in another department tell you how to do things. why do they know that? but when the your chief of protocol

to stand in this spot and say and this is what's going to happen, that means that the president is free to think about only what he wants to think about which is the content of what he's doing in building the relationship. >> to make sure, you're pretty confident he's not totally flying blind out there by himself? there's someone from the state department that got his back >> the state department has career people in all of these position that is will be doing a fantastic job. can i just mention one thing? >> sure. >> which is that in our culture, we're very, an in our declaration of independence all men are created equal. one of the things that happens is our chief of protocol has a high diplomatic rank. when he meets these people, in some ways he is their peers. internationally they don't like to talk to somebody on a lower level >> interesting we elevate

surprise to no one that the democratic party is a big tent party and we have a lot of folks who believe different things but we have a common belief we need to do better on behalf of americans and the middle class. i think to demonstrate our commitment to fighting president trump's agenda, to standing up to republicans in congress, and to showing that we mean business in 2018 and 2020. >> do you think sanders is going to run in four years? do you think he's looking towards that? >> i wouldn't presume to guess one way or another, i do know i worked for senator sanders briefly in the senate when he chaired the veterans affairs committee. he's a family man and vested in his grandkids and looking forward to spending more time with them in the coming years >> what do the democrats need to do to unify, is president obama being in office enough >> yeah. it's a good question. and look, bernie sanders has an incredibly powerful message about economic justice. what i want to see him

broadening that to talk about the other issues that are as critical. for example, standing up for women, standing up for the environment, standing up for criminal justice reform, talking about gun violence, making sure we're investing how we need to. these are the sorts of thing that form a compelling narrative that the american people will respond to in 2018. >> what else do you think they need to be doing on this campaign trail is what it seems like this whole unity tour, who else do you think they're really going to be trying to reach out to that maybe felt like they were under serve possibly in this past election >> we can do better job of speaking to the people who frankly are looking to us to be leaders african-american communities that have frankly lost over the last decades, the number of black men in prison. the contact with the criminal justice system, when you talk about the number of white voters in

who are struggling with, you know, reduced life expectancies because of the opioid epidemic, when you're talking about middle class voters looking at the bank accounts and realizes, we can't pay for our kid to go to college. all of those people we need to talk to. speak directly to them and what i want to see is an agenda that lays out how we will improve their life president obama has been relaxing and enjoying life since leaving office. >> i'm sure he has, the former commander in chief is getting ready to make a return to the public eye, we'll tell you where when 5at630 returns.
